The government has announced a number of relief packages to ameliorate the hardship brought onto Ghanaians as a result of the outbreak of the COVID-19 pandemic.

The Minister Finance, Ken Ofori-Atta announced the packages in Accra yesterday when the presented the 2020 mid-year fiscal policy review to Parliament.

According to the minister, the relief packages were to bring financial and social relief to businesses and the citizenry as well as stimulate the economy.

Among them are the three months extension of free water and electricity supply for the citizens, reduction in the Communication Service Tax from nine to five per cent.

In addition, the government has increased the Coronavirus Alleviation Programme Business Support Scheme (CAPBuSS) by GH¢150million to support businesses, and the establishment of a GH¢2 billion Guarantee facility to support all sectors of business and job creation.

- South Africa, Kenya, and Ghana are in the second, third and fourth positions

The 2020 Best Countries Rankings rated five African nations as the continent’s most powerful countries.

It should be noted that the countries are chosen based on factors that cover their respect for human rights, their GDPs, ease of doing business, among other attributes.

On the list, Egypt ranked first in the African category but is number 36 on the world category. South Africa comes second and rated 39th among world countries.

Below is, therefore, a list of the top 5 African countries:

4. Ghana

Meanwhile, Legit.ng earlier reported that Mauritius and Tunisia ranked first and second with a 100% electricity supply. Egypt, Algeria, Morocco, and Seychelles ranked 99.8%, 99.1%, and 99% respectively.

No country on the list has below 80% electricity access as South Africa and Ghana, nations on ninth and 10th positions, have 84.3% and 84.2% power access rates.

Bandits have killed 15 farmers at Yar Gamji village in Batsari Local Government Area of Katsina State.

Residents in the affected community told Channels Television that the victims were killed while working on their various farmlands when the bandits attacked at about 10:00 am on Monday.

When contacted, the Police Public Relations Officer in the state, Gambo Isah, confirmed the incident saying, “It’s true that 15 people were killed in an attack in their various farmlands far away from Yar Gamji.”

He explained that the bandits pursued the farmers to the forest, shooting and killing them.

“The bandits numbering over 200 came on motorcycles armed with AK 47 rifles pursuing them (the farmers) even to the forest, shooting and killing them.

“A mop up after revealed the 15 corpses. At present, our people are on ground and I am expecting a detailed report on their confrontation with the bandits,” he added.

The attack comes few hours after the Nigerian Army flagged off ‘Exercise Sahel Sanity’ to mitigate the spate of insecurity in the north western states of the country.

The exercise was launched in Faskari, one of the front-line Local Government Areas of Katsina, the exercise is aimed at restoring peace in the regions.

Speaking during the official flag off of ceremony on the Chief of Army Staff, Lieutenant General Tukur Buratai announced that the exercise is carefully designed to flush out armed bandits, terrorist groups and other criminal elements hibernating in the forests of Dumburum, Gando, Subobo and Kagara in Katsina, Zamfara and parts of Sokoto states.

Leader of the Indigenous People of Biafra (IPOB) Nnmadi Kanu on Sunday vowed they are prepared to sacrifice the last drop of their blood to restore Biafra saying he does not expect everybody that bears a Biafran name to support wholeheartedly the move IPOB is making to ensure that freedom is restored in Igboland.

“We urge the good people of Biafra not to be unduly burdened when certain comments designed to pander to the Fulani Caliphate are uttered by some individuals or politicians as we march ever so remorselessly to our destination which is freedom for Biafra.

Kanu said in a statement by his Media and Publicity Secretary, Emma Powerful that these misguided individuals should therefore be pitied rather than condemned.

“Our position against the flawed foundational structures upon which our British colonial masters constructed the fraudulent edifice Flora Shaw originally named Nigga-area later anglicised to Nigeria by her lover Frederick Luggard must not be allowed to stand.

“It doesn’t matter what ignorant neo-colonial slaves say or do, the Fulani Caliphate will continue to use unity of Nigeria as an excuse to continue their age long camping of mass murder, genocide and ethnic cleansing as millions watch on impotently under the guise of keeping a British colonial product one.”

