Kwara State Governor, AbdulRahman AbdulRazaq, has attacked past governments for failing to access N5.3 billion Universal Basic Education Commission (UBEC) fund to improve education, Igbere TV reports. Mr AbdulRazaq said this in a statement on Friday by his spokesman, Rafiu Ajakaye. He said the government had a total of N5,385,619,303.68 at the UBEC not accessed since 2014. The spokesman said the governor got to know of the fund not accessed when he visited UBEC on Thursday in Abuja. AbdulRazaq said UBEC would blacklist the state, alleging that the immediate past administration mismanaged N1.5 billion grant meant to upgrade schools in Kwara in 2013. Mr Ajakaye said UBEC officials told AbdulRazaq that N1.5 billion was allotted to the state in 2013 with a request for the state to pay another N1.5 billion as counterpart funding. “The officials said the government was later discovered to have borrowed the N1.5 billion from a bank with which it immediately accessed the UBEC fund. “Upon receipt of the UBEC’s N1.5 billion, Kwara returned the N1.5 billion it had borrowed from the bank and then diverted the UBEC’s N1.5 billion without investing it in educational infrastructure as required by the law,” he said. Ajakaye said Kwara later refunded N1.050 billion leaving an outstanding of N450 million which the Abdulfatah Ahmed’s administration never paid to UBEC. In 2014, UBEC allocated N952.2 million to Kwara, 876.7 billion in 2015, in 2016 Kwara was to access N1.04 billion, N1.3 billion in 2017 and N1.5 billion in 2018. Ajakaye, however, said AbdulRazaq has promised to pay the N450 million to enable the state to access the funds to develop its schools. Igbere TV reports that Mr. Bello, who made the promise on Thursday in Lokoja during a stakeholders meeting of the All Progressives Congress ( APC), also appealed to the people of the state not to lose hope in his administration. According to him, the recent reconciliation of the two factions of the party in the state is also a pointer to a better tomorrow for the state. Bello said his outstanding achievement was in the area of security where he said he was able to banish armed robbery, kidnapping and thuggery from the state. “I confronted these ugly incidents headlong, and today the story has changed. ”We were able to institute infrastructure and integration of people into the administration that has been operating without sentiment. He called on party members to remain committed and dedicated to its ideals, saying that this was the only way for it to emerge victorious in the coming governorship election. Igbere TV learnt that two serving governors and a former governor attended the meeting where party members reiterated their preference for indirect primary to pick a candidate for the Nov. 16 governorship polls. The two serving governors in attendance were Alhaji Bagudu Atiku of Kebbi state and Alhaji Mala Bunni of Yobe State. The immediate past governor of Bauchi State, Alhaji Mohammed Abubakar, was also present. Speaking in behalf of the visitors, Bagudu, who is also the Chairman of APC governors forum, commended members for their efforts which made President Muhammadu Buhari to win the presidential election in the state by a wide margin. He urged them to sustain their passion and love for the party, saying that they should ensure the victory of the party’s candidate in the Nov. 16 governorship election holding in the state. ” Gov. Yahaya Bello is a dynamic leader that the party is ever proud of. “He remains a gift of Providence that should be supported all the time ,” Bagudu said. The APC state Chairman, Alhaji Abdullai Bello, said that the party performed a rare feat in the last general elections when it won all the 25 seats in the state assembly. According to him, the party also won seven out of the nine House of Representatives positions and two out of the three senatorial seats available in the state. He commended members for making this possible, but warned against being carried away by the euphoria, as Bello must be returned for a second term in office to complete the good works he started in 2016. A former factional Chairman of the party, Mr Haddi Ametuo, said that the division in the party had been amicably resolved by Gov. Bello. According to him, the party is now one under the leadership of Abdulahi Bello as the state Chairman. He called on other aggrieved members to embrace the new development. An unidentified Nigerian man has died in a Japanese immigration detention centre, an official who did not want to be named said on Thursday, Igbere TV reports. His death brings to an end a hunger strike an activist group, RINK, said was intended to protest against his over three years detention. Igbere TV learnt