If the LGs supposedly have autonomy over their funds, why is the FG asking them to fulfil certain conditions before they can access the funds that purportedly belongs to them?

If LGs are the third tier of government according to the Supreme Court, why are they being given directions to open account with the Central Bank, a federal agency before they can access their own statutory funds?
To add insult to injury, each LG is being asked to submit report of audited accounts for two years!! I thought the reason for the supreme Court judgement was because the LGs were not being properly funded.
So what accounts are you auditing all of a sudden? What is the business of the FG or CBN with how the LGs have been spending their funds?
It's thus obvious that the APC led FG is not interested in LG autonomy at all.

Ordinarily, what goes on between the states and the LGs is not the business of the FG.
FG is not a mediator or big brother over the two. FG should face its core responsibilities which it has been failing at which are strong virile economy, security and foreign affairs.
If the funds were generated by the LGCs, I don't think the FG will direct them to forward account reports. Being a third tier of government without financial sustainability is counterproductive.

The SE political zone has unexploited economic potentials because of poor political leadership and an unstable political structure. It's sad that despite it's economic potentials, it depends on statutory allocations & revenue generated from VAT in other zones as major sources of government revenues. Despite the commercial activities going on there, it's obvious revenue generated doesn't get to the government treasury. The elites are major beneficiaries of the skewed National political structure while the common man believes their fate lies in Biafra which will involve coercing the Niger Delta states into an Igbo dominated Nation for it to be viable economically.
Nigeria will be a better place the moment we start having patriotic leaders and citizens. The political and socio-economic systems harbours deceit and fraud. The cost of governance and doing business is high with a corrupt bureaucratic, electoral, judiciary and political system. We need a political system and leadership at the National and Subnational levels that can tackle all these issues before we can make progress.
If you pegged oil derivative at 13% why do VAT 30%?
VAT and oil derivation should be at par or make it 13% and 15% VAT.
If States that generate more VAT wants to enjoy 30% more of the VAT they generated, then there is nothing bad for states that generate crude oil and other mineral resources to also enjoy 30% of the revenue generated in their states via crude oil and other mineral resources exploration.

It's always good to respect elders irrespective of their shortcomings. "To err is human, to forgive his divine." General Gowon became a Head of State at a very young age & shortly after led Nigeria in a civil war. To most people he's a hero, though if we analyse the State of the Nation properly, either by commission or omission, he cannot be fully exonerated from some of the problems we face today. The problem then was short-sightedness & falling for the deceit of the Western world esp. the UK. Even the civil war would've been prevented if agreements were respected (Aburi Accord). The major setback of his government was a lack of a sustainable long term economic & development plan when we'd the oil boom. But abrogating a viable regional government to establish the present parasitism federalism that's resulted in the underdevelopment of the country, is the greatest undoing of his government. The good intentions he'd was hijacked by powerful men including retired Generals who're the owners of oil wells & major shareholders of some of the corporations he nationalized.
Despite his shortcomings, Nigeria was better during his government & people were happy. Despite the security personnel around him, I don't think he can be comfortable spending a night in his hometown, same with other retired Generals. I believe God has kept him alive for a reason. Unlike OBJ, he's not the type that talks openly on national issues. But I believe he discusses privately with our leaders. We can't afford a second civil war. In a true federalism like it's practised in the US. The LG is under the control of the states. The US has over 80,000LG and states create LG as they wish.
Here in Nigeria,coupled with the fact that the money being given to the LG are not even enough to pay salaries and that is why the states created joint LG accounts to offset the bills of LG since 1999.
All states have been offsetting the bills of LG because even the money they collect isn't up to anything
The States are trying to be smart. It's sad that most governors don't have the innovations, resourcesfulness & capacity to develop nor generate resources from their States order than rely on statutory allocations from FAAC.
