It’s being reported that Eriterea has mandated polygamy on their men and whoever fails to adhere would face imprisonment.

Activists have posted a memo allegedly by the Government of Eritrea asking men to marry at least two wives due to acute shortage of men occasioned by casualties during the civil war with Ethiopia.

In the statement written in Arabic assures of government support to the polygamous marriages.

The activists translate it thus, “Based on the law of God in polygamy, and given the circumstances in which the country is experiencing in terms of men shortage, the Eritrean department of Religious Affairs has decided on the following .”

First that every man shall marry at least two women and the man who refuses to do so shall be subjected to life imprisonment with hard labour.

“The woman who tries to prevent her husband from marrying another wife shall be punished to life imprisonment,” alleges the activists in their translation.

The May 1998 to June 2000 Eritrean-Ethiopian war saw 150,000 soldiers killed from either sides but having a bigger impact on male population in the tiny Eritrea nation who were then just 4million people in total.

Suspended chairman of Oredo local government area of Edo State, Mr. Osaro Obazee, has said he dragged the state Governor, Adams Oshiomhole, to court to stop future governors from arbitrarily suspending elected council officials from office.

Obazee and four other council chairmen were suspended from office in June last year over alleged diversion of Internally Generated Revenue, illegal employment and inability to pay workers’ salaries among other reasons.



The state government is yet to set up a panel of enquiry to investigate allegations against the suspended council bosses.

Obazee said he opted for the law court to seek judicial interpretation on the powers of the governor to suspend elected council chairmen.

He spoke to reporters at the resumed hearing of the case at an Edo State High court on Tuesday.

Presiding Judge, Justice Esther Ikpomwen, had adjourned ruling on jurisdiction of the court to entertain the matter till February 23.

Counsel to the defendants, M.O Airede, urged the court to strike out the case as according to him, Obazee was removed in accordance with relevant laws.

About 156.4 million Nigerians, out of a population of 170 million, the bulk of whom are rural dwellers, have no access to real broadband connectivity, due to the refusal of some state governments and their respective agencies to speed up the process of granting Right of Way (RoW) permits required for the deployment of requisite fibre infrastructure, BusinessDay can now reveal.

Market observers are of the view that Nigeria may fail to meet the broadband targets clearly outlined in the National Broadband Plan (NBP) as state government apathy towards the implementation process continues to hinder network rollout timelines set by Mobile Network Operators (MNOs).

Omobola Johnson, minister of communications technology, has been promoting the ‘Smart State’ initiative; a campaign geared towards engaging state governors and relevant authorities at the state level to address the issue of multiple taxation impeding the rollout of critical infrastructure across the length and breadth of Nigeria.

Already, three states, Lagos, Cross River and the Federal Capital Territory (FCT) have signed the Memorandum of Understanding (MoU) with the ministry. Meanwhile, the initiative is being tested in Anambra, Bayelsa, and Ondo. Omobola Johnson, minister of communications technology, had earlier said that unless more state governments agree to come on board the initiative, Nigeria’s quest to become a digital economy may be derailed.

Majority of the country’s 36 states continue to shy away from participating in the initiative due to political affiliations and sentiments, and the lure of multiple taxation, which helps them boost their Internally Generated Revenue (IGR).

The Federal Government has already set a target of a five-fold increase in broadband internet penetration by 2017. Nigeria, Africa’s largest economy by GDP, currently has an abysmal broadband penetration of 8 percent, according to statistics from the ministry of communications technology.

In recent times, MNOs have accused various state governments of slowing down the process of RoW approvals by deliberately imposing unnecessary and inordinate taxes on them, even after long months of deliberations on the economic benefits of increased broadband infrastructure.

BusinessDay further gathered that lengthy approval timelines, which in some cases take up to two years, also contribute greatly to the escalation of costs in the rollout of broadband internet networks. This situation, they say, makes it difficult for MNOs to lay fibre cables in order to facilitate the delivery of internet services to homes, schools, hospitals and offices.

RoW is a legal instrument allowing operators to deploy infrastructure on federal or state roads at a fee. “We have sufficient broadband capacities sitting on our shores, but distributing the capacities through a national backbone and last-mile connectivity is a major issue for us”, said Olajide Aremu, director, network operations for Globacom.

“This is because of the outrageous taxes imposed on telcos by state government agencies and the refusal to speed up the process of granting RoW approval by the same state government agencies,” he added. The national broadband plan also has eyes fixed on the attainment of an 80 percent growth penetration in 3G services by 2018.

The said target will remain a tall order for the industry, considering the high cost for procuring RoW for laying infrastructure, and sites for Base Transceiver Stations (BTS).

Available statistics show that the cost of obtaining RoW could account for as high as 50 to 70 percent of the total cost of deploying fibre in states of the federation. BusinessDay found out that the cost of procuring RoW in Ogun State for metro fibre deployment is as high as N6, 500 per metre. Only recently, the Osun State Government vowed to confiscate the base stations of MTN Nigeria, over its failure to pay the RoW permit fees due to the state, to the tune of N399.4 million.

According to market observers, the country’s ability to meet the outlined broadband targets and objectives are dependent on the speedy removal of major operational bottlenecks, including multiple taxation, delays in site approvals, inordinate RoW charges.