that the man, in his 40s, died on Monday in the southern city of Nagasaki after he lost consciousness and was taken to hospital. Foreigners being held in Japan have recently resorted to hunger strikes to protest their lengthy detention. About 27 foreigners are said to be on hunger strike at a detention centre in Ushiku, northeast of Tokyo. The Nigerian’s death was the 15th since 2006 as critics decry poor medical facilities and emergency response in the detention centres. An official at the national immigration agency said authorities are providing medical care and trying to persuade those on hunger strike to eat. As recently as June 2018, Japan held about 1,500 detainees, nearly half of them for over six months. Some 604 were asylum seekers whose applications were rejected, while the rest were held for various immigration infractions such as overstaying visas. Rivers State Governor, Nyesom Wike, says his administration would no longer grant amnesty to cultists who surrender their arms because they return to crime after amnesty is granted. Mr Wike said this on Tuesday when he received Ekpeye traditional rulers from Ahoada East and Ahoada West Local Government Areas of the state at the Government House, Port Harcourt. The monarchs visited the governor to submit arms retrieved from repentant criminals in the area after a local amnesty programme. “We granted amnesty in the past and some boys went back to crime. For now, we are doing what is called, ‘bending over’. If they renege, the law will take its course. When the court binds you over, it will be difficult for you to renege,” Wike said. He also said that the government would not permit the proliferation of vigilante groups, saying that youths interested in helping to build the state’s security architecture should join the State Neighbourhood Safety Corps Agency. “I am being very careful about vigilante groups in all the local government areas because of what OSPAC is doing. They are now going beyond their boundaries. “We will reintegrate OSPAC into the State Neighbourhood Safety Corps Agency. Anyone who wants to support the security structure should join the State Neighbourhood Safety Corps Agency. We will not approve local vigilante for different local government areas,” Wike said. Immediate past governor of Zamfara State, Abdulaziz Yari, has denied leaving the state in debt, Igbere TV reports. Yari said this on Wednesday through his spokesman, Ibrahim Dosara, at a news conference organised at the All Progressives Congress (APC) state secretariat in Gusau, capital of Zamfara. The former governor was reacting to an allegation by his former deputy, Ibrahim Wakkala, who said Yari left the state in debt of over N251 billion. “l want to make it categorically clear that the immediate past governor, His Excellency, Hon. Abdulaziz Yari Abubakar, left no debt on the state when he handed over the leadership of the state to the government of Alhaji Bello Matawalle. “The press briefing by the immediate past deputy-governor, Alhaji Ibrahim Wakkala, saying that Yari administration left a debt of over N251 billion, was misleading, misrepresentation and a calculated attempt to smear the good image of the former governor. “We wonder why the committee failed to inform the world that Yari left them N7 billion as takeoff or that the former governor had constructed hundreds of kilometre roads cutting across all the 14 local government areas of the state as well as provision of other dividends of democracy,” Mr Dosara said. He said that the former deputy governor should have informed the world that he was the chairman of the finance and general purpose committee charged with the responsibility of contract awards. He also said: “On the stoppage in the payment of gratuity from the approved sum of N2 billion, it was the deputy-governor that truncated it because the money was being drawn from the payment of fertiliser by farmers and currently many of our farmers have been denied the commodity because of Alhaji Ibrahim Wakkala’s action.” Source; http://igberetvnews.com/799114/just-in-former-gov-yari-reacts-to-allegation-of-leaving-zamfara-in-debt/ Lalasticlala Mynd44 Dominique

