RIVERS STATE GOVERNMENT REVIEWS GUIDELINE ON RELIGIOUS CHURCH WORSHIP

Rivers State Governor Nyesom Ezenwo Wike has reviewed the restriction on the number of worshippers during church services from 50 to 70 persons in the state.

Modalities are also being worked out for the number of Moslems that will participate in Friday prayers.

These were part of resolutions reached at a meeting of religious leaders in the State with Governor Wike at Government House, Port Harcourt.

Governor Wike stated that his administration does not want to take decisions on review of existing restrictions on the modes of religious gatherings without their inputs.

He noted that since the last meeting with them on 23rd March 2020 when the existing restrictions were collectively endorsed, it is obvious that the spiritual life of the people has declined because they cannot meet to pray and build their faith daily as they ought to do.

Governor Wike commended the religious leaders for complying with the directive of 50 persons per worship session and the maintenance of COVID-19 advisories.

He noted that the continual prayers they have made for the state have provided spiritual strength.

The governor assured that his administration would provide palliatives to religious organisations through their umbrella organisations.

Governor Wike said even if many people criticised him when he closed down the borders of the state, the strategy has been emulated by other States.

The governor stated that most people still do not believe in the reality of the pandemic and have continued to behave in manner that endanger the lives of others.

He enjoined the religious leaders to use their positions to enlighten their members to know that the pandemic which has been claiming lives is real.

He frowned at banks, supermarkets, shopping malls and other institutions that have continued to allow people to enter their premises without wearing their facemasks and warned that government would not hesitate to seal such premises should the practice continue.

On the Executive Order on burials, Governor Wike said the N10 million fine imposed for defaulters is not to enrich government but to deter people from flouting the guidelines.

Speaking for the Moslem community, the Public Relations Officer of Rivers State Islamic Affairs, Murtala Bamidele reaffirmed their determination to continue to cooperate with the state government to stem the spread of coronavirus in the state.

In his remarks on behalf of the Pentecostal Fellowship of Nigeria, Dr. Soibi Dagogo Jack noted that Rivers state is the only state where the governor has continued to seek the input of religious leaders.

Bishop, Diocese of Evo Anglican communion who spoke for the Christian Council of Nigeria commended the governor for the sincere and honest manner he has fought to save lives.

He pledged that the religious community would continue to support the State government's strategies aimed at reducing the spread of the virus.

The crisis of confidence between the National Chairman of the All Progressives Congress APC, Comrade Adams Oshiomhole, and the Edo State Governor, Mr. Godwin Obaseki assumed a fresh twist on Monday following the reported relocation of the state party secretariat.

The secretariat, originally located on Number 49, Airport Road, Oka, Benin was purportedly relocated to No. 18 Ighiwiyisi Street, off Airport Road, Benin City by Comrade Oshiomhole.

In a letter addressed to the Chairman, Independent National Electoral Commission INEC, Comrade Oshiomhole asked the commission to take note that all correspondences will now be directed to the new address.

He said; “I wish to respectfully inform you that the All Progressives Congress has changed its address in Edo State to a new secretariat building at No. 18 Ighiwiyisi Street, off Airport Road, Benin City.

“To this end, we have duly notified the following; The Commissioner of Police, Edo State command, Benin-City; The Director, Directorate of State Security (DSS), Edo State Command, Benin City; The Commandant, Nigeria Security and Civil Defence Corps (NSCDC), Benin-City.

“Consequently, all correspondences, contacts, and official dealings in Edo State will now be directed to the aforementioned location and we accordingly invite you to take note”.

The copy of the letter which was dated 29th May 2020 had not been officially ” received” by INEC but party sources said another copy had already been despatched to the electoral umpire.

Oshiomhole’s faction confirms devt

Chief Press Secretary CPS to the INEC Chairman, Mr. Rotimi Oyekanmi, and the National Publicity Secretary of the APC, Mallam Lanre Issa-Onilu did not immediately respond to Vanguard inquiries, but a factional Chairman of the party in Edo State, Col. David Imuse (retd) confirmed the development.

According to Imuse, some political thugs had taken over the old party Secretariat hence the need to open a new one.

He said; “We have a party, we have a structure, we have a Constitution and we follow our constitution. So, Ojezua has been removed as the Chairman of the party and the secretariat has been relocated. It is where you have the chairman that you have the secretariat. It (letter) is true. Since the other secretariat has been taken over by thugs, let them do whatever they like there. The secretariat has been relocated. You saw the address. It is not a secret. There is a procedure for changing the secretariat and we have changed the secretariat. The APC has moved to a new secretariat”.

Obaseki’s faction kicks

The factional Chairman of the party loyal to Gov. Obaseki, Mr. Anselm Ojezua on his part described the action of the national chairman as a contempt of court, vowing to legal redress.

In a text message to our correspondent, he said; “That letter is clearly in contempt of the Edo State High Court and I am going to take steps to arraign the (*** expletives) before the Court.

“Adams Oshiomhole does not have the constitutional powers to change or determine party locations, it is strictly the responsibility of party Executive and NEC as clearly spelled out below in Article 8 of the APC Constitution. It states that;“ ‘The Registered office of the Party shall be located in Abuja, the Federal Capital Territory of Nigeria while other offices in the State Capitals, Local Government Areas Headquarters, Wards, and other places shall be determined by the appropriate Executive Committee and approved by the National Executive Committee NEC’.

“The NEC is the only organ of the party that can approve and not the NWC led by Oshiomhole”.

Happenings in Edo normal

Earlier before he went in for a closed-door meeting of the National Working Committee NWC of the party, Mallam Issa-Onilu said the situation in the state was normal.

According to him, conflicts are an integral part of political contestation, saying while the APC has its fair share of conflicts, it is not in crisis.

He said; “I do not know about any crisis. Go from state to state, when you have politics you have conflicts and conflict to those of us who are practicing politics is not a crisis, it is the contestation of interests. And if you go to any other state, you have things that are similar. The only difference this time is that you have the national chairman who happens to be from Edo. Otherwise, there is nothing strange about what is going on in Edo. What is important is that at the end of the day, whether the national chairman, whether governor, everybody is subjected to the same rule”.

He also spoke on the decision of the party to screen the particulars of its six governorship aspirants in Edo, saying the party would take steps to authenticate the claims made by the aspirants in their credentials.

Taking official steps to verify credentials

He said; “You know that it has been said that experience is the best teacher. We have had experiences that are not so palatable. We have had experiences that are so shocking and we won’t be doing the right thing if we don’t learn from those experiences.

“You would recall what happened in Bayelsa. We thought we did the best we should, but it turned out that we did not do enough. So, the best thing we have to do now is to go beyond ourselves to the things that may not be known to us.

