Pakistan has nukes and is also an unstable country run by very corrupt generals. For that reason, India has been very careful how it deals it.

Russia, a massive military and nuclear power, is not launching a few random bombs at Ukraine. It's in the middle of a massive air and land attack against Ukraine. Objective? To take over the country, change its government, and bring it under its sphere of influence. That is not what Israel or Pakistan has faced. And that is exactly what you need nukes for.