The Acting Chief Justice of Nigeria, Justice Tanko Muhammad, has said President Buhari, as the appointor of the Chief Justice of Nigeria, has the power to remove or suspend any person occupying the office, Igbere TV reports. Muhammad stated this in defence of Buhari’s suspension of the embattled CJN, Justice Walter Onnoghen, on January 25, 2019, and his immediate appointment by the President as the Acting CJN, Igbere TV reports. This is contained in a counter-affidavit which he filed to oppose a suit seeking to stop him from being appointed as substantive CJN. The suit was filed before the Federal High Court in Abuja by Malcom Omirhobo Foundation, through its lawyer and promoter, Chief Malcom Omirhobo. It prayed for, among others, a declaration that Justice Muhammad “is not a proper and fit person to be recommended by the 2nd defendant (the Federal Judicial Service Commission) to the 1st defendant (the NJC) and by the 1st defendant to the 5th defendant (Buhari) for appointment to the Office of the CJN.” This, the plaintiff said, was because Muhammad in accepting to be sworn in as the Acting CJN, “conducted himself in a manner that cast doubt of confidence in his integrity and impartiality of the judiciary and having made himself a tool used in the violation of the Constitution of Nigeria.” The seven defendants to the suit are the National Judicial Council, the Federal Judicial Service Commission, Justice Muhammad, the Federal Government, Buhari, the Attorney-General of the Federation and the Senate. In his response contained in the counter-affidavit filed on his behalf by the law firm of Lateef Fagbemi (SAN), Muhammad maintained that Buhari, acting on an ex parte order of the Code of Conduct Tribunal, rightly suspended Onnoghen. The counter-affidavit was deposed to by Sadiq Ahmad, a lawyer in Fagbemi’s law firm, who also stated that he with “the 3rd defendant (Muhammad) carefully studied the plaintiff’s application for interlocutory injunction.” He also said he did not commit any wrong by submitting himself to be sworn in in acting capacity following the order of the CCT and the vacuum left behind by Onnoghen’s suspension. He recalled that Onnoghen had subsequently, after his suspension by the President, resigned from office. On April 18, 2019, the CCT convicted Justice Onnoghen on charges of false and non-declaration of assets, and as punishment, ordered his removal from office, barred him from holding public office for a period of 10 years and ordered the forfeiture of the proceeds of the bank accounts he was said to have failed to declare. Muhammad stated that apart from the constitutional procedure for the removal of a person from the office of the CJN based on age or retirement or by an address supported by two-thirds majority of the Senate, “any public officer found guilty of the breach or violation of code of conduct can be ordered to vacate the office he is holding as the consequence of the breach or violation of the code of conduct.” He added that the President also had the power to remove or suspend any occupant of the office of the CJN. “I also know as a fact that the 5th defendant has the power to remove or suspend any person occupying the office of the Chief Justice of Nigeria being the appointing authority,” the affidavit read in part. Justifying Onnoghen’s suspension by Buhari, the counter-affidavit stated, “That I also know as a fact that as at January 25, 2019 the order of the Code of Conduct Tribunal also directed the 5th defendant to swear in the most senior Justice of the Supreme Court as the Acting Chief Justice of Nigeria. “That it was pursuant to the said order of the Code of Conduct Tribunal that the 5th defendant appointed the 3rd defendant as the Acting Chief Justice of Nigeria. “That in the circumstance, I know as a fact there was no need for a recommendation of the 2nd defendant (FJSC) to the 1st defendant (NJC) or of the 1st defendant to the 5th defendant (Buhari) before the erstwhile Chief Justice of Nigeria could be suspended from office. “There was also no need for the 5th defendant to approach the 7th defendant for support by majority of two-third votes, before the erstwhile Chief Justice of Nigeria could be suspended from office.” Source; http://igberetvnews.com/753789/just-in-president-buhari-has-the-power-to-remove-suspend-cjn-acting-cjn-muhammad-says/ Lalasticlala Mynd44 Dominique

The Online Media Practitioners Association of Nigeria (OMPAN) has condemned the new guidelines by National Assembly to accredit media practitioners to cover legislative proceedings. The body in a statement signed by Ismaila Yahaya Kana, the National PRO OMPAN describe the new policy as obnoxious, arrogant and an insensitive attempt at muzzling the media. OMPAN therefore urged the National Assembly to resist the temptation such as this to save itself from unnecessary scandal, even as the eighth NASS comes to an end. Read full release below Press Release “In spite of the recent cold feet developed by the National Assembly (NASS) after receiving guarded criticism from well meaning Nigerians in the wake of it’s audacious attempt to restrict media access to legislative proceedings, the Online Media Practitioners Association of Nigeria (OMPAN) still finds it necessary to register its disappointment