IMF and WB has no such balance sheet to lend Kenya and probably any single country that much money. China yest. IMF and WB have refused to reform and expand their balance sheet.,.,,,but it's still a life saver for poor countries like Ghana

that debt is a 10 years build up

and each of those institutions have the balance sheet to loan any country even up to 100 billion dollars.
