2. Managing hard feelings from 2015 polls - GEJ is likely to win again, let the "dogs and baboons" people not slay youth corpers and innocent people again.
There are always two sides to a coin. If Buhari wins as well, he has to form an inclusive gov't and placate the SS especially. Militancy may be a major challenge judging from Asari's statements and Tompolo’s warships acquisition. Yar'adua got militancy under control so it's doable.
3. Managing up for sharp drop in government revenue due to oil price fall - diversifying of the economy is the solution, the present govt is doing that, it can't be attained over night, for example the reforms in agriculture, aviation and automobile, when all the megawatts being installed are supplied to the national grid, there will be more stable power for anyone willing to run a business.
GEJ's gov't has not tackled the bedrock of a sustainable economy. Power, Refineries, Security and Corruption must be tackled before any meaningful diversification can occur. He's building a proverbial house on quicksand.
4. Tackling industrial-scale oil theft - we should remove our mindset from oil and stealing of it, esp the youths... it will go a long way.
Wishful thinking on your part. This one is simple. You can't give Tompolo NIMASA to handle and expect bunkering not to sky rocket. However, on the long term Yar'adua's amnesty and rehabilitation of militants which GEJ has abandoned (especially the rehabilitation) part needs to be resumed. Also, sincere and comprehensive development of the SS zone is a must just as in the NE.
5. Figuring out what to do with PIB (Petroleum Industry Bill) - When the cabals holding it down leaves it, it will come to fruition, we know the people that don't want it passed, but no matter how long u hold down the truth, it will always come to fore light, except that delaying more will allow the rot in Petroleum Industry to continue.

Lifting power generation now stuck at 3,000MW - OP, power is currently above 4000MW, get facts right, it was 2500MW before Jonathan came in and today it is over 4000MW, there are more power generation stations going on, once they come on, there is hope for another 2000-3000MW making it around 7000, then when the private power companies finally stands on their fit, power shortage will be history, have hope.

10.Rescuing Chibok girls* - I doubt if the girls will be rescued, more effort should be on preventing such thing from happening.
My footnote comment in OP stands. You agree with me. It is close to impossible to get these girls rescued. I suggested substituting this with Rebuilding Nigeria's Refining capacity. This cannot be overemphasised. We lose much needed forex importing fuels after selling crude, we pay a cabal more than they deserve and we are at the mercy of global prices. Even OPEC stated that we suffer from low oil prices cause we don't refine