at the NASS for even considering the long list of conditions it reeled out as prerequisites for granting media access to media practitioners seeking to cover its proceedings. “This treatise, which can only be compared to the kind of list that a father who is not keen on giving his daughter to a particular suitor gives to his prospective in-laws to scare them away, is a very cheap attempt at favouring a few media houses for reasons best known only to NASS. “This is why OMPAN wishes to join other well meaning Nigerians to condemn the now rescinded guidelines as obnoxious, arrogant and an insensitive attempt at muzzling the media. If it has been allowed to stand, OMPAN has no doubt that only media houses belonging to our honourables and Distinguished senators or their friends will secure this elusive access in secret seeing that secrecy has become the shroud that veils the activities of NASS. “In case our legislators are not aware, Media freedom like fundamental Human right is perhaps one of the most important laws that a democratic constitution must contain to pass the lens of scrutiny. This is why the media is referred to as the fourth estate of the realm in a democracy. And that is the reason why the draconian ploy that sought to take that freedom away was both bizarre and shocking considering it was attempted by the very institution saddled with with the responsibility of making Media friendly laws to serve in the first instance as the panacea for good governance, and in other instances to improve the quality of legislation in the Green and Hallowed chambers. “It is in light of the foregoing, that OMPAN wishes to congratulate Nigerians for standing together to force the leadership of NASS to roll back that red tape and maintaining status quo. Going forward, OMPAN believes it will be in the best interest of NASS to resist temptations such as this that will do nothing but mire it in unnecessary scandal, especially at this dying days of the current legislative tenure in which they have not particularly wrapped themselves in good graces. Michael Offorndu, a student of UNN and a friend of the deceased Chukwuebuka Akachi has taken to Facebook to recount how his friend, Akachi, slipped in depression, stopped going to church and before he decided to end his life,Igbere Tv reports. Recall that on Tuesday, May 14, Igbere Tv brought to you the report of a young Nigerian man and a student of the University of Nigeria Nsukka (UNN) identified as Chukwuebuka Akachi that committed suicide as a result of depression. According to Michael, Akachi in his first year of being a student in UNN always look sad and broken, stopped going to church and also drank a bottle of kerosene. Read what Michael wrote below; "From his room mate, SAD STORY I can remember 2015 when we got admission. This guy was my roomate. First of all he stopped going to church, always sad and heartbroken. I didn't know it was driving to something else. In first year he drank an eva bottle of kerosene a certain night and slept with us hoping that he would be dead the next morning just to woke up in the morning and started asking us stupid questions like if we are still on earth, I can remember the response he got from one of our roomies 'are you mad , is something wrong with you'. Now after four years he became my roomate again but this time around he had become an OBSTINATE ATHEIST. I don't know what he passed through all these years before becoming to my greatest surprise an ATHEIST. I realised he had read a lot that are not neccessary, easily irritated, interiorly sad but with a smily face to hide what he had in mind. Just last night before today, I was preparing for my exams, he spent almost all his night walking around outside our hostel and banging our door to and fro. I didn't know that was when it was knocking. I think that was the last time I saw him and I didn't dare to ask him any question because I know how he behaves, I was thinking its his usual loneliness and trying to fight it off by walking around but I forgot one thing,' it was dark and it was night and no one was outside'. I BELIEVE THAT WAS THE TIME HE MADE UP HIS MIND ONCE AND FOR ALL. He kept on telling us strange words that we won't see him very soon but we waved it off. I just came back from my exams and heard that he committed suicide. What a pity FORGIVE ME EMMANUEL I DIDN'T SEE THAT COMING" Source; http://igberetvnews.com/664630/so-sad-minutes-before-suicide-akachis-unn-roommate-narrates-how-it-ended/ Lalasticlala Mynd44 Dominique