These operational challenges hinder the effective and efficient deployment of critical network (fibre) infrastructure across the length and breadth of Nigeria. This year, the Federal Government, through the Nigerian Communications Commission (NCC) is planning to license Infrastructure Companies (InfraCos) to assist in the speedy deployment of broadband fibre in all the six-geopolitical zones.

Gbenga Adebayo, chairman, Association of Licensed Telecommunications Operators of Nigeria (ALTON) is however of the view that the Federal Government should move beyond granting of additional licenses to eliminating those operational barriers such as bottlenecks in securing RoW, which impede smooth network operations.

According to Adebayo, operators with deep pockets, who have secured licenses to roll out broadband services are yet to invest in fibre deployment due to the clumsy process of securing RoW from various state agencies. These InfraCos will be faced with similar operational challenges, he said, adding that there is need for well articulated policies so as to encourage investments. Despite the fact that sufficient international bandwidth has been achieved with multiple cable landings on the shores, excessive upfront charges for RoW for national fibre cable roll-out initiatives, have hampered efforts to push these capacities into the hinterland.

“We have been confronted with the issue of multiple taxation at the various strata of the government. This has contributed its own challenge to quality of service, as the spread of these critical infrastructure is restricted on account of some of these actions,”said Eugene Juwah, executive vice chairman of the Nigerian Communications Commission (NCC).

Lionel Messi, Cristiano Ronaldo and Manuel Neuer have been named on a three-man shortlist for the FIFA Ballon d’Or 2014.

Messi, winner on four occasions, led Argentina to the World Cup final before they lost 1-0 to Germany courtesy of Mario Goetze’s extra time winner. But despite winning the Golden Ball in Brazil, breaking the all-time Spanish goalscoring record and eclipsing Raul to break the Champions League equivalent, Messi endured a sub-standard year by his lofty standards.

Ronaldo is targeting consecutive crowns after winning in 2013.

The Portuguese forward helped Real Madrid end their hunt for an elusive Decima – a 10th Champions League crown – starring as they thrashed Bayern Munich in the semi-finals before notching a late penalty against Atletico Madrid in the final.

Neuer made a string of impressive displays en route to Germany lifting the World Cup. His famed sweeper-keeper role was most evident during the thrilling last-16 victory over Algeria where he had 21 touches outside his penalty area. The Bayern Munich star is the first goalkeeper to make the shortlist since Gianluigi Buffon in 2006 and is now aiming to become the first goalkeeper to win the award since Lev Yashin in 1963.

Here we look at the three contenders and see who deserve the award.

CRISTIANO RONALDO

Cristiano Ronaldo won last year’s Ballon d’Or, scoring 69 goals in 59 games for Real Madrid and Portugal in 2013. With 55 goals in 55 games this year he has been quite prolific more than any other player has managed this year in Europe’s top five leagues. He also wrapped up the Champions League single-season scoring record, with 17 goals in the 2013-14 season.

Seriously, Ronaldo is the best player on the planet on current form and has already scored 20 Liga goals – putting him on course to score around 60 in the league this season. Ronaldo set a new record in the Champions League this year, scoring 17 goals to help Real Madrid achieve a historic Decima, and is performing at a level, which has arguably never been matched in football’s long history. The Real Madrid promotional machine has been working overtime in his favour.

Ronaldo won in 2008 as well as 2013, and could become the fifth player to win the Ballon d’Or three times, joining Messi, Johan Cruyff, Michel Platini and Marco van Basten.

Although, the Real Madrid goal puncher scored just one goal in Brazil as Portugal side failed to qualify for the knockout stages.

Last week Michel Platini said how he believed a “world champion” should win the award in a World Cup year. Will that count against him with the voters?

LIONEL MESSI

Messi is already the only four-time Ballon d’Or winner and seeks his fifth award in six years after sweeping four straight trophies from 2009 to 2012.

In the past month alone he has become the all-time leading scorer in both La Liga and the Champions League and he continues to hunt defenders at home and abroad. He hasn’t won a trophy with Barcelona this year but that didn’t stop Ronaldo last year.

Sadly for Lionel Messi, both of his record feats in La Liga and the Champions League came after voting finished – and there was no repeat of last year’s events which saw FIFA reopen the voting to allow Ronaldo’s incredible World Cup play-off performance against Sweden to count.

Again, while Messi may have starred in the World Cup finals, the actual final itself was a bitter disappointment as he performed poorly in a loss to Germany, in terms of goalscoring potency at least, across 2014, Messi is an outside chance to win a fifth Ballon d’Or.

MANUEL NEUER

Neuer is a World Cup winner who captured the imagination of the football in Brazil with some vivacious displays.

As well as making all number of key saves for Die Mannschaft, Neuer thrilled with his interpretation of the sweeper keeper role, hurtling decisively out of his box to confirm his status as one of the best and most unorthodox keepers in football. His huge performances between the sticks helped Bayern to win a domestic double last season and at the weekend the Germans matched a Bundesliga record as they have now conceded just three times in 13 games.

Neuer has been widely praised for redefining his position with his willingness and ability to play the ball outside his penalty area. His 21 touches in the Round of 16 against Algeria were five more than any other keeper had in a game at any of the last three World Cups.

He is a goalkeeper. That’s not a judgement on the position, just a reflection of historical fact. The last time a goalkeeper ever made the shortlist was Gianluigi Buffon in 2006 – after winning the World Cup – and Lev Yashin is the solitary winner of the Ballon d’Or award from the goalkeepers’ union back in 1963. As transfer fees and salaries demonstrate so perfectly, football values goals more than it does clean sheets.

