A statement issued by the Special Adviser to the President on Media and Publicity, Femi Adesina, quoted him as disclosing this on Wednesday while addressing members of the Nigerian community in New Delhi, India. He assured that the recovery of stolen funds and the prosecution of persons who have been indicted for corrupt practices will also continue to be vigorously pursued. The ongoing recoveries and prosecutions of offenders, according to the President, will serve as deterrent to others who nurse the ambition of seeking public office solely for illegal personal gain. He told the gathering that his administration is fully aware of the devastating consequences of the illegal diversion of public resources meant for national development into private bank accounts, and was doing all within its powers to stop such diversions. According to him, “The anti-corruption campaign will be ongoing for many years. The World Health Organization (WHO) has revealed that Nigeria’s most patronized barbeque, Suya and Kilishi, can cause cancer. This came to light in WHO's anticipated report on the link between red meat and cancer. According to the report, which did not categorically mention Suya or Kilishi, stated that 50g of processed meat a day increases the chance of developing colorectal cancer by 18%. A BBC report on Monday, October 26, defined processed meat as meat that “has been modified to increase its shelf-life or alter its taste – such as by smoking, curing or adding salt or preservatives”. However, Suya is processed red meat, and when prepared, it is seasoned with salt, pepper and groundnut powder. Kilishi, on the other hand, is a drier version of suya. The WHO report also said high temperature cooking on a barbeque can create carcinogenic – cancerous chemicals. “For an individual, the risk of developing colorectal (bowel) cancer because of their consumption of processed meat remains small, but this risk increases with the amount of meat consumed,” Kurt Straif from the WHO said. According to estimation, 34,000 deaths from cancer every year could be down to diets high in processed meat. A professor from the Cancer Research UK and the University of Oxford, Tim Key, said; “This decision doesn’t mean you need to stop eating any red and processed meat, but if you eat lots of it you may want to think about cutting down.” The Meat Advisory Panel added: “Eating a bacon bap every once in a while isn’t going to do much harm – having a healthy diet is all about moderation. Avoiding red meat in the diet is not a protective strategy against cancer. Mental health experts have raised an alarm over increased cases of mental disorder in Nigeria and have called for adequate facilities and personnel to curb it. Mental disorder, also called mental illness, psychological disorder, or psychiatric disorder, is mental or behavioural pattern that causes either suffering or poor ability to function in ordinary life. The causes of mental disorder are often unclear but common causes include drug abuse, depression, dementia, schizophrenia, as well as stigma and discrimination. The mental health experts who expressed their views in separate interviews with the News Agency of Nigeria said about one in four Nigerians have one form of mental disorder or the other. Professor Oye Guruje, a psychiatrist with University of Ibadan, said government should give priority attention to the management of mental disorder because its burden outweighed that of HIV. He said “mental illness is one of the major contributors to disease burden globally; it is the sixth largest burden worldwide and this is much more burdensome than HIV. “In Nigeria, one out of seven persons will have serious mental illnesses, while one in four persons will have some form of mental disorder; and this is a conservative estimate,” he said. Mr. Guruje, who said that mental illnesses could be treated with the right care, noted that “every mental disorder has some form of treatment; but whether the person will fully recover depends on the type of illness. “For example, dementia has no effective treatment yet, while there are effective treatments for depression, including non-medication like psychological treatment.’’ He added that while there were no specific causes of some mental illnesses, some might be hereditary, while some could be due to stress or lifestyle. On his part, Oyewole Adeoye, the National Coordinator of Mental Health Awareness Foundation of Nigeria, said mental health policies should recognise and address issues that affect mental health. He said “there is increased incidences of mental illnesses in Nigeria and the society is yet to take full control of the fact. “Mental disorder is associated with societal vices, socio-economic pressures, emotional problems and political injustice like terrorism.” Mr. Adeoye said people with mental health problems should not become outcasts in the society, rather, they should be treated like any other form of disease and accorded respect and dignity. In Bauchi, stakeholders involved in the management of persons suffering from mental disorder have called for adequate funding to enable them to discharge their duties satisfactorily. Some of them said that most rehabilitation centres meant for drug abuse victims were dilapidated, with little or no facilities. They said such centres were supposed to be places where victims of drug abuse were kept off such drugs, counselled, cured, rehabilitated and reintegrated into the society “without stigmatisation.’’ They, however, added that funds provided for the feeding and medical care of inmates of such centres were grossly inadequate, stressing that youths formed substantial percentage of victims, cutting across both gender. Uche Iyke, the Deputy Commander in charge of Operations and Intelligence, National Drug Law Enforcement Agency (NDLEA), said that in the past, most addicts dealt in illicit drugs like Indian hemp but that they have now shifted to legitimate drugs like cough syrups and analgesics. He said the command had a rehabilitation centre which hosted drug addicts on the request of parents or relations of such addicts whose cases had not attained the level of madness. He added that the centre had introduced skills acquisition programme for inmates in carpentry, tailoring, plumbing, mechanics, electrical works and computer repairs. The deputy commander said the state government had provided trainers and placed them on monthly salary of N10,000, but added that for the past one year, the stipends had not been paid, making the trainers to withdraw their services. He stated that the training facilities provided many years ago were now dilapidated and needed to be replaced but there was no fund to do that. Mr. Iyke said that apart from the skills acquisition training facilities, even physical structures at the rehabilitation centre were in dire need of rehabilitation. Aliyu Adole, the Commander of National Drug Law Enforcement Agency (NDLEA) in Gombe State, said the Agency frequently received people with mental disorder who needed rehabilitation, adding, however, that the centre was ill-equipped and rendered only skeletal services “but we still receive the few we can accommodate.” He said most people with mental disorder nowadays were products of drug addiction, noting that the major challenge facing the Agency was that parents and relations often brought those affected very late. “In most cases, the addicts are brought to us after the situation had gone out of control and family members are threatened by the affected persons,” he said. Janys Maiyamba, the Director, Child Development, Gombe State Ministry of Women Affairs and Social Welfare, said the ministry had been taking care of people with mental disorder. He said “we do not allow them to roam the streets because they can be violent. We often liaise with security agents to get them arrested, thereafter, we treat them by giving First Aid and psycho-social support and then try to trace their relations.” A female relative to a someone suffering from mental disorder who pleaded not to be mentioned said some of her brothers had mental disorder. She said “we are victims of broken home; our mother left our father when we were very small and influence from peer groups made two of my brothers to become drug addicts. “As I am talking to you, the other one is on admission at Maiduguri Neuro Psychiatric Hospital.’’ Ona Ogulegwu, the Commander of NDLEA in Borno, also noted that drug abuse was a major cause of mental disorder in the state. He said “when you look around, you will see many lunatics roaming about the street without any care and that is because the state does not have a rehabilitation centre to keep such people. “Here in Borno NDLEA, we only have a counselling centre where drug peddlers are kept for some time. Can you imagine in the whole of Borno, we only have two psychiatric hospitals where such people are kept?. “As a matter of fact, it is only the Federal Neuropsychiatric hospital that is functioning, we are therefore urging government to establish more rehabilitation centres that can accommodate such persons.’’ Yahya Imam, the Director, National Orientation Agency (NOA) in Borno, lamented that the security challenges in the state were mainly responsible for the increase in number of people with mental disorder. He said NOA had been sensitising the people, especially youth on the dangers of illicit drugs, yet the number of persons involved kept increasing partly due to the insecurity situation and other reasons best known to the victims. The Executive Secretary, Jigawa State Rehabilitation Board, Ibrahim Rabakaya, said that apart from heredity, drug abuse among youths was a major cause of mental disorder in the state, adding that over 90 per cent of the addicts were males. He said that the Board had two rehabilitation centres in the state; one in Birniwa Local Government Area for females and another in Gumel Local Government Area for males. According to him, the Board also has a Psychiatric Hospital in Kazaure and that all the rehabilitation centres and the psychiatric hospital are being operated by the state government. Mr. Rabakaya said people with mental disorder were first treated at the hospital before being sent to one of the centres for rehabilitation. He identified the lack of psychiatric doctors to take care of the patients as a major challenge, adding, however, that lunatics were not allowed to roam the streets in the state. He said skill acquisition programmes had been introduced to help them learn trades immediately they started recovering from their predicament. Elsewhere in Adamawa, the office of the NDLEA also said drug abuse among youth was a major cause of mental disorder in the state. Yakubu Kibo, the Commander of the Agency in the state said about 90 per cent of mentally deranged persons roaming the streets were addicts of Indian hemp and psychotropic substances. He said “our records show that most of the mentally-ill persons in the state are young people who happen to be involved in abuse of illicit drugs. “The agency has only one ill-equipped rehabilitation centre in Yola, where inmates are counselled and rehabilitated.’’ Meanwhile, Danladi Yunusa, an officer with the Adamawa State Department of Social Welfare, said that due to the lack of funding, homes established across the state to take care of mentally sick persons had to be shut down. Mr. Yunusa confirmed that for the past eight years, no budget was allocated to the department to take care of mentally ill people in the state. Barclays Premier League leaders Manchester City will look to build on a formidable recent record against Manchester United when they visit Old Trafford this weekend, in a fixture that has seen a flurry of goals in recent seasons. This was as he noted in an interview with Vanguard that the exercise was the most transparent and thorough he has ever witnessed, adding that they were able to put an end to the abuse of the “take a bow” privilege. According to him, “Some Nigerians are hailing our actions, because this is, in a long while, the most transparent, thorough screening I have seen. We had instances where this ‘bow and go’ exercise was abused. But what we did now was that even if you were a member of the National Assembly, and you are nominated and because of the respect we have for our colleagues, you can bow and go, we felt you need to interact with us and that was exactly what we did on the floor.” While explaining that the screening exercise is a product of the nation’s Constitution, Ndume said, “And