“Besides the fact that we have put it out here for anybody who has information to help the screening committee, we are also taking official steps to verify some of these documents to be sure that we do the right thing and we come out clean”.

Asked if the party would contact the institutions attended by the aspirants, the party spokesman said; “By merely putting it on the board here, making it transparent, putting it before the public, it does mean that people who know them very well – school mates, aquaintances, friends and even enemies could come up with whatever they have. We are expecting help from whatever angle it could come from.

“All we are interested in is that we ensure transparency; it is to ensure that we comply with our own constitution, the Electoral Act and the Constitution of this country, give everybody a fair chance and to be seen to have done our best”.

On calls by some interests for an emergency meeting of the National Executive Committee NEC of the party, he said; “Why should there be an emergency meeting? What is the emergency on? On Covid-19? We are to run the party. That is what our constitution says. We, NWC, are involved in the day-to-day running of the party and this is part of the routine that we carry out. This is not the first time and whoever said that also is expressing his personal views, which is also allowed in a democracy”.

The All Progressives Congress has made public the certificates of all six governorship aspirants seeking the party’s ticket in Edo State ahead of the primary election.

According to the document placed on the notice board of the party at the National Secretariat in Abuja, Governor Obaseki has three credits and three passes in his 1973 West Africa Examination Council test submitted for screening.

The subjects Obaseki passed include English P7, Literature P7, CRK C6, History A3, Geography C6 and Chemistry P8.

Obaseki thereafter proceeded to the Institute of Continuous Education between 1976-1979 before gaining admission into University of Ibadan, where he studied Classics.

The APC in a statement issued by its National Publicity Secretary, Lanre Issa-Onilu, last Friday in Abuja, said that the various submissions will be displayed at the party’s National Secretariat in Abuja and in Benin City, the Edo State capital, from Monday to Tuesday, June 8 and 9, 2020 respectively for claims and objections.

President of Customary Court in Taraba State, Justice Donatus Yantau Shidda, has been kidnapped, SaharaReporters can report.

A family member told SaharaReporters that the Shidda was whisked away in the early hours of Monday at his residence in Jalingo, the state capital.

The source said, "He was forcefully removed around 5:00am on Monday, leaving his wife crying."

Spokesperson for the Taraba State Police Command, DSP David Misal, confirmed the incident when contacted by our correspondent.

The kidnappers have yet to contact the family.

National President of Miyetti Allah Kautal Hore, Bello Abdullahi Bodejo, has denied saying that Fulani will rule Nigeria forever and was raising 100,000 militiamen to enforce their will on every community in the country.

He said the news report was not true and was aimed at maligning his image.

He therefore called on Nigerians to disregard it.

Abdullahi Bello Bodejo, President of the Miyetti Allah Association, addressing a press conference in Abuja on Thursday.

Bodejo disclosed this in a statement on Sunday while reacting to comments credited to him that no other tribe would be allowed to rule Nigeria except Fulani.

He said, "My attention has been drawn to a news report making rounds in the social media to the effect that as National President of Miyetti Allah I made claims that Nigeria is a Fulbe country and that the Fulbe can enter anywhere without permission. And that the Fulbe are also raising 100,000 militiamen to enforce their will on every community in this country.

"I want to state clearly and unequivocally that this news report is a fabricated lie.

"It is actually the enemies of the Fulbe people that are at it again, as always, concocting such insidious and malicious falsehood against our people for their diabolical agenda against the Nigerian state."

The Lagos State Executive Council, under the leadership of Governor @jidesanwoolu, having satisfied all legal requirements, has approved the nomination and appointment of Prince Gbolahan Lawal as the new Oba-Elect of Iruland (the Oniru-Elect of Iruland).

The appointment of Prince Lawal as the Oniru-Elect, which takes immediate effect was made on Friday afternoon, during the State’s Executive Council meeting, where final ratification was made on his nomination.

Prince Gbolahan Lawal, succeeds late Oba Idowu Abiodun, former Oniru of Iruland, who passed on in year 2019 at the age of 82.

Gbolahan Wasiu Lawal born on July 24th 1970 to late Chief T. A. Lawal- Akapo, the Ojora of Lagos (1977-1993) and Olori M. A. Lawal-Akapo. Gbolahan is a Lagos Prince from the Ojora, Aromire, Shokun and Abisogun branch of Oniru Royal families of Lagos State.

He is a seasoned administrator with over 25 years postgraduate experience with an in-depth knowledge of the workings of the Public Sector. He is driven, focused, steadfast and passionate.

Prince Lawal’s excellent leadership, communication, collaborative and organizational skills have over the years sharpened his ability to identify, analyse and proffer strategic transformational change.

Prince Lawal holds an Executive MSc in CITIES (LSE, Cities) from the London School of Economics and Political Science.

He also obtained an MSc in Violence, Conflict and Development from the School of Oriental and African Studies [SOAS], University of London in 2008; a BSc Hons. in Botany from the University of Port-Harcourt in 1992 and a product of the famous St. Gregory’s College, Lagos.

In addition, he has completed several courses and programmes amongst which are the International Housing Finance Program (IHFP) in 2018 and Advanced Management Programme (AMP) from The Wharton School, University of Pennsylvania, USA in 2015.

He is also a product of the Harvard Kennedy School of Government and the World Bank Institute, Washington D.C. In the last 8years, he has been on the board of the Lagos State Security Trust Fund.

Prince Lawal started his career as a Scientific Officer with the Raw Materials Research and Development Council at the Federal Ministry of Science and Technology in 1994. He later joined The Nigerian Police Force and was commissioned as a Cadet Assistant Superintendent.

While in the force, he held several duty posts amongst which was serving as an Aide-de-camp [ADC] to the former Governor of Lagos State, Asiwaju Bola Ahmed Tinubu. He retired voluntarily from the Nigerian Police in 2008 as a Superintendent of Police.

Prince Gbolahan Lawal was a Senior Special Assistant on Special Projects to a former Governor of Lagos State, Mr. Babatunde Raji Fashola (SAN). In this capacity, he coordinated the Agriculture-Based Youth Empowerment Scheme (AgricYES).

The success of the innovative Agric-Yes paved way for his appointment as the Honourable Commissioner for Agriculture and Cooperatives in Lagos State in 2011.

During his second spell as the Honourable Commissioner, he has brought to bear his previous experience and expertise in the field.

He came up with the idea of an Agricultural Stakeholders Summit in furtherance of the efforts of the State Government to make Lagos a 21st century economy with the agricultural sector playing a vital role in sustainable food security and diversification of the economy.

