ILORIN-Fully armed soldiers, yesterday afternoon, visited Okuta in Baruten Local Council of Kwara State to confirm alleged annexation of 16 villages in the area by the neighbouring Benin Republic.

This came on a day that the Kwara State government denied that any of the villages was annexed as the Defence Headquarters raised a panel to investigate the matter and said it would explore diplomatic means to resolve the issue.

Saturday Vanguard gathered that the soldiers, who arrived Okuta at about 3pm had a brief meeting with the Emir of Okuta and his traditional chiefs and went to visit the affected areas.


Area remains calm
Residents of Okuta and the villages went about their normal businesses as there was no violence or threat to peace from any quarters.

Efforts to speak with the Emir of Okuta, Alhaji Idris Serio Abubakar, yesterday, were not successful as he was said to have been ordered from the above to keep sealed lips on the matter.

Before the latest development, the monarch was said have written letters to the State Governor, Alhaji Abdulfatah Ahmed, over the encroachment of their lands by the neighbouring Benin Republic but no action was taken.

According to a recent letter to the governor titled:”Encroachment of Nigerian Territory by Benin Republic at Okuta District of Baruten Local Government area of Kwara state, “the traditional ruler alerted that,”recently some pillars were reconstructed and mounted at the back of the doors of Boriya village (at river Moshi) and Benin Republic.

“The colonial pillars of Imamue to Boriya Moshi rivers is about 25km.The present land in question has the following Nigeria villages Ogamue, Munta, Bwin, Gandogbeba, Saka Yeruman Kparu, Ajuba, Simen. Kparu, Sosi Kparu, Dotin. Nkparu and Tende with not less than 22,.000 people as inhabitants, wishing to be claimed by Benin Republic. It is a terrible trespass and not acceptable to our communities.‎

“Unless the Beninoise are restricted and made to vacate the area being encroached by them, they will continue with their said encroachment thereby illegally extending their territory beyond what legally belong to them. We are not ready and will never be ready to concede this land to Benin Republic. We don’t have any place where these villages could be resettled, it is the only viable economic and farm land of the whole district.”

No Kwara community was invaded – State govt
However, the Kwara State Government has denied reports that 16 villages in the state have been invaded and occupied by Republic Republic.

The state government, in a statement issued by the Commissioner for Information and Communication, Alhaji Mahmud Ajeigbe, yesterday, said the affected villages of Okuta District of Baruten Local Government Area of the state are calm and still under the control of the Federal Government.

The statement further stressed that although no foreign government has erected any structure nor hoisted their national flag in any of the villages as erroneously reported in the media, the state government has alerted the security agencies on the reports.

Alhaji Ajeigbe said the Emir of Okuta, Alhaji Idris Abubakar, Chairman of Baruten Local Government Council and security agencies in the area have all confirmed that residents of the 16 villages are going about their normal activities without fear and that there is no sign of foreign security agencies or their structures in the area.

The government therefore urged everyone to remain calm and go about their normal businesses as the Nigerian security agencies are up to the task of securing Nigeria’s borders and her people.

Affected villages belong to Benin Republic – Council boss

Interestingly, the Vice Chairman of Baruten Local Council, Abdulrasheed Lafia, who is also the chairman of the Local Government Boundary Commission also said yesterday that the so called 16 villages actually belonged to Benin Republic based on an earlier agreement.

He said that the issue surrounding the disputed Ogomue land had been resolved since 2005.
Lafia claimed that the National Boundary Commission after it visited the site in 2004 along with officials of the state and local government boundary committees had resolved that the land actually belonged to Benin Republic.

According to him, the news report is a sponsored one as no such invasion or attack exists anywhere in the local council adding that the sponsors of the report are individuals,who are dissatisfied with the position of the commission.

No Nigerian territory will be lost – Defence hdqrs
Commenting on the development, the Defence headquarters,yesterday, said that no single Nigerian territory will be allowed into the hands of intruders or any foreign nation.

