National leader of the ruling All Progressives Congress (APC), Bola Tinubu is demanding the resignation of party chairman, John Oyegun.

In this statement released on Sunday, Senator Tinubu accused Oyegun of sabotaging the will of democracy in Ondo state by overriding the decision of the appeal panel that asked for a fresh governorship primary following investigations that showed that the delegates’ list used had been tampered with.

OYEGUN’S ONDO FRAUD: THE VIOLATION OF DEMOCRACY IN THE APC

The APC, a party born of the quest for democratic good governance, is under critical threat by those who managed to be in the party but never of it. From the party’s inception, the principles of democratic fairness and justice were to guide APC internal deliberations. Party founders realized that only by intramural fair dealing could the party remain faithful to the progressive ideals that we presented to the Nigerian electorate as our governing creed. If the party could not justly govern itself, it would find it difficult to establish and maintain just government throughout the nation.

In essence, the party was the embodiment of a democratic promise made between its members as well as a democratic vow made to the public. Evidently, some errant members believe promises and vows are mere words to be easily spoken and more easily broken. Chairman John Oyegun has breached these good pledges in a most overt and brazen display. In doing so, Oyegun has dealt a heavy blow to the very party he professes to lead. It is an awful parent who suffocates his own child for the sake of a few naira. The party was supposed to buttress APC members elected to government at all levels. Because of Oyegun’s conduct of our affairs, the party is rapidly becoming an albatross to those it was meant to help.

Oyegun’s comportment regarding the Ondo State primacy will become the textbook definition of political treachery and malfeasance of the basest order. In early September, the state primary was held. A purported winner was named. Having faith in the ways of the party, Tinubu publicly accepted what he assumed to be a verdict honestly derived. As a democrat, one must face the possibility of defeat and accept such as outcome with as much grace as one would embrace victory. One of the few bright spots during the conduct of the primaries was Jigawa Governor, Alhaji Mohammed Badaru Abubakar

He chaired the primary convention with decorum and impartiality. He was unaware that a tampered list had been slipped into the process.

Indeed within hours of the announcement, news began to filter in that gravely disturbed me. Credible allegations of fraud troubled the waters. The delegate list had been materially altered by someone in a strategic position to so do. The names of over 150 valid delegates were excised to make room for an equal number of impostors. This was not a clerical error. The alteration was willfully executed that the primary would be directed toward a chosen end that bore nothing in common with the will of most state party members. A cunning few had tried to deceive the many into believing they were outnumbered.

A conspiracy to steal the Ondo primary had been uncovered. Fortunately, the grand deception afoot had been unable to cover its tracks fast enough. Truth began to cry for justice.

Several candidates filed petitions contesting the result. The party established an investigative board to review the evidence. In a two to one decision, the panel found the delegate roster had suffered tampering. The panel recommended that a new primary should be held using the valid delegate list. This recommendation was tabled before the National Working Committee (NWC).

After many hours of deliberations spanning several days, a final vote was held by the NWC. Before hand, NWC members agreed that the decision of the majority would become the stance of the party. Such is the way of democracy. The NWC voted six against five to cancel the fraudulent results and hold an honest primary. For a moment, it seemed the party would restore its integrity by giving democracy a chance. However, those who sought to scam an entire state would not let the vote of 11 people spoil their enterprise.

After the NWC vote, a noticeably agitated Chairman Oyegun proposed the NWC engage in prayer before concluding the meeting. Adhering to this chairman’s request, NWC members began to pray. Seeing that the others had taken his bait, Oyegun used the prayerful interlude to secretly excuse himself from the meeting. Contravening the NWC decision and in violation of all rules of fundamental decency, Oyegun decided to safeguard the fraud done in Ondo by perpetrating a greater fraud. Oyegun arrogated to himself the right to submit the name of Rotimi Akeredolu to INEC as the candidate of the party.

Truth has finally come to light. There exists a regressive element in the party that cares nothing for the progressive ideas upon which this party was founded. They joined the APC because it was the best ride available at the time. Now they want to guide the party into the ditch. They want to turn the party into a soulless entity incapable of doing good, just like they are. When such a person tastes power, they shed all good restraint. They come to abuse the trust given them as if they are the owners of that trust and not its mere custodians. These people did little to build the party but now will do much to wreck it.

