Outspoken archbishop of Enugu Anglican Diocese, Dr. Emmanuel Olisachukwuma, has flatly rejected bags of rice sent as palliative for his members to cushion the effect of fuel subsidy removal. Chukwuma who was visibly livid at the gesture noted that it was an insult that they were given 200 bags of rice to share wondering what the people would take home. The Anglican archbishop who made the rejection at the Cathedral of Good Shepherd, Independence Layout, Enugu could not hide his anger. “Having seen some of the bags of rice called palliatives for the people of Enugu state, we feel dejected and very much disappointed that even the 200 bags for each ward, that the local government chairman withdrew five bags from it. “Two, how do you expect this type of palliative to cushion the effect of the subsidy for the people that you are saying palliative? Five persons per a 20kg bag of rice. So we are feeling that federal government palliative for Nigerians is insulting, it’s disgraceful and it’s a failure, it’s fraud and we completely reject it. “For me as Archbishop Chukwuma, I will not accept this type of rice as palliative, it’s an insult to the people. And so I am calling on the federal government and state government to look into it properly, that this is not a palliative that can cushion anything at all. “It is a way of insulting the people, creating more hunger and we feel that if federal government is sincere, which I feel they are not sincere about the palliatives, It think Labour should go ahead with their strike because what the Labour is talking about is still what we are seeing now, insincerity of the government. “The palliative is a disgrace, is a failure, to cushion any effect of fuel subsidy removal. So for me I feel disappointed to see this type of rice which is already getting spoilt to be distributed to human beings, whoever is responsible should please come and withdraw it. U.S. court reserves judgement in Atiku records case after Chicago university confirmed female Bola Tinubu transcript. A befuddled Judge Jeffrey Gilbert of the United States District Court for the Northern District of Illinois on Tuesday reserved judgement on the subpoena application for Bola Tinubu’s records, after learning that the Nigerian president’s college transcript, which he used to gain admission into Chicago State University (CSU) in 1977, indicated it belonged to a female. The judge said he was prepared to rule on the matter when he scheduled a hearing for September 12, but he needed additional time to digest his decision after learning that there was a transcript bearing Bola A. Tinubu released by CSU under a separate court subpoena that carried the owner’s gender as female. The female issue was raised by Mr Tinubu’s lawyer, Christopher Carmichael, who tried to use it to demonstrate the frivolity of the case before the court, dismissing it as a fishing expedition based entirely on a conspiracy theory being peddled in Nigeria by Mr Tinubu’s political detractors. ‘It is like Donald Trump coming up in 2010 to claim that Barack Obama was not born in the United States,” Mr Carmichael said. But Alexandre de Gramont, lawyer to plaintiff Atiku Abubakar, quickly informed the court that the possibility of Bola Tinubu, who attended CSU in the same 1970s, being a woman was first revealed in records produced by the school itself. The school had, in mid-2022, submitted Mr Tinubu’s records in its possession while complying with a state court subpoena. The records, handed over to Nigerian civil rights lawyer Mike Enahoro-Ebah, showed that Bola A. Tinubu was admitted into CSU in 1977 based on a transcript from Southwest College Chicago that was marked as belonging to a female. Judge Gilbert became confused after CSU lawyer Michael Hayes confirmed that the school had indeed turned in records to Mr Enahoro-Ebah in 2022, but insisted that Mr Tinubu, the Nigerian president, was the one who attended and graduated from the school. Mr Hayes, however, said he could not explain the contradictions, and the school’s administrators would not be able to state under oath that the certificate Mr Tinubu has been parading was genuine or otherwise. “Is the diploma authentic or is it a forgery? My client can’t answer yes to either of those questions,” Mr Hayes said of Mr Tinubu’s certificate that he submitted to be Nigeria’s president. Consequently, a confused Judge Gilbert said he would need additional time to process the confusion, especially given Mr Hayes’ confirmation of the records released last year by CSU. “I will have to take this matter under advisement,” the judge said, adding that his court would communicate a new judgement or hearing date with counsel to all parties. The judge said additional documents or clarification about already submitted documents may be required from the parties. Mr Gilbert’s docket was updated at night on September 12, hours after the judgement, and also confirmed that the matter is “taken under advisement for the reasons stated on the record.” Judge Gilbert had earlier in the hearing said the court has always taken a liberal and broad view in granting similar requests under Section 1782, a statute that allows the release of documents and evidence domiciled in the U.S. to be obtained and used in a foreign proceeding, especially with countries that have legal reciprocity arrangements with the U.S. like Nigeria. Tinubu's political rival, Atiku Abubakar, claims that documents showing that Tinubu graduated from Chicago State in 1979 are not authentic, and that is grounds to nullify Tinubu's election victory earlier