Inec is just being insensitive. Am yet to receive even a dime from Inec after working as an Adhoc staff in Enugu state. They only made payment to few people. Many weeks after the Election. It's unfair. This country is just a mess. The money have already been budgeted yet Inec can't pay their staff on time. May God help us in this country.

ABUJA — The gale of defections sweeping across political parties ahead of the 2019 general elections continued yesterday as Senator Ifeanyi Ararume and immediate past National Organising Secretary of All Progressives Congress, APC, Senator Osita Izunaso, dumped the party for All Progressive Grand Alliance, APGA.

The defection of both former senators from Imo State was perfected after the duo had a two-hour meeting with the national chairman of All Progressives Grand Alliance, APGA, Dr. Victor Oye, at the party’s national secretariat in Abuja.

The two politicians who are in a running battle with the Imo State governor, Owelle Rochas Okorocha, arrived at the party secretariat in Abuja to perfect their formal defection to APGA from APC.

Meanwhile, business mogul, Mr. Patrick Ifeanyi Ubah, who was at the party secretariat also yesterday today to pick his Anambra South senatorial form, said he will not step down for Mrs. Bianca Ojukwu. Mrs Ojukwu is also seeking the same party ticket.

He told newsmen that he was sure he will secure the ticket and represent his senatorial district.

Asked how he would cope combining his businesses with lawmaking, especially as he has not held any elective office before, Ubah said he had capable managers and that his experience was more needed by his people in the Senate.

volunteers (200,000 people) under the so hipped Npower work will become unemployed as their 2 years volunteer work will come to an end. Npower work is just a two years volunteer work and not a permanent job. Your administration should create a permanent job for Nigerians.

ABUJA: The Gov. Nasir El Rufai Committee on True Federalism has submitted its report to the National Working Committee of the ruling All Progressives Congress APC, calling for more devolution of powers to the states. Specifically, the committee urged that the police and prisons be moved from the exclusive to the concurrent list.
By this, state governments would be allowed to establish state police to handle certain crimes as well as state prisons. The committee equally recommended independent candidacy but with a caveat that individuals who intend to stand for elections must not have been a member of any political party at least six months to the elections in which they intend to contest. On local government autonomy, the committee said since “one size does not fit all”, the states should be allowed to legislate for local governments, including creating more councils.

SUBJECT: PAY UP ALL OUR STIPENDS

The above named group hereby write to demonstrate our deep concerns on the ongoing situation in the Npower scheme as designed by the Government of the Federal Republic of Nigeria, which gives clear picture of violation and indifference to the plight of volunteers in the Nigeria. The spirit and letter of the massive youth empowerment scheme has been thrown to the gutters and we are starting to lose hope in it altogether.
It is very important to note the antecedents of these voices. The rate and level of unemployment and poverty in Nigeria is well known to everyone. We were told to apply and put in for a nation changing and poverty alleviating scheme that will not only feed us but also develop our nation and we did. Most of us left our peanut paying jobs for this scheme while a large number of us had either been unemployed or underemployed for donkey years after graduating from the university.
Here we are five months after the commencement of what we had thought would put smiles on our faces and take us to the next level, but, instead of taking us out of poverty, the reverse is the case. We took the job so serious, did verification, got posted, went for trainings and lectures and resumed active duty but yet to be paid a dime. A large number of us had borrowed for transportation, feeding and upkeep with the hope that our stipends will be paid soonest, but to our surprise, days started running into months. We do not intend to down tools, but if pushed to the wall as it is the case now, we will not only down tools but also stage a peaceful protest all over the state and plans are in place to coordinate a national protest as we have discovered that this also affects other states of the federation, do not test the resolve of hangry men and women!
Furthermore, it is disheartening to note that in the entire country, more than 30% have not been paid till date, out of more than one hundred and ninety thousand volunteers. Instead of having a sense of belonging and being joyful to serve our fatherland, we have come to realize that we are not catered for. We really had so much hope in this administration and its plans for the teeming youth populace, but this has waned considerably in recent times.
Under these circumstances, we strongly denounce management policy of perpetual silence, ineffectiveness and maladministration, and demand you to:

