Your sister has a grudge against the last born, and from your write-up up you don't really understand the reason behind the grudge. Yet, you keep ordering them to settle their rift. Why? If your sister— an adult— is not ready to put aside her issues, then let her be. In the same way that no one can force you to resolve your emotions on their schedule, you can't go around forcing others to do the same. Focus on your direct relationship with each one of them— your mother's health too— and stop trying to force people into doing things you are yourself not going to go along with if you were in their shoes.
