People are talking as if Sambo personally fixed the appointment with Emir. The VP was on an official visit and a guest of Kano state government. It is protocol dept of the kano state governor's office that has the responsibilty for fixing the program of visit and appointment for meetings during the visit. The office of vice-president would just be carried along especially in the area of security for the visitor.
Emir is an employee of Kano state government and he exceeded his limit by embarrassing the guest of his boss. He WILL be queried as he was in 1980 by Governor Rimi administration or sanctioned as in 1984 by Buhari federal government. |

Speakers on a Spanish talk show questioned the official version of the burial at sea of bin Laden's body and said Obama's image would suffer among Europeans who would rather have seen a capture and trial.
Europeans also jumped into the renewed debate over torture and so-called enhanced interrogation technique after U.S. officials said key sources of initial information that led to bin Laden came from at least one prisoner that was tortured.
Germany's Sueddeutsche Zeitung newspaper expressed misgivings about the legality of the killing.
"Which law covers the execution of bin Laden?" wrote Heribert Prantl, a senior editor at the left-leaning daily.
"U.S. law requires trials before death penalties are carried out. Executions are forbidden in countries based on rule of law. Martial law doesn't cover the U.S. operation either. The decision to kill the godfather of terror was political."

In 2009, President Yaradua ordered a major crack-down on boko-haram militants. In the process, the leader and the financier were killed. Our nigerians in diaspora who wanted to be more catholic than the pope began ranting that such thing would not be allowed in their almighty US. . . that they should have been prosecuted first. Almost all the militants detained then have either been released by the courts or forcefully by their colleagues through attacks on the prisons.
Last night, their idol - Obama murdered Osama (or which court found him guilty for him to be legally killed). Now see thumb-ups all over the thread by our fanatical 'americans'. Obama can kill but nigerian president should not secure his country against mis-directed religionists. Our people will wake up in the morning in US and shout 'God bless America' but when they are in nigeria it is 'God damned country'. Let us emancipate ourselves from mental slavery.

Sanusi is just a civil servant who has performed extremely well in his role, if the members of the NASS or the President blew a whistle, his job is finished, his supposed influence is gone and the wheel goes on!

The US Secretary of State, Senator Hillary Clinton, in a statement issued on Tuesday night said: “On behalf of President Obama and the people of the United States, I applaud the people of Nigeria for their enthusiastic and orderly participation in the April 16th presidential election.
“This historic event marks a dramatic shift from decades of failed elections and a substantial improvement over the 2007 presidential election.”
The statement, though, noted that the election “was far from perfect”, it said it “represents a positive new beginning for Nigeria”.
The statement also condemned the violent clashes that trailed the election and called on all “candidates, political parties and supporters to respect the results of the election and channel any grievances or challenges peacefully through established, administrative and legal redress”.
While commending the collaboration and dedication to democracy by the Chairman of the Independent National Electoral Commission (INEC), Prof. Attahiru Jega, civil societies and any other people in government, the statement said: “They provided a real opportunity for the Nigerian people to select their most senior leaders.”
It also noted that this would position Nigeria to build its democracy through strong governance, transparent institutions and economic development.
The statement however urged INEC “to transparently review and take appropriate and transparent action on all allegations of ‘under-age’ voters, violence and intimidation, ballot stuffing and inordinately high turnout in some areas of the country”.

What is going on in libya is not protest but rebellion. Protest died the day the rebels fired the first shot. Protesters dont carry ground to air missile launchers or sub machine guns or sieze towns and expel legitimate govt representatives. It is the legitimate right of a sovereign government to quash rebellion (whether externally or internally engineered) or what else is the military maintained for. Ghadafi is still the head of libyan govt and he must act to safeguard the sovereignty of libya against rebellion. Let the rebels revert to peaceful protests, then they get unalloyed sympathy of the whole world not just the western military interventionists. |

Members of the National Assembly doubled the legislature’s 2011 budget allocation to N233 billion from the N111 billion proposed by President Goodluck Jonathan in order to establish the independence of the legislature and ensure its ability to check the excesses of the Executive, chairman of the House Committee on Appropriations Mr. Ayo Adesuen said in Abuja yesterday.
Despite recent warnings by the Central Bank governor, among others, that the National Assembly was consuming too much of the Federal budget, the legislators effected a doubling of their budget when they passed the 2011 Appropriations bill on Wednesday.
Defending the action when he spoke to Daily Trust yesterday, Adeseun said, "Out of the N5 trillion budget, only about N300 billion naira comes to the legislature and the Judiciary because the Judiciary got N100 billion naira. That is what we need to make them independent and be able to check the excesses of the executive."
In the budget proposal forwarded to the MPs by President Goodluck Jonathan in December last year, the Senate was given N60 billion naira while the House was allocated N84 billion naira. Another N20 billion was allocated to the joint National Assembly office. Similarly, the president proposed N2.5 billion for the National Assembly Service Commission, another N4 billion for legislative aides; N260 million for the Senate Committee on Public Accounts; House Public Accounts committee N280 million, while General Services were to gulp N28 billion naira.
However, in the new Appropriation bill that is now awaiting presidential assent, the MPs increased their budgetary allocation to N232.7 billion naira, representing over 100 percent increase from the initial proposal.
The National Assembly is also being put under the statutory transfers under the Consolidated Revenue Fund of the Federation together with the National Judicial Service Commission (NJC), the Niger Delta Development Commission (NDDC), Universal Basic Education Commission (UBEC) and the Independent National Electoral Commissions (INEC) as a result of the amendments effected to the 1999 constitution last year, which sought to guarantee the financial independence of the legislature and the electoral body.
Speaking to Daily Trust on the telephone yesterday, chairman House committee on Appropriations Rep Ayo Adeseun said contrary to general assumptions, the budgets for all arms of government including those on the first line charge from the Consolidated Revenue Fund of the Federation "were usually subjected to scrutiny" before they were approved.
He said, "We still peruse their proposals and is subjected to regular appropriation processes but what this means now is that once it is appropriated, we cannot take away from them and they decide what to do with their money. We are trying to build a balance of forces by ensuring the autonomy of the three arms of government so that none of them encumbers the others."
House spokesman Rep Eseme Eyiboh (PDP, Akwa Ibom) on his part told Daily Trust yesterday, "The Executive brings an estimate to the legislature and we have the responsibility to increase or reduce based on need assessment. It is the Executive who owe us explanation on how they arrived at the initial proposal of N111 billion naira."
Asked what those "need assessments" were, Eyiboh said, "it was not something that can be talked about rhetorically, unless the full details of the budget is considered. For instance, when you are coming into the National Assembly you will see people from the Anti-bomb squad permanently based at the entrance with their facilities. Assuming that as at the time the budget was proposed this was not captured, it is natural that the budget will increase. So how was Jega supposed to accurately estimate the number of people who would come out to register so as to know how many permanent cards he'd print? What if he had made a budget for 50 million permanent cards then, would you have been amenable to him requesting for additional money?
Waiting for the numbers to come in before making the cost estimate was the wise option to pursue IMHO. The 2011 budget proposal that Jega is defending now was prepared and presented to the National Assembly in 2010 long before the registration exercise. It means the N5b for the permanent card was also based on an estimate then. Why then was it not just included in the whole project cost and seek approval once? |

