Scam alert. Haven't Nigerians noticed that there is no registration number on the aircraft. A no no in aviation. I have looked at the video and pictures, the camera carefully avoided show these vital numbers.
The interiors in the pictures and videos are totally different, from different aircrafts. They are from at three different aircrafts.
The shots of the pastor in the aircraft are staged or posed shots with the aircraft on ground. The close up shots have the window shutters closed! It is as if there is an attempt to conceal the fact that aircraft is not airborne. What is the reason for these shenanigans? Your guess is as good as mine!

In 1990, four Alpha Jets of the Nigerian Air Force were deployed in support of Economic Community of West African States Monitoring Group (ECOMOG) forces stationed in Liberia, which were engaged in combat with the National Patriotic Front of Liberia (NPFL) following an international intervention in the Liberian Civil War. In a series of strikes, these aircraft targeted and launched successful attacks upon Charles Taylor's HQ, rebel convoys and shipping, and gun emplacements at Roberts International Airport; the results of their intervention was judged by the New York Times to have given ECOMOG forces a decisive advantage in fire power.[44][45]

In 1992, six Nigerian Alpha Jets were placed directly under ECOMOG command, and employed against the NPLF in an extensive campaign of air strikes, road interdictions missions, anti-shipping sorties, and night raids (a task which the Alpha Jet was not normally equipped to perform). They were even employed to deny access to key bridges in order to give ECOMOG ground forces time to capture them before they were sabotaged. In total, Alpha Jets flew approximately 3,000 combat missions in support of ECOMOG, sustaining no losses but incurring some damage from anti-aircraft artillery.[44][46]

In 2013, Nigeria began taking steps to bring its Alpha Jet fleet back into service, upgrading 13 of the original 24 into serviceable condition, due to an urgent need for strike aircraft to participate in air support missions for counter insurgency operations against Boko Haram.[47] In March 2016, Nigerian car manufacturer Innoson Vehicle Manufacturing (IVM) signed a supply agreement with the Nigerian Air Force to produce components and various spare parts for the Alpha Jet.[48][49] In 2015, Nigeria ordered four additional aircraft from the United States; these aircraft had been de-militarized and prepared for civilian operations, however Nigeria had reportedly returned two of these to an unspecified armed configuration by early 2016.[50][51][52]

The restored Alpha Jet force have been routinely employed in combat air patrols, and has conducted multiple air strikes against Boko Haram militants over a number of years. In September 2014, multiple Alpha Jets conducted a large number of aerial bombardment missions over and around the area of Bama, Borno State, during the fight to regain the city following the withdrawal of friendly ground forces.[53] In early October 2014, Boko Haram released a video containing the decapitation of who they claimed was a captured Nigerian Air Force pilot of a downed Alpha Jet.[54][55] In March 2016, attacks performed by Nigerian Alpha Jets had reportedly dislodged Boko Haram fighters from Sambisa Forest, Borno State.[56]

"NORTHERN MUSLIM ELDERS ARE IN TROUBLE AND THEY KNOW IT

The North is in a big mess and we know it. There is a revolution coming to the North and it will consume a lot of people. The Elders already see the revolution coming and they themselves are talking about it. For a long time the Northern Muslim Elders have been able to turn the attention of the youth against Christians using religion. Northern states have produced 9 Head of States. Only one (Gen. Yakubu Gowon) is the only Christian. What did these 8 Head of States except Sir Ahmadu Bello do for the people? How come the people are poor when their own people have been in power most of the time?

Most of the Governors in the North are muslims. How come their people are so poor? How come they are the ones selling water in jerry cans? How come they are the ones doing shoe shining? How come they are the ones breaking fire woods into pieces? How come they are the ones doing maiguard, night guard work? These Northern leaders have cheated the Northern masses too much.
Most of the Federal Ministers from the North are muslims. What did their people benefit from it? Almost nothing.

The Northern States have far more Local Governments. None earns less than N100 million a month from the Federal Government. What did they do with it? The Federal Government pumped billion of Naira into nomadic education. Where is the result?
Most of those who are Ambassadors from the North are muslims. The Governor of Central Bank is a muslim from the North. The Minister of Education is a muslim from the North. The Inspector General of Police is a muslim from the North. The National Security Adviser is a muslim from the North. The Chief Justice of the Federation is a muslim from the North. There are more Northern muslims Senators.

