FOR the second time within two weeks, President Goodluck Jonathan has sent an amendment proposal to the National Assembly on 2010 Appropriation Act. The first was on the revenue framework to be based on revising the assumptions for oil production of 2.2million barrels per day and oil price benchmark of US$60 per barrel. The first revision will imply aggregate revenue for the federal government budget of N2.392trillion and a deficit of about N1.829 trillion based on the proposed amended budget’s level of expenditure. However, the latest, which is the second request dated July 7, 2010 and addressed to the Senate President, Senator David Mark, was to seek adjustment to some sub-heads and a downward review or removal of some allocations to some of the Ministries, Departments and Agencies (MDAs). The affected MDAs which have their allocations reviewed or completely withdrawn were Office of Secretary to the Government of the Federation, the Ministry of Information and Communications, the Ministry of Culture, Tourism and National Orientation, the Ministry of Women Affairs, the Ministry of Federal Capital Territory (FCT), the Ministry of Aviation, the National Planning Commission and the National Assembly Office. But the amendment still proposed a total expenditure of N6.6 billion for the celebration of Nigeria at 50. The fresh proposal indicated that the Office of the SGF would now spend N3.3 billion instead of N6.3 billion, but other subheads had been added to the reduction made by President Jonathan. A breakdown of the new proposal under the SGF office shows that 50th independence anniversary parade will cost N860 million, branded gifts and souvenirs N450 million; accommodation and logistics for invited guests N700 million, while security and protocol will cost N400 million. The Ministry of Information and Communications is now to spend N1.7 billion instead of the earlier N1.2 billion. The ministry will spend N1 billion on special reports, N400 million on publication of compendium and N320 million for jingles and adverts. Aviation Ministry is to spend N2.2 billion on Abuja Airport renovation and provision of additional parking space and equipment for safe airport parking at five airports at the cost of N250 million. First Lady, Mrs. Patience Jonathan, will spend N50 million on visits to special homes, orphanages, prisons and selected hospitals, while N20 million will be used in sponsoring a special session of the National Children Parliament and another N20 million will be used to organise a party for 1,000 children. Other ministries to spend part of the anniversary fund include, Ministry of Foreign Affairs, N600 million; Ministry of Culture and Tourism, N820 million; State House, N215 million; National Assembly Office, N100 million and the National Planning Commission, N135 million. this celebration money should have been channelled towards infrastructures, that could have been commissioned on the 50th independence celebration, whats the point of spending so much when it wont matter to the common man. I think 1billion is well enough to celebrate all that needs to be celebrated, the remaining 8.5billion could have been used to refurbish Federal schools, Hospitals and even organise celebration rallies in each state. i tire! |

Saharareporters can reveal that President Goodluck Jonathan is in possession of details of an EFCC investigation that exposed how Speaker of the House of Representatives, Dimeji Bankole, his deputy, Usman Bayero Nafada and a few principal officers shared and pocketed N500 million in a corrupt car deal. Yesterday, the Presidency issued a misleading statement to the effect that it had not received a copy of the EFCC report. “It was a blatant lie,” said one of our sources who works within the Presidency, adding that Jonathan received a copy of the report while he was still "Acting President." The source revealed that Mr. Jonathan strategically used the report as a tool to whip the House of Representatives into line during the protracted political crisis occasioned by Umaru Yar'adua's prolonged illness and absence from Abuja. The source, who is privy to the facts of the case, told Saharareporters this morning that Mr. Jonathan had requested for the report and discussed it with the deputy speaker. “The deputy speaker was caught unawares and told the full story to Dr. Jonathan,” said the source. According to this source, Nafada explained how he “discovered” that 500 million naira was deposited in his account by the company that supplied cars to the House of Representatives. Mr. Nafada then stated that he gave N185.6 million to Speaker Bankole whilst the rest of the cash was split between him and other principal officers of the House as well as committee chairmen involved in the car supplies. The encounter between Mr. Jonathan and Mr. Nafada secured a closer relationship between the two politicians, according to our source. The closeness ultimately led the leadership of the House of Representatives to retreat from their original opposition to the idea of Jonathan’s succession to the presidency. Once the truce was achieved, Jonathan was eventually made the "Acting President" by a unanimous vote of the two legislative chambers under a process defined as "doctrine of necessity". Another source at the EFCC also confirmed that the agency had indeed forwarded its report to Mr. Jonathan, adding that yesterday’s press release denying that fact was mere hot air by Jonathan's spokesperson. "It is a tradition that whenever the presidency or any agency of government requests an investigation of any type, the EFCC is obliged to share its report with the president before taking further action," said one of our sources. A political source in Abuja who worked closely with the late Umaru Yar'adua revealed that it was Mr. Yar'adua who ordered the initial investigations, but sat on the report because Speaker Bankole was his right hand man. On the other hand, Mr. Nafada is a well-known ally of Mr. Jonathan’s. Our investigations revealed that Nafada’s nominee from Gombe was the person Jonathan accepted when he was appointing new ministers. "President Jonathan is protecting the deputy speaker the same way Yar'adua protected Bankole before his death," said our source. A source in Abuja who is a former diplomat told Saharareporters that Jonathan was exposing a reputation for embracing corrupt people. The source pointed out that Jonathan’s appointment of former Governor Diepreye Alamieyeseigha, a convicted money launderer, to a Federal Government committee, was “a slap in the face of those who are working hard to clean up Nigeria’s image.” The source added that Mr. Jonathan’s failure to take action on the Halliburton and Siemens scandals, in which top Nigerian government officials received massive bribes in exchange for funneling juicy contracts, “is making a mockery of Nigeria’s avowed crusade against corruption.” Two civic and democratic activists told Saharareporters that Jonathan seemed to have decided to court some of the most corrupt Nigerians to support his bid to run for the presidency in next year’s election. In one of the surest signs of Jonathan’s coziness with corrupt characters, his administration worked out a deal that enabled the ultra corrupt Vaswani brothers to return to Nigeria last week. Several sources have told Saharareporters that billions of naira changed hands in the Vaswani deal that was packaged by Attorney General Bello Adoke. The nominee chairman of the Independent National Electoral Commission, Atahiru Jega, says he cannot be bought over by money if his appointment is confirmed by the senate. Mr. Jega, the current vice chancellor of Bayero University, Kano, stood for over four hours on the floor of the senate, convincing the lawmakers that he is good enough for a job that would determine if the most of them would come back to the senate the same way they were elected in 2007. While reacting to one of the over 170 questions that was thrown at him during the screening, he emphatically stated that he would not "faint" on seeing a N50 million bribe.