The FIFA award was founded in 1991 before merging with France Football’s Ballon d’Or, which dates back to 1956, in 2010.

The winner will be announced on January 12 at a ceremony in Zurich.

In reaction to the N365 million bribe allegation leveled against All Progressives Congress, APC, lawmakers in Ekiti state, the embattled Speaker of Ekiti State House of Assembly, Dr Adewale Omirin, has accused Governor Ayodele Fayose peddling lies and falsehood against the 19 APC lawmakers in the state.

Gov. Fayose on state radio and television had accused Omirin and other APC lawmakers of demanding N365 million bribe to clear‎ the commissioner-nominees and 10 percent of the N2bn MDGs funds.

Omirin in a statement by his Special Adviser on Media, Wole Olujobi, said the Assembly under his leadership had a record of integrity by passing 75 bills into law under the administration of the immediate past Governor, Dr. Kayode Fayemi, without demanding for money.

Omirin said instead of blaming the seven Peoples Democratic Party members for demanding 10 percent of the N2bn MDGS fund, the governor had turned a full circle to accuse the APC lawmakers.

He said, “I have never seen this kind of incorrigible attitude all my life. He told us to our face that he would lie against us to set Ekiti people against us. I thought it was a joke.

“In actual fact, it was the PDP members that suggested that we should demand for 10 percent cut in the N2 billion MDGs fund and all APC lawmakers said no.

“We even called the attention of the governor to‎ this attempted fraud. How the governor has now turned full circle to accuse APC lawmakers of demanding for bribe is baffling. One good thing though is that Ekiti people know the kind of governor they have.

“The alleged N1.3billion poultry fraud case is still in court. ‎There were many things coated in sugar that he told Ekiti people about the poultry project.

“Evidence of that lie and allegation of fraud on the people can be found in Justice Adamu Hobon’s court at the Federal High Court in Ado-Ekiti where details of how the governor allegedly defrauded Ekiti people are being examined for judicial interpretaion. Here we are again on MDG N2bn fund.”

Omirin urged the Ekiti people to beware of the antics of the Governor “who have turned statecraft in Ekiti Sate to ‎the theatre of the absurd, where stunts and propaganda have taken the place of reason and candour in the mobilization of people and resources for the growth of the state.”

He assured that the APC lawmakers would continue to tread the path of integrity to save the people from dishonest people who want to set Ekiti people against the lawmakers through lies and deceit to achieve sinister motives.

President Goodluck Jonathan on Saturday reiterated that the threat posed by Boko Haram islamic sect will soon be a thing of the past. He assured Nigerians that his administration will continue to strengthen security infrastructure, with a view to putting an end to the activities of the terrorists.

The President spoke when he hosted a conglomerate of Igbo market and town union leaders in Lagos under the auspices of Transformation Ambassadors of Nigeria (TAN) led by Dr. Ifeanyi Ubah and Arthur Ezeh.The meeting was held at the State House, Marina.

“Talking about the unfortunate bomb incident in Kano yesterday (Friday) which formed the reason I couldn’t attend the creative art event in Lagos. I believe some of you were there. It was when we got to the State House here in the afternoon that we got the information.

“I just want to tell Nigerians that this phase will surely pass. This intimidation will not last. We will continue to improve on the technology needed to combat terrorism. This intimidation will soon end, I can assure you. Other countries which faced terrorism later defeated it, we shall overcome also”, Jonathan said.

He thanked Igbo leaders who represented the 158 recognised markets as well as many town unions in Lagos for vowing to deliver all Igbo votes to him during the 2015 Presidential election.

“I don’t know how to thank Igbos. I don’t know how to thank my brothers and sisters from the South-east. After serving this country, I will have to go and read literature and study all classical literary works by Chinua Achebe and others to be able to learn how to describe and thank my brothers from Igbo”, he said.

Earlier, Eze urged Igbos to keep mobilising votes for Jonathan because he has the fear of God and sincerity to work for the nation. Ubah also urged them to show their numerical strength in Lagos by mobilising many votes for Jonathan.

Kano State Governor and one of the presidential aspirants under the All Progressives Congress (APC) Alhaji Rabiu Musa Kwankwaso has described President Goodluck Jonathan's re- election bid as tantamount to seeking third term in office.

Kwankwaso's position came just as the National Chairman of APC Chief John Oyegun said all the candidates of the party would be made to sign an undertaking to implement its manifestos if elected into office.
The Kano governor who spoke while returning his nomination form to the APC national secretariat in Abuja yesterday argued that President Jonathan began his first tenure after the death President Musa Yar'Adua in 2009 and would be serving out his second by next year.

The Kano governor who moved over to the opposition party last year following irreconcilable difference with his former party the People's Democratic Party (PDP) said Nigerians would not accept anything more than two terms in office.

"As far as we are concerned, this government is serving its second term. They had two years before these four years and if you add it up they cannot be four years. I have checked the constitution several times and I have not seen anything more than eight years and I do t know how they are going to manage it", he said.

He said if APC made him its presidential candidate, the party would be sure of securing the support of more than half of PDP members who would vote for him during the election.

"By this, I believe that the Nigerian people will not accept anything more than second term because anything third term is illegal and it is not acceptable

"Now, they don't want anybody to come close to the presidential contest because he has no hope and he is sure they will lose.