Start the speedy payment of our pending stipends.
Ensure that all volunteers are hitherto verified on the system as passing physical verification.
Establish an effective and capable NPVN agency to attend to volunteers as we have realize that the National Orientation Agency saddled with this responsibility are not only too feeble to handle it,but are mis- and mal-informed.
Take the plight of volunteers seriously by reacting and attending to us as at when due.
We hope that you will arrange proper measures to solve this matter, and chalk out remedies for volunteers grievances not later than May 15th 2017 as failure to do so will give us no other option than to take to the streets which may paralyse economic activities not only in one state but in the entire country in general. Attached is a signature from thousands of volunteers in states of the country ready and willing to fight for what is theirs. Do not test the resolve of hungry and angry youths. We know and trust that our demands shall be attended to and prompt actions taken in the shortest possible time. Thank you.

AfriOne unveils manufacturing plant for ‘Made in Nigeria’ phones

AfriOne Ltd., a technology-driven enterprise, on Friday 21st April, 2016 inaugurated its manufacturing and assembly plant for Made in Nigeria phones and other technological devices.

The Chief Executive Officer of AfriOne, Mr Sahir Berry at a news briefing in Lagos said that the plant was a technological breakthrough and precedent for the company and for Nigeria.

Berry said that with the inauguration of the plant served as a pioneer in the manufacture and assembly of high-end communication technology in the African space.

The Peoples Democratic Party has described as “Shocking, Bizarre, and Confusing” the call by the DSS and the Nigerian police for the postponement of next Saturday’s gubernatorial election in Edo state. Abuja – The Economic and Financial Crimes Commission has secured a remand warrant to further detain the Spokesman for the Goodluck Jonathan Campaign Organisation, Femi Fani-Kayode, who was detained on Monday over the receipt of public funds to the tune of N840 million out of the N4 billion payout in the heat of the presidential election last year.



The remand warrant which was secured today will enable the anti-graft agency to keep the former minister beyond the stipulated time allowed by law.

The move, according to EFCC, is to enable the operatives to conduct proper investigation into how he got the money, what it was used for and who the beneficiaries are.

The Supreme Court, yesterday, gave reasons it reversed the concurrent judgments of both the Court of Appeal and the Rivers State Governorship Election Petitions Tribunal, which nullified the election of Governor Nyesom Wike.

The apex court, in the lead judgement delivered by Justice Kudirat Kekere-Ekun, maintained that Wike who contested the April 11, 2015 Rivers State governorship election on the platform of the Peoples Democratic Party, PDP, was denied fair hearing by the lower courts.

Aside faulting the lower courts, which it said “improperly evaluated” the case made against Wike’s election by the All Progressives Congress, APC, and its Governorship Candidate, Dr. Dakuku Peterside, the apex court, yesterday, decried what it termed undue reliance of appeal court and election tribunal on card reader reports.

The Supreme Court restated its position that reports from the Smart Card Reader Machines the Independent National Electoral Commission, INEC, used for the conduct of the 2015 general elections, cannot override the Voters’ Register, which it said has firm root in the Electoral Act, 2010, as amended.

In a unanimous decision yesterday, a seven-panel panel of Justices of the apex court, led by the Chief Justice of Nigeria, CJN, Justice Mahmud Muhammed, said though INEC should be commended for the introduction of the Card Reader “to booster the accuracy and transparency of the accreditation process and to maintain the democratic norm of one-man-one-vote, by detecting multiple voting by voters, “Section 49 (1) and (2) of the Electoral Act which provide for manual accreditation of voters, is a stamp and remain a vital part of our electoral law.”

The Supreme Court said it was not enough for anyone that is challenging the outcome of an election on the premise that there was over-voting, to merely tender and rely on card reader reports, without linking same with the actual voters’ register.

It said the card reader was only a technological innovation that was introduced to enhance the accreditation of voters for an election, with a view to identifying the actual owner of the voters’ card.

The apex court dismissed contention by APC and Peterside that the card reader report from Rivers State, being a certified public document, represented the true position of what happened during the governorship election.

