When you generate revenue as a tier of government, you should not take that money for yourself alone should be the rule and it applies to.the federal, state and local governments alike.
The Oil money belongs constitutionally to the federal government along with customs and excise duties together with corporate taxes.

The states own the main money in the country which is PAYE. Pay as you earn income tax but only Lagos state is trying by taking a small fraction of Lagos PAYE.

All tiers of government have income and what to do with that income should be decided by their lawmakers if not stated clearly in the constitution.
Lagos state for instance is not likely to be affected in any way by the supreme court ruling because they probably already give more to their local governments than they got for them from the federal government. What is missing in Lagos is the state paying a percentage of their revenue to the federal government and only a new constitution can correct that.

If a local government generates money from tenement rates, produce tax, bill boards and sign posts, television and radio licenses as they are allowed by the constitution, nobody can take the money from them.
