The same law allows the people to demand the prosecution of those recalled by the people. In the same way that humans are not repelled by plants that are poisonous to them, Cattle are not repelled by plants that are poisonous to them. And worse, they don't learn from experience like humans can, meaning that a cow is likely to eat the same poisonous plant if it is not killed by it the first time it encounters it. That is why herders try to find feeding grounds for their animals that are free from these weeds.