There are more muslim Northern House of Representative Members. There are more Northern muslim Commissioners of Police. Most of those who own Petrol Stations in the North are muslims. Most of those who have been Executive Directors from the North are muslims. Most of the Vice Chancellors of Universities and Rectors of Polytechnics in the North are muslims. Most of the owners of trailers in the North are muslims. All who have ever been Vice Presidents of Nigeria from the North are all muslims. What have the Christians done in the North to cause poverty in the North that warrants total annihilation? They are attacking the wrong people.

Recently we heard that 80% of Oil Blocks are in the hands of Multinationals the Foreigners. But 80% of the remaining 20% are in the hands of 11 Northerners. Only one is a Christian. The remaining 10 are muslims from the North.
The only Christian among them is distributing the money all over the Country. Recently he gave Ahmadu Bello University N2.3 Billion.

By now we expect the masses in the North to call all their people who have Oil Blocks, all their people who have been Heads of States, all their people who have been Vice Presidents, all their people who have been Governors of Central Bank, all their people who have been Ambassadors, all their people who have been Federal Ministers, all their people who have been Director Generals, all their people who have been Governors and Deputy Governors, and all their people who have been Local Governments Chairmen to come and answer why the North is poor, why Northerners are suffering.

You can deceive the people most of the time but you cannot deceive the people all of the time.

MY ADVICE TO THE NORTHERN MUSLIM LEADERS.
It is not too late to prevent a bloody revolution. Stop blaming Jonathan. Come together and do the following:
1. Find the greatest need of your people. Vocational jobs, training and mass scholarships. Agricultural loans made available to the poor. Build dams and boreholes everywhere. Provide medical clinics that are functioning. Find projects that can touch their lives. Do launching and fund raising. Let all of the Big Men mentioned earlier come and give away half i.e. 50% of their wealth to help their people. They cannot finish spending the remaining 50% until they die peacefully. If they refuse to do this, the revolution will come and consume them. It will take away all their wealth.
You can ask President Jonathan to join you by donating generously to the projects. Multinational companies will also donate.
Time is running out. No need to play to the gattery. No need to do escapism. The Boko Haram has almost finished dealing with Christians yet their problems are not solved. They will descends on their Elders and consume them.
Soon the list of all who have license to export Crude Oil will come out.
Soon the list of all those who have huge deposit in their foreign accounts will come out.
Why turn muslim areas of the North into Ghost towns? Why destroy the whole place? Why present our youth for slaughter? What percentage of children of the rich are in terrorism?
Big people do not care if the poor die or if their children are being slaughtered daily.

Let the donation start coming in. let the fund raising start. Let the projects be advertised. Let Boko Haram suspend terrorism for six months. Let development break forth everywhere. Let massive youth vocational training take place.
The Northern children have high intelligence but they have no chance to develop it or show it. Let us give them a chance. The Elders have been selfish and greedy. Let them stop that. Let them show remorse. Let them repent.

They must start now stop all the rhetoric and start doing something now before it is too late.
Boko Haram and Amnesty
The call for amnesty for Boko Haram without talking about all who have been killed injured or affected is out of place.
The difference between Boko Haram and Niger Delta Militants
1. The militants did not attack mosques or churches.
2. The militants did not ask muslims to vacate their areas.
3. Niger Delta militants leaders were known and were ready for discussion. Boko Haram came as a faceless organization.
4. Boko Haram attacked innocent citizens, slaughtered some like rams, gunned some down and boombed churches. The Niger Delta militants did not do anything like that.
5. Niger Delta militants made their grievances known to Government for a long time before getting armed. Boko Haram just got up to kill.
6. Boko Haram must tell us their sponsors or sources of funds.
If you grant amnesty to Boko Haram members, then 2million people can claim to be members looking for benefits.
1. What compensation will Government pay for innocent people killed?
2. What compensation will Government pay for the injured?
3. What compensation will Government pay for those whose businesses were ruined?
4. What compensation will Government pay for those who were displaced and/or traumatized by Boko Haram?
All who claim to be Boko Haram should present their names, passport photographs, telephone numbers and places of abode, and states of origin.
Those who have committed murder, arson or terrorism will be tried.
Those who have not committed any crime should be let go.
Then State Governments should then arrange to train the jobless people among them. The Federal Government can come to the aid of the state Governments when they have shown commitment.
All the 10 other Northerners (i.e. except Gen T.Y Danjuma) with Oil Blocks should be made to contribute N10 billion each to the empowerment of youths of Northern States. Each state in the North should get at least N5 billion.

The over 300 churches and 1000 christian businesses ruined by boko haram post election violence should be compensated.".