Ms. Deborah Ighiwiyisi Agbonayinma, the daughter of Mr Ehionzuwa Johnson Agbonayinma, lawmaker representing Egor/Ikpoba-Okha Federal Constituency in the House of Representatives, has been sacked after her credentials were found to be fake, Igbere TV can report. Findings by Igbere TV showed that Agbonayinma is the Chairman of Pension Ad Hoc Committee in the Lower Legislative Chamber. Ms Deborah has been working with the National Pension Commission (PenCom) with her fake foreign and local university degree certificates. She was sacked about four weeks ago after working at the commission for three years. Investigation by Igbere TV further revealed that Deborah had worked in other government agency with the fake certificates before joining PenCom. The Commission confirmed that she was sacked on February 27. Ms Deborah's curriculum vitae with which she was employed in PenCom, stated that she obtained a B.Sc degree in Accountancy from Irish University Business School, London, in 2012. A Verification Committee set up by PenCom, however, found that no such university existed as a valid UK degree-awarding institution. Having learnt that her foreign degree was fake, Ms Deborah brought another degree in Accountancy to the Commission as a replacement. Findings, however, showed that the degree she claimed to have bagged from Olabisi Onabanjo University (OOU), Ogun State, was also fake. Further investigation showed that the OOU degree was not listed as part of her academic qualifications in the original curriculum vitae submitted to PenCom, when she was employed. Reacting, the Olabisi Olabanjo University in a letter dated February 6, 2019 and signed by the University’s Principal Assistant Registrar in charge of Exams and Records, Mrs O. L. Kaka, told PenCom that Ms Deborah's academic records and transcripts were fake. Her CV showed she was mobilised for the National Youth Service Corps (NYSC) from 2014 to 2015, but details are still sketchy as to whether the certificate she presented to the NYSC for the mobilisation is fake or not. PenCom in a statement said: ’’We confirmed through the UK government’s site that the university is not recognised.” SOURCE: http://igberetvnews.com/606876/just-in-edo-lawmakers-daughter-in-fake-certificate-scandal/ Cc: Lalasticlala, Mynd44, OAM4J

The All Progressives Grand Alliance (APGA) says denying the South-East region right to produce the Deputy Senate President of the incoming ninth National Assembly, is an outright violation of the Nigerian Constitution anchored on equity and justice. The party, therefore, insisted that the leadership of the ruling All Progressives Congress (APC) must zone the Senate number two position to the South-East geopolitical zone. Uchenna Okogubo, Deputy National Chairman of APGA, made the assertions while speaking with journalists on Wednesday. He berated the Adams Oshiomhole-led APC for embarking on a mission to forcefully impose a Senate President on the members of the national Assembly. He also condemned the APC zoning formula, which according to him, does not augur well for the nation’s democracy. Okogubo maintained that the decision of the ruling party on the leadership tussle in the National Assembly was an outright violation of the principles of federal character anchored on equity and justice. “The system the APC-led government is adopting in trying to choose the leadership of the National Assembly both in the 8th Assembly to the incoming 9th assembly, I viewed it as undemocratic. The APC in their choice of leadership always would want to impose, they would want to look at who does what, Who is who in the party. Not actually considering the intellectual ability and what a particular senator in the house can offer to Nigeria. “I think, that is one problem the APC is having. They don’t consider intellectual ability, they consider who you are or who is bring you. And that is not good for Nigerians,” he said. Okogubo reiterated his support for Dr Orji Uzor Kalu, Senator-elect of Abia North district, while calling on the APC to zone the Deputy Senate President position to the South-East. “I listened to Orji Uzor Kalu’s comment, that is how it should be. They are indirectly trying to show because, you are not part of APC or you are not part of the formation of APC. Because of that, we give whatever we like. That is very undemocratic, and that will not help us in Nigeria. “The seventh Assembly of the PDP was better than what we are seeing now. The way I look at the APC tussle, when it comes to sharing of positions, I look at it as group of people that are not ready for this nation. Everybody is interested in what goes into his pocket and what goes into his community and what goes into his family. There is no liberal mindedness in their choice of leadership. “There is no pure Nigeria interest in what they are doing. The APC chairman is wielding a lot of influence, even when he should be able to discuss