Such a man is Oyegun and those who conspired with him to sabotage justice and democracy in Ondo. Our party was to stand for change. Oyegun and his fellows seem to be on a different wave length. They are the cohort of Unchange. The APC wants to guide Nigeria into a better tomorrow. Oyegun and the cohort of unchange want to pull Nigeria back into the past where rigging and vote stealing were the old and new testaments of politics. They want the people to think that there is no alternative to their reactionary system of skewed politics and imperious government. Thus, they seek to turn the APC into a factory of the very political malpractices the people soundly rejected in the past election. To choke the APC in this manner is to kill the chance for progressive reform for the foreseeable future. Much more than the Ondo primary is at stake. Oyegun has revealed his team’s game plan: It is the destruction of progressive politics and governance on behalf of the people.

As party chairman, Oyegun was supposed to protect our internal processes and be an impartial arbiter, a person in whom all had confidence. Instead, he donned the garment of a confident man, duping the NWC, the party, and INEC in one fell blow. He has robbed APC members in Ondo State of the chance to pick in a fair manner who they believe is the best candidate.

As such, he has broken faith with the party and probably has broken a few laws. The consequences of what he has done are more expansive than a man of his scope can fathom. There must is a powerful and sinister arm at work to compel a man of Oyegun’s age to steal the decision of the party in a manner so crude that it would embarrass even the commonest thief.

With strong expectation, we await a response to Oyegun’s wrongdoing from those who clamored so long and loudly about Tinubu’s alleged role in the Ondo primary.

Leading into the primary, a prominent lawyer from Ondo published lengthy missives alleging that Tinubu was a malicious hand intent on rigging the primary. His letters spoke of his great love for democracy and justice. Though Oyegun has assaulted democracy in a most public and vulgar way, this lawyer’s prolific pen will remain stilled. He dare not publish a word about this travesty. His silence will be sign for all who care to decipher its meaning.

The plan was to point the accusing finger at Tinubu. With everyone focused on Tinubu, they would have distracted all attention from the heist they had set in motion. As fate would have it, the trickery they hoped to conduct in the shadows has come to light.

Thus, Oyegun was forced to undertake his desperate fraud in broad daylight in order to salvage the wrong initiated under the lamp of darkness. Those who so actively attributed imaginary wrong to Tinubu now stand dumb and mute in the face of confirmed impropriety. They remain silent for reasons they cannot divulge. Oyegun and his ilk turn out to be gangsters adorned in the tunic of party authority.

Oyegun has engaged in the strange math where five is greater than six. This smacks of how the PDP conducted its affairs and orchestrated its own downfall. Tinubu disparaged such malpractice when it was not in his party. Tinubu surely disowns it now that it has invaded the party he helped bring to fruition.

Tinubu has consciously refused to hold any official position with the party to avoid the perception that he was trying to control all and sundry. Tinubu has even kept his peace for some time despite many things that happened within the party that were not quite right. He exercised this forbearance because the party is young. A collective endeavor cannot avoid the mistakes and errors of organizational newness and evolution.

Yet, the wrongs Oyegun committed had nothing to do with newness or the mistakes occasioned by the path of reform. His actions are in the nature of the old wrongs that have afflicted our national politics much too long. If Oyegun wants to walk backward into the past, he has every right to it. However, he has no right to drag the party or any of us with him. Against our choosing.

The informal title of national leader of the party was given to Tinubu at the onset which he accepted it as a sign from those who wished to recognize my contributions to the party’s formation. It is an honorific title which he has been proud to wear until today. I would rather not have any title yet reside in a party that honors democracy than hold a title in a party that says it honors me but that treats justice with indecency. I find greater honor and comfort where democracy and fairness are found and respected.

Oyegun has done the irredeemable. His coup is an insult to party and to patriot, to reason and to the reform agenda of this government. To remain silent would be to admit the defeat of the reform and progressive change many have labored to bring forth. While the forces resistant to change and reform are strong, Tinubu dare not submit to them. Tinubu encourages all party members not to submit to them. If we acquiesce in this wrong, the one greater than this shall cascade upon us.