"It was when I started going round the country that I realised that this party is not only strong, but my aspiration as well especially because of my antecedent which they know very well. I am sure that they are rattled by my candidature". he said.

On the challenges of insurgency, he said many people now believed that those who were supposed to protect them did not have the capacity to stop the killing or they were enjoying it.

Oyegun expressed confidence that his party would take over at the center next year.

"What we are going to take over from PDP is a nation that is factually torn into pieces in every facet of human life but I want to assure you that we have people who will take these challenges on.

"We have manifestoes which we are going to commit them to faithfully implementing, as a matter of fact at the screening there will be an undertaking to be signed as regards the implementation of our manifesto." he said.

Following a meeting of elders of the party, Rivers state chapter of All Progressives Congress has settled for a consensus candidate to run for the 2015 Governorship election. A decision which is believed may infuriate the Ogonis who have been clamouring for “justice and equity.”


According to Daily Post, elders of the APC in the state unanimously agreed to present the Lawmaker representing Andoni-Opobo-Nkoro at the Federal House of Representatives, Dakuku Peterside to run for the exalted position.


It was also gathered that the one-time favourite, Senator Magnus Abe was at the meeting when the decision to select Peterside was reached.
The name of Dakuku Peterside will now be sent to the state Governor, Rotimi Amaechi for ratification.

Peterside was a former Commissioner for works during the first tenure of Amaechi.

Interestingly, the APC consensus candidate hails from the same community with the current Chief of Army Staff, Kenneth Minimah.

Following the selection of Peterside, it is now unclear what the fate of the Ogonis that have been clamouring for “justice and equity” will be.

A teenage Pakistani girl has been shot dead by her uncle following a row over loud music, police said Tuesday.

The incident happened Saturday in the Kallar Kahar valley in Punjab province’s Chakwal district, around 120 kilometres (75 miles) from the capital Islamabad.


“The girl Rehana Bibi was alone at her home and was listening to music when her uncle Muhammad Gulistan… came to her house and asked to lower the volume,” Sadat Ali, an official on duty at Kallar Kahar police station, told AFP.

“On her refusal, they quarrelled and Gulistan shot her dead,” said Ali, adding that Bibi was aged about 17.

Another police official, Ali Akbar, said they were attempting to arrest the killer.

Police said they were not aware of any family feud leading up to the attack.

In Pakistan’s highly patriarchal and often violent society, women are frequently killed over minor issues or so-called matters of “honour”.

The Aurat Foundation, a campaign group that works to improve women’s lives in Pakistan, says more than 3,000 have been killed for “honour” since 2008.

Anambra State played host to a man of letters on Saturday November 14, 2014. Nobel laureate and social activist, Prof Wole Soyinka, was the guest speaker at the third edition of Zik Lecture Series held at the Nnamdi Azikiwe University (UNIZIK), Awka.

Soyinka shook the stage with words as he dissected the theme, ‘Magic Lantern: Excursions in the creative realm’ to mark the third edition of the lecture organized by the Faculty of Social Sciences under the auspices of Prof Joseph Eberendu Ahaneku as Vice Chancellor. Armed with words that dazed his audience, he fired from every direction, bemoaning the unending woes befalling the nation.

The Nobel laureate bombarded the Boko-Haram sect with words, noting that the sect has enthroned a regime of terror, instilling fear, panic and tension in the country. He said the excesses of Boko Haram, a sect that detests learning, became virulent when the government tolerated their little beginning.

He, however, expressed his belief that though the members of the sect smash all the ungodly studios on earth, destroy statutes of mythological beings, shut the broadcast media, burn down ancient libraries- the entire gamut of man’s intellectual stride, persecute knowledge wherever they find it, incinerate roots or poison its sources, reduce to rubble the monuments, they cannot reach for the stars which illuminate the orbit or destroy the earth ultimately.

The Nobel laureate also raised concerns on the heavy reliance on internet for academic activities, stressing that it threatens reading of books as instrument for mind development. He said there has been serious decline in writing and reading among the younger generation. He, however, advised students not to allow any primordial considerations to hinder them from developing their innate potentials.

Soyinka also warned of technological revolution, which according to him, has essentially destroyed the realm of imagination in young people. He posited that PCs and tablet devices could end the culture of book writing and reading.

“The end point should be how to find a way of collaborating between book writing and use of internet knowledge,” Soyinka said.

The Anambra State Commissioner for Education, Prof Kate Azuka Omenugha, who represented the state governor, Chief Willie Obiano, expressed the confidence reposed on the celebrated playwright, describing him as an ideal role model for the young ones.

Omenugha described Soyinka’s coming as epoch-making. According to her, “It is not easy to bring a man of his stature. Chief Dr. Willie Obiano recognizes this and, I want this in black and white that the state government paid N4.9 million naira for his first-class ticket. So, I want you to get that right. If the governor did not believe in him and in UNIZIK and that what has taken place today is worthwhile, he wouldn’t have invested so much money to see to its actualization,’ Prof. Omenugha said.

The Commissioner stated that the government remains committed to unleashing the creative potentials of young people, through such programmes as ‘basic debate competitions’. She said Anambra won the President’s Award during a debate competition held at Abuja to mark the 54th year anniversary of the country.

Campus Sun gathered that the news of Prof. Soyinka as the guest lecturer and the former Secretary of Commonwealth, Dr. Emeka Anyaoku, as chairman triggered joyful celebration on campus. The university community went frenzy and this explained while the auditorium was crowded to capacity an hour before the slated time for the event.