Respected American Ivy League institution, the University of Pennsylvania recently awarded honorary degrees to a select group of distinguished personalities from around the world for high achievement in various spheres.

Among the recipients was Dr Ngozi Okonjo-Iweala, Coordinating Minister for the Economy and Minister of Finance who received an Honorary Doctor of Laws Degree.

US Vice President Joseph R Biden Jnr and Ursula Burns, Chairman/CEO of Xerox Corporation, the first African-American woman to head a Fortune 500 company were also among the honorees.

According to the citation read at the ceremony: “Okonjo-Iweala is responsible for managing the finances of Africa’s most populous nation and one of the world’s fastest growing economies. She’s a former managing director of the World Bank where she had oversight responsibility for the bank’s $81 billion operational portfolio in Africa, South Asia, Europe and Central Asia. She also spearheaded initiatives to assist low-income countries during the food crisis and later the financial crisis, and she chaired the raising of $49.3 billion in grants and low-interest credit for the world’s poorest nations.”

Also honoured at the ceremony were:

- Kwame Anthony Appiah, Princeton University professor, a widely published philosopher and cultural theorist whose work on race, identity, politics and moral philosophy has helped change our understanding of human behavior.

- Samuel H. Preston, Penn professor of sociology, is one of the world’s foremost demographers. He is responsible for the “Preston curve,” which is widely used to identify factors responsible for gains in life expectancy.

- Ellen Mosley-Thompson and Lonnie G. Thompson , preeminent experts on ice core analysis who have shed new light on our planet’s past and its future.

Fashola, entertainers, colleagues eulogise late lawyer

Encomiums, yesterday, appeared inexhaustible at the Service of Songs for late entertainment industry lawyer, Efere Ozako, who died on April 18, 2013, of a stress related ailment.

The Shell Hall, MUSON Center, venue of the tributary event, was full to capacity, as friends, family members, entertainers and Barrister colleagues of the deceased, including Lagos State Governor, Mr. Babatunde Raji Fashola and his wife, Dame Abimbola, gathered at the ceremony that got the crowd laughing amidst tears.

Given the various tributes that came in for the deceased, it appeared difficult to summaries what Ozako stood for while on earth. His life, as it were was filled with the valuable impacts he had on everyone who crossed his path. Like a mother hen, Ozako was said to have lived his life, fighting for everyone’s right as a lawyer, friend and acquaintant.

Governor Fashola, who revealed how close he was to the deceased, said they not only attended the University of Benin (UNIBEN) together, but that they were also neighbours in Surulere, before he became governor. Fashola said that while dealing with the physical separation, the memories of his times with the deceased will put a smile on his face always.

“This morning when the storm for the rains began to gather, I said to myself, this man is not going to go away quietly... And I am sure that in his own unique way, he has connected with every one of us. You know what; if there is life after death, Efere will live it - that I am sure. And he probably has started to live it. All the lawyers he would meet there, he would probably have started to publish a magazine for them to read. This was a prince of the Niger Delta who made Lagos his home. He was my friend and my brother. Efere was my next door neighbor in Surulere and we were at UNIBEN together. And I remember that I was always running off somewhere and wouldn’t come back until 1am or 2am; from one club to another. And the day I became governor, Efere said: “You see, I told you to let me go out at night; this man has become governor.” The crowd roared with laughed. “I am sure my wife has a lot of stories to tell; the long hours she spent with Efere; it was about people who are faithful to their wives. This was the community in which we lived in Surulere.” The governor said, paused and changed his mood slightly.

“I know this is a very difficult situation to deal with. I think that we are dealing with the physical separation… Efere is not dead. He has just moved on to fulfill a covenant that all of us will fulfill. Yes, we would struggle with this physical separation, but I will remember the very funny times and memories I shared with him, and he will keep a smile on my face. And I know he will on the face of Ann too, who was really his soul mate. She would understand it better and so are his children. Well done my brother. Warri no dey carry last. Move on. God bless you.”

Other speakers after the governor though he had captured everything that the late speaker was. His sister in-law, Bose Gloria Ozako said he protective of her to a fault. She said her husband will never think of cheating or misbehaving to her. “Efere would take the next flight to Warri.”

For Federal Government College Warri Old Students association, he was a rallying point for members. Few weeks before his demise, Efere was said to have donated generously to the widow of a late member and urged others to do the same. To the Bikers Association, he brought innovation to the club
by forming the cruisers club, saying that riding was a bit too fast and risky. To the entertainers, Efere was at the center of some of the successes they enjoyed today as a fighter for performance rights.

