The Lagos judicial panel on police brutality says the state government is trying to evade responsibility by citing computer errors in the #EndSARS report. According to the panel’s report, protesters were killed at the Lekki tollgate on October 20, 2020 in what could be described in context as a “massacre”. In a white paper on the report, the Lagos government accepted 11 out of the 32 recommendations of the panel, rejected one and accepted six with modifications. The Lagos government also said the finding of the panel that nine persons died is “irreconcilable” with the testimony of John Obafunwa, a pathologist. PANEL REACTS Responding to the Lagos government’s white paper in a statement released by Ebun-Olu Adegboruwa, the panel said the state could have reached out to members for clarifications where necessary. “The chairperson, all panel members and indeed the secretariat of the Panel were all within the reach of the LASG for clarifications if there was sincerity, other than picking holes in order to evade responsibility on account of computer errors and tabular alignments of cut and paste,” the statement reads. Advertisement The panel also said the duplication of names on its list of casualties was as a result of a computer error, adding that they considered several dictionary definitions of the word ‘massacre’ before it was used. “This was a misnomer from the spreadsheet that ought to have terminated at Page 297 but mistakenly overlapped to Page 298 with the same names and same numbers,” the panel said. “It was the computer error of the secretariat of the panel which could have been corrected as the secretariat of the panel was domiciled in the ministry of justice at all times. “In any event, the mere fact of repetition of same names on a table cannot without more, nullify the uncontroverted evidence of death. “The panel considered several definitions of the word MASSACRE and adopted one of the dictionary meanings of MASSACRE as being ‘the act or instance of killing a number of usually helpless or unresisting human beings under circumstances of atrocity or cruelty’. “The Panel considered that firing live bullets at unarmed, peaceful and unresisting protesters which led to the death of some of them, was cruel and atrocious on the part of the military and the police. The White Paper ignored these explanations and findings by the Panel.” |
The Senate, Trade Union Congress, TUC, and experts yesterday disagreed with the Federal Government’s plan to remove fuel subsidy next year and replace it with a N5,000 monthly transport grant to 40 million Nigerians. While the Senate said there was no provision for such grant in the 2022 budget, TUC expressed shock that government could come up with this when negotiations on subsidy removal between government and the Labour movement is still ongoing, saying it is unacceptable.The Nigerian Labour Congress on its part, described the development as an open invitation for unrest and revolt. Meanwhile, Vanguard analysis showed that the implementation of the proposed N5,000 monthly grant to 40 million Nigerians will cost the Federal Government N2.4 trillion annually, which is 81.71 per cent above the average annual subsidy payment from 2016 to 2019. During the four years, the FG spent N2.93 trillion on fuel subsidies as follows: 2016 – N563.3 billion; 2017 – N144.53 billion; 2018 – N730 billion and 2019 – N1.5 trillion. However, Minister of Finance, Zainab Ahmed, said yesterday that the Federal Government has not concluded work on the proposed N5,000 transport grant, adding that the duration for the implementation will not exceed one year. Senate disagrees Speaking with journalists yesterday after submission of its committee budget proposal, Chairman, Senate Committee on Finance, Senator Olamilekan Adeola (APC, Lagos West), said that there was no provision for N5,000 monthly grant for 40 million Nigerians for transportation allowance in the 2022 budget currently before the National Assembly. According to him, before the Executive can embark on such intervention, the proposal must come to National Assembly because it is going to cost N2.4 trillion. “What are the criteria that would be used to determine beneficiaries of the transportation allowance?”, he queried. ‘It’s rumour to me’ Adeola, who noted that the proposal was still a rumour to him as the Chairman, Committee on Finance, said: “I don’t want to go into details, if there is something like that, a document needs to come to National Assembly and how do they want to identify the identity of the beneficiaries. This is not provided for in the 2022 budget proposal, which is N2.4 trillion. “For us we still believe it is news because this budget we are considering contains subsidy and if we are passing a budget with subsidy in the fiscal document, we can’t speak