I think it depends on the type of delivery that was booked for. But usually a month if it is the standard delivery, but if it is express delivery, it can take 5 to 7 days. Ask the person that sent it if he received any SMS update on his phone about the package.

Most application deadlines are fast approaching nonetheless, I would suggest you find schools you might meet up with their deadline and try engage the graduate director for your program. You might be able to get a waiver to turn in your GRE score a little later than the deadline. Remember to let him know there are a very few centres in Nigeria as such, it takes a while to get a slot.

The VO is right. You applied for the wrong visa category for your stated purpose. Yes you can apply again and state that you want to be with your spouse. However, you should find a better way to describe the role you will be playing in supporting him towards the successful conclusion of his studies rather than saying you will be helping him out with daily stuffs.
You should also be able to show enough funds to support both of you for at least a year.

Vo: purpose of visit?
Me: I want to spend my leave period with my husband
Vo: Why not B2 visa instead since you are going on a vacation
Me: Because I believe F2 will give me a chance of multiple entry. I can be able to travel to attend his graduation
I don't even understand what she said after this
Vo: Why didn't he come visit last summer
Me: I said because he was coming home for a job interview last year and he had to plan his visit around that time, and he came in September.
Vo: What do you do
Me: teacher
Vo: do you live alone?
Me: yes, in my husband's house
Vo: sorry.......
Gave me my passport
No other documents was asked.
Oh, another thing. I used a scanned copy of my i20 because my husband had to make a recent update about his GA, so the original didn't get to me on time, she frowned at this, asked why and I told her about the update. The update was made five days to my appointment( Saturday and Sunday inclusive)

Please is it okay to reapply immediately for same F2 and say I want to join my husband, spend quality time with him and help him out with his daily stuff when next I apply? Well, I just went through the transcript. Congrats on your baby delivery. Is your baby a boy or a girl?

I noticed you did not prepare for the f1 visa interview. When you were asked about English test, you did not really respond as a normal consular would expect. This is the first glitch, and you said you don't have the test score report. Consular probably thought you lied. Trust me!

Then the second interview, you did not give a valid reason as to why you choose the school. So, I think the second VO agree with the information the first VO left on your profile within the system. As I can see, you can get the F1 Visa. You need to prepare very well and put yourself together, except getting the visa doesn't matter to you anymore.

You need to write a tailored transcript for the next interview, and by God's grace, the outcome should be positive.
