Details of the May/June 2015 West African Senior School Certificate Examination emerged on Thursday with states in the South-East, again, leading in the performance chart of candidates who obtained credits in at least five subjects, including English Language and Mathematics.

Abia State topped the chart with 33, 762 of its 52, 801 candidates.

This came as no candidate obtained five credits and above, including English and Mathematics from four Federal Government colleges.

The schools are the Federal Government Girls’ College, Bajoga, Gombe State; FGGC, Bauchi; FGGC Gboko, and the Federal Science and Technical College, Kafanchan.

To secure university admission in the country, a candidate must obtain credits in five subjects and above, including English Language and Mathematics.

Anambra State came second with 28, 379 out of 46, 385 candidates. While Abia State scored 63.94 per cent, Anambra got 61.18 per cent out of 100 per cent.

Edo State took the third position with 38, 052 of its 62, 327 candidates getting five credits and above. It had 61.05 per cent. Rivers and Imo states came fourth and fifth respectively.

In the 2014 May/June WASSCE rankings, Anambra State led the pack, while Abia State came second.

However, with 4.37 per cent, Yobe State came last on the 2015 rankings list with only 646 candidates obtaining five credits and above including English and Mathematics. Fourteen thousand, seven hundred and eight-four pupils, comprising 10, 807 males and 3,977 females, sat for the examination in the state.

Aside from Yobe State, seven other northern states occupied the rear positions in the rankings involving the 36 states and Abuja. They are Zamfara (36th), Jigawa (35th), Gombe (34th), Katsina (33rd), Kebbi (32nd) Bauchi (31st) and Sokoto (30th).

Lagos with 68, 173 out of 141, 963 candidates that sat for the examination placed sixth on the rankings. In fact, 32, 595 males and 35, 578 females obtained the required benchmark for university admission.

The statistics obtained exclusively by our correspondent on Thursday also revealed that Osun and Oyo states placed 29th and 26th respectively. While 8,801 candidates out of 48,818 obtained the basic entry requirement for university admission in Osun, Oyo State recorded only 21.03 per cent success in the examination.

Of the 78,896 candidates Oyo State presented, only 16,588 of them obtained five credits and above including English and Mathematics.

The breakdown, according to a WAEC source, is the consolidated results approved by the council following its National Examinations Committee meeting held in November.

One million five hundred and ninety thousand, two hundred and eighty-four candidates sat for the examination in which only 562, 413 candidates obtained credits in five subjects and above including English Language and Mathematics.

In other words, 1,029,871 representing 64.63 per cent failed to obtain admission requirement to the nation’s universities.

The former Head of National of the council, Mr. Charles Eguridu, announced the release of the results last August.

A further breakdown of the 2015 results, showed that the seventh, eighth, ninth and 10th positions went to Bayelsa, Delta, Enugu and Ebonyi states in that order.

Ekiti State placed 11th with 8,954 out of its 21, 333 candidates that sat for the examination getting the required admission benchmark.

Kaduna, Ondo, Abuja, Kogi, Benue, Akwa Ibom, and Kwara states came 12th, 13th, 14, 15th and 16th in that order.

Ogun State with 75,994 candidates occupied the 19th position. The state bagged 32.89 per cent with its 25, 006 candidates, comprising 12,059 males and 12, 947 females, obtaining five credits and above including English and Mathematics.

In the 20th, 21st, 22nd, 23rd, 24th and 25 slots are Cross River, Taraba, Plateau, Nassarawa, Kano and Borno states in that order. While 15,903 candidates out of 62,511 obtained the benchmark in Kano, 5,347 out of 21,695 got the same results in Borno.

Meanwhile, in the performance register for the 104 Federal Government colleges in the same examination, the Federal Government Girls’ College, Benin (Edo), outshined the others with 230 of its 232 pupils getting the university admission yardstick.

The Federal Government Girls’ College, Kazaure (Jigawa), occupied the second slot with only two of its pupils also missing the benchmark. But while FGGC Benin, obtained 99.14 per cent, its Kazaure counterpart, got 98.10 per cent.

The breakdown showed that the Federal Government College, Rubochi (FCT), came third with its 146 candidates, comprising 94 males and 52 females, out of 156 that sat for the examination putting up good showings.