because that is the document that is currently before us. “The Minister of Finance, Budget and National Planning was quoted as saying that 40 million Nigerians will be paid N5,000 as transportation allowance, in lieu of the fuel subsidy. “I don’t want to go into details for now. I believe that if such a proposal is to come to pass, a document to that effect must be sent to the National Assembly for us to see how feasible this is and how we identify the 40 million Nigerians that are going to benefit from this process. “There are still a lot of issues to be deliberated upon and looked into if eventually this will come to pass and how do we raise the money to pay these 40 million Nigerians? “So, this is not provided for already in the 2022 budget. We don’t have anywhere in the budget where 40 million Nigerians will collect N5,000 monthly as transportation allowance, totaling N2.4 trillion. “I know that there must be a budgetary provision for this for us (National Assembly) to consider. That is why I said it is still news out there until it formally comes to the National Assembly for either a virement to the budget or re-ordering of the budget. “For now, I still want to take it as a rumour and as news until it is formally presented before the National Assembly.” Transport grant won’t exceed one year — Finance minister But the Minister of Finance, Budget and National Planning, Mrs. Zainab Ahmed, disclosed yesterday, in Abuja that money to finance it would come from the Federation Account. The minister, who stated this while responding to inquiries by Vanguard on the modalities of the relief package, said the N5,000 monthly transport allowance will last between six months and one year. Consequently, the minister said that a committee had been set up to look into it. ‘C’ttee led by VP looking into it’ According to her, a federal government team, led by the Vice President, Prof. Yemi Osinbajo, has been negotiating with the state governors on the programme. Mrs. Ahmed said the exact number of poor Nigerians to benefit from the package would be determined by the committee, adding that there would be no cash payment, as beneficiaries would be paid through money transfers. She said: “The intervention we want to provide is for between 20 and 40 million people and there is still a lot of work going on. “We have a committee that is chaired by His Excellency the Vice President, state governors and a few of us ministers as members. “So we have to have a landing as to the exact number between 20 and 40 million. We already agreed it will be N5000 and we have also agreed that the remittances have to be done digitally. “The e-Naria will help, but so also are the various payment platforms that are currently available. “What we will not do is pay people in cash. So the transfers that people will receive will be through one kind of electronic money or the other and it’s meant to be for a period of six, nine or 12 months. “So these are things that we are still in negotiating because it’s still money that would have to come from the federation account. So everybody that is a member of FAAC will have to agree on the numbers. The maximum will be 12 months, the minimum will be six months. “So this exercise of the registration on the part of the Federal Government, the Ministry of Humanitarian Affairs already has responsibility; they’re already developing this register, but the states are also going to be actively involved in providing this electronic register through which the transfers will be undertaken. “How long will this intervention last? Okay, six months to 12 months. And we’re saying the committee is still working. So we’ll know on Monday, how long, how much and then the procedure on a state by state basis.” Govt inviting anarchy, says NLC Also reacting yesterday, the Nigeria Labour Congress, NLC, rejected the transport grant, saying government was inviting anarchy. NLC in a statement by its President, Ayuba Wabba, warned that the government was planning to set the nation on fire, contending that government’s new position was being anchored by the International Monetary Fund, IMF and the World Bank. The statement read: “A few hours ago, the Group Managing Director and Chief Executive Officer of the Nigeria National Petroleum Corporation (NNPC), Malam Mele Kyari announced that the price of petrol could jump as high as N320 and N340 from February 2022. The NNPC GMD/CEO said that the price increase would be consequent on the plans by the Federal Government to remove subsidy on Premium Motor Spirit also commonly referred to as petrol or fuel. The grand optimism of the NNPC GMD was predicated on the claims that the removal of the fuel subsidy is now backed by an act of parliament probably the Petroleum Industry Act which was recently signed into law. “The assertion