The Zik Lecture Series, an annual event organized by the Faculty of Social Sciences, UNIZIK, was geared to immortalize the first president of Nigeria, Chief Dr. Nnamdi Azikiwe.

Before proceeding to the lecture venue, Prof. Soyinka paid a courtesy call on the Vice Chancellor of the institution, Prof. Joseph Ahaneku, after which he made a brief stop at the campus radio station, UNIZIK 94.1fm where he was interviewed by journalists.

The event, which was about the biggest intellectual harvest in the university was well attended by the crème de la crème in the country, including distinguished Senator Ben Obi, the state Commissioner for Information and former MD, The Sun Publishing Ltd, Chief Tony Onyima, the MD, Anambra Broadcasting Service, Mr. Uche Nworah, the traditional ruler of Awka, Igwe Gibson Nwosu, among others.

In his opening remark, Chief Emeka Anyaoku described the event as historic while praising the ideals of the late Zik. He said the late Zik inspired nationalism in Africa. In his words, ‘the great Zik was an astute fighter who fought colonialism with the pen. Zik gave meaning to the saying- Pen is mightier than sword’.

Chief Anyaoku, an alumnus of the university having received an honorary doctorate degree from the institution, described Senator Obi as one who throughout his career sustained the legacy of Zik with respect to delivering noble services to the country. He further described Soyinka as a blessing to the society, adding that his place is already secured in the annals of history.

The Dean, Faculty of Social Sciences, Prof. Jude Ezeokana, said the lecture provided the university the platform to celebrate, re-enact and benefit from the enduring legacies and enviable virtues of Africa’s most outstanding nationalist, Zik, whom he described as an asset to humanity.

Earlier in his address of welcome, the Vice Chancellor, Prof. Ahaneku described Soyinka as the ‘Grand Commander of Intelligentsia’ whose academic work resonates round the globe. He thanked him immensely for honouring the invitation by the institution.

Ahaneku said the university places high premium on intellectual discourse. His words: “It is through academic discourse of this nature, organized by our various departments and faculties that the university seeks to highlight topical issues with a view to arousing/ reinforcing awareness of such issues, broadening and deepening knowledge on them and in the process generating ideas that could help in transforming society for the better”.

Governor Obiano, represented by Prof. Omenugha thanked Soyinka for reminding Nigerians of the need to unleash their potentials to foster the development of the country. He further thanked Senator Obi for his magnanimity towards education, calling on wealthy and well meaning Nigerians to key into such developmental efforts.

Also speaking at the event, the benefactor of the lecture series, Senator Obi noted that it had been his childhood dream to immortalize the late Dr. Azikiwe who inspired him to move into politics. He stressed the need for education, which was one of the ideals that Zik lived for.

Obi described the choice of Soyinka as the guest lecturer for the event as infallible and the title thought- provoking. “I am sure Magic Lantern: Excursions into the creative Realm is one of Prof. Soyinka’s enigmatic cum realistic presentations of societies’ problems and solutions and any attempt to unravel it without him is another excursion to oblivion and confusion”, he explained.

The immediate past Dean of the Faculty, Prof. Nonyelu, who commenced the lecture series three years ago, noted that the series endowed by the Senator Obi was geared towards promoting good governance, exemplary leadership, communal harmony and international peace. The former Dean said the department had Prof. Soyinka on its radar these past two years, trying to tbring him to the university without success, owing largely to his very crowded schedule.

Prof. Nonyelu described Soyinka as an iconic scholar, doyen of literature, inimitable defender of the powerless, the moral conscience of Nigeria, a consistent rebel with cause, honour and integrity.

At the current $78 average world market price for crude Nigerians will have to pay only N109.43k per litre were the highly abused subsidy on petroleum product to be removed immediately today. This price, analysts say, completely debunks the fear widely expressed that the removal of the subsidy will result in a substantial jump in the pump price of petrol.

The country’s controversial subsidy on the pump price of petrol is now about N12.43 per litre on the back of falling oil prices, BusinessDay can authoritatively report.
Industry sources confirmed to BusinessDay that the product’s pricing template authorised by the Petroleum Products Pricing and Regulatory Agency (PPPRA), recognises four main headings.

First is the product cost defined as the monthly moving average cost of products, as quoted on Platts Oil gram. The reference spot market is North West Europe (NWE). Next is freight cost which is the average clean tanker freight rate (World Scale (WS) 100) as quoted on Platts.

It is the cost of transporting 30, 000mt (30kt) of product from NWE to West Africa (WAF). Then there are margins for marketers, dealers and transporters.

Other cost items on the template are jetty-depot through-put, as well as other charges and taxes.

As at yesterday, landing cost of petrol was estimated at N100.98 per litre, consisting of product cost (N86.02), freight (N5.34) and other delivery costs, excluding local distribution, marketing/dealers margins but including port and financing costs at N9.62. Local distribution cost to Lagos attracts N2.05 per litre, marketers’s margin of N4.70 and dealers’ margin of N1.70 giving a sub-total of N8.45 per litre.

Thus, the total cost of petrol at the pump is N109.43 per litre.

However, given the regulated pump price of N97 per litre, the subsidy element works out at N12.43 per litre.