The whole thing started about a month ago (mid december) when a 26 years old unemployed graduate committed suicide because the tunisian police confiscated the vegetable & fruits that he was selling without permit. The press reported it and people rose up in anger. In naija, even if a whole town had committed suicide, it would just be matter arising. We are very 'understanding' people. |

However, please note that supplementary budget(s) do not work to extend the financial year which remains January to December even if the last supplementary budget is passed on 31 December. You are also invited to note ( if I may use civil service parlance) that in most cases, supplementary budget is just a formal ratification of expenditure already made by the executive ( with informal anticipatory agreement of the leadership of the legislative houses) but which were not included in original buget. They are just to keep the record clean to avoid deficit in vote-heads just like virements. |

Nsiman: @ dis guy, nigeria's annual budget ends in march, ok? No. Nigeria budget cycle runs January 1 to December 31. However the constitution allows the government to spend half of what it spent in previous year on recurrent expenditure up to June 30 if the budget for the current year had not been passed by June 30 of that year. Note that this relate to only recurrent expenditure and it is not an extension per-se but a sort of advance drawdown to keep government running before the budget is passed. National Assembly in last and this years extended the capital (not recurrent) to March 31 of the following year. This action is apparently on 'doctrine of necessity' because it has no direct basis in the constitution or the appropriation act. Note that the extension was done by a motion and not an act of parliament which the executive would have dismissed as non-binding if not that it serves their purpose as well. |

In spite of the ruling, Mr. Obasanjo, through an executive order in May 2002, appropriated the management of items on the special fund to the Federal Government, giving it control of 56 percent of the Federation Account, while the states retained 24 percent and local governments 20 percent.
Following the outcry from the other tiers of government, the Federal Government, through another executive order in July 2002, conceded 1.32 percent from its allocation, to keep a share of 54.68 percent, while 24.74 percent went to the states and 20.60 percent to the local governments.
Another attempt
In January 2003, the revenue allocation, in compliance with the ruling of the Supreme Court, drafted and submitted to the National Assembly a new formula for ratification, which gave the Federal Government 46.63 percent share of the Federation Account, states 33 percent and local governments 20.37 percent. But again, the Obasanjo administration, apparently motivated by the desire for the Federal Government to control the lion share of the Federation Account, in November 2003, unilaterally asked the National Assembly to withdraw the proposed formula by RMAFC, alleging that fake versions of the recommendations were in circulation.
In May 2004, Mr Obasanjo issued executive orders derived from section 315 (2) to modify the formula giving 52.68 percent, states 26.72 and councils 20.60 percent. The former President was said to have appropriated the 7.5 percent of the allocation for the Federal Government. Mr Tukur has always criticized the attitude of leaders to the revenue formula. |

As long as the constitution says money is to be shared that way, so it will. Revenue allocation formula is not enshrined in the constitution otherwise tell us the section. It is supposed to be an Act of Parliament but the last Act was passed in 1982 under Shagari. New Act could not be passed under Obasanjo because of disagreement between the presidency, Revenue Allocaton Commission and the National Assembly on the procedure to be adopted in sending the bill to the NA. Obj just issued a presidential proclamation adjusting the 1982 allocation to incorporate 13% derivation and the supreme court judgement then which rendered invalid some aspects of 1982 Act The Minister was not really correct in refering to ECA as budget-financing. Was it included as source of funding the budget by the national assembly? It would have formed part of the federal allocation if that were the case? Under Obj, states must submit specific projects to the office of president - (special duties) before the president would authorise that allocation be made from ECA. ( I am not saying that such guaranteed that the funds were not eventually wasted but there was a benchmark) Furthermore. the minister should know that the NA only extended the 2010 budget of the fed govt to March 2011 not those of states because NA cannot legislate for states on appropriation matters. So if state houses of assembly have not extended their own budget period, how will the governors spend the allocation made on the last day of the year which expired 12 midnight on 31 December. How will they roll it over into 2011 budget which has already been presented to the house of assembly? |