Essentially, the Summit developed strategies that will ensure the State attains sustainable food security, improved nutrition, generate employment and create wealth through a combination of business and development platforms in partnership with the private sector.

As an offshoot of the Summit, he also saw to the development of a five-year Agricultural Roadmap for the State (2020-2025).

The roadmap focuses on the development of agricultural value chains where the State has competitive and comparative advantages including the provision and availability of improved inputs, increased productivity and production.

Suffice it to say that he was similarly instrumental to the organisation of a roundtable discussion on the implementation of the Roadmap in order to ensure adequate planning to circumvent risks and uncertainties in the sector.

Prince Lawal is also the brain behind the reforms and development of the Red Meat Value Chain in Lagos State; Agricultural Value Chains Empowerment Programme, a programme targeted at farmers, service providers, transporters, input manufacturers and suppliers within the system whose services are required for the successful implementation of increase productivity in Agriculture; an appraisal of Farm Estate and Settlements in the State; Lagos Agriprenuership Programme; the very popular Lagos Seafood Festival and the EKO City Farmers’ Market. 

Lawal also successfully midwifed and superintended the State Government's food security and palliative efforts during the COVID-19 public health emergency.

Suffice it to say that to curtail the spread of the disease, the Lagos State Governor, Mr. @jidesanwoolu declared a lockdown in the state and initiated various interventions in the areas of health, food and security to ameliorate the pains that the lockdown had on the citizenry.

And it was Lawal’s Ministry of Agriculture that successfully coordinated and to the admiration of all, the twin efforts of the Emergency Food Response and the Temporary Food Markets.

He also has several awards in recognition of his outstanding performances in both sectors he served as Honourable Commissioner.

This may have put paid to the proposed direct primary election by All Progressives Congress (APC) to elect its governorship candidate in the State.

Edo State Governor, Godwin Obaseki, has signed a new gazette, banning social gathering involving more than 20 persons in the state without his explicit approval.

The governor also approved the Samuel Ogbemudia Stadium, Benin City, the State capital as the only facility for any political party desirous of gathering for the purpose of primary elections.

This may have put paid to the proposed direct primary election by All Progressives Congress (APC) to elect its governorship candidate in the State.

The gazette, claimed by the state government to be a product of an epidemiological study that predicted that COVID-19 infections in the state would peak around the June 28.

It made special conditions for gatherings of at most 5,000 people subject to the written approval of the Governor.

These 5,000 persons who may gather for political reasons must assemble in Benin City and in a single facility with capacity for not less than 10,000 persons, according to the gazette.

An Edo State Governorship aspirant on the platform of the All Progressives Congress, Chris Ogiemwonyi, has said the consensus arrangement which threw up Pastor Osagie Ize-Iyamu has collapsed.

Ogiemwonyi said this while speaking to newsmen after submitting his APC governorship and expression of interest and nomination forms at the party’s National Secretariat, in Abuja, on Wednesday.

He was one of the seven aspirants who stepped down for Ize-Iyamu under the consensus arrangement, The PUNCH reports.

The aspirant said, “We practised democracy. We started with consensus (arrangement) because we believed with unity, we can defeat the current governor, Godwin Obaseki.

“But when we heard that the consensus aspirant was inviting another person (to be running mate) outside the seven aspirants that dropped and I came second during our interview, I told him (Ize-Iyamu) that it is not acceptable. “

Governor Godwin Obaseki of Edo State has asked Comrade Adams Oshiomhole, National Chairman of the All Progressives Congress (APC), to recuse himself of role in the forthcoming governorship primary in Edo State being an interested party.

The governor who returned his forms to seek second term ticket as Edo State chief executive said the APC National Chairman cannot superintend over the Edo state governorship primary, having declared his preference for certain aspirants as opposed to others.

The Edo state governorship primary has been fixed for June 22, while the election proper is September 19.

The governor who was accompanied to the Secretariat by a handful of supporters said Oshiomhole cannot be a judge in his own case as doing so is contrary to natural justice.

Governor Obaseki was also quick to dismiss claim that he betrayed Oshiomhole, his predecessor in office, declaring that available fact supports the opposite, stating that Oshiomhole was a greater betrayer, having reneged on the promise to uplift Edo state.

Obaseki, said he was instrumental to Oshiomhole’s ascendancy and success as Edo state governor, adding that Oshiomhole benefited much more from him ( Obaseki) than he benefited from the APC national chairman.

“In life everybody get helped, everybody get assisted. The person you talked about, he had no money when he left labour to contest. We knew what we did to make him Governor. I sacrificed eight years of my life pro bono, I collected no Kobo to serve him in Edo.”

“Today we know what we have built because of where we started from. So when you talk of betrayal, the biggest betrayal can be when people betray a cause, when they betray an idea.”

“That is the greatest betrayal of all. It is like betraying God. When you said to God, this is what I stand for and then God gives you power then you turn around and do the exact opposite. There is no greater betrayal than that.”

“So when you talk about betrayal let us be very clear. I want to put it on record that I am grateful, he assisted me just as I assisted him. I know the sacrifices we made to make him National Chairman. So what are we talking about?”

Despite the misgivings, the Governor said he is still open to peaceful, harmonious resolution of issues in Edo state in the interest of the APC, and gave this as reason for his recent visit to APC National leader, Bola Tinubu and President Mohammadu Buhari.”

“The reason why I went to see our National Leader is that I don’t want the party torn apart. I am a man of peace.”

“For me and my colleague governors we cannot see a party we built destroyed, we cannot see a ruling party be so weakened and whatever it will take to secure peace, to secure harmony in the party, we are prepared to, I am prepared to make.”

“That is why I joined my colleagues to go and see the leader, Asiwaju Bola Tinubu to assure him that we are all working for the same course, we are all working to build our party.”

“From 26 States, we are now 20. We don’t want to lose anymore state, there is really no reason to. We should all drop our egos and work for our party and the unity of our country.”

Governor Obaseki says he open to any mode of primaries the party recommends provided that it is in consonance with the constitution of the ruling party and will not jeopardize the effort to flatten the curve of the COVID -19 infections in Edo state.

“The Constitution stipulates what mode of primaries allowed in our party and how decisions to the type of primaries you want to run should be arrived that. It’s clearly stated in our constitution and so for me, I believe that as a lawful party, we will do things according to the Constitution of our party.”

“So, direct, indirect I’m certain I will win the primaries but we have to respect our constitution and follow our constitution of.

“However, I am using this opportunity to call on Comrade Oshiomhole to recuse himself from the Edo nomination process because he is an interested party.”

“It is against natural justice for a man to be a judge in his own case. So I think the honourable thing to do is to recuse himself and lets have a free process and let’s reconcile and build our party”.