Consequently, the Defence headquarters disclosed that a high powered investigative panel has been initiated to probe the Benin Republic the invasion of Nigeria’s territory.

Acting Director of Defence Information, Colonel Rabe Abubakar in a telephone conversation with Saturday Vanguard, noted that “though the military was aware of the allegation, Nigeria being a member of various international organs of the United Nations and African Union as well as ECOWAS, will explore diplomatic means if the investigation into the alleged invasion is completed.

Emphasizing that the outcome of the investigation into the allegation will be made public when completed, the Acting DDI reiterated that the military’s resolve towards ensuring that ‘no Nigerian territory will be lost to either terrorists or any foreign nation saying it is a cardinal policy of the federal government that will be implemented to the letter.

“But firstly, the government wants to know why, how and what happened, if the allegation is true in the first place,” he said.

The Presidency has faulted the claim by the embattled former National Security Adviser, Col. Sambo Dasuki (retd.), that he was not invited by the presidential committee, probing the purchase and supply of arms during the administration of former President Goodluck Jonathan.

A source in the Presidency, who spoke on condition of anonymity on Thursday, told The PUNCH that the Federal Government was in possession of evidence to show that Dasuki was duly invited to clear his name.

He said the Department of State Services duly invited the ex-NSA, who however refused to honour the invitation.

The source explained that a summons served on Dasuki was duly acknowledged by his lawyer.

The former NSA had, in a statement on Wednesday, said he was never invited by the John Odeh-led panel to verify the findings of the committee before he was indicted.

Dasuki, who was indicted along with others, was alleged to have awarded N333bn “fictitious and phantom” arms contracts.

But he described the panel’s submission as baseless and lacking in diligence.

The PUNCH had on Thursday reported that some former service chiefs would be invited by security agencies to answer questions relating to the interim report submitted by the panel.

But the source in the Presidency faulted Dasuki’s claims.

He added, “Don’t forget that the DSS is on that committee probing those arms deals.

“He was invited by the DSS and he refused to honour the invitation despite that his lawyer acknowledged the document.

“Instead for Dasuki to honour the invitation, he remained indoors and was whipping up sentiment.

“If he is taken to any court without his statement, the case will automatically be thrown out.”


The top government official added that all steps being taken by Dasuki to subvert the system and escape justice were known to security agencies and the government.

He said at the appropriate time, Nigerians would know more about the allegations against the ex-NSA.

According to the report, some of the service chiefs would be charged to court, while others would serve as prosecution witnesses during the trial of Dasuki and others.

A source in the DSS on Thursday said, “Not all ex-service chiefs who will be invited, will be charged to court. Some will be witnesses. The fact that we are inviting them does not mean that they have been indicted.”

When contacted to respond to Dasuki’s claim, the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, said the committee’s work was ongoing, adding that what was submitted to the government was the preliminary report.

“We won’t reply Dasuki. Investigation is still ongoing and it will not be appropriate for us to be replying him. What the panel submitted is just the preliminary report,” he said.

Meanwhile, The PUNCH on Thursday obtained a copy of a letter by the DSS, dated November 4, 2015, inviting Dasuki to “meet and have audience with the Director-General, State Services on Thursday, November 5, 2015, by 1100 hours at the National Headquarters of the State Security Service, Aso Avenue, Maitama,, Abuja”.

But Dasuki, through his counsel, Mr. Joseph Daudu (SAN), had described the invitation by the DSS as violating an order of the Federal High Court in Abuja, where he is being prosecuted for money laundering and illegal possession of firearms, granting the ex-NSA permission to travel abroad for medical treatment.

Incidentally, the order of Justice Adeniyi Ademola of the Federal High Court in Abuja was granted on November 4, the same date the letter of the DSS’ letter of invitation carries.

The DSS letter, with reference number LSD.860/T, and signed on behalf of the DG of DSS by A.B Abdullahi, also read, “The invitation becomes necessary to enable you to make some clarifications on matters under investigation by the Service”.