The Federal Government Academy, Suleja (Niger); FGC, Okigwe (Imo), and the FGC, Nise (Anambra), came fourth, fifth and sixth.

From the Unity schools in Lagos, the FGC, Ijanikin, which occupied the seventh position in the rankings, emerged the best in the state with 357 out of its 387 candidates that sat for the examination obtaining the basic university entry requirement.

It came ahead of the over 100-year-old Kings College (18th), Federal Science and Technical College, Yaba (21st) and the Queens College (54th). While 361 out of 452 candidates obtained their papers at KC, 181 out of 413 females succeeded at QC.

Occupying the eighth, ninth, 10th, 11th and 12th positions are the FGC, Okposi; FGC, Ikole-Ekiti; FGGC Efon-Alaye; FGGC, Minjibir, and the FGC, Jos, in that order.

From the statistics, The PUNCH findings revealed that of the 74 candidates that sat for the examination at the FGGC, Bajoga, no one got the basic admission requirement.

It was the scenario at the FGGC, Bauchi and Gboko. Whereas 143 candidates sat for the examination in the Bauchi school, 144 females did the same at the FGGC, Gboko.

For the FSTC, Kafanchan, of the 40 candidates, comprising 29 males and 11 females that sat for the examination, no one also obtained the minimum entry requirements to the university.

Of the 26 Unity schools occupying the rear positions on the performance chart, 22 of them are located in the North. The other four colleges are the FGGC, Ikot Obio Itong, Ukam at 89th position; FGGC, Calabar (92nd); FSTC, Uyo (93rd) and the FGC, Idoani, Ondo State occupying the 96th position.

In the May/June 2014 WASSCE, 529,425 candidates, representing 31.28 per cent of the candidates, obtained the minimum university entry requirement. One million, six hundred and ninety-two thousand, four hundred and thirty-five candidates sat for the examination that year.

In May/June 2013, 639,334 candidates, representing 38.30 per cent, qualified to seek admission to university in the country. One million five hundred and forty-three thousand, six hundred and eight-three candidates sat for the examination.

Frankly speaking, you cannot fault the man's statement as it is nothing but the truth. The Asaba constituency was never part of the originally planned Biafra even though they were our allies till the very end. Yes they are Igbo, but you must respect and accommodate ideological diversity.
What many of you don't realize is that you're destroying the Igbo cultural identity by reducing its history to nothing but the Biafra era. I feel there is more to us as a people than that, and it is pertinent we know when to draw the line lest we lose our sense of pride.

Jonathan was initially blasted for "not showing enough empathy" during bomb blasts, particularly a case that happened on the same day he was at a campaign rally ground, right? Fine, that's bad. Agreed.
But how do you sleep well at night when you attack Jonathan for all that but say absolutely nothing in Buhari's case where Over 100 citizens are burnt to ashes in a town just 10km for Maiduguri (the same city the Abuja control post was moved to) while the president was away; and when he comes back, he makes NO VISIT to the site of the attack to atleast console the people, releases NO STATEMENT even acknowledging their demise, and simply travels to Ogun state to PARTY and shake hands with political allies before jetting off to France? Is that the new "Empathy"?

But isn't it ironic that all the things Jonathan was lambasted for, are totally acceptable under Buhari all of a sudden? Come to think of it, I'm not even sure Jonathan's case was this bad.

Jonathan was initially blasted for "not showing enough empathy" during bomb blasts, particularly a case that happened on the same day he was at a campaign rally ground, right? Fine, that's bad. Agreed.
But how do you sleep well at night when you attack Jonathan for all that but say absolutely nothing in Buhari's case where Over 100 citizens are burnt to ashes in a town just 10km for Maiduguri (the same city the Abuja control post was moved to) while the president was away; and when he comes back, he makes NO VISIT to the site of the attack to atleast console the people, releases NO STATEMENT even acknowledging their demise, and simply travels to Ogun state to PARTY and shake hands with political allies before jetting off to France? Is that the new "Empathy"?

Nigeria has reinstated a general implicated in mass murder, underlining the government's "monumental failure" to stamp out impunity for war crimes, Amnesty International said Monday.