Nigeria’s daily consumption of petrol is estimated at 35million litres today. This means that the daily subsidy comes to N435.05million, or N13.051 billion per month.

Analysts observe that with the falling price of oil, dropping the subsidy entirely may not hurt the economy too much. It is also estimated that at the peak of oil prices, the subsidy was about N44.00 per litre.

Stephanie Okereke-Linus has finally reacted to the arrest of her brother, Daniel Okereke, who is currently being accused of raping a student of the University of Lagos.


Her reaction was contained in a statement she released to newsmen on Monday. It urged the Nigerian press and online bloggers to remove her(Stephanie) name and photographs from all stories relating to the case.

“I am distraught and devastated to hear of the recent allegation of rape brought against a relative of mine, Daniel Okereke (my brother).
"While it is a very difficult time for me, and my family; I feel the need to make clear my position, lest there be any doubt. Rape is rape, regardless of who the face of the accused is. Indeed, the irony is not lost on me. I have spent my lifelong career advocating and living my conviction that women around the world should be able to live free of violence, sexual harassment or any form of abuse against their persons."
"This conviction led me to be involved in numerous initiatives combating violence against women in several countries including the U.S, Liberia and Sierra Leone. The conviction also led me to place much of my energy on my work with Vesico Vaginal Fistula (VVF), a passion that dates back to my time at the University of Calabar. The Cross River State secretariat of the Peoples Democratic Party, PDP along Murtala Mohammed Highway in Calabar, the state capital was hit by a loud explosion suspected to be from a bomb blast this morning.



The incident, which occurred at about 5.30am on Monday also affected several buildings within the vicinity.

The Cross Rivers State chapter of the PDP is conducting a rerun of its ward congresses today


The Punch reports that as at 6.30 am this morning, there was a high presence of heavily armed policemen and soldiers who barred taking of pictures.

The secretariat had been under lock and key since controversies started trailing the conduct of the November 1 ward delegates election.

However, one of the residents of the area, Joel Ogunlana, said he felt the effect of the blast in his building which is 300 metres away.

“I heard a loud bang and everywhere started shaking. I thought the house was going to collapse,” he said.


In the compound that shares the same fence with the secretariat from behind, several glass doors and windows were shattered.

Confirming the incident, the state chairman of the party, Mr John Okon, said “I understand they threw in a bomb or dynamite or something. The police are there and the anti-bomb squad are on the way. We would not be able to use the secretariat for the ward congresses. We would be using the Presidential Lodge. All the electoral officers are collecting their materials and going to the field. The windows and other things inside the office were destroyed.”

A statement signed by the Police Public Relations Officer, Hogan Bassey, read, “Early today, 24th November at about 0535 hours, hoodlums who were unable to penetrate the heavily fortified secretariat by officers and men of the Command threw an explosive device from behind the premises into the building. The explosion only shattered some louvers on the ground floor. No life was lost and nobody sustained injury.”

Reacting to the developments, Director-General of the Ndoma-Egba campaign organization, Mr Ernest Irek, said, “They are militarizing a simple thing as ward congresses and chasing away party members.”