The DSS, through another letter, dated November 7, 2015, invited Daudu to appear with his client (Dasuki) at the DSS headquarters in Abuja by 12noon on November 9, “to have an audience with the Director-General State Services”.

FG didn’t flout order on Dasuki’s travel, says AGF
The Attorney General and Minister of Justice, Mr. Abubakar Malami (SAN), on Thursday said the Federal Government had not flouted the order of the Federal High Court in Abuja, granting Dasuki a permission to travel to the United Kingdom to attend to his health.

Justifying the continued barricade erected by the operatives of the DSS at Dasuki’s Abuja home, Malami said the action was taken due to the refusal of the ex-NSA to submit himself to investigation on further allegations apart from the charges that were already preferred against him before the Federal High Court.

The AGF, who was fielding questions from journalists and members of staff of the ministry after reading his maiden address on the occasion of his assumption of office on Thursday, argued that the action of the government with respect to Dasuki’s case was in the public interest.

At the occasion, attended by directors and other staff of the ministry as well as heads of various agencies under the supervision of the ministry, Malami assured the workers that he would give adequate attention to staff welfare.

Justice Adeniyi Ademola of the Federal High Court in Abuja, where Dasuki had been arraigned on four counts of money laundering and illegal possession of firearms, had on Monday directed the AGF or his representative to appear before the court on November 23 to clarify the FG’s position on the order granted the ex-NSA.

While responding to a question which raised allegation that the Federal Government had flouted the November 3, 2015, order of Justice Ademola, which had permitted Dasuki to travel abroad, Malami gave an undertaking to the effect that under President Muhammadu Buhari, “there shall not be flouting of court orders.”

He added, “In some of these cases, some of these high profile culprits may be involved in multiple cases that might require investigation. If you are granted bail in respect of one issue, and the need arises for further investigation in other criminal offences, the law of the land requires investigation and you are bound, as a good citizen of the country, to submit yourself to investigation.

“The interest of the nation reigns supreme above an individual interest. So, when the national interest is at stake and it has to be investigated, individual interest naturally gives way. “You can be granted bail with respect to one case and there can be other cases that public policy demands investigation. It is only natural to allow investigation to be concluded having regard to public interest that reigns supreme over and above an individual interest.

“The point for consideration is whether the public interest is there as against individual interest. But as it is, this government is going to uphold due compliance with the rule of law and sustain public interest and sustenance of its tenets.”

President Buhari had on Tuesday received the interim report of the 13-man committee, set up by the Office of the National Security Adviser to audit the procurement of arms and equipment in the Armed Forces and Defence sector from 2007 to date with a directive that all indicted persons be arrested and brought to book.

Malami added on Thursday that his administration would undertake an audit of high profile corruption cases “so that those who are found wanting through the compromise of investigation and prosecution processes shall be prosecuted.”

Solicitor-General of the Federation and Permanent Secretary of the Federal Ministry of Justice, Mr. Taiwo Abisogun, called for the support of the members of staff of the ministry and agencies under it for the new Attorney General of the Federation to achieve his set goals.

Director of Public Prosecutions in the ministry, Mr. Mohammad Diri, urged the AGF to stop engaging private solicitors to handle cases for the government, assuring the minister that the ministry had competent lawyers.

The November 7 letter, also signed by A.B Abdluahi, stated that the fresh invitation was sequel to Daudu’s “request in an earlier discussion with the Head of Legal Department of this Service”.

But in his response to the DSS’ latest letter, Daudu wrote a reply, dated November 8, 2015, indicating that they could not honour the invitation by the Service due to alleged violation of the court order granted Dasuki to travel abroad earlier on November 4.

Daudu’s letter with reference number JBD/ABJ/DSS/357/2015, read in part, “It is now clear that the defendant (our client) has been and is being frustrated in his desire to receive medical attention with his medical practitioner of choice abroad before his trail commences.