of the NNPC GMD was re-echoed on the 23rd of November 2021 by the Minister of Finance, Budget and National Planning, Mrs Zainab Ahmed, at the launch of the World Bank Nigeria Development Update (NDU), titled ‘Time for Business Unusual’ where she announced government’s plans to disburse N5000 to 40 million poorest Nigerians each as transport grant to cushion the effect of the planned removal of the fuel subsidy. ‘’The disclosures by the NNPC GMD and the Minister of Finance were in symphony with the positions of the World Bank Country Director for Nigeria, Mr. Shubham Chaudhuri and the International Monetary Fund urging the Federal Government to do away with fuel subsidy. “The response of the Nigeria Labour Congress is that what we are hearing is the conversation of the Federal government with neo- liberal international monetary institutions. The conversation between the government and the people of Nigeria especially workers under the auspices of the trade union movement on the matter of fuel subsidy was adjourned sine die so many months ago. ‘’Given the nationwide panic that has trailed the disclosure of the monologue within the corridors of government and foreign interests, the Nigeria Labour Congress wishes to posit that it continues to maintain its rejection of deregulation based on import driven model. ‘’It is difficult to convince Nigerian workers why our dear country is the only country among the OPEC member countries that cannot produce its own refined petroleum products and thus adopts the neo-liberal import production model of refined petroleum products. “We wish to reiterate our persuasion that the only benefit of deregulation based on import driven model is that Nigerian consumers will infinitely continue to pay high prices for refined petroleum products. ‘’This situation will definitely be compounded by the astronomical devaluation of the Naira which currently goes for N560 to 1US$ in the parallel market. Thus, any attempt to compare the price of petrol in Nigeria to other countries would be set on a faulty premise as it would be akin to comparing apples to mangoes. “The contemplation by government to increase the price of petrol by more than 200% is a perfect recipe for an aggravated pile of hyper- inflation and astronomical increase in the price of goods and services. This will open a wide door to unintended social consequences such as degeneration of the current insecurity crises and possibly citizens’ revolt. This is not an outcome that any sane Nigeria wishes for. “The argument that the complete surrender of the price of petrol to market forces would normalize the curve of demand and supply as is being wrongly attributed to the current market realities with cooking gas, diesel and kerosene is very obtuse. ‘’The truth is that these commodities which Nigeria can easily produce have been priced out of the reach of most Nigerian families with majority of our people resorting to tree felling and charcoal for their energy needs. “We wish to warn that the bait by government to pay 40 million Nigerians N5000 as palliative to cushion the effect of astronomical increase in the price of petrol is comical, to say the least. ‘’The total amount involved in this queer initiative is far more than the money government claims to spend currently on fuel subsidy. Apart from our concerns on the transparency of the disbursement given previous experiences with such schemes, we are wondering if government is not trying to rob Nigerians to pay Nigerians. Why pay me N5000 and then subject me to perpetual suffering? “Clearly, government thoughts on the so-called removal of fuel subsidy are cloudy and appear to be a ‘penny wise-pound foolish’ gamble. It is clear that the palliative offered by government will not cure the cancer that will befall the mass of our people who suffer the double jeopardy of hyper-inflation while their salaries remain fixed. “As we had done several times, we call on the federal government to consider various options that can help Nigeria navigate out of the quagmire constructed by the failure of successive governments to embrace developmental governance and accountable leadership. ‘’Some of the viable options that can help insulate the domestic consumers from the market pressure brought about by the free fall of the Naira by making arrangement with contiguous refineries not far from Nigeria to swap crude oil with refined petroleum products; to accelerate work on the rehabilitation of Nigeria’s four major refineries which are all currently operating at near zero installed capacity; and establish empirical data on the quantity of refined petroleum products consumed daily by Nigerians. ‘’ It is unfortunate that this record remains a myth and a huge crater for all manner of official sleaze and leakages in the downstream petroleum