The prophethood was set up by way of the Old Law by YHWH because the people asked Him for it. That system was operated by Him under His Old Law for His purpose. He anointed those whom He chose --- Holy and righteous men of the blood of Israel. And He brought it to a close at the time He proffered His final judgment against the same people.