this year. According to the People's Gazette, Tinubu submitted the diploma to Nigeria's election commission. It was purportedly issued in 1979 and signed by university President Elnora Daniel. But Daniel didn't arrive at CSU until 1998 and left about ten years later. Submitting false records to the National Election Commission before the vote should nullify the election, Abubaker claims. At a hearing in Chicago this week, Abubakar's lawyers asked a federal judge to compel CSU officials to turn over Tinubu's academic documents and appear for depositions. Judge Jeffrey Gilbert of the United States District Court for the Northern District of Illinois did not rule on the request. CSU's lawyer, Michael Hayes, told Gilbert that the university wouldn't be able to certify Tinubu's diploma under oath. A CSU spokeswoman said the university can confirm the president graduated. The Chicago State University (CSU) has said that it was unsure whether the certificate that President Bola Tinubu submitted to the Independent National Electoral Commission (INEC) for the 2023 presidential election was genuine or not. Counsel to the university, Michael Hayes, told the court during its hearing on Tuesday, September 12, that the CSU could not validate whether the certificate Tinubu presented to INEC was a genuine or forged document. This position contradicts an earlier stance of the CSU that it issued a certificate to the Nigerian president after he graduated in 1979. “Is the diploma authentic, or is it a forgery? My client can’t answer yes to either of those questions,” Mr Hayes said at the hearing in Chicago that began at about 1:30 p.m. (local time) and lasted several hours in the lawsuit brought by Atiku Abubakar, the presidential candidate of the Peoples Democratic Party in the 2023 general election and Tinubu’s main rival. According to the lawyer, the CSU cannot say if placed under oath, “where and how” Tinubu obtained the certificate. “My clients just don’t know,” Hayes said on Monday, in a move that seems a possible push back from the CSU after Tinubu, during a previous sitting of the court, blamed the discrepancies on the certificates purportedly issued by the CSU on the school’s clerk. Mr Hayes was responding to the judge’s inquiry into the school’s ability to confirm under oath that Mr Tinubu was issued the certificate he tendered to INEC in June 2022, in fulfillment of a constitutional requirement to qualify him to run for the office of the President. It is against the Nigerian Constitution to submit forged documents to INEC. Mr Hayes insisted that CSU records showed Mr Tinubu attended the school, but admitted there were several contradictions that the school’s administrators won’t be able to clarify under oath. Those discrepancies include the June 22, 1977, date that Tinubu’s certificate asserts, as well as the school’s president at the time the certificate was obtained and typographical, font and header errors on the document. However, on June 17, 2022, Tinubu submitted a certificate to INEC that was purportedly issued in 1979 and signed by Elnora Daniel, who was not yet a staff member of the CSU until 1998 – same year that Tinubu incidentally contested election as governor of Lagos State. Ms. Daniels was said to have left the school in 2008 following a financial mismanagement scandal, or 14 years before June 2022 when CSU issued yet a fresh certificate in Tinubu’s name under subpoena from a Nigerian lawyer who had inquired about Tinubu’s education there. These contradictions, among others, are the reasons that Atiku filed the suit to compel CSU to produce records relating to Tinubu and make its top officials available for deposition to certify the produced records. Alexandre de Gramont, who appeared in court for Atiku, said the documents and depositions are being sought for use in the Nigerian Supreme Court, where the final battle over Tinubu’s election is now headed. Gramont said the Nigerian Court of Appeal upheld Tinubu’s election in its September 6 ruling because the panel did not have CSU’s position on the authenticity of the certificate presented by Tinubu, and that the Supreme Court in Nigeria might be able to admit CSU’s position on the document under a special rule. “Your Honour, we don’t know whether the Nigerian Supreme Court would be receptive to the new evidence or not, but we just want to be able to present the new evidence to them from CSU,” Mr de Gramont said. “We already have them (the documents), what we are seeking is CSU’s authentication or their explanation for some of the discrepancies.” The presiding judge, Jeffery Gilbert, said the court has always taken a liberal and broad view in granting similar requests under Section 1782, a statute that allows the release of documents and evidence domiciled in the U.S. to be obtained and used in a foreign proceeding. Tinubu’s lawyers, represented via telephone conference by Christopher Carmichael, said Atiku was on a fishing expedition, noting that the previous statements of CSU to the effect that Tinubu graduated from the school were enough. Carmichael said there was no need to produce further evidence or place the school’s officials under oath to speak to the authenticity of Tinubu’s certificate, saying the proceeding would only fuel online trolls because the Supreme Court won’t accept new evidence even if produced. Consequently, Judge Gilbert said he would need additional time to reflect before ruling on the matter, but asked lawyers to all the parties to go through records submitted before the court and update them if necessary in the meantime.
