The Federal Government 2014 budget formally presented to both houses of the National Assembly yesterday, has proposed a Fiscal Deficit of N911.96 billion with a 1:90 ratio to the nation’s Gross Domestic Product (GDP).

The deficit is to be financed partly by a new Borrowing Requirement of N571 billion, which is a decrease from N577 billion in 2013.

For fiscal 2014, N4.642 trillion is being proposed by the executive, as contained in the budget laid yesterday by Ngozi Okonjo-Iweala, Coordinating Minister for the Economy and Minister of Finance on behalf of President Gooluck Jonathan.

But the total expenditure for the year would come to N4.910 trillion, when expenditure on Subsidy Re-Investment Programme is added.

The 2014 budget which had been delayed due to failure of the two sections of the National Assembly to agree on a workable oil benchmark, focuses on creating more jobs, additional infrastructure and driving inclusive growth as well as reducing the cost of governance, information from the finance ministry indicates.

Its baseline assumptions include a benchmark Oil Price of $77.5 per barrel, an estimated Oil Production of 2.3883 million barrels per day, Average Exchange Rate of N160 per dollar as in 2013 and a Real GDP Growth Rate of 6.75 percent.

A breakdown of the proposed budget further indicates that for Expenditure Projections an Aggregate Expenditure (Inclusive of SURE-P) of N4.910 trillion has been projected. N268.37 billion has been provided for SURE-P, while Statutory Transfers are expected to gulp N399.7 billion.

Expenditure for the Independent National Electoral Commission (INEC) has been increased from the N32 billion provisioned in 2013 to N45 billion to enable it intensify preparations towards the 2014 elections.

But the National Assembly’s allocation is to be maintained at the 2013 level of N150 billion. shocked shocked shocked

The provision for debt service is raised by N110.2 billion to N712 billion from the 2013 level of N591.8 billion.

Recurrent (non-debt) Spending at N2.43 trillion is down from N2.80 trillion in 2013 while Personnel cost increased slightly from the 2013 amendment Budget provision of N1.718 trillion to N1.723 trillion for 2014.

Capital Expenditure, however is put at N1.100 trillion and it’s share in total expenditure has gone down in the proposal to 27.29 percent, down from 31.9 percent in 2013, reflecting the increased allocation to pension as well as high wage bill.

However, the share of recurrent in total spending has been projected by the executive to stay as high as 72.71 percent.

In terms of Revenue Projections, Gross Federally Collectible Revenue has been put at N10.88 trillion for 2014 while Gross Federally Collectible Oil and Gas Revenue is estimated to stay around N7.16 trillion.

Gross Federally Collectible Non-Oil Revenue in the budget is put at N3.29 trillion while N3.73 trillion has been estimated as FGN Budget Revenue.

Total deductions, including cost of crude oil production, subsidy payments, and domestic gas development is N2.15 trillion, same as in 2013.

Subsidy payments were also maintained at the 2013 level of N971.1 billion, the finance ministry said in a breakdown.

exteababa: 1. i will advice u not to carry any food at all, cos of immigration checks, not only at lagos but at your point of entry, most white folks dont know anything about our african food, and i bet u dont want any wahala....and most of these foods are here in african stores. there garri, dried fish, poundo, anytn u want. save yourself of immigration trouble and heavy luggage .
2. its winter already and its very cold, so get your boot, winter jacket, head warmer as jjc u can get gloves too cos u dont want to get sick atall, medical bills here is just too high. get thick long socks too. ALSO expect cold in your aircraft
3. career in USA, number 1 is any course thats medical 2. IT courses 3. Engineering, then others follow..........
4. driving procedure, i you have naija DL go with it, it may save you some money and test. if not your host will direct you to a DDS office where u will get your manual free, before you can do a road test u will need your SSN and state ID ( requirements vary from state to state) and immigration documents. you will do a computer test first then if u pass u will do a road test.
5. my dad is my host so am at home. but 1 thing about hosts is, here in USA, everybody bears his/her cross. so over dependence on a host can lead to 'throw out'. you can assist in paying some lil bills such as water, cable, electricity........etc, based on your capacity. but be smart, the more money u put down the more you host may depend on you too.
6.flight booking. i did direct flight with delta airlines and it was just smooth. remember to keep your brown envelop in u hand luggage, bring it out at your point of entry so they can know your 'special immigrant' wink and give you due service
last advice. be ready to come to USA only when u are ready, i.e be ready to study immediately you land or be ready to work, no room for 'iranu'

ItyRoyal: @Obatide: first of all i want to thank you for this ingenuity....the mere fact that you are thinking ahead shows you have the welfare of our people at heart. however, i must say that i love the opinions of my fellow forumites. the ones for and the ones against creating a new thread. But let's attempt to marry the two schools of thought in these summaries....
1. the forumites that don't want a new thread are saying so because they don't want to miss out from the rich experience of others that have scaled thru interview and would be more concerned with the issues Obatide raised. in other words, they still prefer every info/forumites here as one family without diversion of attention and focus.
2. those that want a new thread created are also saying so not because they want to get out of this thread...but because they want the originality of this thread preseverved, and the focus to remain helping forumites out with interview preparations and success.

My Opinion:
1. We cannot overemphasis the usefulness of this thread to the several DV winners so this thread with all contributors should remain until the last forumite is interviewed successfully.
2. the suggested thread may be created to address those very important issues raised in Obatide's write up while we are still here. it will help eliminate unnecessary mix up and confusion if it is created to discuss different issues and also serve as a forum that would still unite us after 2014 immigrants have all moved to the States.
3. i want to make a special plea not just to Obatide but to all other forumites especially those that have successfully had their interviews not to abandon this thread for those of us that are yet to be current. Let the new thread be like a resource centre where we go and get specific info about any post interview need..............it's just my opinion!
Nice marriage of opinions. The sentence that is bold has been something I have also been thinking of. It's a trend which if possible can be reduced to as low as reasonable possible (ALARP). I think it's not deliberate, but I believe time is of essence when settling in over there the first time.