Oyegun’s transgressions are a warning. He is but the mercenary of forces that seek to return the nation to the old ways. If they get away with this infraction, no telling what or whom they will undermine tomorrow. Much is at stake. On the chopping block, lies the future of the political party in which the majority of voters had placed their confidence. To rescue the party, Oyegun must go. He has shown that he and democratic fair play cannot exist in the same party at the same time. If Tinubu is to choose between John Oyegun and progress toward a better Nigeria, the choice has already been made. For those who care about the party, who care about Nigeria and its chance for a better tomorrow, now is the time to stand against this brewing evil before it grows to encompass all we have built and all we hold dear.

What do heads of state, FIFA execs, billionaires, celebrities, and hundreds of their rich and powerful friends have in common? Quite a few things, I’d wager, but here’s something specific: They’ve all been named in the “Panama Papers,” the trove of 11.5 million records that give insight into how the rich and powerful hide their money abroad. On Sunday, a consortium of newspapers broke the news about the documents and records, apparently leaked from the Panamanian law firm Mossack Fonseca, which specializes in setting up offshore shell companies for its clients. How it all happened: The German paper Süddeutsche Zeitung obtained the documents, which reportedly include e-mails, PDFs, photos, and “excerpts of an internal Mossack Fonseca database,” dating from the 1970s up to this spring. The paper says the encrypted files came from an “anonymous source,” who apparently “wanted neither financial compensation nor anything else in return, apart from a few security measures” for what came out to 2.6 terabytes of data: the biggest leak of this kind of all time. SPONSORED In a feat of impressive collaboration, coordinated by the International Consortium of Investigative Journalists (ICIJ), 100 news outlets publishing in 25 languages analyzed the records for a year before publication. What’s in the documents: The documents analyzed so far largely relate to off-shore bank accounts established by Mossack Fonseca on behalf of its clients, which are said to include politicians, celebrities, a ton of very wealthy people, and quite a few criminals—both alleged and convicted. There’s nothing illegal, per se, about opening a shell company or using bearer bonds, and there are plenty of legitimate business reasons to do so. But their use can also suggest the owner is trying to hide funds or disguise the terms of a transaction like a divorce or real estate acquisition . And indeed, that appears to be the case for a large number of Mossack Fonseca’s clients. Reports Süddeutsche Zeitung : Clients can buy an anonymous company for as little as USD 1,000. However, at this price it is just an empty shell. For an extra fee, Mossack Fonseca provides a sham director and, if desired, conceals the company’s true shareholder. The result is an offshore company whose true purpose and ownership structure is indecipherable from the outside. Mossack Fonseca has founded, sold, and managed thousands of companies. The documents provide a detailed view of how Mossack Fonseca routinely accepts to engage in business activities that potentially violate sanctions, in addition to aiding and abetting tax evasion and money laundering. According to the ICIJ, some of the documents show that the banks, law firms and middlemen involved “often failed to follow legal requirements that they make sure their clients are not involved in criminal enterprises, tax dodging or political corruption.” Other documents examined by the ICIJ reportedly show offshore middlemen concealed suspect transactions. According to Süddeutsche Zeitung, concealing the client’s identity constituted the primary goal in “the vast majority” of cases. Which makes sense—that’s why they go to Mossack Fonseca, which, according to a 2015 audit, knew the true owners of just 204 of 14,086 companies it had incorporated in the Seychelles. According to the ICIJ, the company once went so far as to remove paper records from its Nevada offices to protect its clients from discovery. The end result? A lot of money no one knows about. The firm is denying everything: Mossack Fonseca co-founder Ramon Fonseca Mora tells CNN the reports are false and claims several of the parties named in the leak “are not and have never been clients of Mossack Fonseca.” “Our services are regulated on multiple levels, often by overlapping agencies, and we have a strong compliance record,” the firm said. “In addition, we have always complied with international protocols” to assure “that the companies we incorporate are not being used for tax evasion, money laundering, terrorist finance or other illicit purposes,” it added. Oh, and this meme: Only a small percentage of the outlets given access to the documents were American. Plus some reports indicate major papers like the New York Times were intentionally left out of the loop. This is largely a European issue anyway: Despite indications that further revelations may implicate Americans, American corporate law makes it largely unnecessary for citizens to open shell companies abroad. But they also include at least 33 individuals and companies blacklisted by the U.S. because of their business dealings with entities like Hezbollah, North Korea, and Iran. According to the ICIJ, one of those companies has been accused of giving the Syrian government fuel to use to bomb and kill its own citizens. It’s going to take a while to parse out who owns what and whether those transactions were legal or illegal, and more names are expected to be made public in the weeks to come. According to the ICIJ, the still-largely- anonymous client list contains a bevy of prominent and powerful people that include “politicians, fraudsters and drug traffickers as well as billionaires, celebrities and sports stars.” All per the ICIJ, here’s who we know about so far: Vladmir Putin At least two of Putin’s closest friends are named in the documents, which describe what appears to be a billion- dollar money laundering ring. Those two men are said to be concert cellist Sergei Roldugin, a childhood friend of Putin’s and godfather to Putin’s daughter, and Yuri V. Kovalchuk, the majority shareholder of Bank Rossiya, referred to by some as a “cashier” for Russian officials. The Papers indicate Mossack Fonseca created a “complex, deliberately convoluted network of offshore companies” for the men