Obaseki gave a hint of possible objection to the direct primary pointing rising cases of coronavirus in the state.

He said; “From the Epidomological surveys they tell us that the pandemic will spike in the third week of June in Edo. We seen cases rising rapidly. We want to know who is infected and how to stop the spread.

“For me, the safety of Edo people is my primary concern because if the people are not alive you won’t be there to lead them.”

Comrade Peter Esele, former President, Trade Union Congress (TUC) has thrown his weight behind a section of the All Pro­gressives Congress (APC) calling for an indirect pri­mary election to nominate the party Governorship candidate.

Esele, who spoke to journal­ists in Benin, said direct pri­maries may not be possible because the party has no au­thentic membership register, no accurate data, no capacity to conduct direct primaries, saying the infrastructure is not even in place.

“Now, whether you like it or not what will give people confidence in the process is an indirect primary. Why am I saying so” It was an in­direct primary that brought Oshiomhole to power as a governor? He is a product of indirect primaries; Gover­nor Obaseki was a product of indirect primaries, why suddenly do we have to shift the goal post when the match is already on.

“So, if any person has any­thing against indirect prima­ries let such person come up with his argument and let us look at what is wrong and they will correct it but for the direct primaries how many members do we have in Edo State in our register, there is none.

“Governor Obaseki just started conducting registra­tion of party members in the last two months even if you talk about the authentic registration is even with the governor that has it.

“So, even with the nation­al headquarters when last did they authenticate the register, even INEC from time to time authenticate their register when last was that done? So, how can you do all of these, you are not even ready, you do not have the data, you cannot even conduct a direct prima­ry, the infrastructure is not there and then suddenly, three weeks or four weeks to prima­ries you now say it is direct, so what have you put in place to have a direct primary?

The Bayelsa State Governorship Election Tribunal sitting in Abuja on Monday dismissed an application by a political party, Liberation Movement, seeking to be joined as a co-petitioner in a petition challenging the outcome of the November 16, 2019 poll in the state.

The party’s governorship candidate in the election, Vijah Opuma, had filed the petition on February 20, 2020 without joining the party as a co-petitioner.

He had filed the petition barely two weeks after the Independent National Electoral Commission deregistered LM on February 6, 2020.

LM subsequently, on May 5, 2020, filed an application seeking to be joined as a co-petitioner in the case about 15 days after the Deputy Governor of Bayelsa State, Lawrence Ewhrudjakpo, challenged the competence of the petition on the basis that the exclusion of the party from the petition as co-petitioner had rendered the petition invalid.

In opposing the application, Ewhrudjakpo, through his counsel, Chukwuma-Machukwu Ume (SAN), asked the tribunal to dismiss LM application for joinder.

In its ruling on Monday, the three-man tribunal led by Justice Mohammed Cirajo, upheld Ume’s opposition and dismissed the application for lacking in merit.

Delivering the lead ruling, Justice Cirajo held that there was no justification for the party to file the application to join the petition 74 days after it was filed by its governorship candidate in the election.

The judge also held that the excuse by LM that it did not join the petition from the outset because it was as of the time deregistered by INEC and only sought to be joined after the Federal High Court in Abuja stopped its deregistration, was not tenable.

Justice Cirajo ruled that contrary to the party’s claim, the ruling of the Federal High Court in Abuja delivered on February 17, 2020 and cited by the applicant did not restrain INEC from deregistering LM, but only restrained the electoral body from deregistering the 33 political parties who were the plaintiffs in the case.

“Despite the damaging counter-affidavit to the application for joinder, there was no better or further affidavit,” Justice Cirajo held.

He ruled that “the inevitable conclusion is that the application lacks merit, and it is hereby dismissed”.

Ewhrudjakpo’s lawyer, Ume, had maintained that LM’s application “is misleading” by “pretending” that the party was one of 33 political parties who initiated the Federal High Court suit and obtained the judgment restraining INEC from deregistering them.

“The applicant is rather insulting the intelligence of the honourable tribunal by deposing to falsehood,” the counter-affidavit read in part.

It added that “the applicant is merely engaging in half-baked after-thought”, adding that “the application amounts to amending the parties to the petition and same is too late in the day”.

“That the absence of the said political party that sponsored the petitioner was fatal to the petition has been duly raised in a preliminary objection which the petition responded, processes adopted and ruling reserved,” the Deputy Governor’s lawyer argued.

He also stated, “That the acknowledgment of the applicant at this late hour that the applicant is a necessary party shows that its absence renders the petition invalid as earlier pointed out by the fourth respondent.”

The respondents to the petition are INEC, the Peoples Democratic Party and Governor Douye Diri.

Opuama, in his petition, asked the tribunal to disqualify Ewhrujakpo for submitting an affidavit to INEC that contained false information.

He also urged the tribunal to order the cancellation of the November 16, 2019 governorship election.

A huge outrage is currently on stage in Minneapolis, USA, where Derek Chauvin, a chauvinist, rammed his knee down a throat and inflicted a large damage to America’s formidable image of a quintessential society resplendent in racial diversity. Chauvin didn’t kneel down in prayer. He, probably, was too profane to pray. He, absolutely, was blind to see that the colourful thread with which God knitted humanity was love.

In his chauvinism, Chauvin was arrogant. With his left hand in his trouser pocket, the hefty 44-year-old white American police officer, for several minutes, knelt on the neck of a 46-year-old black American father and grandfather, George Floyd, crushing his windpipe and sending him to an early grave.

Harmless, handcuffed, submissive, face-down and pinned to the ground like a rattlesnake in broad daylight, Floyd’s dying voice was heard in a viral video, pleading repeatedly: “I can’t breathe, please, please, I can’t breathe.” But Chauvin, along with three other white police officers, appeared irreversibly bent on committing a public execution.

Why was Floyd killed? He was killed for allegedly being in possession of a counterfeit $20 bill, the equivalent of N7,500. The whole of America has been on the boil while Minneapolis has been on fire since life was cruelly snuffed out of Floyd. President Donald Trump, his challenger in the upcoming November presidential election, Joe Biden, and former President Barack Obama, along with millions of Americans have condemned Floyd’s avoidable murder.

If the City of Minneapolis can go up in flames and the whole of the US quakes in racial shame for the killing of one soul, Nigerian leadership should be ashamed and account for the numerous number of lives lost daily due to government’s dereliction of duty in the areas of security, healthcare, transport, unemployment etc.