“It is our client’s instruction and our considered opinion that this request or ‘invitation, coming at a time the ‘Service’ is in breach of a court order, is a subtle attempt to remove the sting from this act of ‘Executive Lawlessness’.

“It is therefore for the foregoing reasons that our client and by extension, we, his counsel, are unable to accede to your request as described above”.

The Nigerian Air Force, NAF, on Thursday said the air component operation of “Operation Lafiya Dole” hit a “mass gathering” of Boko Haram terrorists at Wulge area of Borno State.

The air component commander of the theatre operation, “Operation Lafiya Dole”, Isiaka Amao, said this while briefing journalists in Maiduguri on Thursday.

“The air component struck a mass gathering of Boko Haram terrorists and their leaders at Wulge.
“Report received after the strike was that it was a huge success as many terrorists were killed,” Mr. Amao said.
He said NAF also sighted and neutralised terrorists’ vehicles in Kunshe town.

The commander also said NAF destroyed Boko Haram’s logistics, vehicle workshop and a weapon storage facility after successful interdiction missions on their Sambisa forest hideout.

Mr. Amao, an air commodore, said NAF also destroyed a bomb-making factory in the forest.
“The air component has continued to intensify its air effort in support of the ground troops. In October, over 40 interdiction missions with over 80 per cent success were carried out.

“Just to mention a few, we have in the month degraded the terrorists’ logistics in the Sambisa forest,” he said.
Mr. Amao said the air force also destroyed two suspected terrorists’ camps in the forest.

“The continued air strikes have significantly degraded the capabilities of the terrorists.
“Likewise, two terrorist hideouts in Sambisa were destroyed,” he said.

Mr. Amao, however, announced that NAF lost one of its pilots, Ebitimi Owei, during the month.
“On a sad note, we lost a colleague, Flight Lt. Ebitimi Owei and a platform during one of the missions. May his gentle soul rest in peace,” he said.

Mr. Amao said the death of Mr. Owei would not affect the morale of officers engaged in the operation.
He said NAF also intercepted and destroyed a boat carrying fuel to the terrorists along Nigeria-Cameroon border.

“Other armed missions were carried out in Geidam, Gamboru, Ngala, Mafa, Kirenowa and Banki towns, among others.

“These missions were aimed at identifying and destroying opportunity targets and denying terrorists freedom of action,” the commander said.

Chad's antecedent has been indifference to Boko Haram in order to achieve:

1. Keep Nigeria weak. A weaker Nigeria cannot counterbalance Chad in the region. In 1983, Chad invaded some part of Borno State and Buhari (then GOC in Jos) led the troops that chased the Chadian forces almost into Ndjamena until President Shagari intervened after OAU outcry. The Chadians have not forgotten that lesson. Chad wanted to lead the MNJT but PMB insisted in Nigeria leading it. Chad feels slighted by that change in posturing of Nigeria from begging cap in hand for support under GEJ to leading the effort under PMB.

2. Profiteer from the continuing insurgency. GEJ's govt funded almost all operational costs of the Chadian forces in the fight against Boko Haram before the March, 2015 elections. The Chadians could not get President Buhari to commit to a similar arrangement hence their lackadaisical approach to the MNJTF. I recently gathered that Chad approached the Buhari govt to pay a backlog of sums from their fight against Boko Haram as agreed with GEJ's government. That money is yet to be released by PMB. This makes sense. Why pay Chad when we can equip our own Army with such hard earned funds?

Buhari is doing the rights things with the Boko Haram war. Leading a country like Nigeria especially under current circumstances is an onerous job. We cannot get results in months....it will take a couple of years at least.

Let's join hands to salvage our country in our distinct ways by supporting the government's fight in the least.

The alleged reluctance of Chad to station its forces along its contiguous border with other member-countries of the Lake Chad Basin Commission (LCBC) is said to be jeopardising the effective operations of the Multinational Joint Task Force (MNJT), which was recently reactivated to checkmate the activities of Boko Haram Terrorists (BHT).

