Right, so you need to take their suggestions and take a look also at the commonwealth scholarship opportunity I posted here. If your coursemis engineering-based and you can justify how it will fit the oil and gas industry, then you should look at PTDF Nigeria. They should be making calls for applications anytime now.
Stay tuned to this thread as something might just come up...all the best.

Quota Scholarship Scheme for Developing Countries:

The goal of the Norwegian government quota scholarships scheme is to give students from developing countries relevant education that would benefit their home countries when they return after graduation.

The programme also contributes to strengthen Norwegian institutions of higher education's participation in global knowledge cooperation.

The overall objective of the Quota Scheme is to promote the internationalisation of higher education.

Each year universities and university colleges in Norway are allocated a certain number of quota students.

Most of the universities and university colleges in Norway offer courses and educational programmes in English.

The scheme normally includes supports courses at Master’s and PhD level in addition to certain professional/Bachelor’s degrees.

Scholarships

The Norwegian State Educational Loan Fund (Statens Lånekasse) is responsible for managing the financial support provided for the Quota students.

Each student receives the same amount of money as a Norwegian student would do in an equivalent educational programme.

About 30 per cent of the amount is given as a grant and 70 per cent as a loan. However, the loan portion is waived when the student returns to his/her home country after completing the course of study.

Normally, the financial support will not not exceed a time span of four years for one definite study plan, or a combination of two programmes.

Travelling Expenses & Additional Funding

Travelling expenses for entry into Norway can be reimbursed.

Students can apply for one annual home visit if the educational programme lasts more than one year, as well as financial support for travelling expenses for field work during the course of study.

When the student returns home within 3 months after finishing the course, the cost of travelling home is covered by the Norwegian State Educational Loan Fund.

Scholarships:
Sir Lobell, may God bless you abundantly for this selfless service.
I just graduated and would be going for NYSC this May. Please, when exactly is the right time for me to start applying for masters scholarships?
I'm also confused as to whether I should write the TOEFL or GRE. I would be glad if you could clarify me on these issues.
God bless you, sir.
Ok. Sorry about getting back to you late...Firstly, Congratulations on your successful graduation. This is the best time to start talking to potential supervisors about accepting you into their research groups like I mentioned here https://www.nairaland.com/2139721/easiest-way-secure-post-graduate. This is because some scholarship programs will require that you already have secured admissions as part of your application documents.
Secondly, the more applications you can get out the better because you never know which will work out in your favour.
Thirdly, the choice of TOEFL or GRE depends on several factors which I think I have enumerated in my parent post. GRE is strictly for the United States which is required by almost all their graduate schools while TOEFL, though designed for the US, is compulsory simply because English is not your mother tongue and can also be used in place of IELTS in the UK.
I wish you all the very best in your endeavour!

PhD Scholarship Positions for Developing Countries: ICDD is an interdisciplinary and international scientific network of excellence with the head office located at the University of Kassel, Germany and partner universities in Latin America, Africa and Asia.

ICDD is funded under the programme “exceed - Higher Education Excellence in Development Co-operation” launched by the German Federal Ministry for Economic Cooperation and Development (BMZ) through the German Academic Exchange Service (DAAD).

Under its Graduate School of Socio-Ecological Research for Development, ICDD invites applications for 20 PhD scholarship positions for students from DAC countries at the following internationally renowned universities:

8 at the University of Kassel, Germany in the fields of political and agricultural science,
2 at the Tata Institute of Social Science (TISS), India in the field of sociology,
2 at the Universidade Estaduale de Campinas (Unicamp), Brazil in the field of economics,
2 at the University of Witwatersrand (Wits), South Africa in the field of sociology,
2 at the University of Agriculture Faisalabad (UAF), Pakistan in agricultural science,
2 at the Universidad Autónoma de Yucatan (UADY), Mexico in agricultural science, and
2 at Egerton University (EGU), Kenya in agricultural science.

Background

ICDD's objective is to create and transfer knowledge on how to create and improve work and income opportunities in rural and urban regions of developing countries in light of globalization, climate change and urbanization.

ICDD encompasses various disciplines such as agricultural science, political science, sociology, economics, and has a network of partner universities in Asia, Africa and Latin America.

ICDD closely co-operates with International Labour Organisation and NGOs.

One of ICDD's core structures for the inter-disciplinary generation of knowledge is the Graduate School of Socio-Ecological Research for Development.

PhD projects within this school may be rooted in either the natural or social sciences and should be focused on actor and problem oriented research on sustainable human-environmental relationships and decent livelihoods.

ICDD promotes three research clusters as a common framework for the design of prospective PhD projects:

Sustainable Value Creation for Decent Work. This cluster focuses on strategies to increase value creation by developing technologies for more efficient and sustainable use of resources and by improving human skills, preferably along agricultural commodity chains.

PhD applicants should be interested in analysing spatially and sectorally detailed urban-rural linkages to address the mobility of people, goods, services, money transfers, information, and associated flows of nutrients, energy and water.
Instruments for Promoting Decent WorkThis cluster focuses on the effectiveness of existing instruments in enforcing minimum standards for labour as formulated by the International Labour Organization (ILO) such as public procurement, supply chain governance, and national minimum wages.

PhD applicants should be interested in analysing such instruments and their effective implementation in different state contexts. A special focus should be directed towards their impact on or relevance for informal labour relations and particularly on the working conditions and lives of temporary labour migrants.
Strategies of Empowerment for Decent Work. This cluster focuses on the advocacy of good working conditions within economic and political decision-making processes against the background of eroding capacities of workers to engage in collective action due to the growing informal nature of work.

Thereby special Attention is directed towards particularly vulnerable groups, such as domestic workers.

PhD applicants should be interested in exploring possible sources and forms of organisations to foster empowerment strategies within informal labour relations.

