Without the specifics of the comments and the context it almost impossible to say this is good thing or not.

That commendation could actually be comedic condemnation.

For instance, l could commend the bravery and ingenuity of our Alpha Jet pilots carrying out bombing raids without precision bombs and modern fire control systems with AESA radars.

Marvelling at the very limited infrastructural support given to our pilots. And therefore a condemnation of our Government.

I am talking hypothetically.
It was not Hypothetical the German Pilot actually said it.
It is much easier for some Nigerians to criticize and blast our own Soldiers and Pilots .
It goes without saying the same people would praise other Countries Soldiers.

You don't to enemies or frenemies ; You withhold or deny critical spare parts ( especially for little things made in the USA WITH OEM) to likewise send a message : Turkey is the example now.
The US it is not necessary just in it for the value of the aid that matters in addition to what sensitive / non -sensitive equipment they give . ( That is the statement being made).

Nigeir should upgrade their T-55s to this standard.
The idea was to buy the T-72 ( GEJ ADMINISTRATION) but the ones bought were not of the best quality , hence no upgrades. this was followed recently by the bid process to buy more Tanks according to LT.Gen Lamidi Adeosun they looked at COUNTRIES ( Read China and Russia) and decided based on the requirements and the time frame needed they ( NA) decided to go with the Chinese made VT-4. This is significant because some Tankers ( NA) were sent to China, we have pictures of some Chinese PLA in the unloading and the LT.GEN said there were going to be Chinese Trainers who would come to Nigeria ( Did already) and Tankers were trained.
What this tells us barring a change in administrative way of thinking at the Presidential level , the NA armored corps at least for the foreseeable future will be turning to upgraded versions of Made in China Tanks ( I don't have any information on their performance in battle under heat conditions) Personally the T-55s are past their shelf life and should be scrapped / used for Target practice in the NA IMHO. Nigeria needs toa repair / overhaul and upgrade their remaining T-72s I believe in 2019 some T-72s had their engines stripped and replaced and some parts were bought.
IMHO
Nigeria in better economic times should simply buy brand new upgraded T-72s and strip the old ones for parts and use the rest for target practice.

I do know SSC and DSSC have held Command positions.
Lt.Gen Buratai most definitely saw to that :
Stand out in combat :Get promoted
Get things done: Get promoted
A General is a General be it a One, Two , Three or 4 Star.
Being an SSC or DSSC gets relegated to the dust.
Gen Buratai also promoted a Warrant Officer to the rank of Captain- A practice not seen since the Civil War for exceptional bravery and leadership.

A Brigade Commander most likely will be headed by a Senior Colonel or Brigadier General.
A Garrison it actually depends on what it is and the size ( It could be a Cantonment) /Battalion headed by a Lt. Colonel.

Only thing that the USA can sanction directly is the Super Tucano deal, but I doubt it will happen as it will give impetus for Nigeria to disregard any sanctions against Russia and go for the remaining Mi-35m helos.

This helicopters aren't brand new, they're second hand, when i was brand new i was surprised, because when the first mi 171e was inducted with the aw109 attack helicopters, it was stated first of second hand helicopter, with a second one expected.

More so, Serbia only maintains helicopters from not only Eastern Europe, but western Europe, not actually manufacture.

it is brand new if it wasn't they would say so , they ( NAF ) would tell you it is second hand . There is no shame in that . The NAF did inform us when they got second hand equipment from the NNPC and the CUSTOMS ( The two bells). IMHO They need to get 12 more mi-171 brand new or second hand it doesn't make a difference.
IMHO what is important ( not discounting your opinion , respectfully ):
It is a G2- G2 sanctioned event / It came with spares/ it will be fitted in Nigeria so our boys will get further practical experience/ More rockets.

While it is gratifying that the long awaited NAF582 ( MI-171) has arrived the FG needs as a matter of urgency to acquire more . The current needs require at least short term 6xMI-171E to meet up with the current challenges , it needs to be done within the next year's budget. However I am glad the bird has arrived it will save lives and replace the mi-171 that was lost three years ago. The NAF also has to be commended since 2015 it has been a complete turn around from the dark days of 2009 when it struggled to put two Helicopters in the air simultaneously. This is no longer the case .
We await the inductions of the UCAVS with the return of the operators from China this is the next logical step hopefully December will be a good time for the NAF.

I also expect to see the JF-17s also in December although the Construction for the Pakistani Mentoring crew is ongoing. By the way China and Nigeria signed another MOU on defense issues , it appears this will be for procurement of some kind , perhaps that is why the details have not been seen or broadcast but it does signify a deepening on Military ties between Nigeria and China. As it is the biggest financial transaction Nigeria has made under the PMB Administration has been the $490.00 A29 Tuscano deal with the USA.
The question needs to be asked at this point what will this deal in terms of short term and long term, one thing the China have been aggressive about is courting African Countries ( specifically Nigeria) on their Military industrial complex, they have not been shy about filling the vacuum left by the Western world.
There will be speculation as: to whether Nigeria will :
Inquire about getting a Mini- Submarine.
The Chinese equivalent of the Javelin Anti Tank Missile.
The Long awaited Frigate.