sub- sector of Nigeria’s oil and gas industry.” TUC, experts kick against N5,000 transport grant Reacting, the Trade Union Congress of Nigeria, TUC, said the government’s new position on fuel subsidy was totally unacceptable, warning that the government is looking for trouble. Secretary-General of TUC, Musa Lawal, said Labour was shocked with the government pronouncement on Tuesday because it was a unilateral decision without the input of labour. He said: “We are surprised and shocked with the government pronouncement. We do not know how the government came about it. The government is calling for trouble if they think they can go ahead with subsidy removal without labour. “The Presidential Committee made up of government representatives and Labour has not concluded its assignment. Our last meeting was in April. This new position is totally unacceptable to us. “Let us look at the issue of N5,000 for about 40 million Nigerians. How did the government arrive at the figure? How did they determine the targeted beneficiaries? Most Nigerians are aware that similar money was given out, the identities of the beneficiaries have remained a subject of controversy and debate among Nigerians.” Implementation’ll bring corruption — OGSPAN Also opposing the transport grant, National President, Oil and Gas Service Providers Association of Nigeria, OGSPAN, Mazi Colman Obasi, said the implementation will bring about corruption. He said: “It makes sense to deregulate the downstream sector for improved stability. It will also attract serious investors into the sector. “But paying N5,000 to 40 million Nigerians would not make sense as it could bring about corruption. The government should look at other ways of impacting Nigerians and the nation’s economy.” Govt needs something more realistic, says ex-MOMAN chair Immediate past chairman, Major Oil Marketers Association of Nigeria, MOMAN, who doubles as the Managing Director, 11PLC, Adetunji Oyebanji, called for a more realistic project to be created, rather than the planned N5, 000 distributions to the poor. Speaking to Vanguard, Oyebanji stated that the planned fuel subsidy removal was long overdue as such funds should be used to support other sectors of the economy. He said, “I have been an advocate of the removal of fuel subsidy because it is not benefiting the ordinary man rather the elite who drive cars. So, I was pleased with the planned removal. “However, the idea of disbursing N5,000 to Nigerians is not sustainable and cannot be adequately monitored. What is the difference between what was and what is suggested? “I would think that such a fund would go to supporting primary school students with books and feeding as well as fees. That would encourage and grow the education sector and its citizens in the long run. Also, the Federal Government can inject such funds to the transport buses so that Nigerians can pay low fare on the BRT buses. To me, these are projects that are feasible and accountable. ‘N5,000 can’t make any difference’ Also speaking, human rights activist and program officer, Rights Protection and Accountability Network, Dr. Siyanolu Abegunde, said: “This government lacks economic thinkers, how can they think N5,000 monthly hand-outs will make a difference in today’s Nigeria when inflation is riding to the sky and cost of living is very high? “Besides, the process of executing the cash transfer will, as usual, be controversial and riddled with corruption, nepotism and all the negatives associated with this country. “As for me, the government should have invested in heavy constructions that can give some hope to the vulnerable in the form of jobs as we see in rail construction.” Similarly, the Director of Entrepreneurship at Redeemers University, Ede, Dr. Olufemi Omoyele, questioned the success level of previous social intervention schemes of the government and wondered why Nigerians should be optimistic about the new proposal. He said: “All the previous and ongoing social interventions schemes of this administration such as Conditional Cash Transfer, TraderMoni and others, what have been their impact on the poor and vulnerable? ‘’These schemes are poorly thought out, poorly executed and highly politicized. Tell me, how did they come about the 40 million to benefit from the scheme? What are the parameters? “These people are extremely poor, so in what way will N5,000 alleviate their sufferings in the midst of spiralling inflation and high prices? This government should come down from its high horse and face reality.” |
