No retired officer, no matter how highly placed should be able to deploy a military officer still in service. When the military dabble into civil issues, they become answerable to civil authorities. The FCT Minister can rightfully order him as it is within his jurisdiction. We don't just practice democracy here. Our constitution is clear.
