Many children at that age are in puberty and that's the time you get hormones raging and children experimenting with their body, therefore, finding out what part of their body feels right. They are more likely to get manipulated into having sex by an older man(I'm sure you can relate with this. ). I know the men the 11year old had sex with aren't underage because what's an underage doing drinking at a beer palour or living with the mother(they must have been renting because if they weren't they won't tell her to wait until they can find another accommodation. If they were living for free, this would have given the mother more of a reason to kick them out.