Ozako was well known for his workshop series; Wetin Lawyers Dey Do … Sef?; which he began in 2006, through Dtalkshop, an agency he co-run with Kaine Agari, his cousin. The forum was meant to awaken filmmakers and musicians to the possibilities of earning well from their artistic endeavours. Ozako in his life time frowned at the activities of pirates and similar right infringers.

ON Monday, May 6, the once full of life entertainment lawyer, Efere Ozako, will begin his journey to the great beyond with a candle light procession ceremony being organised by his group of friends at the Muson Centre by 5pm.

The Delta-born lawyer was snatched by the cold hands of death on April 18, an incident that sent shock waves through the nation’s entertainment circles as Zakilo (as he was fondly called by close friends) was not ill before his untimely demise that morning.

I knew Zakilo in early 2000 when I was still a practicing journalist and after our first meeting, our paths always crossed as I covered the Arts and Entertainment beat while he was heavy in Entertainment and Copyright Law. His Wetin Lawyers Dey Do Sef; for Entertainment Industry? periodic seminar and workshop and his quarterly Takai journal were enough for any journalist or entertainment practitioner worth his onions to know and work with Efere.

Zakilo was a man who would hold a gathering of friends down for hours with different stories from across the world. His energy was unequalled. A real professional, when I was head of Public Relations and Communications of a Pay TV Company, Zakilo was legal consultant to a rival Pay TV outfit and when we met at a popular hangout for entertainment practitioners, he would be the first to joke about our rivalry and we laughed and drank over it even with law suits hanging on each other’s necks as a corporate entities.

When I started my own media-lobbying outfit, Zakilo was one of the few people I reached out to and, as usual, he did not disappoint. He directed a client of his who needed some media services and that was how I got my first set of clients. He was the unpaid legal adviser to my company and God help you if Efere was on the opposing side against you in a legal battle. Ask comedy merchant Opa Williams when Zakilo went after him. It was the zeal and professional competence he displayed in the matter against Williams that made him to retain him as both his personal and company lawyer for many years till his demise. He was both lawyer and family friend of Opa Williams.

Last year May, I and Efere were on a Kenyan Airways plane to Nairobi for Opa Williams’ Nite of A Thousand Laughs Xtra comedy show. Williams and others were already in Nairobi some two days ahead of us, so as representative of Williams Media Company, I had to have first-hand knowledge of the show while Efere was attending to signing some new deals that will open up East Africa to Opa Williams whose plan was to take over Africa with his premier comedy show.

I am a terrible traveller, I always must pack the wrong things in the bag. Even if my wife assists in the packing, I must always have one reason to check the bag for something last minute and in the process drop either the tooth brush or paste or on one occasion, my laptop! On that fateful day, I realised when we were in Cotonou for a brief stop for the plane to refuel, that I had left my wallet containing American dollars in the car! So how would I pay for the visa on arrival? I had never asked for financial favour from Efere before, so all through the six-hour flight, I was racking my brain how I would get around this issue.

Efere took my mind off my problems momentarily when he offered me a supposed real life account of one of the main actors in the 1966 coup in Nigeria (there are so many accounts so one does not know which to believe anymore). I, however, read the book voraciously as I had not read a book in a long while before then. We spoke at regular intervals on other issues and Efere even did some commentary on the book as I read (that was Efere for you).

Now, my nightmare was about to start when I heard the pilot announce we were commencing our descent into Kenyatta International Airport. I held my breath. Anyway, we were now at the immigration and realised my problem was not just the visa fee only but I also forgot my ‘Yellow Card’. That was intentional as most countries have abolished that dumb card that Nigerians buy for N300 naira at the MMI A. I never knew Kenyans still attach importance to that worthless piece of paper.

So we were in front of the smiling but firm heavyset lady who was insisting I must be given vaccination injection at a cost of 100 dollars. It was then I saw Efere’s lawyer’s skill at work. In three minutes, he had everybody gathered around us reeling with laughter and I was slapped on the wrist and let off the hook. How do I now tell someone who just rescued me out of paying 100 dollars that I had no money on me to pay my visa fee?

But I finally did and Efere just looked at me and smiled and paid the money. Later in the evening after I had got some money, I called on him, “bros, see dat money.” He replied, “which money be dat?” I answered. “Dat money for airport now.” Hear him: “Ehen?” and smiled that his famous smile which always started from his nose region before it spreads through the whole face area. A minute after, with the money still held loosely in my hand, I knew Efere was not interested in a refund. That was Zakilo for you, he gave without expecting anything in return. Even when I thanked him in our Urhobo language, he mumbled a response which told me he wanted the money issue forgotten in a hurry.