The Chief of Defence Staff, Lucky Irabor, has faulted the manner in which the report of the Lagos Judicial Panel of Inquiry on the EndSARS protests was leaked to the public, without following due process. Mr Irabor, a general, stated this on Tuesday while speaking to journalists at the Government House, Benin-city, after a meeting with Governor Godwin Obaseki of Edo State. The panel, headed by a retired judge, Doris Okuwobi, had on Monday submitted its reports on the Lekki shooting and police brutality during the October 2020 EndSARS protests, to the state governor, Babajide Sanwo-Olu. After receiving the report, Mr Sanwo-Olu set up a four-member committee to look into the report within two weeks, and “bring forward the white paper that would be considered at the Lagos state executive council and presented as the white paper coming from the panel of inquiry.” The report was, however, leaked to the public by a member of the panel, due to trust issues. The report indicted the Nigerian Army, the Police and other complicit individuals in the killings at the Lekki toll gate. The #EndSARS panel was set up in the wake of the October 2020 #EndSARS anti-police brutality protests to probe cases of human rights violation perpetrated by the defunct Special Anti-Robbery Squad (SARS) and other police units. The panel was also mandated to probe the shooting of peaceful protesters by soldiers and police officers on October 20, 2020, at the Lekki tollgate. Reacting to the leakage of the report, Mr Irabor explained that he could not, at the moment, comment on the content of the document, because he had not seen the official report. He said the Nigerian Armed Forces are committed to their constitutional mandate and do not engage in ignoble acts. “I am sure those of you in the media must have seen a report that was released through, in my view, a wrong channel, that is making the rounds in the social media,” he said. Whether it is a true report, I can’t tell. But I’d like to indicate that the normal procedure is to have such a report submitted to the convening authority. And then, there will be a White Paper that will be presented, based on which one can make informed comments. “But whatever it is currently, I’d like to indicate that the Armed Forces of Nigeria is a professional armed force. We are peopled by Nigerians and we remain committed to the constitutional mandate. So we will not at this point think that Nigerians should make disparaging remarks regarding the Armed Forces of Nigeria, in the sense that we are professional armed forces. If there are issues, of course, we address them within the ambit of the provisions. “It would not be right to disparage men and women who have worked so hard to ensure that the territorial integrity of this nation is kept intact. So in the meantime, until I see the full extent of the report… ” The CDS said the country’s armed forces were well-disciplined and would never engage in ignoble acts. “I can assure that the Armed Forces of Nigeria are well-disciplined and we do not engage in any ignoble acts. If Nigerians do not trust us, then we won’t be doing what we are doing, and in any case, it is the Armed Forces of Nigeria; we are not talking of the police. So when the armed forces are called out, it is because there is a need; there is no one who doesn’t desire to live in peace. “We need to understand that the armed forces are there to keep the peace, to provide the ambience that will enable each Nigerian to live his or her desires in peace and harmony. So let us not make inciting comments that will put the entire space on fire. That’s not right,” Mr Irabor said.

THE governorship candidate of All Progressives Congress APC, in the just concluded Anambra State election, Senator Andy Uba has recalled how he was removed as governor by the Supreme Court of Nigeria after 17 days in office, insisting that the current development about the 2021 election won’t hurt him. Addressing APC members in Awka, Uba however said he had reviewed the outcome of the November 6, poll and resolved that there were enough grounds to challenge the declaration of Professor Chukwuma Soludo, the candidate of All Progressives Grand Alliance, APGA, as the winner of the election. After an internal debriefing by the party and the campaign organization, Uba and the top echelon of APC led by the state chairman, Chief Basil Ejidike said they discovered that besides having enough grounds to challenge the declaration of Professor Soludo as governor-elect by the Independent National Electoral Commission, INEC, the entire election was not conducted in substantial compliance with the rules governing such exercise. He expressed profound gratitude to members of the party, the campaign team and Anambra people, pointing out that though he never took politics or quest for political office as ‘a do or die’ venture, he would nonetheless always follow the dictates of the law in seeking redress He said: “I will start by thanking God who kept us all alive throughout the campaign and the election. Should you find yourself in such an uncomfortable