How will the volume of money tell you whether it is pension or not, when you do not know how much pension is allowed for ex-governors under the Kwara state laws. The witness made a statement that Saraki was collecting salary, without checking whether it was pension or salary. The Nigerian National Petroleum Corporation (NNPC) continues to withhold billions of dollars in oil sale revenues from the treasury under President Muhammadu Buhari’s administration, a new report said.
The report released yesterday by the Natural Resource Governance Institute (NRGI) said in the second half of 2015, NNPC’s sales of export crude, domestic crude and oil from its subsidiary the Nigeria Petroleum Development Company (NPDC) totaled $6.3 billion.


Of this amount, only $2.1 billion entered the Federation Account while $4.2 billion (N827.4 billion) was not remitted, representing 66 percent of proceeds from crude oil sales for the six months, according to the NRGI report titled “NNPC Still Holds Blank Check”.
“This was 14 percent more than the corporation’s withholdings under Goodluck Jonathan in the first half of 2015, and 12 percent higher than the share withheld in 2013 and 2014,” the report, authored by Aaron Sayne and Alexandra Gillies, said.
The latest report, which is a follow up to a previous one by NRGI in 2015, themed “Inside NNPC Oil Sales: A Case for Reform,” however said some of NNPC’s withholdings cover known costs, notably its share of joint venture operating expenses.
“The corporation has not fully explained others; especially revenues retained from domestic crude and NPDC sales,” it said.
The report said that NNPC spending raises questions about fiscal responsibility–especially at a time when public finances are stretched and the federal government is looking to fund more of its budget with debt.
Makeshift practices remain
While acknowledging some of the ongoing reforms instituted by the Buhari administration in the oil sector, the report said the plans have not yet addressed how NNPC retains revenues.
On how NNPC sells the country’s oil in two streams-export sales to foreign buyers and domestic crude allocation, the report said, “This simple two-part system has broken down, however. As NNPC’s financial debts and operational problems have deepened, it has introduced more types of ad hoc oil sale transactions to work around these challenges.”
The NRGI report, which tried to unravel where the $4.2 billion of NNPC oil sales that didn’t enter the federation account went to, found that some of the money went to pay JV cash call liabilities, rather than entering the government budget while some others were spent in an unknown manner.
“In one especially questionable case, we found evidence that NNPC has retained all earnings from the offshore Oil Mining Lease (OML) 119, a field owned wholly by NPDC that produces around 30,000 barrels per day of Okono grade crude,” the report said.
The report recommended that the Buhari government should establish a clear, legally enforceable rule governing which revenues NNPC can keep and how they can be spent.
It also advised the government to move to curb the corporation’s discretionary, unaccountable use of much-needed public funds.
When contacted for comments, the NNPC said it was preparing a response to the NRGI report. But the response did not come at the time of going to press.
Daily Trust reports that the Auditor-General of Federation recently reported that the NNPC failed to remit N3.2tr ($16bn) in oil revenues to the federation account in 2014. A week later, the Revenue Mobilization Allocation and Fiscal Commission (RMAFC) put the amount not remitted by the NNPC between 2011 and 2015 at N4.9tr ($25 bn).
NNPC disputed the auditor-general’s claims by putting out a third set of figures, saying what it owed the Federation Account was N326bn which is still being reconciled. NNPC has also promised that a forensic audit, due soon, would validate its position.

This is not double jeopardy. She is not being tried twice. She was tried by the magistrate court and found guilty. The only thing being contested is the quantum of the sentence given by the magistrate court. No new witnesses were called from the High Court to the Appeal court and none will be called at the Supreme court. The only issue in contention is whether the magistrate had the right to give an option of fine in a manslaughter case.

On the issue of it being an accident, the collapsed building in Lekki was an accident too. So no one should be arrested for it.

Reed Hastings, CEO and co-founder of the video-streaming company, said Wednesday that Netflix has expanded to 130 more countries, growing to just about everywhere but China. The announcement marks a huge expansion for the company's streaming service, which was previously available in 60 countries.

"Today, right now you are witnessing the birth of a global TV network," he said onstage in Las Vegas during the Consumer Electronics Show.

The new countries include South Korea, India, Nigeria, Poland, Russia, Saudi Arabia and Singapore. Hastings said Netflix hopes to reach China in the future, as well, but offered no specific time frame.

The Los Gatos, California, company had already set a goal of reaching 200 countries by the end of this year, so Wednesday's announcement comes as a surprise that Netflix was able to hit that milestone well ahead of time. Wall Street rewarded the company for the move by driving Netflix shares up about 6 percent.

"This is an amazing announcement," said Jan Dawson, chief analyst at Jackdaw Research. "We've never had a paid video service that's gone truly global before."