issues and come up with a consensus. He sound so authoritative, as if the party is a labour movement. He should know that he is the chairman of a ruling party. That ruling party (APC) is ruling Nigeria. It is not ruling Oshiomhole, Tinubu, is ruling entire country. “I totally in support zoning Deputy Senate President to South East. Because, we don’t have so many Igbo in the national assembly. I encourage and hope they will do that,” Okogubo added. Africa's richest man, Alhaji Aliko Dangote has berated Northern governors for “doing little” to end poverty in the region, Igbere TV can report. Igbere TV reports that Alhaji Dangote is the Chairman of Dangote Group of Companies, Nigeria's multinational industrial conglomerate. It is the largest conglomerate in West Africa and one of the largest on the African continent. The group employs more than 30,000 people, generating revenue in excess of US$4.1 billion in 2017. Speaking at the 4th edition of Kaduna Investment Summit on Wednesday in Kaduna, the billionaire said Northern Nigeria will continue to remain poor except states governments collaborated with the private sector to create investments and close development gaps in the region. He said that more than 60 per cent of the population lives in extreme poverty, which according to him, is very alarming. Dangote, who revealed that the 19 Northern states which accounts for over 54 per cent of Nigeria’s population and 70 per cent of its landmass, collectively generated only 21 per cent of the total subnational IGR in the year 2017, maintained that the region will continue to fall behind if the states governments do not move to close the development gap. His words: “Nigeria is ranked at 157th out of 189 countries on the human development index. While the overall socio-economic condition in the country is a cause for concern, the regional disparities are in fact very alarming. “In the North Western and North Eastern parts of Nigeria, more than 60 per cent of the population lives in extreme poverty. “It is instructive to know that the 19 Northern states which accounts for over 54 per cent of Nigeria’s population and 70 per cent of its landmass, collectively generate, only 21 per cent of the total subnational IGR in the year 2017. “Northern Nigeria will continue to fall behind if the respective states governments do not move to close the development gap. “And that is why we are always saying the biggest challenge that we have and what we have been praying for is to have 10 governors like Mallam Nasir El-Rufai to move the northern Nigeria forward. “Closing the gap requires multi years investment and government will not be able to raise the require capital funding, only the private sector can raise the capital to fund the level of investment that this country needs. “Therefore, government must create the conducive environment that will trigger a huge inflow of private capital into attractive sectors of the economy." The Taraba State University chapter of the Academic Staff Union of Universities, ASUU, on Wednesday resumed indefinite industrial action to press home its demands. Igbere TV recalls that the union had embarked on a strike in 2018 but suspended it when the Taraba government promised to meet its demands, which included the payment of earned academic allowances from 2014 till date. The demand also included the provision of required infrastructure to enhance teaching and learning in the university. However, findings by Igbere TV revealed that the Taraba State Government is yet to fulfill its promise. In a statement made available to Igbere TV on Wednesday by Samuel Shikaa, the Taraba Varsity ASUU Chairman, he said that the lecturers would remain at home until their demands are met. Atando Agbu, the local ASUU Secretary, also disclosed to Igbere TV that the statement was issued shortly after the Emergency Executive Council Meeting of ASUU with National Officials in Jalingo, the Taraba state capital. Agbu said that the law establishing the university, which specified adequate funding for the institution, had been abandoned by the state government. “Law no 4 of 2008 specified that five per cent of the state allocation, five per cent of the Local Government allocation and two per cent of all contracts will be used in funding the university, but all of these have been neglected. “If you go round the university, you will discover that a part from the library and senate building which are still under construction, every other buildings you will see are constructed and furnished by the Tertiary Education Trust Fund. “If you refer to this university as TET Fund University, you will not be wrong because the few infrastructures here are provided by the fund,” added.