to funnel close to two billion dollars through. Documents also show Roldugin’s involvement with other companies— including the advertising firm founded by Mikhail Lesin—who was found beaten to death in a Washington D.C. hotel. Kovalchuk specifically denied the allegations to the New York Times , saying, “I’ve got an apartment, a car and a dacha... I don’t have millions.” The Kremlin has so far, and will undoubtedly continue to, dismiss the papers as a smear campaign. Via CNN: The Kremlin spokesman said it was clear the main target of the reports was Mr Putin, as well as Russia’s political stability ahead of parliamentary elections. Dmitry Peskov dismissed the investigation as insinuation and speculation, and suggested many of the team of journalists behind it were actually former US state department and CIA officials. According to the ICIJ, documents also show Putin associates “disguised payments, backdated documents and gained hidden influence within the country’s media and automotive industries.” Petro O. Poroshenko Documents in the trove also indicate Petro O. Poroshenko, the reformer president of Ukraine since 2014, lied about divesting his assets before the election. Mr. Poroshenko, a tycoon with assets in television and a chocolatier before his entrance into politics, pledged to divest himself of his holdings but instead moved the assets into an offshore company in the British Virgin Islands, according to the consortium’s reporting. It said that Mr. Poroshenko, who has received political support from the United States, had not disclosed the arrangement. His financial advisors tell the ICIJ he did not disclose the firm because it had no assets. Even so, evidence indicates he was “scrambling” to find a copy of his utility bill for the paperwork as Russia began its bloody invasion of the country in 2014. Icelandic Prime Minister, Sigmundur David Gunnlaugson The documents indicate Iceland’s Prime Minister, Sigmundur David Gunnlaugson, bought an offshore company called Wintris with his wife in 2007 which held millions of dollars in Icelandic bank bonds while the country was in a financial crisis. Just a day before he would have had to declare his 50% interest as a prerequisite of entering parliament, he sold it to his wife—for the price of $1. The company held bonds originally worth millions of dollars in three giant Icelandic banks that failed during the 2008 global financial crash, making it a creditor in their bankruptcies. Gunnlaugsson’s government negotiated a deal with creditors last year without disclosing his family’s financial stake in the outcome. He walked out of an interview yesterday when someone brought it up. FIFA Documents show Juan Pedro Damiani, a member of the FIFA ethics committee, had business dealings with at least three men implicated in the FIFA scandal last summer. FIFA’s ethics panel has since launched an investigation. Lionel Messi The papers show the soccer player— who is currently under investigation for tax evasion in Spain—owns at least one Panama company called Mega Star Enterprises Inc. Marianna Olszewski Finally—an American. One wealthy client, US millionaire and life coach Marianna Olszewski , was offered fake ownership records to hide money from the authorities. This is in direct breach of international regulations designed to stop money- laundering and tax evasion. An email from a Mossack executive to Ms Olszewski in January 2009 explains how she could deceive the bank: “We may use a natural person who will act as the beneficial owner… and therefore his name will be disclosed to the bank. Since this is a very sensitive matter, fees are quite high.” Jackie Chan Documents show Jackie Chan owns at least six companies established by the firm. Hosni Mubarak Documents show Mossack Fonseca was fined $37,500 for money laundering after it set up a company for Mubarak’s son but “failed to identify the connection” even after the former Egyptian president and his son were both charged with corruption. At the time, an internal review reportedly concluded, “our risk assessment formula is seriously flawed.” Muammar Gaddafi Details surrounding Gaddafi’s involvement are scant, but the BBC reports family members or associates held secret offshore accounts created by Mossack Fonseca. President Bashar al-Assad Rami Makhlouf, a cousin of al-Assad— described by the U.S. as a “poster boy for corruption”—was implicated in the papers, the Guardian reports , and while al-Assad is not specifically mentioned, the documents reveal “any foreign company seeking to do business in Syria had to be cleared by Rami.” According to the Guardian’s analysis, Mossack Fonseca helped the Makhlouf family register its Syrian companies in the British Virgin Islands, and kept him as a client despite sanctions imposed against him by the United States and his involvement in the Syrian civil war. The documents show, however, that the Panamanian firm continued to work with the Makhloufs, and in January 2011 it rejected the advice of its own compliance team to cut ties with the family as the crisis in Syria began to unfold. Documents show a Mossack Fonseca compliance officer wrote: “I believe if an individual is found on a sanction list then this is a serious red flag and we should make every effort to disassociate ourselves from them.” Though Mossack Fonseca was not legally bound to comply with US sanctions, it had an obligation to react to EU measures imposed in May 2011 and extended to the British Virgin Islands (BVI) in June of that year. It took until September 2011 before the partners finally agreed to resign from Makhlouf’s companies. Mauricio Macri Argentina’s current president was reportedly a director and vice president of an offshore company managed by Mossack Fonseca at the same time he served as mayor of Buenos Aires. Documents appear to show he did not disclose these assets. A spokesperson tells the ICIJ he never personally owned shares of the firm. Nawaz Sharif Documents show the firm established companies that hid real estate holdings of Sharif’s children. Ilham Aliyev The firm established Panamanian foundations and shell companies for the family of Azerbaijan’s president to hide their ownership in gold mines and London real estate. Xi Jinping The family of Chinese president Xi Jinping—who rails against the “armies of corruption”—obtained offshore companies through Mossack Fonseca. The documents also indicate offshore holdings of the families of at least seven other members of China’s Politburo Standing Committee. That’s it? This list is sure to grow. We’ll keep you updated as it does.