International expansion has become a vital part of Netflix's growth strategy, since growth in the US, its biggest market, has been slowing. Netflix currently has about 70 million subscribers worldwide, with more than half of them in the US. The company's service has been a hit with consumers around the world, thanks to its strategy of coming to new countries with its growing menu of popular original content for a low monthly price.

China still remains a key market Netflix has yet to tap, despite the company's continued mention of its interest in coming there. Netflix has previously said it would consider "modest" options to come to China, though still needs a license to operate in the country.

Netflix also won't be available in Crimea, North Korea and Syria because of US government restrictions.

On top of the China holdup, Dawson noted that Netflix will likely face a lot of upfront costs from expanding to all those countries all at once.

While mostly available in English in most new countries, Netflix on Wednesday added Arabic, Korean, simplified and traditional Chinese to the 17 languages it already supports.


Netflix has helped bring about a big shift in how and when we watch videos, resulting in more binge-watching of series and more people leaving their cable subscriptions for streaming services. Hoping to become a bigger fixture of your TV, Netflix is ramping up its list of feature-length films and growing its roster of original TV shows, such as its popular political thriller "House of Cards."

Netflix also used the Wednesday presentation to show off trailers for new Netflix series coming this year, including "The Crown," an story about Queen Elizabeth in the 1950s, and "The Get Down," which is about the birth of disco and hip-hop in New York City.

Yet, as the company has grown, so has competition. Amazon and Hulu are fierce rivals, and Google is reportedly readying a push into premium content with its new subscription service, YouTube Red. With a variety of major competitors in streaming video, cable operators now face more threats to keeping their customers, but so does Netflix.

At last year's CES, Netflix provided a much smaller announcement, coming out with the "Netflix Recommended TV" program. The new evaluation program was designed to help consumers choose smart TVs that offer better performance, easier menu navigation and new features that Netflix claims improve the Internet TV viewing experience.

Infertility is not considered a disease. It is not life threatening and does not effect your normal healthy living. That is why it is not subsidized in most countries. In fact, in the US only few medical Insurance schemes cover IVF.

Since testicular biopsy is an invasive procedure, the efficient use of TESA would reduce surgical aspirations to a single sperm retrieval by including cryopreservation.

Sorry I'm replying late. Yes, there is a procedure called TESE that can be used to extract sperm from the mans testicles and use for IVF. So actually there is nothing like zero sperm because there is always sperm in the testicles, the only issue is that some men are unable to release the sperm with the semen for several reasons. You may Google TESE for more information.

In normal IVF where the man can produce sperm by masturbation, there is no surgical procedure required.

But, if we're to follow the rule strictly, the op is more correct than you.

The next letter/alphabet should determine if its "a" or "an".

In this case the next alphabet has a vowel sound so the most appropriate will be an hilarious not a hilarious but you're still grammatically permitted to use either of the two in some cases.

You are very wrong. An can only be used when the H is silent like in honest. You cannot say 'an house' for example. It is not every word with a vowel after H that the H is silent. There are only few words like that. The problem is that there are some tribes that find it difficult pronouncing H and hence they tend to assume that the way they speak is actually how the word is pronounced.

I will suggest that before someone comes online to posit on any issue, he should first be sure of what he is saying so as not to confuse the young students in Nairaland.

The information is not totally correct. IVF may also entail injection of sperm into the egg. This is called Intracytoplasmic Sperm Injection or ICSI. This is the most common method of IVF nowadays because it gives a much higher possibility of egg fertilization. ICSI was originally meant for couples with male fertility problems, but is now the preferred method in IVF.

Also IVF is not just for women with blocked Fallopian tubes. More than 60% of IVF cases are because of Male ferlitity issues. Note also that blocked Fallopian tubes represent only a fraction of female infertility cases.

When the businessman learned that his maid got pregnant, he made it clear that he will not take responsibility for the child and will not support her.

When the employer refused to acknowledge paternity of the child after the birth, the maid cut off the hands of his baby in protest.

She is being investigated on a charge of assault causing grievous bodily harm after the mother of the baby called police to report the incident.

Smoking is not a sin. In Italy, even Roman Catholic Cardinals smoke. Smoking is only a sin in countries like Nigeria where smoking has always been seen as originating from the desire to "do guy".

If smoking is a sin because 'it destroys the body' , then sugar is a big sin because it causes diabetes and Palm oil is a huge sin because it causes high cholesterol. Buhari did not murder his father. His dad was a drug peddler who was found guilty of drug Trafficking. He was found guilty under an existing law they prescribed death penalty. It was only Bath Owoh that was executed based on the retroactive action of that same law. That was why the petitions and protests on that law related only to Bath Owoh, becauee at the time he commited the crime, the law was not in place. That was not the case for Ojuolope who commited the same crime after the law was passed and was therefore correctly executed.

So for Ojuolope's son, there is nothing to forgive. His father was correctly found guilty and executed. Its ike Anini's son saying he has forgiven those that executed his father.