The London-based rights group last year called for an investigation of nine senior commanders including Maj. Gen. Ahmadu Mohammed for possible criminal responsibility for war crimes including the deaths of more than 8,000 detainees since 2011. Mohammed was commanding officer when soldiers killed around 640 unarmed detainees after Boko Haram’s armed fighters attacked the Giwa barracks in northeast Maiduguri city, according to Amnesty.

President Muhammadu Buhari in June promised to investigate the allegations and deal with all alleged abuses by the military, but nothing has been done.

Mohammed was the commander of the war theater when Boko Haram took control of a large swath of Nigeria's northeast where the armed group declared an Islamic caliphate, and when the group kidnapped nearly 300 schoolgirls from Chibok town. Dozens escaped on their own as the army failed to send a rescue mission. More than 200 girls remain missing.

Mohammed was retired in 2014 after mutinying soldiers shot at him, revolting because they said a dozen colleagues killed by Boko Haram in a night ambush on the road from Chibok had been unnecessarily sent into danger.

The general was reinstated quietly in January, according to the military at his own request.

"Young men and boys, rounded up by the military, were either shot, starved, suffocated or tortured to death and no one has yet been held to account," Amnesty International said in a statement. "It is unthinkable that Major General Mohammed could resume command of troops before an investigation has even begun."

His reinstatement "makes mockery of commitments to end war crimes" and "underlines the monumental failure of the government to stamp out impunity for war crimes at the highest level."

The reinstatement of a senior Nigerian military general implicated in the mass murder of hundreds of detainees underlines the monumental failure of the government to stamp out impunity for war crimes at the highest level, said Amnesty International.

Last June, Amnesty International named Major General Ahmadu Mohammed, along with eight other senior commanders, calling for an investigation into their possible criminal responsibility for war crimes including the deaths of more than 8,000 of detainees.

Major General Ahmadu, was in charge of 7 Division and was in command of operations when the military executed more than 640 detainees following a Boko Haram attack on the detention centre in Giwa barracks on 14 March 2014. He was retired in 2014 for unrelated reasons, but reinstated this month.

An in depth report exposed a range of war crimes and possible crimes against humanity committed by the military in the course of operations against Boko Haram. It found that, since March 2011, more than 7,000 were starved, suffocated, and tortured to death in military detention camps. A further 1,200 were rounded up and unlawfully killed.

The report, Stars on their shoulders, blood on their hands: War crimes committed by the Nigerian military, was based on years of research and analysis of evidence - including leaked military reports and correspondence, as well as interviews with more than 400 victims, eyewitnesses and senior members of the Nigerian security forces.

It exposed a range of war crimes and possible crimes against humanity committed by the military in the course of operations against Boko Haram. It found that, since March 2011, more than 7,000 were starved, suffocated, and tortured to death in military detention camps. A further 1,200 were rounded up and unlawfully killed.

It named nine senior Nigerian military figures along the chain of command who should be investigated for potential command and individual responsibility for the crimes committed.

Hours after the publication of the report on 3 June, President Buhari responded personally on Twitter to say: "I assure you that your report will be looked into…This administration will leave no stone unturned to promote the rule of law, and deal with all cases of human rights abuses."

Likewise the President announced on 12 June 2015 that investigating criminal responsibility for the violations documented in Amnesty International’s report would be the first task of the Attorney General. This investigation is yet to begin.

Since the publication of the report, four of the named military commanders have retired. Two others had already retired prior to the publication of the report. The current status of two Brigadier Generals is unknown. Major General Mohammed was removed from his post on 16 May 2014 two days after a reported mutiny by his own men. News of his reinstatement reached Amnesty International on 17 January.
“Seven months after the publication of these horrific discoveries and the President’s pledge that they will be looked into, we continue to call for urgent independent investigations to begin,” said Salil Shetty.

“Those responsible for the crimes detailed in Amnesty International’s report must be held to account, no matter their rank or position. Only then can there be justice for the dead and their relatives.”

BACKGROUND

In November 2015, the Office of the Prosecutor at the International Criminal Court, identified two potential cases of crimes against humanity and war crimes by the Nigerian military. These relate to the arrest, detention, torture and death in custody of Boko Haram suspects and extrajudicial executions, including of recaptured detainees on 14 March 2014.

