Ok, he's 11, but an 11-year old isn't a toddler. He was in your room + found the spare parts in your room, therefore, he should've spoken to you. He didn't only tell your Dad but sent him the bag, lol. Kids aren't dumb. If your Dad is as strict as you say, he probably wanted to be on his good side by telling on you + sending him the bag.

This happened in 2009. You should be older now and should be man enough to face him to speak with him about what happened + apologize. He too should be understanding enough to forgive. However, because you're so filled with fear for him, write him a letter explaining your actions + apologizing. You say he's resentful and if he wants to resent you over something he shouldn't be resentful about, that's his choice. He will obviously not change if he's still "strict", "stingy" and "resentful" that even your mom is afraid of him, so face front and live your life and stop worrying about what he thinks and this useless reputation.

You should be more concerned about your nephew who told on you. He should've spoken to you to inquire about the spare parts then mind his own business, not run to tell your Dad behind your back. That says a lot about him, so dissociate yourself from him and trust him less.

As for your Dad, simply tell him why you took them and apologize to him. A good father would provide for his kids in the first place or in a situation like this, would be sympathetic and forgiving towards you — considering his refusal to provide for you was what motivated your behavior in the first place.
