No I wasn't but I know quite a number of people who have gone through this and it was all via webform. They sent to both IRCC and Accra and they got Acknowledgement of Receipt of the webforms.

that's the part I don't understand because just the single passport is sufficient. Many people have done this via webform but if it makes you feel better, you can do both DHL and webform.