situation, here’s how to professionally deal with a hostile interviewer – Stay calm – It’s only natural for one to feel overwhelmed and emotional in a confrontational situation; don’t let your emotions get the best of you; stay calm and take deep breaths. Focus on the goal at hand, which is giving the interview the best version of yourself. The employer will lose out on a great employee like yourself because that alone is a huge red flag. Watch your tone – Don’t let the interviewer’s tone or actions push you over the edge and make you say things that you might end up regretting. Remember that business networks of people are wide, and your negative response or behaviour in an interview could have lasting repercussions in wider circles even if the interviewer is wrong. Keep your answers short but effective in passing your message. Remain confident – This is easier said than done, but this is the best approach. The upper chamber of the National Assembly yesterday condemned the invasion of the Abuja residence of Supreme Court Justice, Mary Peter-Odili, by security operatives. The Senate, which urged the Inspector-General of Police, Usman Alkali Baba, to make public, all findings of investigation into the matter, commended him for making arrests and constituting a panel to investigate the raid on the Odili’s jurist residence. he resolutions followed a point of order raised by Senator Betty Apiafi, during plenary which came under order 42 and 52 of the Senate Standing Rules, to move a motion on the “Urgent Need to Investigate the Invasion of Justice Mrs. Odili’s Residence by Security Agents.” Leading debate on the motion, Apiafi noted that on October 29, 2021, security operatives invaded the home of the Supreme Court Judge, adding that Justice Odili is the second most senior judicial officer in Nigeria. She recalled that a joint panel recovery unit of the Ministry of Justice, comprising of the Economic and Financial Crimes Commission, the Nigerian Police and the Ministry of Justice, purportedly sought for a search warrant from an FCT Magistrate after a so called whistleblower claimed to have observed illegal activities allegedly going on in a house at Imo street, Maitama. According to the ranking Senator, the incident, brings back to mind the similar invasion of homes of some senior Judicial Officers, including Chief Judges of the Supreme Court, and Judges of the Federal High Court in Abuja and other parts of the country in October 2016, which was widely condemned. “Further worried that the home of such a highly revered judicial officer could be raised in such a manner by security agents. “The Senate is disturbed that eleven days after the incident, though the Inspector General of Police claims some arrests have been made and investigations are still ongoing, even though the details of such arrest have not been made public. Contributing to the motion, Senator Michael Opeyemi Bamidele, said no member of the upper chamber “was at ease hearing the news of what happened.” He added that the motion presented by Senator Apiafi, represents the collective desire of members of the National Assembly in ensuring that the government takes appropriate steps to bring to book all those found culpable. According to him, doing so would send a clear signal on the need to respect the sanctity of the Judiciary and to also protect Judicial Officers in Nigeria, whose rights under the law must be protected. On his part, Senator George Thompson Sekibo (PDP, Rivers East), recalled that the Port Harcourt residence of Justice Odili was invaded a couple of months ago. He said: “Several reasons were given why thugs invaded the house. I don’t want to mention the reasons, so it does not bring in controversy. “Recently, as the motion said, the house in Abuja was also invaded. And after a struggle, the security agents that invaded the place left the residence. “They claimed to have brought a warrant from a magistrate court in Abuja. “They claimed the Minister of Justice was aware of it. There are several claims. “The Minister of Justice has denied and dissociated himself from that, the Chairman of EFCC has also done that. “And I’ve read statements by the Inspector General of Police that he has carried some arrests and that they are investigating the matter. “My problem is this, oftentimes, things happen and then police investigates and, in most cases, we don’t get the result of investigation. “I pray that this investigation comes to limelight.” Accordingly, the Senate in its resolutions condemned the invasion of the home of the second and most senior judicial officer in Nigeria, Justice Odili.” He also commended the Inspector General of Police for the arrests already made and investigation panel he has instituted and further urged him to, “make public the outcome of investigations.”

