I reckon girls start maturing earlier than boys (probably because they get more attention from parents) but they peak so early and basically plateau (probably because they get so much attention from males they don't feel the need to improve and work on themselves). Boys start slightly later but because the world is pretty tough for men they understand they have to keep improving, which they do more often than not.

So, yes, I agree with you, mental and emotional maturity wise, a 35 year old woman isn't that much better than a 21 year old. I dare say the older a woman gets the more difficult she becomes. Series of heart breaks and poor choices have taken their toll.