This is coming as the Nigerian Army denied a report that over 105 officers and soldiers have been missing since two days now from the Boko Haram ambush in Borno State.

Sources within the military circle have expressed concern about the reticence of Chad Republic in the ongoing counter-terrorism and counter-insurgency war against Boko Haram in the North East.

In line with the arrangement establishing the MNTF, each member countries including Nigeria, Chad, Niger Republic and Cameroun were expected to contribute troops towards effective control of the contiguous borders aimed at stopping easy movement of terrorists.

"This has however proved difficult because Chad have pulled away from their borders and have not contributed troops for the effective operation of MNJTF. As it stands now, its like Nigeria is still practically piloting the whole process as Cameroun and Niger Republic are also busy dealing with increasing Boko Haram attacks within their respective territories," a source explained.

[b]The truth is that Dasuki does not need you guys to defend him. Not yet.

We are watching a drama unfold and some are quick to take sides. The FG has been trying to delay Dasuki from travelling abroad because it feels there are significant amount of monies misappropriated under Dasuki's watch. Dasuki travelling overseas may be the end of the opportunity to bring him to justice at least under the Buhari government. The process to investigate and build evidence is a slow one especially in a country like Nigeria where records can be difficult to find.

BH is the worst thing to happen to this country since the start of the 4th Republic if not the whole country's history.

If the FG is making efforts to get to the root of the insurgency, we should not be unwittingly using public opinion against the FG's efforts.

The kind of sums that have been quoted both by the FG and Dasuki himself give no one an excuse as to why BH still plagues Nigeria. It is a big shame. Funds were definitely misappropriated or someone never used this weapons of they were truly supplied as Dasuki claims.

We black people are not helping ourselves by sacrificing the very foundation of our nation on the alter of partisanship or sectarian leanings. Group intelligence is very much lacking judging by the comments I have read on this thread.

The Nigerian Army may have began its final push for the Boko Haram insurgents as they are now headed for the feared stronghold of the terrorist sect, Sambisa Forest.

The army, who have frequently promised to meet the December deadline to wipe out the insurgency in the Northeast given by President Muhammadu Buhari, on Saturday revealed that the troops are moving towards the last known den of the insurgents.

Speaking to journalists at a press conference on the successes recorded in the last one week by the military in the insurgency-ravaged Northeast, the Theatre Commander of Operation Lafiya Dole, Maj. Gen. Yusha'u Abubakar, said: "As I am talking to you, almost the entire troops in the theatre are moving towards the Boko Haram den."

Those rich supporters are either extremists or people trying to destabilise the region for political or other gains.

Fingers have been pointed at ISIS, CIA or rich Nigeria politicians (think IBB). We may never know for sure who the actual financiers of BH are.

But the people who carry the guns, kidnap/rape little girls and raze villages while setting uo camps in Sambisa forest are definitely not the rich ones.

There is poverty in it albeit not exclusive.

If you watched some of the videos of former Boko Haram fighters.... You will have noticed that they are illiterates and do not even understand what they were into. Education or lack of it is a big problem in the NE and alot of people cannot afford it, the awareness is low and the quality of education is terrible.

Some claimed they were paid N2000 for each person they kill which is more lucrative than farming their other means of livelihood.

Theres heavy poverty of mind and pocket in this region. This reason alone provides easy target of youths for BH to brainwash and recruit fighters.

Army alone won't beat militants, U.S. defense official says


Nigerian President Muhammadu Buhari’s focus on combining a military offensive with the fight against poverty and corruption is the right approach in the battle against the Islamist militant group, Boko Haram, a senior U.S. defense official said.

“They understand military pressure by itself will not tackle the overall problem and understand the need for a truly integrated approach,” U.S. Deputy Assistant Secretary of Defense for African Affairs Amanda J. Dory said in an interview at the Pentagon in Washington. “This is something the previous Nigerian government said, and had strategy documents to articulate such an approach, but they weren’t actually implementing.”