Lethargy incubates poverty, the breeder of death, diseases, sicknesses and lack in Nigeria, a country whose unwritten public service mantra is “Chop-I-Chop.” Were it not so, the flood of corruption allegations against the Speaker, Lagos State House of Assembly, Alhaji Mudashiru Obasa, should be a source of concern to the President and leader of the ruling All Progressives Congress, Major General Muhammadu Buhari (retd.), his deputy, Prof Yemi Osinbajo, the National Chairman of the APC, Mr Adams Oshiomhole, and particularly, the APC National Leader, Asiwaju Bola Tinubu, on whose mandate Obasa stands.

The dog of the king is the king of dogs, so they say. In Lagos, Tinubu is the king, whose unbelievable wealth and phenomenal power keep political lackeys baying at his table, day and night, in expectation of freebies. Lagos State has no anthem. But Tinubu does. Some call it Tinubu’s praise-worship. It’s entitled, “On Your Mandate We Shall Stand, Bola.” It is sung at public functions by elected APC members in Lagos. It’s the song of allegiance. To sing it, you must clear your throat, put your right hand on your heart, look towards heaven, lift your eyes in supplication, and your voice in worship.

I’m in nonstop fascination with the nature of man and birds. I love the bat – a nocturnal mammal that protects its fledglings from the distraught mother hen who tries to retrieve her day-old chick from the bloody beaks of bat-pups.

In a pretentious democracy, when you regularly hear subsequent Lagos governors, their cabinet members and the 40-member House of Assembly chorus, “On your mandate we shall stand, Bola…,” – 13 solid years after he left office as governor, you should know Tinubu has Lagos State delicately in the palm of his left hands. Unmoved by the tintinnabulation of politics, Tinubu’s gaze is perpetually fixed on political power as a means of personal reinvention on the road to social change.

I love Tinubu. But I hate his politics. I prefer the politics of Obafemi Awolowo that shuns hero-worshipping and movement of money in bullion vans on Election Eve.

Agba kii wa loja, ki ori omo tuntun wo. This Yoruba proverb extols the corrective role of the elderly in society. Tinubu, the Governor Emeritus, shouldn’t be seen as speaking up only when his interests are threatened. I remember vividly that the political wizard took a former Accountant General of Lagos State, Akinwunmi Ambode, from nowhere and installed him governor the same way he installed Ambode’s predecessor, Babatunde Fashola, as governor twice. When it was time for Ambode to be shoved aside for the incumbent Babajide Sanwo-Olu, Tinubu spoke publicly. He said the party would decide who would be its candidate in the 2019 governorship election. And the party independently picked Sanwo-Olu without interference from the Jagaban Borgu!

The Architect of Modern Lagos, Tinubu, had deployed his wealth of experience, on numerous occasions, to settle rifts in the House of Assembly from 1999 till date. Particularly, he was instrumental to the emergence of Obasa as Speaker of the House. This is why the ominous silence of the APC and the EFCC over the allegations against Obasa is dangerous. It’s my bet Obasa’s corruption allegations will be some of the big talking points if Tinubu finally contests the 2023 presidential election.

The allegations against Obasa, who’s the Chairman, Conference of Speakers of State Legislatures of Nigeria, are frightening. They shouldn’t worry Tinubu, alone. They should also worry Buhari, whose regime has turned deaf ears despite giving Nigerians the whistle to blow on corruption. Since 2018, Nigerians have been blowing the whistle on Obasa’s alleged malfeasance, but the EFCC falcon refused to hear the falconers.

Some of the Obasa allegations involve operating 64 bank accounts, approval of N47.5m for quarterly media promotion, approval of N258m to print phantom invitation cards two months after the event took place, receiving N17m monthly allowance for maintenance of personal residence and guest house, receiving alongside 17 other lawmakers N80m as estacode for attending a five-day event, collection of N45m for a Christmas party that never held, among other sordid allegations.

In countries where corruption isn’t on the rampage, Obasa, who is a fifth-term legislator, would have stepped aside and made himself available for investigation. It’s shocking that the EFCC never invited Obasa for questioning since 2018 when some of the allegations boiled over.

I reckon that the EFCC won’t want to investigate Obasa for a number of reasons – one of which is the suspicion that the weight of evidence in the allegations are not in the Speaker’s favour. The EFCC seems to be shielding Obasa because he’s a member of the ruling APC. Also, a public prosecution of Obasa would likely open bigger cans of worms that may tarnish the image of the APC in Lagos. It goes to say that the rumoured presidential ambition of Tinubu is going to suffer a setback if the Speaker of his state and his political grandson is convicted for corruption. Similarly, the trial and conviction of Obasa will put a question mark on the safety of public funds and the practicability of the financial autonomy recently granted to state legislatures by Buhari.

Buhari, his EFCC, Tinubu and the APC all need to grind out a convincing response to the Obasa cruncher. Otherwise, the party would totally become a laughing stock as it has become in Edo where Adams Oshiomhole went back to his putrid vomit of four years, and lapped it all up, smiling and smacking his lips.

Oshiomhole’s endorsement of Osagie Ize-Iyamu as the Edo State factional APC candidate is the worst form of political recant coming second only to Chief Olusegun Obasanjo’s backtrack on former Vice-President Abubakar Atiku.

If I publicly swore in God’s name and called someone a fat-headed thief, my family would offer to take me for a psychiatry test when I return home from the show of shame where I unsaid what I had said. Men with integrity have personal pride, they don’t prostrate to cows in order to eat meat.

HealthBorno Discharges 135 COVID-19 Patients Today by Kwanza(op): 8:08pm On May 29, 2020
The Borno State Government says it has discharged 135 COVID-19 patients.

The Deputy Governor, Alhaji Usman Kadafur, who disclosed this to newsmen on Friday, said that the patients were discharged after testing negative to the virus twice.

Kadafur, who is also the Chairman, Committee on Response and Prevention of COVID-19, described the development as a huge success in the fight against COVID-19 in the state.

He attributed the successes recorded so far, to the efforts of the taskforce committee and health workers, who put in their best within the past weeks in containing the pandemic.

He reiterated the commitment of the government toward improving the welfare of the frontline workers who remained in the forefront in preventing the spread of the virus.

“The tremendous achievement made the state to record few cases in the past weeks.

“For those still at the Isolation centre, we promise to improve on their welfare and support them to recover fully,” he said.

Kadafur urge the people to adhere strictly to the COVID-19 preventive protocols to mitigate and completely eradicate the virus in the state.

Also speaking, Prof. Ali Kwajafa, the Chairman, Borno Chapter of the Nigerian Medical Association, said that a total of 40 health workers tested positive for having contact with the first index case in the state. The have all successfully recovered, he said.

Kwajafa said that most of them developed mild and moderate symptoms of the virus while in the mandatory 21 days Isolation at the University of Maiduguri Teaching Hospital.