The prosecutor is assessing the admissibility of the potential cases in order to reach a decision on whether the criteria for opening an investigation are met.

Amnesty International’s report into human rights violations by the military was published on 3 June 2015. Based on the evidence it uncovered, the organization believes that the following military officers should be investigated for potential individual or command responsibility for the war crimes of murder, enforced disappearance and torture detailed in this report:

Major General Ahmadu Mohammed - reinstated.
He was Commander of 7 Division from 24 February until 16 May 2014. During this period, Amnesty International continued to document arbitrary arrests and unlawful detention of thousands of people in inhumane conditions, the deaths in custody of large numbers of detainees and extrajudicial executions committed by Nigerian troops under his command. In addition, Major General Ahmadu Mohammed was in charge of military operations when, in the aftermath of a Boko Haram attack on Giwa Barracks, Nigerian military executed more than 640 former detainees. Major General Mohammed was reinstated in January 2016 and is waiting to be assigned a post.

Major General John A.H. Ewansiha - currently retired.
He was General Officer Commanding (GOC) of Operation Restore Order I (ORO) and Operation BOYONA between January 2012 and August 2013. As GOC of ORO and Operation BOYONA, he was informed about the arbitrary arrest and unlawful detention of thousands of people in inhumane conditions, the deaths in custody of large numbers of detainees and extrajudicial executions in areas under his command in Borno, Yobe and Adamawa states.

He received regular reports indicating the commission of these crimes by his subordinates and failed to take measures to stop and prevent them or to bring those responsible to account. In August 2013, he became Chief of Standards and Evaluation at Army Headquarters and Chief of Training and Operations at Army Headquarters.

Major General Obida T Ethan - currently retired.
He was Commander of 7 Division from 22 August 2013 until 1 January 2014. Major General Ethan took over the command of the military operations in Adamawa, Borno and Yobe states in August 2013 from Major General Ewansiha. During this period, Amnesty International continued to document arbitrary arrests and unlawful detention of thousands of people in inhumane conditions, the deaths in custody of large numbers of detainees and extrajudicial executions committed by Nigerian troops under his command.


Brigadier General Austin O. Edokpayi – status unknown.
He was in command of the Multinational Joint Task Force based in Baga from at least April 2013 until December 2013 where Nigerian soldiers were responsible for arbitrary arrests and unlawful detention, the extrajudicial executions of more than 185 people in April 2013, and deaths in custody in Baga detention facility.

Brigadier General Rufus O. Bamigboye – status unknown.
He was Commander of the 21 Armoured Brigade, stationed in Giwa barracks from February 2012 till September 2013. He was in charge of the barracks during the period when at least 5,000 detainees died in custody, and when torture and ill-treatment were used routinely. In December 2013, he was promoted to Deputy Director of Operations at Defence Headquarters. According to media reports, Brigadier General Bamigboye was appointed Chief of Staff of 81 Division in July 2015. Amnesty International has not been able to verify his current status.

In addition, Amnesty International believes that the following high-level military commanders should be investigated for their potential command responsibility for crimes committed by their subordinates given that they knew or should have known about the commission of the crimes, and failed to take adequate action:

Lt. General Azubuike Ihejirika. He was Chief of Army Staff from September 2010 until he retired in January 2014.
Admiral Ola Sa'ad Ibrahim. He was Chief of Defence Staff from 4 October 2012 until he retired in January 2014.

Rights activists on Friday described the N4bn proposed for Aso Rock clinic and N800m for a website in the 2016 budget as embarrassing and abnormal.

The activists claimed that the proposals were the direct opposite of President Muhammadu Buhari’s change mantra.

President, Rights Monitoring Group and Country Director, Centre on Convention for Democratic Integrity, Mr. Femi Aduwo, said proposing such a huge amount for Aso Rock clinic and website indicated that the President’s change mantra was just by name and not by action.



He said, “If N4bn is proposed for Aso Rock clinic in a year and the facility is meant for the Very Important People, I want to believe that the VIPs go beyond the President and the Vice-President. For example, if you have an equipped clinic in Aso Rock, all the former presidents, former ministers and former governors can go there for medical checkup, but as it were today, we know that all the former presidents and former governors don’t use Aso Rock clinic. This is an Aso Rock clinic that could not take care of former President Umaru Yar’Adua when he was sick.

