Hello, read carefully. The verses are talking about different scenarios, otherwise the Bible won't have time to be repeating the same thing.

One case is clearly rape, while the other is consensual sex. Don't confuse the word Force for LAY HOLD. They are two different words with different meaning. See how lay hold is used below.