The court placed reliance on its recent decision in Shinkafi vs Yari and Okereke vs Umahi and held that, “in order to prove non-accreditation and over-voting, the 1st and 2nd respondents were bound to rely on the voters register in respect of all the affected local governments. The voters register tendered were only in respect of 11 out of 23 local governments. They were tendered from the bar; no attempt was made to link them with exhibit A-9. It is also noteworthy that forms EC8A were tendered in respect of only 16 out of 23 local government areas.

“This cannot meet the required standard of proving over-voting polling unit by polling unit. Furthermore, the voters’ register could not be jettisoned in the exercise”, Justice Kekere-Ekun held.

The Supreme Court panel held that the tendering of the exhibits from the bar, without their makers being called, amounted to “documentary hearsay”, saying the Rivers State Governorship Election Petition Tribunal and the Abuja Division of the Court of Appeal were wrong in placing reliance on them.

“I am of the view and I do hold that the tribunal and lower court were unduly swayed by the INEC directive on the use of the card reader. As held by this court, the INEC directives and manual cannot be elevated above the provisions of the Electoral Act so as to eliminate manual accreditation of voters. This will remain so until INEC take steps to have the necessary amendments made to bring the usage of the card reader within the ambit of the substantive Electoral Act. It was for this reason that that I resolved these two issues in favour of the appellant”, Justice Kere-Ekun added.

Citing sections 138(1b), (2) and 153 of the Electoral Act, the apex court noted that whereas INEC is conferred with powers to issue regulation, guidelines and manual for smooth conduct of an election, it said, “so long an act or omission regarding such regulation or guideline is not contrary to the provisions of the Act itself, it shall not on itself be a ground for questioning the outcome of the election.

“It follows therefore that the inclusion of non-compliance with the manual for election officials, as well as INEC general approved guidelines, in the circumstances of this case is improper.

This issue is also resolved in the appellant’s favour”.

“The law is trite that the result declared by INEC enjoys the presumption of regularity. In other words they are prima-facie correct. The onus is on the petitioner to prove the contrary”.

It said were a petitioner complains of non-compliance to the Electoral Act, “He has an onerous task, for he must prove it polling unit by polling unit, ward by ward. And the standard of proof is on the balance of probability. He must show figures that the adverse party was credited with and the result of the non-compliance. It is only then that the respondents are to lead evidence in rebuttal. It is also the law that were the commission of crime by a party is directly in issue in any proceeding, civil or criminal, it must be proved beyond every reasonable doubt. The burden of prove is on the person who asserts it”.

The Supreme Court said it would not ordinarily interfere with the concurrent findings of two lower courts unless it was shown that the verdicts were “perverse or not based on the proper and dispassionate appraisal of evidence or that there was an error either of fact or law, which occasioned the miscarriage of justice”.

It said out of 66 witnesses that were called by APC and Peterside, 18 of them were ward collation agents who received information from polling agents from the various units, saying their evidence was not tied to any of the exhibits tendered.

It was equally the position of the apex court that serious allegations of crime that were made “throughout the length and breadth of the petition, such as hijacking and diversion of election materials, the illegal thumb printing of ballot papers, falsification of results, violence and kidnapping of electoral officers”, were not proved beyond every reasonable doubt.

“Where crimes are alleged, the ingredients of the offences must be proved. This they failed to do.

According to Justice Kekere-Ekun, “I considered the submissions of counsels and carefully examined the record of proceedings and I found that the tribunal and lower court made certain pronouncements on the legal effect of the manual, directives and guidelines of INEC regarding the use of the Card Reader. For instance, the lower court held, ‘It was by these enormous powers conferred on INEC that the body introduced the Card Reader to bring sanity and sanctity into the electoral system”

She noted that the lower court, held that; “the blatant and brazen disobedience by the Rivers State INEC officials cannot render the user of the card reader unlawful. The INEC card reader initiative is well entrenched in the Electoral Act”.

“It will therefore not be out of place to say that both lower courts placed considerable reliance on testimony of PW-49 and the Card Reader Report, Exhibit A-9, in reaching the conclusion that the 1st and 2nd respondents had successfully proved the alleged discrepancies between the number of voters accredited in Exhibit A-9, and those reflected in Exhibit P-10, Form EC8 series.

“This court in a number of recent decisions, had commended the introduction of the Card Reader in the 2015 elections by INEC. The court had noted, however, that its introduction was solely to authenticate the owner of the voters’ card and to prevent multiple voting by a voter, and cannot replace the voters register or statement of result in appropriate form.

