The presidency didn't even have the decency to come clean and honest to the people by following due process and admitting it was pulling back the document on the grounds of its own reckless failure. In December 1980, exactly 35 years ago, the naira was one dollar and eight cent, but today, a dollar is N260, the weakest it has ever been since its introduction 42 years ago. The naira, which was introduced by the Central Bank of Nigeria (CBN) on January 1,1973, fell to its lowest on Friday, trading at 260 to the greenback on the parallel market. The local currency continues to plunge as the CBN holds on to its stringent dollar sales policy at the parallel market. Earlier in 2015, the apex bank introduced the policy of selling over $80m to Bureau De Change (BDC) operators, to keep the unofficial rate close to that of the parallel market. The policy is however undergoing review, as the CBN circular reported by Reuters has set out new guidelines for the 2016 BDC transaction of dollars. The circular, which will come into effect in January, “orders retail money exchanges to deposit a mandatory cautionary deposit of N35 million in an account with the central bank, in addition to a minimum capital requirement of N35 million”. The decision, experts believe, would trim the number of BDC operators in the country. When the local currency was introduced in introduced in 1973, the nation started with notes for 50 kobo, 1, 5, 10 and N20. The 50 kobo notes were phased out in 1989, 1990, before N50 notes, better known as ‘Wazobia’, were issued 1991. Three days ago, Nigeria's budget-monitoring tech organization, BudgIT, released a detailed document on the states of Nigeria; their economic situations, debt burdens, budget-funding capabilities, internally generated revenue ratings and financial sustainability. This move is part of a greater plan to engender transparency in our budgets, as well as demand better accountability from our various state governors across the federation. The document had some revealing details, some shocking details, as well as some downright damning ones. I guess reality is truly different from state-sponsored propaganda and social media rhetoric. [size=14pt]Ability Of States To Meet Recurrent Expenditure[/size] In this category, the states are ranked by the figures realized after subtracting the total monthly salaries paid by the states from their monthly income. The states in red are states whose monthly incomes are unable to meet up with the monthly wage bill. In other words, states that are unable to pay their salaries without having to borrow. States in green, on the other hand, are states whose monthly incomes are enough to adequately pay salaries and still have some leftovers for other engagements. Perhaps interesting to note, is the fact that Osun state's monthly shortfall is larger than the monthly shortfalls of Ekiti, Bauchi, Abia, Kaduna, Zamfara, Imo and Gombe, combined. On a region-by-region basis, it can also be deduced that: 1. In the South-South, all other states are green except Bayelsa and Akwa Ibom. 2. In the South-East, Enugu, Ebonyi and Anambra are able to meet recurrent obligations, but Imo and Abia are unable to. 3. In the South-West, Lagos is the only state currently meeting its recurrent obligations while all other sister states, Ekiti, Ondo, Oyo, Ogun and Osun, are unable to. 4. Taraba and Yobe are the only North-Eastern states without monthly shortfalls 5. Niger, Benue and Kogi are the only North-Central states currently without shortfalls. 6. Zamfara and Kaduna are the only North-West states with shortfalls. Twenty-three years after the release of Nollywood hit epic movie ‘Living in Bondage’, award winning Nollywood Star Ramsey Nouah in partnership with entertainment entrepreneur Charles Okpaleke are set to produce the sequel to the flick that was the forerunner of the Nollywood phenomenon. It is the kickstarter for the industry I work in today. Its ability to appeal to everyone irrespective of their religious, cultural and social beliefs made it a huge success. The movie addressed issues that we couldn’t talk about then,” the actor said. According to him, the movie Living In Bondage’s beauty lies in the language used which is understood by a certain part of the country, yet was watched by many. “So why not bring back this great movie in our contemporary world? The film is a delight any day. People still talk about the way Kenneth Okonkwo killed his wife for money rituals and how he was tormented. Don’t forget the likes of Kanayo O. Kanayo and Bob Manuel Udokwu who intrigued us with their roles. All these made the movie a great hit and we are sure that the sequel will do better,” he assured. Many of you who frequently read the cacophony of political opinions expressed on Nigerian Twitter have most likely come across a certain @OgbeniDipo - a well known APC Internet Knight, Tinubu admirer and Buhari fan. Dearest Ogbeni was also part and parcel of the vocal critics of Goodluck Jonathan's administration on the microblogging site, especially on areas that involve his handling of the dreaded islamist sect, Boko Haram. Most memorable of Ogbeni, was his outcry at the time of the Nyanya bombing which happened in 2014. Standard & Poor’s, which rates Africa’s largest oil producer four levels below investment grade at B+ with a stable outlook, releases a review of its assessment on Sept. 18. A week later, it’s the turn of Fitch Ratings, which has Nigeria at BB-, one level above S&P, with a negative outlook. Those decisions come on the heels of JPMorgan Chase & Co.’s announcement last week that Nigerian debt will be removed from its local-currency emerging-market indexes, tracked by more than $200 billion of funds. Adding to a loss of favor among investors is a delay by President Muhammadu Buhari in naming his cabinet since taking power in May as the continent’s biggest economy grapples to cope with oil prices below $50 a barrel and speculation that the currency will be devalued. “There’s a very high risk of a downgrade,” Jan Dehn, head of research at Ashmore Group Plc, which sold all of its Nigerian Eurobonds and naira debt over the past year, said. “At the moment, I’m pretty far away from even considering buying anything Nigeria. It’s a deteriorating credit.” The bond market is siding with Ashmore and Aberdeen Asset Management Plc, which also predicts a ratings cut. Yields on Nigerian dollar bonds have been trading higher than those of Kenya -- which has an economy almost a tenth of Nigeria’s size and is rated lower by Fitch -- since mid-August. When that last happened in March, S&P downgraded Nigeria and Fitch followed days later by lowering its outlook from stable. “Fitch is the one people will be watching most closely,” Alan Cameron, an economist at Exotix Partners LLP in London, said by phone on Sept. 10. “The oil price has been low for a long time and people assume that’s at least a semi-permanent state of affairs, which will have a very significant impact on fiscal and external projections.
