Former President Ibrahim Babangida yesterday reiterated that the zoning agreement of the ruling Peoples Democratic Party must be respected “because Nigeria is in a peculiar situation that makes zoning inevitable.”


Apparently reacting to President Goodluck Jonathan’s comments in Canada on Thursday in which the President said Nigeria is a country peopled by ethnic bigots “who reach out to their narrow cleavages when they cannot compete,” Babangida advised Jonathan to watch his utterances.


Babangida’s position, conveyed by his spokesperson, Kassim Afegbua noted further that the former military president was not in competition with any contender for the 2011 presidential election.


“Please, be informed that we are not in competition with anybody in 2011 presidential elections. Babangida is just in a class of his own. There is no nation in the whole world with peculiar features such as Nigeria. Given such scenario and reality, our method of power sharing, power distribution and representation has to be peculiar too,” said the statement.


Babangida’s statement said further that the issue of zoning or rotation was imperative “to keep the union stable in order to encourage and sustain developmental initiatives across board.”


“Nations work out models that suit their peculiarities. General IBB is a pan-Nigerian and given his stature as a statesman, you cannot possibly pigeon hole him into a regional leader. He only needs to ensure that the zones are well represented because any crisis in any one zone will affect the state of the union.


“You need political stability before you can talk about economic stability. Once any zone feels alienated, it would take away something from the sustainability, unity and oneness of the union.
“I feel unusually disturbed when highly educated Nigerians and lecturers discuss these issues with sentiment and biased considerations. It will help the state of our union if the zones feel a sense of belonging and not that of alienation,” said Babangida in the statement.


On his part, elder statesman and former presidential adviser to President Shehu Shagari, Tanko Yakassai, said: “It is unfortunate that of all people, it is President Goodluck Jonathan that is quoted of accusing fellow Nigerians as being ethnic bigots.”
Yakassai alleged that right from Jonathan’s inception as acting president and eventual confirmation as President, “he has been dancing to the dance of his ethnic nationality of Ijaws.”


“If Nigerians have now resorted to ethnic sentiments, it is because we are following the actions and utterances of the President. It is this presidential moral rectitude that is guiding ordinary Nigerians. If President Jonathan is ethnically biased, he is inevitably making other Nigerians tow his line of thought.


“Immediately he became the President, he appointed someone from his Bayelsa State in the person of the Dezeani Alison Madueke as the Minister of Petroleum Affairs, which is the mainstay of the economy. What did she do, she went on to recognise the Ministry and NNPC, where over 50 percent of the key positions were given to people from her (ethnic nationality) and the President’s area,” Yakassai alleged.


He said the Northern Elders Forum should be congratulated because in whatever they did, all the ethnic tribes of the north like the Kanuri, Nupe, Gwari, Fulani and Hausas were usually accommodated.
“This is unlike what is happening in Jonathan’s Ijaw National Congress where the Ibibio, Urhobos and others are not accommodated,” Yakassai said.
Similarly, chairman of the Arewa Consultative Forum, Gen. IBM Haruna upbraided Jonathan, noting that his comment was insensitive.


“Well, I don’t think Nigerians are scared of competition outside their ethnic groups or similar sentiment. Politics is about interests in the first place and people must be able to define those interests. It is like in a football match; there are teams. In politics too, people must define their identity before anything else because they are the basis on which the scarce resources are shared,” Haruna said.


Jonathan said, “we are a country where our leaders tend to play tribal sentiments, saying I am from the south south; I am from North West; I am North, I’m South, I am a Muslim and I am a Christian. All these are selfish motives to make people who probably cannot compete with others, to use these sentiments.”


Jonathan’s statement on Thursday in Canada is generally viewed as an attack on the various groupings who have recently backed retention of the zoning arrangement.
Over a hundred northern leaders recently converged on Abuja to demand that the zoning arrangement by the PDP be respected by all the stakeholders.


Also, prominent northern elders recently met and demanded that Jonathan must abide by the pact.
Furthermore two separate rallies in support and in condemnation of zoning would be held today in Bauchi.
While many politicians in the North insist on the zoning formula, pro- Jonathan forces are said to be working round the clock to scuttle it.