Buhari beat President Goodluck Jonathan in elections this year after a campaign in which he pledged to end the threat of the insurgents who are trying to carve out an Islamic state in Africa’s biggest economy. He also promised to fight graft and narrow the gap between rich and poor.

The violence, mainly centered in Boko Haram’s stronghold of northeastern Nigeria, has killed thousands of civilians and displaced more than a million since 2009, stunting economic development in one of the country’s poorest regions and forcing schools and markets to close. The insurgency captured international attention in April 2014 when the militants kidnapped more than 200 schoolgirls in the town of Chibok, sparking a social media campaign known as #BringBackOurGirls for their return home. Most remain missing.

U.S. Military
The U.S. announced last month it’s sending as many as 300 non-combat troops to neighboring Cameroon to bolster a regional force that’s fighting Boko Haram, including its intelligence-gathering activities.

Almost six months into his term, Buhari has relocated the army’s headquarters from Abuja to Maiduguri, the epicenter of the insurgency, replaced his top military chiefs and vowed to recover billions of dollars stolen in corruption scandals. Still, his plan to bring change risks being undermined by an economic slump from the low price of oil, the country’s main revenue earner.

“The application of military pressure does not address any of the so-called underlying grievances in an enduring way,” said Dory, who has met Buhari twice since he took office in May. The president visited Washington in July and she was in Nigeria last month.

Multinational Force
The conflict has spilled across the borders, spurring neighboring Cameroon, Chad and Niger to join a multinational force to battle the militants. The coalition has helped dislodge rebels from some of their positions, although bombings in towns and cities continue.

While Boko Haram has pledged allegiance to Islamic State, which rules a self-declared caliphate in parts of Syria and Iraq, the U.S. views it as a predominately symbolic gesture, and there’s “limited evidence” to suggest they are actively cooperating, Dory said.

“This type of marriage of convenience is emerging in different contexts, but various strands of extremist organizations in Africa aren’t gathering into any type of coherent mass that is operating for the same purpose,” she said.

When I see the words "juicy portfolio " I always laugh because those words combined make me realise that the PDP has screwed Nigeria and bastardized the mentality of Nigerians. The words should be "important" or "critical"portfolio not juicy. Under Buhari, we are in a new age of performance and service delivery.

You can remain obsessed with putting an ethnic slant on things but I can confidently tell you that it is the Ministers in charge of critical portfolios , unlike what obtained under PDP, who will be under greatest pressure to deliver with no maneuver room to try any "juicy" or self - serving 'awon boyz' shenanigans like Allison-Madueke et al used to get away with. Every Minister is there to work for Nigeria under Buhari and not their ethnic group, religious affiliates or pals. Any Minister who does not understand this will be sacked quickly. Mark my word.

As the controversy over the decision of President Muhammadu Buhari to appoint himself minister of petroleum rages, a constitutional lawyer and author, Sabastine Hon (SAN) has said the president has the constitutional power to so do.

Hon said the president's self appointment as minister of petroleum was moral, lawful, constitutional and valid.

According to him, Section 5(a) of the 1999 constitution as amended has provided for the executive functions of the Federation to be performed by the President "directly or through the Vice-President and Ministers of the Government of the Federation or officers in the public service of the Federation."

He argued that, the "or" separating "directly" and "through" in the paragraph means the president is at liberty, subject to other provisions of the constitution, to assign any ministry to himself or to assign it to the vice-president, a minister or any of the other persons named in the paragraph.

This position, he stated “is reinforced by the provisions of sections 130(2) and 148(1) of the constitution.

He states that while section 130(2) has made the President the Chief Executive of the Federation, section 148(1) provides that the president may, in his discretion, assign to the vice-president or any minister of the government any executive functions.

If you don't want it to happen again, download a browser called " Globus vpn browser" or " Epic privacy browser" and setup a new FB account with it. This browsers blocks all "activities tracking programs" on any website.