He said that one Nurse died of the virus, while three other health personnel that were isolated in their homes were still being treated.

“The major challenge is stigmatsation in the communities and the belief that the disease did not exist in the state.

“This is why when you go round the city, you will see a lot of people not wearing face masks,” he said.

Borno state reported 258 cases of COVID-19 as at May 28.

The state also recorded 24 deaths.

A Federal High Court in Abuja has affirmed the powers of the Independent National Electoral Commission to deregister political parties, which failed to comply with the provisions of the law particularly Section 225 A of the 1999 constitution as amended.

Delivering the judgment on Thursday, Justice Taiwo Taiwo affirmed that the constitutional powers of the electoral commission and reasons given by the commission for the deregistration of parties are valid and in conformity with the law.

The court therefore held that the deregistration of National Unity Party as a political party in Nigeria was lawfully done in exercise of vested constitutional powers of the INEC.

NUP is one of the 74 parties deregistered by the INEC in February.

HealthAdamawa Records Three COVID-19 Deaths, 11 New Cases by Kwanza(op): 8:23pm On May 27, 2020
The state also recorded 11 new cases of the virus on Wednesday.

Commissioner for Health, Prof Abdullahi Isa, gave the confirmation during a briefing with journalists in Yola, the state capital.

He said, "11 new cases have been recorded in Adamawa State and sadly, we have also recorded three fatalities."

The commissioner also confirmed that 20 patients have been discharged so far, after they tested negative for the infectious virus.

Adamawa State now has 18 active cases of COVID-19.

The reorganization of the Bank by President Adesina proved very costly in terms of agreed voluntary separation packages. However, on top of these packages, many separations were the subject of confidential amicable settlements for which it is unclear if they were needed or the result of preferential treatment. In 2019, the use of a contingency budget of UA 2.8m was requested and in 2020, an additional UA 2m was budgeted for such cases. An illustrative example is that of Mr. Celestin Monga, former Chief Economist, who, in exchange for a severance package of 15 months of salary (more than USD 400,000), tendered his resignation in September 2019 merely 3 weeks after his 3-year contract had been automatically renewed. Why wasn’t the contract not renewed at the expiry date which would have resulted in a lower compensation of just 36 days of salary? Did Mr. Monga and others benefit from presidential preferential treatment or were those compensations objectively justified? Was this a method to circumvent the requirements of article 37.2 of the Agreement and so bypass the consultation of the Board of Directors?

"12. Resignation of Mr. David Ssegawa (unethical conduct, preferential treatment, impediment to efficiency, adversely affecting confidence in the integrity of the bank). T his case is widely known in the bank after it was disclosed by the Ivorian ED and has been the subject of an internal audit and an investigation.A Ugandan national residing in Kenya,Mr.SSsegawa was appointed by the President to the position of Director of Human Resources in 2016. In clear violation of the Bank's rules and procedures, he signed through direct procurement two service contracts amounting to USD 2.1 million to the benefit of a Kenyan recruitment firm (CAREER CONNECTIONS Ltd) to process some aspects of staff recruitment. The maximum signing authority of a Director at the Bank, for direct procurement, is UA 100,000. On top of the abuse of the delegation of authority matrix, it was at the time alleged that Mr. Ssegawa had a stake in that company. When those fraudulent procurement practices were revealed and an audit was requested, the President separated from Mr. Ssegawa by letting him resign while under investigation and allegedly paying him a substantial severance package instead of sanctioning him. Since then, Mr. Ssegawa is enjoying the responsibilities of Global People Director at OXFAM.

"13. Resignation of Mr. Michel-Cyr Djiena-Wembou (unethical conduct, preferential treatment, impediment to efficiency, adversely affecting confidence in the integrity of the bank). This former country representative in Chad was found guilty of serious misconduct after an audit and an investigation. But instead of being sanctioned by the bank, he was allowed to resign and received a golden parachute as part of an amicable settlement. Not having to face the consequences of his acts, he is now, ironically enough, expert in good governance for ECCAS.

"14. Appointment of Mr. Charles Lufumpa as acting VP and Chief Economist (unethical conduct, preferential treatment, impediment to efficiency, adversely affecting confidence in the integrity of the bank). Yet another perplexing case of impunity. As Director of Statistics, Mr. Lufumpa, a Zambian national, awarded two contracts (to KNOEMA and PROGNOZ) for a total amount of more than USD 18m. Internal audits and fraud investigations have concluded that the contracts were fraudulently awarded, and the responsibility of Mr. Lufumpa has been established in 2016. To this day, no action has been taken by the bank towards Mr. Lufumpa. Better still, in October 2019, Mr. Lufumpa was appointed Acting VP and Chief Economist by the President.

"15. Disregard of rules concerning leave of absence of VPs or travel of management (unethical conduct, preferential treatment, impediment to efficiency). Mr. Khaled Sherif, VP for Regional Development, Integration and Business Delivery, has earned a strong reputation of being an absentee VP. In 36 months, the total amount of his unjustified absences is estimated at more than 14 months while he should be entitled to a maximum of 26 leave days per year. Nonetheless, he spends nearly 4 months a year at the bank's expense in Washington DC, where he was based before he was recruited by the AfDB. For example, he left Abidjan on the 4 of October 2019 only to return on the 22 of October (an 18-day absence), to take part in the World Bank's Annual Meeting, which just lasted 6 days from the 14 to the 20 of October. In addition, Mr. Sherif was also absent for 2 and a half months, from July to the end of September, without any valid reason, not to mention a one-month stay last June in the USA. From November 2019 to early 2020, he has been absent from the bank. Other members of the management also enjoy this possibility of abusing the travel policy without sanction. Among them, Mr. Fregene who spends 10 days every two months at the bank’s expense in the United States, where is family is located. We cannot imagine that these absences have not been authorized by the President and they question the economic use of resources and the operational capacity of the bank when the staff rules make no provision for tele-working.

"16. Political lobbying of Heads of State (unethical conduct, political activity, private gain). The President is the unchallenged travel champion of the bank. He uses the opportunities of these travels to meet with regional Heads of State and make financial promises (effectively bypassing governors, EDs and operational staff) to secure support for his reelection to a second term and to stifle competition. Ironically, in 2015, it was reported that Mr Adesina had lobbied the World Bank through the Nigerian governor to prevent Mr. Makthar Diop, then WB Vice-President for Africa, from using his official travels and position to campaign for his own election for president of the AfDB. Mr Diop consequently did not run. Recently, at its 56 Ordinary session of the Authority of Heads of State and Government, ECOWAS announced the endorsement of the candidacy of Mr. Adesina for a second term just after Mr. Adesina had delivered an address to the session. Being a politically elected function, any effort to secure an election or a re-election is considered a political activity. Staff willing to run for the office would have to resign before being allowed to do so."