But let's be sincere, that fine is way too outrageous. That's about 4 times the total worth of Otedola. This is purely a national conspiracy against MTN. Methinks, NCC should just come out plain and boldly ask MTN to leave the country. That seems like the general demand, even amongst the citizenry.

$3.9bn fine on one company is insanely cruel & unrealistic. Even Microsoft Corporation cannot joke with such funds. If MTN NG pays that amount, they will surely feel it.

7. No longer shall illegal flows of massive sums leave these shores to finance other economies. While our people languish in poverty, we effectively give financial aid to nations that is not justified. I am sick of this. It must stop. The money saved will finance jobs, health care and the provision of social safety net for the needy, weak and vulnerable of our land.
8. We shall strongly battle another form of evil that is even worse than terrorism – the evil of corruption.
9. We shall send corrupt politicians to Kirikiri.
10. I will stabilise global oil price.

On Boko Haram and insecurity

11. Boko Haram is a mindless, godless group who are as far away from Islam as one can think of.
12. Progress has been made in recent weeks by our security forces, but victory cannot be achieved by basing the command and control centre in Abuja. The command centre will be relocated to Maiduguri and remain until Boko Haram is completely subdued.
13. But we cannot claim to have defeated Boko Haram without rescuing the Chibok girls and all other innocent persons held hostage by insurgents.
14. Boko Haram is a typical example of small fires causing large fires. An eccentric and unorthodox preacher with a tiny following was given posthumous fame and following by his extra judicial murder at the hands of the police.
15. They have to prove to us that the girls are alive, they are well, and then we can promise we can negotiate. We will negotiate if we certify that the girls are alive.
16. For now the armed forces will be fully charged with prosecuting the fight against Boko Haram. We shall overhaul the rules of engagement to avoid human rights violations in operations.
17. There are many reasons why vulnerable young people join militant groups, but among them are poverty and ignorance. Indeed Boko Haram – which translates in English, roughly, as ‘Western Education Is Sinful’ – preys on the perverted belief that the opportunities that education brings are sinful.
18. The misappropriation of resources provided by the government for weapons means the Nigerian military is unable to beat Boko Haram.
19. Stop killing our people.
20. If you are starving and young and in search of answers as to why your life is so difficult, fundamentalism can be alluring. We know this for a fact because former members of Boko Haram have admitted it: they offer impressionable young people money and the promise of food, while the group’s mentors twist their minds with fanaticism.
21. You shall be able to go to bed knowing you are safe… Insurgents would soon know the strength of the collective will of Nigerians.
22. We are going to erect and maintain an efficient, disciplined people – friendly and well-compensated security forces within an over – all security architecture.
23. We stand united in our pledge to resist terror in Nigeria – not just through military means but also through the power of opportunity and the hope of a better future for all.