AWKA — A MOBILE police officer at a check point in the commercial town of Onitsha in Anambra State who killed a taxi driver yesterday for allegedly refusing to offer him N20 is to be dismissed and charged to court for murder.

Police Public Relations Officer (PPRO) in Anambra State, Mr. Emeka Chukwuemeka, who confirmed the incident, said the police officer had been arrested and was being detained at the State Police headquarters in Awka.

According to the PPRO, the officer will be tried departmentally before beingtaken to court. He added that he was already on his way out of the police force.

The incident came barely one week after another police officer in the town shot dead a bus driver at the popular Upper Iweka, just as another police man shot a commercial driver at the old toll gate in Onitsha after tearing to pieces the driver’s license, which grounded movement for several hours, following a violent protests by commercial drivers who blocked the Express Way with their vehicles.

Yesterday’s incident, which occurred on the over – head bridge at the same Upper Iweka area along the Enugu-Onitsha Express Way at about 1 00 pm, threw passers-by into panic as some transporters who watched what happened went after the police team at the check point.

An eyewitness told Vanguard that the taxi driver was descending the fly-over when he ran into the police road block.

ENUGU— NORMAL business activities were paralysed in some parts of Enugu State capital, yesterday, as angry members of the National Union of Road Transport Workers, NURTW, Abakpa-Nike, Enugu branch, defied the early morning rain to protest the killing of their member and a secondary school student by the police in Enugu.

Vanguard learnt that the incident occurred when a police officer, whose identity was not ascertained at press time, reportedly demanded for N40.00 bribe from the bus driver, but the driver only agreed to part with N20.00.

Both the commercial driver and the student, who was identified as a student of Trans-Ekulu Girls Secondary School, Enugu, were said to have been hit by a stray bullet fired by the policeman who got enraged by the driver’s refusal.

Irked by the ugly development, a spontaneous reaction enrupted, leading to barricading of the road leading to Abapka-Nike, from Enugu heartland, by commercial drivers in the area.

It was further learnt that the trigger-happy policeman took to his heels in a vehicle of a combined patrol team of Army and Police immediatley he saw the two victims in a pool of their blood.

State Police Public Relations Officer, Mr. Ebere Amaraizu, said when contacted yesterday, that no one died, adding that some people only sustained injuries when the bus conveying them had an accident.

He said the bus driver conveying passengers refused to stop at police checkpoint when ordered to do so by the patrol team and in an attempt to speed off, lost control of the vehicle.

Bayelsa Lawmakers Receive N2.4bn for Constituency Projects
�No link with on-going deputy gov�s impeachment process, says govt

Twenty four members of the Bayelsa State House of Assembly have had the votes for their constituency projects released by the state government. Each of the constituencies that the 24 lawmakers represent will receive N100 million for approved projects.

But the state government last night defended its action, and said although, the development coincided with the on-going impeachment process against the deputy governor, Perebowei Ebebi, the release was not in any way linked with the impeachment notice that has been served on Ebebi by the lawmakers. Seventeen of the 24 lawmkers signed last week the impeachment notice served on Ebebi who had been at logger heads with the governor, Mr. Timipre Sylva.

Co-ordinator, Ministry of Information and Tourism, Hon. Nathan Egba, told THISDAY on telephone that the government undertook to execute the projects now �, because we are more comfortable this month than last month. The allocation we received this month is better than that of last month. We are aware of the speculations making the round in the state that we decided to release the votes for the projects now because of the impeachment; this is a mere coincidence. The release has nothing to do with what is going on in the state Assembly.

�If the government decided to cite projects in constituencies, who else should it pass the projects through, than the elected representatives of the people?� he asked.

However, THISDAY gathered that majority of the legislators, who allegedly made the release of the vote for the constituency projects a condition to continue in the process to remove the Deputy Governor, have since Friday, been staying at the Government House, Yenagoa, as they perfect the deal with the state Ministry of Finance officials.

Chairman, House Committee on Information, Hon. Kumbowei Benson, told newsmen at the Government Guest House 10 where some of the legislators now live, that some of the lawmakers moved to Government House following a bomb blast near their legislative quarters, a situation which forced some of them to scamper to safety in the Government House while others moved out of the state to Abuja, Port Harcourt and Lagos .

