It is called testis (PL: testes), scrotal sac or scrotum is the baggy flesh covering them.

Now, to your question, you can conveniently impregnate a woman. Just like u having two eyes, two kidneys and the likes. Humans can survive on only one of such organs but having the two functioning well, basically reduces the load or burden on each organ at the same time improve overall efficiency.

I don't think you have one testis, yours looks like a case called Undescended Testicle (cryptorchidism). In cases like this the testis is stuck just around the stomach/groin region in the tube that should lead it down to your scrotum and requires surgery especially after birth. So one of your testis could still be there up to now. Just see a Urologist to rule out this condition.