If I decide to narrate all the favours Zakilo had done for me for over a decade, it would make a very long and emotional read. He begins his final journey on Monday, and what can I say? Just last year May, we were all over Nairobi rocking the hell out of that beautiful and cold city. Now, this May, I will be attending your candle light procession. Life is truly an irony.

That the proven oil reserves of the blocks is five billion barrels valued at USD 380billion or N58.9trillion using the 2013 oil benchmark price plus 4TSCF of Gas valued at USD15.72trillion
That OML 30 fetched the Federation Account USD50million as initial entrance fee as against USD1.3billion received by SPDC for its 45% equity interest in the same block.
That the true market value of OML 30 divested to Atlantic Energy Drilling Concept would have been USD 800million if the Nigerian Petroleum Development Company Limited had carried out open and competitive bidding process as required under the Public Procurement Act.
That Atlantic Energy Drilling Concept has no functioning office or staff and has never executed a single oil-related contract and taken any project or produced any barrel of crude.
That the execution of the Strategic Alliance Agreement violated the Public Procurement Act and the Oil Industry guidelines which demand that allocation of oil blocks and the award of service contracts shall be based on an open competitive bidding process.
That a similar Strategic Alliance Agreement for OML 34 was finalized with Atlantic Energy Drilling Concept on May 25, 2011 for another USD500million for 60% equity of Nigerian Petroleum Development Company’s 55% interest while SPDC’s 45% interest in the same OML divested to Niger Delta Energy and Petroleum Company was sold at USD600million.
That in September 2010, the Honourable Minister entered into a service contract with Seplat Energy International Limited through its Nigerian subsidiary, Mr. Kolawole’s Septa Energy Nigeria Limited for USD 54million as entrance fee. That the company will also recover its cost before sharing profit and can lift crude and keep the entire proceeds of sale abroad.
That the Minister’s action amounts to a tactical reintroduction of the single source procurement practice abolished in the industry in 2004.

We have formulated six (6) issues to address the allegations made by the petitioner. They are:
1) Whether the Nigerian Petroleum Development Company Limited, through the Strategic Alliance Agreement, divested 60% of its 55% equity interest in OMLs 26, 30, 34 and 42 to Atlantic Drilling Concept Limited
2) Whether the execution of the Strategic Alliance Agreement violates the Public Procurement Act
3) Whether the execution of the Strategic Alliance Agreement violates the Oil Industry guidelines
4) Whether the execution of the Strategic Alliance Agreement amounts to discretionary award of equity interest in OMLs 26, 30, 34 and 42 as alleged by the Petitioners
5) The veracity of alleged proven reserves of crude oil and natural gas in the said OMLs and the quoted market value
6) Whether the entrance fee paid by Atlantic Energy Drilling Concept can be considered as a payment for the acquisition of participating interest in the leases
Having formulated the above issues, we now proceed to address same thus:

Whether the Nigerian Petroleum Development Company Limited, through the Strategic Alliance Agreement, divested 60% of its 55% equity interest in OMLs 26, 30, 34 and 42 to Atlantic Energy Drilling Concept Limited.


The Strategic Alliance Agreement entered into between Nigerian Petroleum Development Company Limited and Atlantic Energy Drilling Concept Limited was not a divestment of Assets nor transfer of Operatorship but simply an alternative funding agreement in order to meet the Nigerian Petroleum Development Company Limited’s cash call obligations in the affected OMLs
Unlike the divestment of the private equity owners’ (The Shell Petroleum Development Company Limited, Total E&P Nigeria Limited and Nigerian Agip Oil Company Limited equity interest to ND Western Nigeria Limited and Shoreline Nigeria Limited) in which the entire 45% equity interest in the affected OMLs were divested, the Strategic Alliance Agreement simply creates an obligation for Atlantic Energy Drilling Concept Limited to provide funding for the development of these assets as opposed to acquisition of equity interest in the block.
It is instructive to note that the Nigerian Petroleum Development Company Limited is the Operator and still owns its 55% interest in OMLs. The Company has not divested any of its interest in the OMLs as erroneously alleged by the Petitioners. This can be easily discerned from the Strategic Alliance Agreement attached to the petition.