On the allegation that they were induced by the government with the release of the constituency vote, Benson said the money had been earmarked for payment before the impeachment notice was served on the deputy governor. He said the release of the vote has nothing to do with the impeachment move, instead it was a mere coincidence, he explained

He denied that the money would be paid to the legislators directly, but admitted that the vote would be paid to a contractor recommended by each of them for projects located in their constituency.

It would be recalled that the release of such votes to lawmakers has been the practice in the state since the era of former governor of the state, Chief DSP Alamieyeseigha. A lawmaker at the time was paid N100 million Constituency Project Fund each year by the state government.

In 2008, the refusal of the Speaker, Chief Wernipre Seibarugu to release the fund for some House members, who were part of the move to remove Governor Timipre Sylva generated crisis in the state.

However, Commissioner for Finance, Dr. Silva Opuala-Charles said he has not been given any order by the governor to release any constituency project fund.

Meanwhile, barely five days after the impeachment notice was served on Ebebi, the scramble for his office has begun with five persons indicating interest in succeeding him. Among the contenders for the number two slot is the Speaker, who is from Bayelsa Central.

Others are the Secretary to the State Government, Chief Gideon Ekeuwei, also from Bayelsa Central; the Commissioner for Youth and Conflict Resolution, Bekes Etifa who is from Bayelsa West, the same constituency as Ebebi, and who was the person used to counter Ebebi�s influence in his Ekeremor area by the government.

Also in the race is the Commissioner for Local Government and Chieftaincy Affairs, Waripamowei Dudafa and the only female, Mrs. Aghata Goma. She was a former colleague of Sylva in the old River State House of Assembly in the Third Republic.

Goma, who is believed to be highly favoured by the Governor, was a Commis-sioner for Education under Alamieyeseigha, but is now the Chairman of the state Parks and Gardens Committee.

Commercial activities are gradually being crippled in Aba, the commercial hub of Abia State following the closure of banks in the area for three days running due to the menace of armed robbers.

There was an unconfirmed story on Tuesday that a leader of a criminal gang operating in the area had written some commercial banks in the city and demanded a specific amount of money which should be given to them within two days or they (commercial banks) be prepared for the worst.

At about 2 pm on that Tuesday when the rumour spread like wild fire around town, most banks in the city abruptly closed for business, leaving their customers stranded. Some of the banks officials who spoke to Daily Sun said the action was a precautionary measure as they were not prepared to take any risk.

But despite the measure banks in the city adopted, armed bandits on Wednesday, in a military style swooped on two commercial banks within the Alaoji area of Aba and carted away millions of naira, forcing few commercial banks that opened for business to close immediately.

The fear of Wednesday’s armed robbery attack was carried over to yesterday as no single commercial bank opened for business in the whole of Aba, forcing most business activities to be grounded in the city.
When Daily Sun visited some bank offices located on Ikot Ekpene, Asa, Factory and Eziukwu roads, they were all under lock and key. At First Bank in Ogbor hill, the main entrance to the bank was firmly under lock as some of their customers who came to transact one business or another were seen outside the gate in small circles, discussing their fate.

A man who claimed to have come from Bayelsa State to Aba since three days ago to cash a cheque, was yet to do that as at yesterday. According to him, “some one gave me a cheque to cash at a bank, on Port Harcourt road, Aba. As I went to cash the cheque, the bank’s entrance was under lock, and as I tried to find out from a security man attached to the bank, what was the problem, a Hummer bus and a Jeep that followed behind, pulled by and the occupants instantly opened fire and I nearly fainted. Up till now, I’m yet to cash the cheque and I don’t have money to travel back to Bayelsa”, he said.

Although some officials of the banks held a meeting with the Aba area commander of the Nigeria Police where they (officials), according to police source, were assured of adequate security, but the banks as at the time of filing the report were yet to re-open as their helmsmen were said to be insisting on a more concrete assurance from government.

Gombe State Governor to retire with 200 Million

A Federal High Court in Abuja yesterday admitted a letter written by Mohammad Danjuma Goje, the governor of Gombe State, and his deputy, John Yoriyo, to the Revenue Mobilization, Allocation and Fiscal Commission (RMAFC) as evidence in their lawsuit against the organisation.