the constitutional requirements for every nominee are very clear. The Senate’s responsibility is to make sure that every nominee meets those requirements. So far, I don’t think there is any nominee cleared against the constitutional provisions. The constitutional provision is very simple. It states that every nominee must meet the same requirements for those who want to contest for the House of Representatives. And these are basically three. The first is the person must be 30 years old or above. “The person must be educated to the secondary school level or its equivalent. Three: The person must be sponsored or must be a member of a political party. Then there are other requirements that the person must be of sound mind, must not be an ex–convict, tax paying, and most of these people meet the requirements. “So, senators constitutionally qualify to be ministers. And section five of the Nigerian Constitution makes it clear. The Constitution did not require us to put them through aptitude test. The Senate has the privilege such that when somebody comes, you can say ‘bow and go.” Explaining why the take ‘bow and go’ privilege was extended to Lai Mohammed, the Senate Leader said, “I moved the motion that being the spokesman for our party, a qualified lawyer, a person of credible character, he should be given that respect to take a bow and go. Tragedy struck at Olorunfunmi Street in Oworo area of Lagos, on Thursday, following the murder of a 32- year-old man, Lawal Afolabi Kunbi, allegedly by a debtor, in a bid to evade repayment. https://www.vanguardngr.com/wp-content/uploads/2015/10/vic.jpg Late Lawal Afolabi Kunbi (left) and his mother Kunbi, a business administration student of Lagos State Polytechnic, Isolo, reportedly received a telephone call from a private security guard, identified simply as Aliu, who lives on same street with him, to come and collect N32,000 owed him. Sunday Vanguard gathered that the deceased, who owned a provision store, sold his motorcycle to Aliu, in order to raise money to pay his school fees, about a month ago. However , after receiving the call, Kunbi dashed out of his shop to Aliu’s apartment, adjacent to his shop, obviously optimistic he would pay his school fees after all. The unexpected But, unknown to Kunbi, who was said to be preparing for his wedding in December, Aliu allegedly had a sinister motive up their sleeves. The bridegroom to be simply disappeared, forcing members of his family to conduct a search for him through out Thursday night. The search party found the lifeless body of Kunbi around 9am on Friday behind Aliu’s compound, throwing the entire community into mourning. A source said the victim’s five fingers had been chopped off, while marks of violence were apparent all over his body. There also a rope tied round his neck, suggesting that he could have been strangled. The question on everyone’s lip was, who could have killed Kumbi? Suspects arrested Meanwhile, five suspects have been arrested by the police in connection with the incident. One of the suspects is Aliu. Early that Friday, Aliu was allegedly seen fetching water from Kunbi’s compound. The number of times he went to fetch water reportedly arouse the curiosity of residents, necessitating the brave ones to ask what he was doing with the unusual volume of water he was fetching. Not satisfied with his explanation, some of the residents, it was learnt, forced their way into his apartment,where they allegedly discovered, to their shock, blood stains all over the place. The suspect was said to have been using the water to clean up the blood stains in his apartment, apparently to cover up his track. Also, shattered louvres were reportedly seen all over the apartment. Consequently, the residents descended on Aliu. An eye witness told Sunday Vanguard: “When we searched through Kunbi’s telephone, which he left while he rushed to answer the call of death last night (Thursday), we discovered that the last caller was Aliu. When confronted at first, Aliu denied seeing him, insisting rather that a search team be raised to look for him. What gave him away was the blood stain that was trailed, right from where Kunbi’s body was dumped, to Aliu’s apartment. We also saw a white cloth stained with blood, on the floor and the key of Kunbi’s shop in Aliu’s apartment. When he discovered that the game was up, he pleaded that we should not kill him and disclosed that the plan to kill Kunbi was hatched by his friends”. We searched for victim – Landlady Owner of the building, where Kunbi resided, who also spoke to Sunday Vanguard anonymously, said ‘’I leased out one of my shops to Kunbi two years ago. He was a jolly good fellow and full of wisdom. That was why I always made out time to advise him about life. However, one thing about him was that he kept secrets. Perhaps if he had told one about this, we would have mediated on the payment. “That fateful night, I sent my daughter to go and lock the gate, only for her to come back to say Kunbi’s shop was still opened at that odd hour. I decided to come down myself to lock the gate and still met the shop opened. I was surprised because it was very much unlike him . He never kept late nights nor lived a frivolous life. I decided to go downstairs to lock the gate myself , with the intention that he would call when he returned. A boy told me he left the shop at about 8pm and, when I asked where he went to, he could not provide answer. I decided to call him on the phone, only to discover it was ringing right in his shop. Two hours later, I called the boy who said he saw Kunbi going out, to find out if he was back but he said no. At that moment, I knew something was wrong and informed my husband. To my shock, after my morning devotion, I went out only to see a crowd watching a lifeless body that was covered with nylon. On further enquiry, it was the body of Kunbi!”. Mob At about 1pm, that Friday, some policemen, from Alonge Oworo Division, arrived the scene with the suspects, who were taken to the apartment where the heinous crime was allegedly committed. All of a sudden, a crowd that had gathered descended on the suspects, to the amazement of the policemen, attempting to carry out a jungle justice. But the move was stopped by the firing of tear gas by the policemen.
