Local rice shouldn't be more than 10k, if this government is really serious about this issue they should assist the local rice farmers so the price doesn't exceed 10k then anybody caught smuggling rice after that should be sent to jail without an option of fine but as it is now you can't expect people to buy local rice for 20k while the foreign one is just 22k, it is not possible considering some of the local rice are not that ok.