On religion

24. I will continue to show openly and inside me the total commitment to the Sharia movement that is sweeping all over Nigeria… God willing, we will not stop the agitation for the total implementation of the Sharia in the country. (Note: the call was made in August 2001 and, apparently, concerned only areas where Muslims predominated).
25. Religion is a personal affair. If you want to visit Mecca or Jerusalem do it with your personal funds. Sponsorship of religious pilgrimages is illegal, unconstitutional and lack of fairness.
26. Because they can’t attack our record, they accuse me falsely of ethnic jingoes; they accuse me falsely of religious fundamentalism. Because they cannot attack our record, they accuse us falsely of calling for election violence – when we have only insisted on peace. Even as Head of State, we never imposed Sharia.
27. I urge Nigerians to put aside religion, politics and all other divisions to crush the insurgency.
28. Religion must never be used as an excuse to divide us, oppress others or gain unfair advantage.
On the former government

29. Whatever one’s views are, Nigerians must thank former President Jonathan for not digging-in in the face of defeat and thereby saving the country untold consequences.
30. I would like to thank President Goodluck Jonathan for his display of statesmanship in setting a precedent for us that has now made our people proud to be Nigerians wherever they are.
31. President Jonathan has nothing to fear of me; we might not agree on the same methodology of governance… He is a great Nigerian leader, who made it possible for democracy to thrive. I will extend my hands of fellowship to Jonathan and his team.
On elections

32. This campaign is the third and last one for me. I will not offer myself again for election into the office of president. (Note: the promise was made before the 2011 presidential election).
33. It is up to the people. If you choose correct leadership, there won’t be any need for the military regime. The opposition has united this time to back one candidate to challenge the PDP in the presidential poll. The military came in when it was absolutely necessary and the elected people had failed the country.
34. There shall no more be a ruling party; All Progressive Congress (APC), will now be your governing party.
35. You are all my people; I will treat you all as mine. I will work for those who voted for me, voted against me and those who didn’t vote at all.
36. If what happened in 2011 (alleged rigging) should again happen in 2015, by the grace of God, the dog and the baboon would all be soaked in blood.’
On the military past

37. I cannot change the past. But I can change the present and the future.
38. I have heard and read references to me as a ‘former dictator’… I take responsibility for anything that happened under my watch.
39. I bear no ill will against anyone on past events. Nobody should fear anything from me. We are not after anyone. People should only fear the consequences of their actions.
40. A few people have privately voiced fears that on coming back to office I shall go after them. These fears are groundless. There will be no paying off old scores. The past is prologue.
41. Let us put the recent past behind us and forget our old battles.
42. The phased end of the USSR was a turning point for me. It convinced me that change can be brought about without firing a single shot.

