THE Senate has confirmed six more Resident Electoral Electoral Commissioners (REC) of the Independent National Electoral Commission, INEC. The confirmation was done during plenary on Wednesday. Those confirmed are Baba Abba Yusuf (Borno); Dr. Uthman Abdulrahman Ajidagba (Kwara); Mr. Segun Agbaje (Ekiti); Dr. Cyril Omorogbe (Edo); Dr. Emmanuel Alex Hart (Rivers) and Mohammed Mogaji Ibrahim (Gombe).

The functions of INEC as contained in Section 15, Part 1 of the Third Schedule of the 1999 Constitution (As Amended) and Section 2 of the Electoral Act 2010 (As Amended) include the following: Organise, undertake and supervise all elections to the offices of the President and Vice-President, the Governor and Deputy Governor of a State, and to the membership of the Senate, the House of Representatives and the House of Assembly of each state of the federation;organize. The functions of INEC as contained in Section 15, Part 1 of the Third Schedule of the 1999 Constitution (As Amended) and Section 2 of the Electoral Act 2010 (As Amended) include the following: Organise, undertake and supervise all elections to the offices of the President and Vice-President, the Governor and Deputy Governor of a State, and to the membership of the Senate, the House of Representatives and the House of Assembly of each state of the federation; Register political parties in accordance with the provisions of the constitution and Act of the National Assembly; Monitor the organization and operation of the political parties, including their finances; conventions, congresses and party primaries. Arrange for the annual examination and auditing of the funds and accounts of political parties, and publish a report on such examination and audit for public information; Arrange and conduct the registration of persons qualified to vote and prepare, maintain and revise the register of voters for the purpose of any election under this constitution; Monitor political campaigns and provide rules and regulations which shall govern the political parties; Conduct voter and civic education; Promote knowledge of sound democratic election processes; and Conduct any referendum required to be conducted pursuant to the provision of the 1999 Constitution or any other law or Act of the National Assembly.

The body charged with this task of conducting free, fair and credible elections in Nigeria is the Independent National Electoral Commission (INEC). INEC under Part 1 of the Amended Electoral Act 2011 is recognized as established by section 153 (1) (f) of the 1999 Constitution of the Federal Republic of Nigeria (as amended) and its composition and powers are seen under the Third schedule, which provides thus: The Commission shall have power to – organize, undertake and supervise all elections to the offices of the President and Vice-President, the Governor and Deputy Governor of a State, and to the membership of the Senate, the House of Representatives and the House of Assembly of each State of the Federation; register political parties in accordance with the provisions of this Constitution and an Act of the National Assembly; monitor the organisation and operation of the political parties, including their finances; arrange for the annual examination and auditing of the funds and accounts of political parties, and publish a report on such examination and audit for public information; arrange and conduct the registration of persons qualified to vote and prepare, maintain and revise the register of voters for the purpose of any election under this Constitution; monitor political campaigns and provide rules and regulations which shall govern the political parties; ensure that all Electoral Commissioners, Electoral and Returning Officers take and subscribe the Oath of Office prescribed by law; delegate any of its powers to any Resident Electoral Commissioner; and carry out such other functions as may be conferred upon it by an Act of the National Assembly. A former Chief of Air Staff, Air Marshal Adesola Amosu (rtd), has opted for an out of court settlement with the Economic and Financial Crimes Commission (EFCC). The retired Air Chief is being prosecuted for an alleged fraud of N22.8bn. His trial continued on Monday before Justice Mohammed Idris of the Federal High Court in Lagos. Counsel to the EFCC, Nnaemeka Omewa, informed the court that the defence team had met with the anti-graft agency for negotiation in which they proposed terms of settlement. Counsel to Amosu, Bolaji Ayorinde, also confirmed the position and asked the court to grant the parties a short adjournment to enable them to conclude settlement talks and report back on the outcome. After listening to the submissions of both parties, Justice Idris adjourned the matter till March 7 for a report of settlement, failing which trial would continue. The Air Marshal is standing trial alongside Air Vice Marshal Jacob Adigun and Air Commodore Gbadebo Olugbenga, as well as eight other companies for an alleged N22.8bn fraud. He had initially entered into a plea bargain with the EFCC, but later abandoned it, a move which prompted the anti-graft agency to commence trial against all the defendants.

The National Chairman of the People’s Democratic Party, PDP, Uche Secondus has described Governor Okezie Ikpeazu of Abia State as a silent achiever and a prudent finance manager. The National Chairman of the nation’s major opposition party stated this after accompanying the governor on an inspection tour of projects in the state. Secondus who was elated at not just the number of projects on ground in the state but the quality of work done expressed surprise that despite the low receipt of allocation and two year litigations a lot has been achieved by the present administration. He described Governor Ikpeazu as one who has kept his campaign promises by providing solution to the infrastructure needs of Abians. According to him,”i believe that solution have been provided by the government of Abia state to the people of Umuahia and Abia at large”. “This man is a silent achiever, this man has achieved the best for his people, he has achieved the designs in achievements and projects”, he added. On the Abia Poultry Cluster and Multi Development Skills Centre, he explained that it is a solution to unemployment in the state if sustained. He decried that the media has under reported the achievements of the governor and noted that PDP is the party to beat in Abia come 2019. The Deputy Chairman, Southeast PDP, Austin Umahi,Sam Ohuabunwa,Col.Austin Akobundu,rtd,Reagan Ufomba and a former Commissioner for Information, Akwa Ibom State, Aniekan Umana who were part of the entourage expressed surprise at the achievements of the governor especially the quality of work. They called on other state governors and the federal government to emulate Abia’s model of development. Governor Okezie Ikpeazu explained that the essence of the inspection was to ensure that the stakeholders see for themselves what is happening in Abia and bring an hear to hearsay. He expressed delight at achieving most of his inaugural promises and reaffirmed his commitment to change Abia’s narrative before the end of the year. The governor was accompanied by PDP stakeholders, National Assembly members, Abia. legislators, the clergy, and traditional rulers.