The chances of Dr Akinwumi Adesina, Nigeria's former Agriculture and Rural Development Minister, getting a second term as President of the African Development Bank are being currently threatened following allegations of corruption and favouritism levelled against him.

The allegations against Adesina including misconduct, arbitrary recruitment, private gain, impediment to efficiency, singlehandedly overruling decisions taken by directors, nepotism, political lobbying, use of bank resources for private gains, have since raised doubts over his integrity and depleted confidence among major stakeholders and partners of the bank especially the United States Government.

The allegations were raised by “whistle-blowers” within the organisation.

Adesina is the sole candidate for the bank's Presidency to lead it through the next five years but with a fresh and independent probe of his administration being demanded by the United States, things may no longer go as expected for the Nigerian technocrat.

In a document seen by SaharaReporters, at least 16 of the 'sins' brought against Adesina were highlighted.

Among other things, Adesina accused to have broken the Code of Conduct for top executives of the AfDB.

As part of the expectations for top executives, the Code of Conduct states, “Observe the highest standards of ethical conduct.

“Refrain from participating in active politics in their home countries or elsewhere.

“Avoid any situation that poses a conflict,or the appearance of a conflict, between personal interest and the performance of official duties.

(a) using their position for private gain (b)giving unwarranted preferential treatment to any organisation or person (c)impeding the efficiency of the bank

(d) losing complete independence or impartiality of action

(e) affecting adversely the confidence of member countries or the public in the integrity of the bank.

"The following cases illustrate what we believe to be serious and repeated breaches of the Code of Conduct by the President.

"These give staff members the impression of a President who is above the law in an institution where rules and regulations apply in function of the President’s interests, as attested by the recent staff survey.

"A President should be leading by example. We observe that the checks and balances provided by the Board of Directors no longer seem to be adequate.

"The following cases are listed in no particular order, and state how we think the Code of Conduct might have been breached. In some of these cases, the conflicts of interest may be hard to prove, but we wish to recall that the Code of Conduct calls for the avoidance not only of actual conflicts of interest, but also of the appearance of such a conflict.

"1. Non-respect of internal rules and regulations in recruitment (unethical conduct, impediment to efficiency, political activity, private gain).

"Since 2015, the President has taken his responsibility of Chief of the Staff to heart, playing a very active role in the recruitment of all managerial positions, acting as the de facto HR Manager. According to our information, for all PL2 positions (manager) and above, the President validates the short list of candidates to be interviewed and the list of candidates selected after the interviews.

"He is known to have excluded top-rated candidates from shortlists and to have canceled shortlists drawn up by independent recruitment panels. As recently put by the General Counsel in a legal opinion, presumably to justify these practices, “... the President is better placed than any ad hoc interview panel to know which prospective candidates for employment by the bank would be best suited in assisting him/her in delivering that vision (which he has been elected to deliver). He/She can recruit the person concerned without passing through an interview panel or any other formal process”.

"This personal involvement in the recruitment process may explain the long delays in recruiting for these three positions and the turnover of HR directors at the bank. This is a source of waste of resources and loss of efficiency. One cannot but wonder if the many vacant managerial positions (division manager, country manager, director or vice-president) and the lack of succession planning are not a strategy to reward countries for the support to the President’s reelection.

"2. Appointment of Mrs. Chinelo Anohu-Amazu (unethical conduct, impediment to efficiency, preferential treatment, adversely affecting confidence in the integrity of the

Bank). A Nigerian citizen, Mrs Anohu-Amazu was appointed on September 1, 2019 to the position of Senior Director in charge of the African Investment Forum (AIF). She was awarded the grade of Senior Director which places her at the same salary level as Vice Presidents without having the same responsibility level. She was previously DG and CEO of the National Pension Commission in Nigeria from 2014 to 2017.

"According to a May 10, 2019 SaharaReporters article, Mrs Anohu-Amazu was dismissed in 2017 by President Buhari following allegations of abuse, allegations, for which the Nigerian House of Representatives launched an official investigation in 2019. President Adesina could not have ignored this situation when he hired her. The position of AIF Director became vacant when the incumbent, Mrs Stella Kilonzo resigned on the 30 of June 2019, among other reasons, because she refused to hire Mrs Anohu-Amazu as a consultant at the request of the President for a fee considerably higher than the applicable standards. Interestingly enough, this position stayed vacant for less than two months when, for example, the position of Director for Integrity and Anti-corruption, also under the direct recruiting authority of the President, remained vacant for 18 months between 2017 and 2018.

"3. Appointment and promotions of Mr. Martin Fregene (unethical conduct, impediment to efficiency, preferential treatment). A Nigerian-born, Mr Fregene is alleged to be the President’s brother-in-law (through their wives). He joined the bank in September 2015 as Adviser in the Office of the President, after having already served in his office when he was Minister of Agriculture of Nigeria. In 2017, it is reported that, at the President’s request, he was appointed lead expert to Mrs. Blanke, VP Agriculture, and then promoted Adviser, both regular positions, both times without competition. Mr Fregene was later promoted again in 2018 to the position of Director of the Agriculture and Agro-industry Department with effect from the 1st of January 2018 when Mr. Ojukwu, the incumbent, was still in place (he retired on the 31st of January). While no succession planning is in place for functions as important as VPs and DGs, it is worth noting that in this case, not only was the succession planned, but it included an overlap of one month. Consequently, the bank ended up with two Directors of Agriculture and paid two salaries for the same position during the month of January 2018. This appointment did not respect the Recruitment Manual which requires a 24-months minimum time in grade before an internal candidate can apply to another position. It is unclear if, if confirmed, the familial affiliation was disclosed during the recruitment process or if it played a role in the promotions.

"4. Mismanagement of the TAAT programme (unethical conduct, impediment to efficiency, preferential treatment, adversely affecting confidence in the integrity of the Bank). T AAT, Technologies for African Agriculture Transformation, is a USD 120m programme designed to speed up the adoption of agricultural technologies through CGIAR agricultural research institutes.

