Jehovah and his only begotten son are HOLY because they are both perfect but as for imperfect humans Jehovah has chosen a limited number of people from different nations across the globe and declared them "HOLY" Act 15:14

It's this Holy Ones that other imperfect humans are drawn to {Zechariah 8:23} so when God promised to reunite faithful people throughout the earth {Isaiah 2:2-4; Micah 4:1-3} this can only be possible in the gathering of those that Jehovah declared "Holy"