“It is worthy of note that at the point of tendering exhibit K-9, PW-49, an Assistant Director, ICT in INEC acknowledged that she was not in Rivers State for the election and did not examine any of the card readers after the election. She stated that the machines were in Port Harcourt, she did not participate in any state of the accreditation of voters, she was certainly not in a position to testify as to how the card readers functioned during the election in Rivers State.

“This court has in plethora of cases emphasized that where the maker of a document is not called to testify, the document should not be accorded any probative value, notwithstanding the fact that it is a certified public document”.

“Exhibit A-9 was tendered as conclusive proof of the number of accredited voters at the election. As stated earlier, PW-49 did not participate at any stage of the election process in Rivers State. What is evident from the extracts of the testimony of the PW-49 is that exhibit A-9 cannot be a conclusive proof of the number of accredited voters at the election. The witnesses are acknowledged that there are circumstances when the card reader did not read the voters’ PVC, in which case incident forms are used. No incident forms were tendered by the 1st and 2nd respondents.

“Secondly, there was an arbitrary cut-off date set up by INEC for the upload of data in the INEC data base. Thirdly as observed by learned senior counsel to the appellant, there was nothing to show that as at the time the 1st and 2nd respondents applied for exhibit A-9, all the data from the card reader used for the election, had been fully uploaded. It is equally interesting to note that exhibit A-9 contained a figure of 293, 72 accredited voters, which is contrary to the pleadings in paragraph 20 of the petition that not more than 299, 878 voters were accredited.

“It is my view that the tribunal and court below, were unduly influenced by the alleged failure of INEC officials to adhere to INEC manual, guidelines and directives on the exclusive use of the card readers for accreditation and hearsay evidence and thereby with due respect came to the wrong conclusion. I hold that the appellant have should sufficient reason for this court to interfere with the concurrent findings of the tribunal and the court below and it was for this reason that allowed the appeal on January 27, 2015”.

Alassane Ouattara has won a landslide victory in Ivory Coast’s presidential election, results showed Wednesday, in a vote seen as key to cementing the west African country’s bid to overcome a history of electoral violence.

The 73-year-old won a second five-year term outright by garnering almost 84 percent of ballots in the first round of polls Sunday, when more than half of voters turned out despite calls for a boycott by opposition candidates.

Ouattara, who had been widely tipped to win, has been credited with reviving the economy of the war-scarred country, the world’s leading cocoa producer, but also accused of creeping authoritarianism.

His main challenger was ex-prime minister Pascal Affi N’Guessan, who won just 9.3 percent of ballots and ran on behalf of the Ivorian Popular Front — the party of former leader Laurent Gbagbo.

Ouattara unseated Gbagbo in 2010 but the then president refused to concede defeat, sparking a wave of violence which left around 3,000 people dead.

Gbagbo was eventually defeated by pro-Ouattara forces, backed by the UN and France, who dragged him from a bunker under the presidential residence where he had hidden for days.

He is now awaiting trial before the International Criminal Court in the Hague for crimes against humanity over atrocities committed in the five-month conflict.

Commentators had questioned whether people would head to the polls after the violence, but Ivory Coast’s electoral commission said 54.6 percent of those eligible had voted.

The process won praise from observers as being fair and peaceful and the president of the national electoral commission, the CEI, said that after the vote “the crisis of 2010 is behind us”.

– ‘Parody’ –

Before the official results were announced, the National Coalition for Change (CNC), which represents two presidential candidates, had put the turnout figure at 20 percent, calling the vote a “parody”.

Ouattara had said a high turnout would be key to cementing his mandate for another five-year term from the 23 million people registered to vote across the country.

The streets of the economic capital were quiet early on Wednesday after news of the results, in stark contrast to the violence that plagued Abidjan after the last vote, when 34,000 troops including 6,000 UN peacekeepers were deployed to secure the streets.

Ouattara too has come under criticism over his alleged role in the post-2010 electoral violence and in the lead-up to the latest vote.

Amnesty International has slammed the detention of opponents ahead of the latest poll while rights campaigners have said little justice has been meted out to members of his own camp since the 2010-2011 crisis that brought him to office.