Whether the execution of the Strategic Alliance Agreement violates the Public Procurement Act

We are very mindful of the objectives of the Bureau for Public Procurement and the scope of application of the Public Procurement Act and we wish to state that the Strategic Alliance Agreement entered into with the Atlantic Energy Drilling Concept Limited does not fall within the purview of the Public Procurement Act.
The Nigerian Petroleum Development Company Limited is by the Strategic Alliance Agreement receiving funds from Atlantic Energy Drilling Concept Limited to finance its 55% equity interest in the affected OMLs and not the procurement of goods, works or services as contemplated under the Public Procurement Act.
Therefore, it is absurd to suggest that the Strategic Alliance Agreement is in contravention of the Procurement Act.

Whether the execution of the Strategic Alliance Agreement violates the Oil Industry guidelines

On the Petitioners allegation that the Strategic Alliance Agreement violates the Oil Industry guidelines, obfuscated as the allegation is, it is instructive to note that this transaction was not a bid process for the allocation of oil blocks. Therefore, the oil industry guidelines were not violated. In fact, the Agreement is in furtherance of the Federal Government’s objective of funding cash call obligations from alternative sources such as service contracts, Production Sharing Contracts and Alternative Funding arrangements as currently being practiced in the traditional Joint Venture operations.

Whether the execution of the Strategic Alliance Agreement amounts to discretionary award of equity interest in OMLs 26, 30, 32 and 42 as alleged by the Petitioners.

As earlier stated, the Strategic Alliance Agreement is not an acreage award nor a divestment as ownership of blocks still remains with the Nigerian Petroleum Company, NPDC. It is only a financial arrangement between NPDC an Atlantic Energy Drilling Concept Limited to provide funds for the operations of these blocks. There has been no award of a block during the entire exercise not to talk about a discretionary award

The veracity of alleged proven reserves of crude oil and natural gas in the said OMLs and the quoted market

There is indeed proven reserves of crude oil and natural gas associated with the SPDC/NAOC/Total divestment of 45% equity in the blocks. However, the quoted reserves of 5billion barrels corresponding to 60% of NPDC 55% equity is a calculated attempt to mislead the National Assembly and indeed the people of Nigeria as the entire 100% equity of the 4 blocks is not up to 5 billion barrels.
The actual revenue which is about 75% of the total reserves that is due to the Federal Government remains unchanged and has not been eroded as royalty and tax accruable to the federation account will be paid based on production. The market value as per the petitioner is only applicable if there is sale of assets, which is not the case. It is pertinent to state that the value of accruable to the Federal Government will always remain intact; as the Strategic Alliance Agreement will not impact the Federal Government earnings.

Whether the entrance fee paid by Atlantic Energy Drilling Concept can be considered as a payment for the acquisition of participating interest in the leases

The entrance fee paid by Atlantic Energy Drilling Concept was to acquire the right to fund and not payment for the acquisition of participating interest in the leases. This is common practice in the industry and best international practice.
The entire petition is based on the assumption that 60% ownership of NPDC’s 55% equity interest OML has been assigned to AEDC. This is a gross misunderstanding or at the very least a deliberate distortion of the working of the Petroleum Ministry.
“Mischievous and vexatious as the petition may appear, we have taken the pains to bring the issues to the fore to enable an understanding of the essence if the Strategic Alliance Agreement. In the absence of the innuendo created by the petition, the Strategic Alliance Agreement is in fact beneficial to Government and in tandem with Government’s objective of seeking alternative sources of funding and has not contravened extant laws.”

The Sukhoi Su-30MKI[3] (NATO reporting name: Flanker-H) is a multirole combat aircraft jointly developed by Russia's Sukhoi Corporation and India's Hindustan Aeronautics Limited (HAL) for the Indian Air Force (IAF). A variant of the Sukhoi Su-30, it is an all-weather capable, heavy class, long-range air superiority fighter which can also act as a strike fighter aircraft.

Development of the variant started after India signed a deal with Russia in 2000 to manufacture 140 Su-30 fighter jets.[4] The first Russian-made Su-30MKI variant was accepted into the Indian Air Force in 2002,[5] while the first indigenously assembled Su-30MKI entered service with the IAF in 2004.[6] In 2007, the IAF ordered 40 additional MKIs.[7] As of July 2010, the IAF has 124 MKIs under active service with plans to have an operational fleet of 280 MKIs by 2015.[8] The Su-30MKI is expected to form the backbone of the Indian Air Force's fighter fleet to 2020 and beyond.[9]

The aircraft is tailor-made for Indian specifications and integrates Indian systems and avionics as well as[10] French and Israeli subsystems.[11] It has abilities similar to the Sukhoi Su-35 with which it shares many features and components.[12][13]