On Nigeria’s future

43. I assure you, if I become president, the world will not have to worry about Nigeria as it is now.
44. We have all the attributes of a great nation. We are not there yet because the one commodity we have been unable to exploit to the fullest is unity of purpose.
45. This generation of Nigerians and indeed the future generation have no country other than Nigeria, we shall stay and salvage it together!
46. Our long night is over and a new dawn has come… Democracy and rule of law will be put in place.
47. Along the way there will be success and setbacks; mistakes will be made but we will not take you for granted.
48. The work of making Nigeria great is not yet done, because I still believe that change is possible, this time through the ballot, and most importantly, because I still have the capacity and the passion to dream and work for a Nigeria that will be respected again in the comity of nations and that all Nigerians will be proud of.
On governance and public service
49. As far as the constitution allows me, I will try to ensure that there is responsible and accountable governance at all levels of government in the country. For I will not have kept my own trust with the Nigerian people if I allow others abuse theirs under my watch.
50. Every new government inherits problems. Ours was no different. But what Nigerians want are solutions, quick solutions not a recitation of problems inherited.
51. Our government set out to do things methodically and properly.
52. Change does not just happen. You and I and all of us must appreciate that we all have our part to play if we want to bring CHANGE about.
53. We must change our lawless habits, our attitude to public office and public trust. We must change our unruly behavior in schools, hospitals, market places, motor parks, on the roads, in homes and offices. To bring about change, we must change ourselves by being law-abiding citizens.
54. The Federal Executive under my watch will not seek to encroach on the duties and functions of the Legislative and Judicial arms of government.
55. It is only when the three arms act constitutionally that government will be enabled to serve the country optimally and avoid the confusion all too often bedeviled governance today.
56. Constitutionally there are limits to powers of each of the three tiers of government but that should not mean the Federal Government should fold its arms and close its eyes to what is going on in the states and local governments. Not least the operations of the Local Government Joint Account.
57. I belong to everybody and I belong to nobody.
58. We shall rebuild and reform the public service to become more effective and more serviceable. We shall charge them to apply themselves with integrity to stabilize the system.

On employment

59. I appeal to employers and workers alike to unite in raising productivity so that everybody will have the opportunity to share in increased prosperity.
60. Unemployment, notably youth un-employment features strongly in our Party’s Manifesto. We intend to attack the problem frontally through revival of agriculture, solid minerals mining as well as credits to small and medium size businesses to kick-start these enterprises.

On infrastructure

61. We have to upgrade our dilapidated physical infrastructure. No single cause can be identified to explain Nigerian’s poor economic performance over the years than the power situation. It is a national shame that an economy of 180 million generates only 4,000MW, and distributes even less.
62. We shall quickly examine the best way to revive major industries and accelerate the revival and development of our railways, roads and general infrastructure.
63. There is nothing strange, except that I said those who bought the electricity companies and the workers must work accordingly. From 1999 to present, Nigeria’s money, totalling $20 billion, not Nigerian naira, but US dollars, was spent on Nigeria’s electricity. So the companies involved in whatever way, we have been begging them to come back and work because there may be a time when the push comes to shove on how such monies were spent, the companies must execute the project or refund to Nigeria her money.

On media

64. The Nigerian press is the most vibrant in Africa. My appeal to the media today – and this includes the social media – is to exercise its considerable powers with responsibility and patriotism.
On Niger Delta amnesty

65. The amnesty programme in the Niger Delta is due to end in December, but the government intends to invest heavily in the projects, and programmes currently in place.
66. What is responsible for the security situation in the country is caused by the activities of Niger Delta militants […] The Niger Delta militants started it all.
On self-determination of people

67. As we engage in these annual debates, we need remind ourselves of the principles that led to the founding of the United Nations. Among those are peaceful coexistence and self-determination of people. In this context, Mr. President, the unresolved question of self-determination for the Palestinian people and those of Western Sahara, both nations having been adjudged by the United Nations as qualifying for this inalienable right must now be assured and fulfilled without any further delay or obstacle.
68. The corporate existence of Nigeria as a single entity is not a subject of debate and will not be compromised.

On justice

69. Justice is justice, whether it’s done in Africa or elsewhere in the world. The important thing is let justice be done, whatever evidence the prosecution has in Senegal. I think they should – you should proceed to make it available to the world and prosecute him according to international law on human rights.
70. I pledge myself and the government to the rule of law, in which none shall be so above the law that they are not subject to its dictates, and none shall be so below it that they are not availed of its protection.
On ministers

71. I said within this month. Therefore, I still have three weeks. As such, hold back your question until after three weeks, when September ends without me doing that.
72. What is wrong if I make you the secretary (of the federal government) because I have confidence that things will go normal?
73. The civil service provides the continuity, the technocrat. And in any case, they are the people who do most of the work. The ministers are there, I think, to make a lot of noise, for the politicians to make a lot of noise. But the work is being done by the technocrats. They are there, they have to provide the continuity, dig into the records and then guide (those of us) who are just coming in.

Fayose and other corrupt people including Kashamu
do not want Buhari because of his anti-corruption
slogan.