In third place in Sunday’s vote was Kouadio Konan Bertin with 3.9 percent. One of the principal opposition candidates, he had already conceded defeat on Monday and congratulated Ouattara, who should be sworn in next month.

A peaceful and credible election was seen as crucial to help Ivory Coast recover its former status as a beacon of progress and prosperity in the region.

With growth at around nine percent, Ouattara — a prominent economist and former deputy head of the International Monetary Fund — had staked his campaign on his economic track record.

He has also promised to reform the constitution and submit the changes to a public referendum. A parliamentary election is due within two months.

Known as “Ado” after his initials, the president was barred from running in the 2000 race over questions of his national identity, leaving Gbagbo to take power.

While he was born in central Ivory Coast, Ouattara did most of his schooling in Burkina Faso and later worked there, prompting accusations he was not sufficiently Ivorian to lead the country.

He is known as a tireless worker needing little sleep who is said to “wear out his staff”.

The Rivers State Governorship Election Petition Tribunal on Thursday reserved judgment in the petition filed by the All Progressives Congress and its candidate in the April 11 election, Dr. Dakuku Peterside, challenging the election of Governor Nyesom Wike as winner of the poll.
The Justice Mohammed Ambrosa-led tribunal reserved judgment after parties to the petition adopted their final written addresses on Thursday.
Justice Ambrosa said the date for the delivering of the judgment would be communicated to parties when ready.
At the final hearing day of the petition on Thursday, lead counsel for the petitioner, Chief Akin Olujinmi (SAN), urged the tribunal to nullify the election and order the Independent National Electoral Commission to conduct fresh one.
Olujinmi maintained that the petitioners had been able to establish that the April 11 poll was conducted in substantial non-compliance with the provisions of the Electoral Act.
The petitioners, who called 56 witnesses had tendered documentary evidence ranging from security to INEC reports, all of which indicated that the conduct of the April 11 election was characterised by fraud and widespread violence.
The respondents – INEC, Wike and his party, the Peoples Democratic Party – while adopting their separate addresses, argued that the petitioners failed to prove the case in line with standard set by the statutes and previous decisions of the Supreme Court.
Lawyers representing the respondent Onyechi Ikpeazu (SAN), for INEC; Emmanuel Ukala (SAN) for Wike and Wole Olanipekun for the PDP, urged the tribunal to dismiss the petition on the grounds that the petitioners failed to discharge the onus of proof placed on them by the law.

At the trial, the INEC called 24 witnesses, Wike called 16 but the PDP called none.
The petitioners called 56 witnesses, including some of its agents during the election and officers of the Nigerian Army, the police as well as the Department of State Security Services, who narrated how the conduct of the poll was characterised by irregularities and widespread violence.
One of the petitioners’ witnesses was the head of the Election and Party Monitoring Department of the Independent National Electoral Commission in Rivers State, Charles Okoye, who described the poll as militants’ terrorism and a sham which he said resulted in a mockery of democracy.
But INEC, the first respondent to the petition, through its counsel, Mr. Onyechi Ikpeazu (SAN), called a total of 24 witnesses testifying that the April 11 governorship election in Rivers State was peacefully held and was credible.
Wike also defended the outcome of the poll through 16 witnesses who described the poll as free and fair.
Among the last set of witnesses called by Wike earlier on Monday was a former National Commissioner of INEC, Dr. Christopher Iyimoga, who dismissed the report on the conduct of the poll which was tendered by the petitioners’ witness, Okoye.
Iyimoga, had testified that contrary to the assertion of the petitioners’ witnesses, the April 11, 2015 poll was peacefully conducted, adding that Okoye lacked the right to make any report since he was only a travel guide to the INEC national commissioners who were given the mandate to monitor the conduct of the election in the state.
The petitioners conducted their case within 10days while each of the three respondents was alloted six days each.
The PDP only tendered documents ranging from newspaper publication to other electoral documents used for the conduct of the poll.

The Akwa Ibom State governorship tribunal has ordered for a rerun of the governorship election in the state.

The Tribunal ordered Independent National Electoral Commission, INEC, to conduct re-run election in 18 local government areas of the state. There are 31 LGs in Akwa Ibom.