The first phase of the programme, a USD 40m ADF-14 grant to IITA in Nigeria was reluctantly approved by the Board of Directors in 2017, only after the President personally used all of his political weight to defend the transaction and lift the Board’s doubts. One has to remember that the President worked for IITA and AfricaRice, and both institutions were to benefit from the grant. The mastermind behind the project, Mr. Fregene, is also an IITA alumni and the task manager, Mr Mude, is an alumni of ILRI, another institution financed by the programme. In 2018, IITA, the implementing agency, proceeded to purchase through direct procurement USD 5.46m worth of pesticides from a multinational company, while the grant contract specifically prohibited such procurement method. Fortunately, the fiduciary controls of the bank stopped the process but Mr. Fregene went ahead and personally negotiated the price directly with the supplier and asked for the shipment of the pesticides. When confronted by senior management, he tried to launch a competitive bidding process to cover up the direct purchase. The fiduciary controls of the Bank worked once again and the payment of the supplier’s invoice was blocked for non-compliance with Bank rules. When informed, the President himself requested the payment to be released to the supplier. It is unclear if the on-going investigation was launched at the request of the President or not. One cannot but wonder why Mr. Fregene felt confident enough (1) to proceed with the negotiation and contracting of such a large contract against all applicable rules without even being the implementing agency, (2) to lie to Opscom, one the highest ranked committees of the Bank, about the status of the contract or (3) to entrust the management of the programme to another CGIAR alumni, against all good practices?

"5. Appointments and promotions of Mrs. Maria Mulundi (unethical conduct, impediment to efficiency,preferential treatment,private gain). A Kenyan national, Mrs Mulundi, has long lasting professional ties with the President, as she was already working for him when he was the Minister of Agriculture of Nigeria. She first joined the bank as a consultant, Adviser to the

President, in his advanced team from June to end of August 2015 before he assumed duty. She was then promoted Senior adviser to the President in 2016 and again appointed – without competition – Director of Cabinet, Office of the President in April 2017, a regular Bank position according to the Staff Rules. According to our information, upon instruction of the President, for this appointment, her annual salary was increased from about UA 150,000 to UA 199,000 corresponding to an unusual increase of more than 32.7%, in clear breach of Rule 43.01 of the Staff Rules. This increase was justified by claiming that this appointment was a new recruitment rather than a promotion. Over the summer of 2018, she fell into disgrace and was appointed by the President as Director in charge of Special Duties, Engagement with Civil Society and Community Based Organizations and sent back to the Eastern Region (her home country) and then to the Southern region. There, Mrs. Mulundi continues to receive a salary of UA 199,000 and enjoys all related benefits. It is worth mentioning that there is already a Director for Gender, Women and Civil Society and it is unclear ifMrs.MULINDIreportstoherornot. Her function does not exist in the current organisational chart and almost no trace of actual work can be found. According to our information, the “special duty” she was tasked by the President is to take care of his wife, Grace Adesina, currently under treatment in South Africa.

"6. Direct contracting and appointment of Mr. Victor Oladokun (unethical conduct, impediment to efficiency, private gain, preferential treatment). A childhood friend of the President, as attested by a publicly available photograph, Mr Oladokun’s company 3D Global Consult was awarded by the President, in early 2017 a consultancy contract for an amount of $326,000 through direct contracting, thereby making full use of the possibility to waive procedures for the procurement of consulting services granted to the President by PD 02/2012. This contract has been flagged by internal audit, as being potentially subject to a conflict of interest. It is unclear if this red flag has led to any investigation nor if it was verified if this contract was awarded in thanks for Mr. Oladokun’s alleged services performed during the President’s election campaign. Mr Oladokun was then appointed in September 2017 as Director of Communications and reports directly to the President. It is unclear if Mr. Oladokun’s close association with the President was disclosed during the contracting or the recruitment process.

"7. Contracting of Mr. Kapil Kapoor (unethical conduct, impediment to efficiency,

preferential treatment). The former Director General for the Southern Region, Mr Kapoor retired on 31 of August 2019. He was then immediately recruited by the President as a consultant and was kept in office in Pretoria with a very comfortable monthly fee of USD 23,000. Mr Kapoor, who is no longer a staff member, continues to enjoy the advantages of the position of Director General. And he does so in utter disregard for the presence of a Deputy Director General in Pretoria.

"8. Appointment of Mr. Emmanuel Ezinwa (unethical conduct, impediment to efficiency, preferential treatment, adversely affecting confidence in the integrity of the Bank). A national of Nigeria, Mr Ezinwa was found guilty of sexually harassing a colleague during his probation period. On the basis of this staff misconduct, the HR Director refused to confirm his contract at the end of the probation period. According to our sources, the President requested that Mr. Ezinwa’s contract be confirmed, which in turn contributed to the resignation in 2019 of the HR Director, Mrs. Frauke HARNISCHFEGER, merely 6 months after she took office. The sexual harassment was left unpunished.

"9. Preferential treatment for Nigeria and Nigerians (unethical conduct, impediment to efficiency, preferential treatment). Under President Adesina, Nigeria was promoted to an almost full-fledged region. No longer part of the West-African General Directorate, under the new organizational chart introduced by the President, the Nigeria Country Directorate now stands by itself and the Country Director reports directly to the VP. Admittedly, Nigeria is AfDB's largest shareholder with over 9%, but it’s not clear if this justifies a preferential treatment. Nigerians have also been particularly well treated in the massive recruitment drive that was launched due to the restructuring of President Adesina between 2016 and 2018. When roughly 9% of new recruits were Nigerians (or dual nationals of Nigerian origin) – in line with Nigerian shareholding –, they made up roughly 25% of the newly recruited managerial functions. It is not clear if this preferential treatment was justified by a previous under-representation.

"10. Awards received by the President and costs borne by the Bank (unethical conduct, private gain, impediment to efficiency). In 2017 and 2019, Mr. Adesina received two major awards: the World Food Prize (USD 250,000) and the Sunhak Peace Prize (USD 500,000). Other less significant prizes were also awarded. It is not clear if he received these awards as the President of the AfDB or as a private citizen. Dozens of people, bank staff, executive Directors, former Head of State, entertainers or family members attended the award ceremonies at the bank’s costs (one in Des Moines, Iowa, the other in Seoul, Korea). If these awards were private, why did the bank support associated costs? If they were awarded to the President of the group of the bank were the awards returned to the bank?

ABUJA: In the wake of lifestyle changes occasioned by the Covid-19 Pandemic, the Independent National Electoral Commission INEC has said it would be adopting more technological tools in discharging its mandate, disclosing of its resolve to pioneer electronic voting in the country by 2021.

This was as the electoral umpire decried the rising cost of elections in the country, saying it would be liaising with the National Assembly to see how political parties can nominate replacements for dead representatives in line with a Supreme Court judgment that votes belong to the parties and not individuals.

INEC disclosed this in a document released Monday in Abuja which was tagged, “Policy on Conducting Elections in the Context of the Covid-19 Pandemic”, and signed by its Chairman, Prof. Mahmood Yakubu.

The commission also added that voters without face masks would be disallowed from voting in the forthcoming governorship elections in Edo and Ondo states.
