When God say someone fears God and shuns evil it doesn't mean the person has God's laws in written code anywhere it simply means the person is always thinking of how to please God whether he knows who God is or what God requires of him.

But after God brought the Israelites out of Egypt He gave them laws which no nation or people has had before that's why He said:

"Now if you will strictly obey my voice and keep my covenant, you will certainly become my special property out of all peoples, for the whole earth belongs to me." Exodus 19:5
It's what He commanded and the covenant He made with them that qualifies them to be His special people unlike before when He only pick people randomly due to the fact that such ones lived by conscience!