“So, if you propose N4bn to be spent and there are elements of trust and transparency in the spending, there is no problem with that, but if you propose N10 for the project and the money is looted or stolen, we will still go back to square one.

Aduwo added that it was shameful that N800m was proposed for a website in this modern era, when the website of the United States President, Barack Obama, cost less than $1m.

Another activist and lawyer, Mr. Ebun Adegboruwa, urged Nigerians to join him to persuade the President to reduce the budget for the Aso Rock clinic and the website.

While recalling that Nigerians were angry when former President Goodluck Jonathan budgeted N1bn for feeding in 2014, Adegboruwa asked Buhari to be a “shining example of a Spartan leader who is not interested in living a life of luxury at the expense of the people he was elected to govern. He should let the charity begin at home.”

He said, “There is a consensus that the budget is not that of change expected from the President. The change means you don’t want to do things the way they were used to be done.

“Though I accept the fact that the Office of the President deserves all the glamour and the state of the art equipment, the amount budgeted for Aso Rock renovation, for website, for Aso Rock clinic, for maintenance of generator is becoming like a scandal to us as a nation. This is very bad and I urge the President to scale down the items of luxury; the items that have no explanation.

“The President has no record of any medical illness. [size=13pt]When the campaign was on and it was alleged that he had health challenges, he denied it flatly. So, who is going to use the N4bn Aso Rock clinic?[/size] The vice-president and his wife are hale and hearty. So, who is going to use the facility? This is not a good example at all. I believe that the President will listen to the cry of Nigerians and scale down the budget.”

The Executive Chairman, Coalition Against Corrupt Leaders, Mr. Debo Adeniran, said some of the proposals in the budget were embarrassing.

Adeniran said some Nigerians, who had expected Buhari’s government to be prudent, would be disappointed by the proposals, which he considered as outrageous.

He said, “The costs of many items in the budget are very outrageous and it is very embarrassing that a government that claims to be prudent in spending is allocating so much money to some little items.

“If one ministry plans to upgrade its website for as much as N800m, then how much would all the federal ministries upgrade their websites or set up new ones?

“This is a country that is asking average Nigerians to tighten their belts; why should it be that it is at the level of the people that we tighten our belts while those in authorities will be losing theirs? It is uncalled for.”

Has Buhari not turned the presidency into an embarrassingly aimless season film? Has he not - with his obvious policy sommersaults, lack of critical decision-making, poor multitasking skills and kindegarten propaganda - turned governance into a spectacle of cluelessness?

Are we so quick to forget the totally UNNECESSARY circus drama he put up for 4 straight months just to pick his ministers? When serious leaders in other countries built their cabinets In under a week and got things moving right away, our Kim Kardashian president had his zombies trending the hashtag #TheList and tweeting baseless trash.
When the September deadline he had set for himself was already coming to an end, and when it dawned on him that he was about to shhhitt the bed, he put up another show right on the 30th day, taking pictures of himself handing an envelope to Saraki. Can you truly, in your hearts, tell me that these are traits of a serious leader?

Who can forget his asset declaration misadventure, where he promised, prior to his election, that he would OPENLY declare his assets as well as implore his MINISTERS to declare their assets.
But when he won, what happened? Music suddenly changed. The story turned to "I have declared my assets to CCB, go and argue with them" overnight.
After pressure, and knowing his game was closing up on him, he came out with the embarrassingly vague and completely laughable story about owning "some parcels of land here and there" as well as "A piece of land somewhere in Port Harcourt".
Mr. Man, how can you not know where your Port Harcourt land is? Don't you have the documents? Or are they with the military too, just like your WASC?

Who still remembers his promises about scrapping the Office of the First Lady? Just last week, the same first lady held a forum for "Wives of Nigerian Government Leaders" featuring the wives of Nigerian governors as well as her self o.
They're still in the forum stage. Tomorrow, they'll move to solidarity visits, and finally the infamous "Pet Projects" that do nothing but help them siphon funds while their husbands' gullible supporters fight on the internet after getting energized by Mama Aisha's stomach infrastructure.

This is where we are now.