THE serene environment at the premises of National Agency for Food, Drug Administration and Control (NAFDAC) at Oshodi, Lagos, came to life on November 6. It was the day the agency’s workers carried out their threat to down tools.
The workers, who arrived at the premises as early as 7am, carried placards with inscriptions such as “NAFDAC leaders have failed Nigerians’, “Admin is corrupt”, “Implement skipping”, “We have suffered enough”, “Implement our promotions”, among others.
Their leader, Comrade Stephen Ibe, who is the Area Council’s Chairman of the Medical and Health Workers Union of Nigeria (MHWUN), said his members gave the agency’s management a sufficient time to address all grievances.
But Ibe added that NAFDAC officials pretended as if nothing was at stake.
He explained that despite attempts to ensure that the crisis was resolved amicably, “NAFDAC’s Director General, Dr. Paul Ohirii, bluntly refused to listen.”
According to him, the union had no “other choice, but to padlock the premises of the organisation to all transactions throughout the federation, including the seaports and airports.”
“It is now or never. We have had series of meetings with all the stakeholders since March, last year, but to no avail. Therefore, the union has no choice than to declare an indefinite strike until our expectations are met,” he stressed.
Concerns mount
However, for an agency with the critical mandate of regulating and controlling the manufacture, importation, exportation, advertisement, distribution, sale and use of food, drugs, cosmetics, medical devices, chemicals and packaged water, industry watchers feared that the workers’ action might reverse the gains recorded by the agency.
A source said the industrial action might “give agents of deaths the leeway to operate, even within the short period of the strike.”
An operator in the pharmaceutical industry, who craved anonymity, said makers of fake products were outwitting NAFDAC officers when the agency’s workers were not on strike, pleading for early resolution of the crisis.
The Genesis
Ibe noted that the workers would return to work, if their grievances are resolved.
The issues at stake, he said, included the upward review of Job Specific Allowances by National Salaries, Incomes and Wages and the immediate implementation of Skipping of CONRAISS by NAFDAC management as directed by a circular, HCSF/EPO/EIR/63755/T1/192, dated November 4, 2014. He said the circular was issued following a judgment of the National Industrial Court’s in favour of JOHESU.
Others are implementation of all outstanding promotion’s arrears from 2012 to 2014, full payment of 13th month allowances and eight months pension arrears from May to December, 2012 for 2012 set of NAFDAC’s employees. The workers also asked NAFDAC’s management to account for Good Manufacturing Practice (GMPS) fund.
The Nation gathered that the crisis in the agency started last December, when the union allegedly advised the management not to spend about N25 million on an end of the year party, “since some of our allowances were not yet paid.” But their pleas were reportedly ignored, as the management went ahead to organise the Christmas party, which the union directed its members to boycott.
Another bone of contention was the issue of 13th month allowances, which the agency started paying under the tenure of the former Director-General, Prof. Dora Akunyili. She reportedly introduced the package to motivate the workers since most of them were sometimes called to duty at odd hours.
But instead of paying the money in full, the union said it was staggered. Before the industrial action started, majority of the workers were yet to be paid, the union alleged.
Besides, the MHWUN’s leader also accused the agency’s director general of being insensitive to the welfare of his members. He claimed that NAFDAC’s officials were being paid on Research and Allied Institute Salary Structure (CONRISS), instead of the Consolidated Health Salary Structure (CONHESS).
The former salary structure is for researchers, while the latter is for health workers – the category which NAFDAC employees claimed they belong. The CONHESS salary structure, the workers insisted, was adopted under the late Dr. Akunyili’s tenure.
The union argued that by adopting CONRISS, they were being underpaid between N20,000 to N80, 000, depending on each worker’s grade level and step.
At a meeting with the management on January 13, last year, at the agency’s corporate headquarters in Abuja, the union presented a nine-page document that summarised all the workers’ grievances. In the document, the union frowned at the agency’s failure to pay the first 28 days allowances for newly employed workers, a situation they said started in 2009 and ended in 2012. The union also harped against “selective staff training to favour some workers while others were neglected.”
They also complained that local and international workshops, seminars and conferences were not “being distributed on nominal roll and there is no fair share in attendance.”
Other issues raised included poor handling of staff claims, which the workers said “have been reduced to whom you know and which button you can press before you get what belongs to you.”
The union also frowned at the way the GMP was being spent. The fund, according to investigation, is a consolidated funds paid by all the manufacturers outside the country into the purse of the agency to monitor their operational practice. It was alleged that those benefitting from such funds were only those who were “closed to the management.”
However, the bone of contention, according to the union, was that the agreements reached with the management on July 8, were not implemented. The union is demanding that the agency’s management should effect the payment of outstanding 75 per cent 2013 productivity allowances as well as pay the official first 28 days to 2009 to 2012 set of workers affected. They asked for the return of skipping allowances, conversion and upgrading of Higher National Diploma (HND) and Master Degree holders.
On skipping, the workers said their colleagues, who were entitled “to move from Level 10 to 12 by skipping Level 11,” were not considered. Besides, the union also alleged that the activities of the agency’s Director of Administration & Human Resources were against the workers’ welfare.
The Chairman of NAFDAC’s branch of MHWUN, Comrade Ibrahim Isah, in a chat with The Nation, said the director was responsible for the failure to implement the “skipping policy.” He also alleged that the admin chief also refused to communicate the verdict of the industrial tribunal to the Salary and Wages Commission “with the aim of frustrating the workers’ effort.”
“She also changed the workers’ salary structure from CONHESS to CONRISS , refused to promote those recommended for automatic promotion by the DG and failed to facilitate the payment of 2012/13 promotion arrears,” Isah alleged.
NAFDAC’s defence
But Dr. Ohrii, while reacting to the accusations levelled against the agency, threatened to “cure the cause of the strike” by stopping all training programmes for NAFDAC workers. He explained that the unpaid allowances emanated from claims from travels for trainings.
He said NAFDAC, under his leadership, had built the capacity of its workers through local and foreign trainings, more than under any other former director general.
“Unfortunately, that has become one of my flaws, because sometimes I over-approved this training opportunities and when workers come back, there is usually no enough money to meet their claims immediately. Maybe, the workers have abused this privilege,” he said.
He added: “I can just cancel all training opportunities, both within and outside the country. It is not those who have not travelled or benefitted from such trainings that are calling for strike. Rather, it is those who have travelled that are laying hold to claims and unpaid allowances.”
However, a senior worker, who also spoke to The Nation on condition of anonymity, accused “some poor advisers surrounding the DG of mis-leading into taking decisions that would ridicule his competence, when compared with the situation of things before Ohrii joined the organisation.”
The source argued: “How can a DG, who has been claiming that there is no fund to upset the workers’ allowances, bought 20 new Peugeot 508 at the cost of about N200 million for majority of the directors, who are mostly due for retirement in the next two years? If the agency, on a monthly basis, can be generating about N700 million and could not pay the staff allowances, then something is fundamentally wrong.
“Take for instance, the GMP allowance. This is a payment that drug manufacturers outside the country are paying for inspection; this is not NAFDAC money. The GMP has accrued to millions of naira over the years. Why is it difficult for the management to pay the allowances of those they are sending out for inspections? Why is it that some workers are using their personal money to embark on the trips? Where did they get such money? These are the salient issues, which the DG should address.”
But debunking the allegations, the agency’s Director of Special Duties, Alhaji Abubakar Jimoh, who spoke toThe Nation on phone, said the DG has a comprehensive welfare package, which he intended to unfold before the workers embarked on the strike.
According to him, the issue of allowances had two dimensions – the internal and the external. Jimoh explained that the internal dimension, which was within the purview of the management, was being attended to.
He added that the external angle, dealing with the Salary and Wages Commission, “will soon be sorted out since the commission only require little time to update the records.”
Jimoh explained that the workers’ action was unpatriotic, insisting that the DG had achieved a lot that ought to be celebrated.
On the issue of the new 20 Peugeot 508 bought by the DG for some directors, Jimoh noted that some of the vehicles that the majority of the directors were using were old and no longer motorable for the tedious job they do.
“This accounted for the procurement of new ones to achieve the desired goals and objective of the agency,” he said.
He appealed to the striking workers to make patriotism their maxim, “so that we can collectively bail out the country from drug and food counterfeiters.”
The way out
But the workers insisted yesterday that all the issues they “raised must be tackled and implemented to the letter” before they would resume work.