Former governor of the Central Bank of Nigeria and candidate of the All Progressives Grand Alliance, Prof Chukwuma Soludo, has dedicated his victory in the 2021 Anambra Governorship Election to three policemen killed when he was attacked by gunmen in April 2021 during a town hall meeting in his hometown in Isuofia in the Aguata Local Government Area of Anambra State. He spoke during an acceptance speech shortly after he was declared winner by the Independent National Electoral Commission on Wednesday morning. The Returning Officer of the Anambra Governorship Election, Prof Florence Obi, announced the result on Wednesday morning at the INEC office in Awka, Anambra State. “That Charles Chukwuma Soludo of APGA, having satisfied the requirements of the law is hereby declared the winner and is returned elected,” the Vice-Chancellor of the University of Calabar said on Wednesday. Soludo, who was the apex bank governor between 2004 and 2009, was declared winner after a supplementary election was held in Ihiala Local Government Area of the state on Tuesday. He won 19 of the 21 local governments areas including Ihiala LGA. Sixty one-year-old Soludo won with 112,229 votes beating Valentine Ozigbo of the Peoples Democratic Party, who polled 53,807 votes, and Andy Uba of the All Progressives Congress who got 43,285 votes. Ifeanyi Ubah of the Young Progressive Party polled 21,261 votes came fourth. Describing the election as a reflection of the will of the people, Soludo said He promised to deliver the dividends of democracy to the people of the state while extending an olive branch to his contenders in the race. “Let me say with utmost humility and gratitude to God, I accept the results of the 2021 Anambra Governorship Election as declared by INEC. And this reflects the supreme will of the Almighty God and an overwhelming sacred mandate of the people…This is a divine journey whose time has come. “At this moment we must remember and must continue to remember all those who died during the course of this moment, especially the three policemen who were killed by unknown gunmen during our town hall meeting with youths in my ward. May God continue to grant their soul eternal rest,” he said. Soludo, whose walk to victory was paved with stony challenges including legal battles and intra-party squabbles, thanked the judiciary for standing tall. “The election itself tested the integrity of our federal institutions. Many times there were tensions, especially as one party boasted that it must take or ‘conquer’ but the judiciary stood for the integrity of the judiciary,” he said. Soludo is expected to be sworn into office next March after the expiration of the two-term tenure of the incumbent governor, Willie Obiano, who is also of the All Progressives Grand Alliance.

The nationwide congress held by the All Progressives Congress, APC, across the States of the federation has produced two chairmen in Enugu State. DAILY POST reports that earlier on Saturday, a former commissioner in Enugu State, Chief Ugo Agballah was announced as winner in one of the locations in the State. He belongs to a faction of the party which has the backing of former Senate President, Ken Nnamani. However, while he was jubilating, an election was taking place at the Enugu State Secretariat of the APC, where the pioneer Deputy Chairman of the Party in the State, Comrade Adolphus Ude emerged winner. Ude polled a total of 782 out of the 1, 300 votes cast during the exercise by delegates from the 260 political wards in the State. He defeated Dr. Charles Chukwu who scored 202 votes, while Chief Benson Eze, who came a distant third, got 142 votes. Ude was elected with the full members of the State Executive. Chairman of the Enugu State Congress Committee, Mr. Jonathan Akaya, announced Ude as the winner. Speaking during the exercise, the outgoing State Caretaker Committee Chairman of the Party, Dr. Ben Nwoye commended the congress delegates from all the three Senatorial districts of the State for the peaceful manner they conducted themselves throughout the exercise. Nwoye, however, lambasted Nnamani, for spearheading a parallel congress in a private facility in Enugu, rather than coming to the State party Secretariat as director by the national leadership of the APC. Speaking with newsmen shortly after he was declared winner, the new Enugu APC boss, Ude, said “I really feel fulfilled today, and want to say, to God be the glory, because it’s God that made it possible. “I also want to commend in a special way, the Dr. Ben Nwoye-led exco and the Enugu state congress committee for conducting a free and fair election today.” He promised to build on the feats recorded by the outgoing Chairman, Nwoye, whom he said, did well while piloting the affairs of the party in the State. Elected alongside Comrade Ude were Chief Anike Nworga, who clinched the position of the Deputy Chairman, while the former State Administrative Secretary, Mr. Eva Asadu emerged as the Secretary of the party. Others are Hon. Chuks Patrick Owo, Publicity Secretary, with 367 votes, beating his opponent, Hon. Kelvin Okenwa who scored 341, Hon Mrs Favour Asogwa emerged the State woman leader with 503 votes, to defeat Lolo Queen Nwankwo who scored 408 votes. Also elected by the Congress, which ended around after 10 pm, were Mr. Chuks Adibe, Treasurer, Dr. Oby Aji, Financial Secretary, Hon. Ifeanyi Ede, Organising Secretary, Chukwudi Igwe, Legal Adviser, Sunny Umabi, Zonal Vice Chairman, Enugu East. Meanwhile, it was gathered that Chime, Onyeama and other stalwarts of APC in the State were more disposed to the candidacy of a former military governor of Gombe State, Group Captain Joe Orji, who alongside other contestants boycotted the parallel congress held at an event center.