Scholarships

PhD students of the Graduate School will be based either at the University of Kassel or at one of ICDD's international partner universities (see above), and will be enrolled in the respective university's PhD training programmes.

Please indicate in your application at which university you wish to be located.

A joint international workshop programme on subjects of the ICDD, research methods, the linkage between theory and empirical research and for the presentation of the prospective PhD projects will take place every year within the Graduate School.

Scholarships will be awarded for four years under the precondition of a successful extension after one year.

The scholarships will cover a country-specific monthly allowance according to DAAD (German Academic Exchange Service) standards.

All scholarships will include travel expenses for south-north and south-south mobility if necessary and funding for field research and the participation in Graduate School and ICDD activities.

EducationThe Easiest Way To Secure Post Graduate Admissions Abroad by lobell(op):
So, like I promised here https://www.nairaland.com/2087594/international-postgraduate-scholarships I would be providing what in my opinion is the best way to secure admissions for postgraduate study abroad.

By far the simplest way is if you have a friend that has worked with a professor abroad recommend you to his boss. You will notice research groups abroad have a certain bias for certain races, the students are mostly always above 70% from a certain country or continent or geographical location. So, if you have the connection, use it.

If on the other hand you don't know anybody then you will find the following pointers very useful.

How best to go about gaining admissions

First you need to research schools that offer the PG programme you want to pursue. Don't restrict yourself to popular universities which are highly sought after and more competitive. You can start by looking at the continent you will like to study in, the Americas (USA), the UK, ASIA, AUSTRALIA, SOUTH AFRICA (or other African universities), and SOUTH AMERICA. Your choice of location determines what kind of preparation you need to make. For instance, if you want to go to the US, you MUST take TOEFL and GRE/GMAT to stand any chance of being considered at all whereas to go to a UK school you only need - though not always - a good IELTS/TOEFL score.

Getting a good enough score in these tests depends on your level of preparation especially for the GRE/GMAT, and the more time you have to prepare the better equipped you are to get good scores.

Next you need to look at the different research groups in your prospective department. Look at profiles of their professors and see the type of research they engage in, study their publications and see if they're up your alley and if you will feel comfortable studying those kinds of stuff. Don't feel intimidated by the 'grandiosness' of the titles/abstracts of their papers...I tell you there not so complicated...they're in actual fact very easy to get a handle on if you are a studious and dedicated type.

After narrowing down your choices (always keep your choices open and as many as possible, because you never know who will pick interest in you), get their contacts and do them an email.

Your email should let him/her know how you got her/his contacts, introduce yourself and your background (school attended, class of degree, what kind of work you've done, as per your final year project or any other projects). This should be closely followed by accolades for the potential supervisor with respect to his/her research generally or a paper you were particularly interested in. Then why you want to join his/her team and what drives/motivates you for postgraduate study.

Needless to say, this is your chance for a first impression which is probably the only chance you're ever going to get to impress or depress. You written English should be clear and not long-winded. Proper punctuation, tenses and language structure should be observed, they pick up on these things. Attach your CV and/or transcripts and mention in the body of the email that she/he should kindly look at them. Indicate your willingness to discuss further should she/he need clarification.

Keep your fingers crossed and wait for a regret mail (hopefully not), a mail for clarification, a positive mail or even nothing at all (so many of them just ignore certain mail or it gets into the spam folder)...whatever the case, don't give up, keep trying until you break through.

If you do succeed, strive to make a reasonably good impression on your potential supervisor (for God, your country and for posterity - you might be the link someone will depend on in the future). You'll have to be hardworking and 'smartworking' and may God bless your hustle.

Cheerios!

Questions are welcome and I'll do my utmost to do justice. I'll update this if I remember anything I missed out.

Masters Scholarships: The Swedish Institute, a government agency, administers over 500 masters scholarships for students and researchers going to Sweden to pursue their objectives at a Swedish university each year.

There are several different kinds of SI scholarship available.

Graduate Scholarship Study Period

The master’s level programmes are between one and two academic years in duration. They usually start at the end of August or early September.

Graduate Scholarship Language

You need to have a good knowledge of English. All approved master’s level programmes are taught in English.

Masters Scholarships Benefits

Currently, a scholarship pays SEK 8,000 per month, and travel costs to and from Sweden. These scholarships are designed to cover living expenses for one person only.

Tuition for the eligible programmes is free. Scholarship holders are insured by the Swedish Institute against illness and accidents in Sweden during the scholarship period.

Graduate Scholarships: How to Apply for the Masters Scholarships

You can apply for this scholarship when you apply for admission to one of the approved master's programmes at a Swedish university.

There is no application form for this scholarship. Do not send any master's scholarship requests or applications to the Swedish Institute.

Instead, you apply directly to the University for the Masters Programme and at the same time, inform them that you would like to be considered for this scholarship.

Some universities let you indicate this on their admission application forms.

In other cases, you will need to attach a letter to your admission application spelling out your request for this scholarship explicitly.

You also need to attach a letter from your employer confirming that you are able to take a leave of absence for the duration of your studies, and that you will be able to return to your position when you have finished studying.

If you cannot provide such a letter, please provide proof of employment of at least five years in a relevant field.

Send your completed application for admission to the programme – including a request for this scholarship and the letter regarding your employment situation – to the university you would like to study at. They will process your scholarship request.

The application deadline for this scholarship is the same as the application deadline for the master's programme you would like to apply to.

Graduate Scholarship Travel Grants

Scholarship holders from ODA-countries may receive a travel support in connection with the scholarship.

The travel grant is a lump sum, given only once, regardless of the cost of travel.

Sweden Master Scholarship Cover

The scholarships covers travel costs to and fro, tuition fees, living expenses plus other expenses.