The muscle-flexing between the ruling Peoples Democratic Party, PDP and the opposition All Progressives Congress, APC, rocking Ekiti State, has taken a new messy twist, following a request by the state’s Ministry of Justice, asking the Commissioner of Police, Mr. Taiwo Lakanu, to re-arrest and prosecute some APC chieftains for their alleged involvement in some crimes in the state.

In the request, dated October 24, 2014, with reference no: MJ-AD-792-54 and signed by the Director in the Department of Public Prosecutions, Mr. A. O Familoni, the ministry requested for the re-arrest and prosecution of the state Chairman, APC, Chief Jide Awe; two members of the state’s House of Assembly, Hon. Kehinde Boluwade and Sehinde Ogunrinde, and the former coordinator of Oodua Peoples Congress (OPC) in the state, Prince Adeniyi Adedipe among others.

In its own counter move, Ekiti APC, in a statement, by its Publicity Secretary, Taiwo Olatubosun, said the party is shocked by the police undisguised support for Governor Ayodele Fayose so far in the crisis rocking Ekiti State House of Assembly.

Similarly, the embattled Speaker of State House of Assembly, Dr. Adewale Omirin, has debunked reports that the 19 APC members, led by him (Omirin) currently in Lagos, are planning to storm Ekiti State, today, with thugs from neighbouring states to cause mayhem, saying any break-down of law and order is orchestrated by Governor Ayo Fayose to implicate him.

Recall that the former Attorney General in the state, Mr Wale Fapohunda had in pursuant to powers vested by Section 211 (1) (C) of the 1999 Constitution entered Nolle prosequi to most of the criminally related cases involving members of the APC in the state.



According to the charge paper No HCE-IC-2013, in the case of State Vs. Hon. Boluwaji Kehinde and others, it was a case of alleged conspiracy to kill ,attempted murder and murder at Emure Ekiti on November 3, 2013.

Ogunrinde on the other hand, was arrested over alleged arson and assault at Isinbode Ekiti in the wake of election. The lawmaker was subsequently arrested, charged to court but was equally discharged based on the notice of discontinuance entered by the AG.

Awe’s case had to do with alleged malicious damage to properties, conspiracy to kill and attempted murder and murder which occurred at Erinjiyan Ekiti on March 30, 2013, when a gang of armed men invaded the residences of one Chief Boluwaji Adewumi and Gabriel Ojo. The gang fired gunshots which resulted in death of one Ayodeji Jeje and Madam Juliana Adewumi.

The attack according to the petition was allegedly in a bid to stop the defection of one Segun Adewumi of the ACN to PDP which was to take place the following day, March 31, 2013

Tunisians are set to vote in the country's first presidential election since the 2011 "Arab Spring" that triggered uprisings across the region.

More than 25 candidates are in the race, but incumbent Moncef Marzouki and anti-Islamist leader Beji Caid Essebsi are widely seen as the favourites.

The poll forms part of political changes since the revolution that ousted leader Zine al-Abidine Ben Ali.

A parliamentary vote was held in October.

Tunisia - seen as the birthplace of the Arab Spring that saw political upheaval in several Arab countries - is considered to have had the most successful outcome, with relatively low levels of violence.

'Security threats'

More than five million people are eligible to vote in Sunday's election, which will deliver the country's first directly elected leader since the removal of Mr Ben Ali.

Most polling stations open at 08:00 (07:00 GMT) and close 10 hours later.

If no candidate wins more than 50% of the vote, a run-off round will be held on 31 December.

"We were the first to enter into this cycle of change which they have called the Arab Spring," Prime Minister Mehdi Jomaa was quoted as saying on the eve of the poll.

Mr Essebsi, from the Nidaa Tounes (Tunisia's Call) party, is the favourite to win after his two-year-old party came first in the parliamentary election.

But critics say Mr Essebsi, who held positions in the governments of Mr Ben Ali and also of the first post-independence leader Habib Bourguiba, represents a return to the past.

Among the other candidates are Mr Marzouki, parliamentary speaker Mustapha Ben Jaafar, Republican Party leader Ahmed Nejib Chebbi, female magistrate Kalthoum Kannou and businessman Slim Riahi.

Tunisia is still facing the spectre of civil unrest and terrorism, with Interior Minister Lotfi Ben Jeddou warning about "serious security threats" near the Algerian border where al-Qaeda militants are said to be hiding.

The ministry says all candidates have been placed under strict security measures to ensure their safety.

A second half brace from Sone Aluko of Hull City only averted epic defeat to South Africa, but failed to qualify Nigeria for the finals after the game ended in a 2-2 draw at the Akwa Ibom Stadium in Uyo.