The two men are challenging the powers of the commission to ask them to refund the pensions they were paid after their first term in office.

Mr. Goje and Mr. Yoriyo paid themselves the sums of N200, 072,505 and N100, 025,388, respectively, as part of their benefits when their first terms in Gombe State government ended in May 2007.

However, in a letter dated August 18, 2007, the RMAFC asked the governor and his deputy to refund the money to the state treasury. It stated that the pensions they received while they were still in office had no backing of the law. The governor ordered the RMAFC to retract the letters and when the organisation refused, Mr. Goje and Mr. Yoriyo filed the suit.

Through their counsel, Joe Kyari Gadzama, the men are asking the court to declare that the RMAFC lacks the mandate to dictate the ways in which state funds should be managed.

Second document refused

The two men also wanted to admit a copy of the Gombe State Executive Pension Law. The men claim that their benefits were in accordance with the 2008 law, even though they collected the money in 2007. They asked the court to declare that the law was competent and the benefits they received under it were proper.

However, the court did not admit the second document before it adjourned the case to July 19, 2010. The RMAFC’s counsel, Austin Sunday, objected to the admission of the second document, saying it was not in the gazette.

Mr. Goje and Mr. Yoriyo have also filed a sister suit against the RMAFC for defamation of character. They are demanding N750, 000 each as damages. They claim organisation circulated its letter among state governors and speakers of state Houses of Assembly and caused them personal injuries.

The men want the court to restrain the organisation from further distributing or publishing any words or material connected with its refund demand.

Reps cut Bankole's quarterly allowance to N100m
*Nafada N80m

*Akogun N60m, principal officers N50m

Members of the House of Representatives yesterday kicked against the N140 million quarterly allowances for Speaker Dimeji Bankole and N100 million for his deputy, Usman Nafada.

They, however, reduced the allowances to N100 million and N80 million respectively.

In the new structure drawn by an ad-hoc committee, Tunde Akogun, the House Leader’s allowance, which was N40 million, was raised to N60 million per quarter while other principal officers would go home with N50 million each.

Members therefore felt that since the allowances of principal officers could be increased, their own allowances should be jacked up to N42 million as against the previous allowances of N27 million statutory payment as stipulated by the Revenue Mobilization and Fiscal Allocations Commission.

Gove and Deputy paid themselves more than 300 Million Naira retirement benefit while in office

Mr. Goje and Mr. Yoriyo paid themselves the sums of N200, 072,505 and N100, 025,388, respectively, as part of their benefits when their first terms in Gombe State government ended in May 2007.

However, in a letter dated August 18, 2007, the RMAFC asked the governor and his deputy to refund the money to the state treasury. It stated that the pensions they received while they were still in office had no backing of the law. The governor ordered the RMAFC to retract the letters and when the organisation refused, Mr. Goje and Mr. Yoriyo filed the suit.

Through their counsel, Joe Kyari Gadzama, the men are asking the court to declare that the RMAFC lacks the mandate to dictate the ways in which state funds should be managed.

Mr. Goje and Mr. Yoriyo have also filed a sister suit against the RMAFC for defamation of character. They are demanding N750, 000 each as damages. They claim organisation circulated its letter among state governors and speakers of state Houses of Assembly and caused them personal injuries.

FighteR M I value you thought a lot, it really make sense but notice that today we have a Black president in the United States and its something nobody believe can happen, as you can see change is one thing that always come in any area of life, Nigeria today is growing wise and the Northerners can no longer fool us, we are talking about electoral reform and time is coming when all Nigerians will focus on the credibility of the candidate and not just  ethnicity.

I currently live in Los Angeles Ca, and work as a CNA , the cost of living here is killing me, I mean one bedroom apartment and its Bill can range from 900 to -1200 USD,I have been reading much about Houston Texas from Citydata and just confirmed that Houston is very cheap though the jobs there don't pay like jobs in CA but I don't mind the difference is not that much, the only thing that worry me is the Weather in Houston which is said to be very Hot, not withstanding I was told that most Nigerians in the US live in Houston therefore I decide to ask my brothers and sisters that know better than I do to tell me the different between this two cities and why you will live in any of them, and let me know any other city in the states where one can confortably live with low cost of living.