Clothing and wears; Pull-over, booths etc.

What of life and career in USA? I’m aware that IT, Health sector and others thrive there.

Driving procedure: Importance of Driving, Process, Driving manual, exams etc.

Issue of Hosts; over dependence on hosts which do go sour especially if ones host is a blood relation while some hosts want their guest to follow their steps, even when you are more informed and the Host might not be vast on internet, So how do one manage? (I thank GOD for mine, who is an IT expert)

The making of our America Project:
It all started on October 23, 2012 when the four of us in the family as of then, entered for the lottery.
I checked mine on May 1, 2013 and was not selected, and then on May 4th, I checked my lovely First Lady’s status and discovered we have been selected for further processing.
At this point, we had no idea of the processes; hence, I started searching Google for resources and later found NAIRALAND 2013 & 2014 threads, which signified the new era.
Twice in that Month of May, I mailed KCC, requesting for additional information and medium of submission of our documents, they replied that both hard and soft copy are acceptable (detail posted sometime ago in one of my responses)
On July 4, 2013, we finally sent our forms via e-mail to kccdv@state.gov (note that we updated twice after this). We were current in November’s bulletin for interview on December 23, 2013 for 7am.
We received our 2nd NL on October 18, a day after birth of our new baby-Princess. We notified the embassy and invited them for naming, to my greatest surprise, replies received in both my mail and VO’s thread were word for words, then the waiting game continues as I always pray for easiest interview which came to pass on the 23rd.

Documentations:
I practiced what I always advice on the thread, we secured all documents before October, except for the new baby that was done after her birth in that month. Medicals and Police Certificate (#2500) were done on December 12th, this enable us to relax a bit.

The ‘D’ Day.
We lodged in a 20minutes drive location close to the embassy, got to the embassy around 5:40am.
Did all necessary security check as you are all aware of, paid the total sum of #272,500.00 being processing fee.
Window 17 called for documentations, to my surprise, the woman seeing us for the first time just asked a familiar question which Looks like those people are spy on NL (can’t ascertain though,so don’t quote me)
Then around 9am, the white Lady called us at window 14 for the real thing
CO: Good morning ma’am
We: Good morning and how was your night?
Co: very ….., thank you
We: Merry Xmas and she responded as well
Then Finger prints for both of us.
CO: raise your right hand and …………(swearing)
We: we do
After this, I lifted my first son (whose name is of one of America president’s name, to say Good morning to her) she called his name, and the laughing began, then the second son did the same and I was joking with her that, the new baby want to say Hi too, then laugh again.
CO: turned to my wife and asked, what’s your highest qualification?
My first Lady: AAAAAAA
CO: when did u finished
My first Lady: AAAAAAA
CO: She’s typing and was explaining that she think my wifey does not performed to her best in her first result, that’s why she submitted the second one
My first Lady: Yes
Me: I said ‘As if you know’ and she laughs again.
While I was trying to carry my children, who are playing around, she said your VISA is approved smiling and the rest of pick up infos. & we say thank you and God bless America

Now the interview exerpts: After the usual security checks, we got in, and paid the processing fee, at about 5mins later, i was called for documents submission. At about 9:30am, my ticket number flashed on window 17, where a young black lady was waiting to interview me. Exerpts: Co: Morning. Me: Good morning ma'am. Co:can i take ur finger prints. Me: sure, u can. Co: Do u swear to say the truth. Me: yes, i do. Co: have u played the visa lotttery before this. Me: yes. Co: which university did u attend. Me: obafemi awolowo university. Co: which course. Me:mgt & acct. Co: Congratulations. Ur visa has been approved. Me: Thank u, merry xmas in advance. That was it.

So I have 2 questions pls
1. Can I pay for the green card using my friend's mastercard?

2. My mom and I are planning to leave first week in April.. hope its not too late? we medicals 9th of November and visa was approved 3rd of december.

1. Yes you can pay using a friend's mastercard, as some folks actually paid using their friend's mastercard abroad.
2. First week of April it means your GC would arrive no sooner than you arrive the States, if the 45 days of GC arrival that is applicable in some states is also obtainable in your intended state.

me: Good morning ma

co: can I take your finger print?

me: yes you can. Then she took my finger print.

co: pls lift up your right hand and take oath that all you're going say here would be the truth.

me: I took the oath.

co: is this only the qualification you have?

me: yes

co: pls sign here

me: she gave me my form to sign

co: what have you being doing since you finish your school?

me: still seeking for admission

co: its over seven years you got this certificate

me: Yes, but in 2009 I went to the bible school

co: do you have any evidence to proof that

me: yes then I brought out the bible school certificate and the photocopy. she checked it and returned it to me.

co: do you have children?

me: no, I'm single

co: what have you been doing for living

me: driving

co: Government, Commercial or Private?

me: Private

Then C O started typing... then brought out two white paper for me and start explaining on how to pay my USCIS Greed card fee and circled one of the address on the other paper showing me where I'm going to pick up my visa same day the following week.

co: congratulations.

me: Thank you.

Glory be to God for His Exceeding Grace! Now i have my visa with me.
I also want to use this opportunity to thank you good family for your support of advice and prayer.
Also to those that are preparing for their interview go and return with testimony because the visa is yours already and congratulations to you in anticipation.