The Rivers State Signage and Advertisement Agency (RISAA) has shut down an electronic billboard which showed 60 seconds pornograhic video in the Garrison area of Port Harcourt on Thursday. Two staff of E-Motion Communications Nigeria Ltd, owners of the LED billboard, have also been arrested. Speaking during a press briefing on Friday morning, at the Garrison Junction where the billboard is situated, the Managing Director of RISAA, Hon. Anthony Okea, frowned at “the unprofessional display of obscene pornographic video by an outdoor practitioner on their LED billboard at Garrison,” Okeah said that the billboard is now shut downed by the agency as authorized by the laws and some suspects have been taken into custody as investigation continues to ascertain the real motive behind their irresponsible act. He further explained that RISAA is not responsible for the regulations of contents on billboards, adding that it is the sole responsibility of APCON. Okeah said that he has called their attention to the offensive display of the pornographic video to know if APCON gave the approval or not and the reasons behind such disgusting act of abuse against the State. “RISAA mandate by law is to regulate billboard structures in Rivers State. The visual aesthetic of Rivers State is of major priority to the Agency.” he added. It was gathered that Motorists and pedestrians along the Garrison Flyover in Port Harcourt were shocked to see an electronic billboard mounted along the road play the 60 seconds pornographic video. A motorist, Kingston Ekwere, who saw the pornography, said it caused traffic hold up around the flyover. “I parked by the Garrison flyover waiting for it to get to my turn to load my car when I saw people looking at the bill board passionately and laughing. I immediately look towards the direction of attention and behold, it was a display of sex tape. The whole flyover went agog as everybody, motorists and people working, had to stop to watch the film as many condemned it and some youths were happy viewing it.” he narrated.

President Muhammadu Buhari on Tuesday said Nigeria is ready to extend a helping hand to South Sudan towards the political and economic stability of the country. President Buhari made the promise in Addis Ababa during a bilateral meeting with President Salva Kiir of South Sudan. Buhari further assured the full support of Nigeria to put all efforts into bringing long-term stability and prosperity to the entire continent. ‘‘Nigeria will contribute its quota as much as possible to the development of South Sudan. Take us into confidence and ask us what we can do,’’ Buhari told the South Sudanese leader. He stressed that the need for cooperation among developing countries, the Nigerian leader said with investments in education, improved economy, and healthcare, things will surely improve. On the situation in Guinea and Mali, President Buhari reiterated that African leaders must support efforts geared towards the return of democracy in the countries. The President expressed concern that as long as Libya remained unstable, the proliferation of arms and the problems in the Sahel would continue. In his remarks, President Kiir, who acknowledged Nigeria’s leadership role in Africa, appreciated the country’s effort in the liberation struggle of South Sudan. He also commended the First Lady of Nigeria for assisting in the education of many South Sudanese girls in the country. ‘‘In West Africa, ECOWAS intervenes immediately whenever a country has a problem. That should be adopted in East and Central Africa,’’ he said. President Buhari and President Kiir were among several African leaders that attended the inauguration ceremony of Prime Minister Abiy Ahmed of Ethiopia for a second five-year term in office.