He said: “Each person is entitled to his or her opinion about whether to be a free soul or to continue living as the glorified slave. For us in IPOB, we have chosen to be free but we shall let those that wish to be enslaved to continue to do so till eternity. It’s all about choice.”

He reiterated that “we are not expecting every person to support Biafra agitation as long as we know that currently 99.9 per cent of our people are in support of the movement IPOB is making towards our quest for Biafra independence.

“We are not perturbed by the utterances of a few compromised politicians and their shameless agents, who because of their desire to please their slave masters, are ever ready to sabotage our collective interest. A million of them cannot deter us in our quest and unstoppable march to restore Biafra in the shortest possible time.”

“We are equally aware that Biafran politicians serving Nigeria in Abuja and other places took an oath to be ‘faithful, loyal and honest’ to Nigeria which for some of them means subjugating their fellow citizens to the devilish whims of the caliphate masters in core north. So, we expect them to honour their pledge the same way those of us serving Biafra in different capacities have pledged to serve her with the last drop of our blood and make sure it comes into existence in our time.

“The ungodly statements from Biafra politicians is an encouragement to us because it only serves to fire up our determination to restore our lost identity and freedoms. We quite understand that they are under the influence of whatever it is their masters fed to them but in time they shall all be put to shame or worse.

“IPOB is well organised the world over and solidly built on an immovable rock. Mere words cannot change our strategy nor will it dent our resolve to restore Biafra in every truth and honesty. But our assurance to them is that in the end, they will regret their actions. The day of reckoning is fast approaching.

The International Monetary Fund (IMF) has projected that all revenue accrued to the federal government in 2020 will be spent on interest repayments.

Jesmin Rahman, IMF’s mission chief and senior resident representative for Nigeria, disclosed the projections while speaking at a webinar hosted by the Nigerian Economic Summit Group (NESG), Fiscal Policy Roundtable and Tax Investment and Competitiveness Policy Commission.

Rahman attributed Nigeria’s fiscal problems to low revenue.

“The first vulnerability comes from having a very low level of fiscal revenues, total revenues at seven percent of GDP is less than half of sub-Saharan Africa’s average and far lower than the averaging oil-exporting countries.

“It is also lower than the minimum threshold of 12 percent which is considered necessary for the government to provide an enabling and growth-enhancing role.

“Interest payments take up a large share of revenues, leaving little resources for everything else this year, in particular, all of the federal government’s revenues are expected to be spent on interest payments.

“This is particularly staggering when we look at how little is spent on education and health.”

Speaking further, Rahman said the fund considers Nigeria’s public debt, including Asset Management Corporation of Nigeria’s debt, stands at 29 percent of GDP; lower than the 53 percent average in other developing and emerging market economies.

“When we do our in-depth analysis, public debt is projected to reach about 37 percent of GDP this year and remains roughly around that level in the medium term,” she said.

“We do various stress scenarios in our debt sustainability analysis and in all of those scenarios, public debt does not go beyond 50 percent of GDP.

“So, I will not say that public debt is having a crisis or that public debt is extremely high. It is really a revenue issue; very low and volatile revenue is what poses a lot of fiscal risks and there are sizable financing risks in the next 12 months.”

Commending the 2019 finance act, the IMF official said Nigeria needs to move on multiple fronts to raise revenue beyond the minimum threshold necessary for government effectiveness.

She listed some of the moves to include improving value-added tax and company income tax efficiency, increasing the percentage of active taxpayers, reducing tax exemptions and raising trust in public institutions to improve tax morale.

According to the medium-term expenditure framework and fiscal strategy (MTEF/FSP) report published by the ministry of finance, budget, and national planning, the debt service to revenue ratio for the first quarter of 2020 was 99 percent.

During the quarter, the federal government’s retained revenue was N950.56 billion while N943.12 billion was expended on debt servicing.
