Looking at the duo of former President Olusegun Obasanjo and Mrs. Patience Jonathan the other day, smooching, hugging and dancing azonto, one question that raced through my mind was: what do the Jonathan’s now think of Obasanjo, the man who brought them fame, fortune and ultimately, perdition? You do not need to have known former President Goodluck Jonathan up close to appreciate the fact that he was a perfect gentleman, neither a Pharaoh nor a Nebuchadnezzar. But that was until Obasanjo, out of his utter disdain for the duo of Ibrahim Babangida and Abubakar Atiku alongside the slew of Northerners keen on contesting for the presidency in 2011, cajoled and ended up railroading a quiet, peaceful and easy going Jonathan into contesting the 2011 Presidential election, thus single-handedly tearing PDP’s zoning arrangement into tatters. The party recently attributed its shellacking in the 2015 Presidential election, majorly to that very incident. I have read and heard a whole lot of Jeremiad coming from those the new media describes as the wailing wailers. I have read and listened to many say Buhari should stop whatever it is he is doing, pack, go and let corruption come back in all its fury, a wish God forbids. As I often say in this column, I am not here to eulogise Buhari as I do have reservations of my own about some of the things he did and those he left undone. For instance his appointments have been mostly sectional, rather than inclusive. Also, he ought, by now to have given the Fulani herdsmen’s menace much more attention than just asking the police and the army to handle it because undisputed research has shown that some top guns in these agencies are not uninterested parties. The President, we pray, will come back from his 10-day leave much more invigorated. He should therefore waste no more time in frontally and properly interrogating a problem that has left thousands of Nigerians killed for nothing. Another area of my being ill at ease with the President is how, a full year into his administration, he still sits pretty seeing the National Assembly remain a sink hole with legislators carting home multi-millions quarterly despite the country’s parlous economic circumstances. This past week, we saw them self-eulogising and back slapping regardless of how greatly Nigerians have come to loathe them. These are people who awarded themselves ridiculously huge allowances which were not approved by the Revenue Mobilization Allocation and Fiscal Commission. I think the President should stop this illegality by whatever means he can , not minding the fact of the Legislature being a different arm of government since the appropriate government agency has severally denied approving such allowances. After all, the buck stops at his table. I digress.
With what Nigerians now know about the Goodluck Jonathan era, the suffering we are presently experiencing be it power, foreign exchange etc and which the wailers never stop shouting about, even as they left a putrefying Augean stable for Buhari to clear, would have been nothing but a child’s play had the former President got re-elected. Indeed, by now, Nigeria would have become another Venezuela, that other country where oil boom has turned oil doom with its citizens queue-ing to have the lowest item needed for survival . The signs were all there as the Jonathan government has started feeding Nigerians on a daily diet of lies. For instance, MrsOkonjo-Iweala was serially denying the fact that Nigeria was broke even as they have already borrowed close to half a billion naira to pay workers’ salaries. President Jonathan lost the election but certainly not for lack of trying. As Orubebe was busy ranting his inanities, tying to provoke Professor Jega, the INEC chairman, in order to precipitate a situation where their goons would teargas everybody and stop the announcement of the election results, Diezeani’s bribe money for the purpose of altering the Presidential election results nationwide was going round every part of the country. As God would have it, those to whom she shelled the money knew it was too little, and too late as Nigerians have put an ignominious end to the era of lootocracy. Rather than part with the money, most simply held to their own share of the loot.
Had Jonathan won, nobody would have heard a whimper about this humongous amount of money sourced, illegally by Diezeani from her rogue accomplices in the oil industry which she had dominated like a colossus.
With daily breaking news about the heist perpetrated under his nose , it is a shame President Jonathan is going round the world trying to burnish his name and claiming, tongue in cheek, that he fought corruption. So massive was the looting that his ministers very easily convinced him not to cooperate with the incoming administration as a result of which he could only give his handing over notes to his successor a few days to his exit. By going out making those claims are we to assume that he is unaware of many of his men who have confessed to looting the treasury one way or the other? Did his cousin, Robert Azibaola, just chanced on 40 Billion dollars for a contract which the EFCC describes as dubious, for the supply of Tactical equipment for special forces but details of executing which it says does not exist? What of how people around him turned a so-called negotiation for the release of the Chibok girls to a casino? While regaling his audience in a speech at the Bloomberg studio in London claiming he fought corruption by not making money available to people, was it that he had not heard what Hassan Tukur, his Principal Secretary, was reported to have told the EFCC about the 40 Billion dollars he, Jonathan, approved, and Azibaola picked from the office of the National Security Adviser which had by then become an automatic teller machine, for the release of the Chibok girls? Is it possible the former President has not heard that Tukur has confessed to diverting the money and sharing it with somebody? Or what corruption can be greater than authorising, as reportedly claimed by the National Security Adviser, the sharing of 2.1 Billion dollars meant for arms purchase for items not remotely related to arms? And what about the millions of dollars raked in from oil crude sales which should have gone to the federation account to relieve states, but was diverted and used by the oil empress for the purpose of altering the presidential election results?
If I were President Jonathan, I would put a stop to these arranged lectures and talks until such a time my innocence would have been established. Or hasn’t he just said he is being investigated? Col. Sani Kukasheka Usman, Abuja: The Nigerian Army wishes to inform the general public that quite a number of senior officers of the Nigerian Army were retired from service yesterday.
Those retired were mainly some Major Generals, Brigadier Generals, Colonels, Lieutenant Colonels and a Major.
Their retirement was based on Service exigencies. It should be recalled that not too long ago some officers were investigated for being partisan during the 2015 General Elections.
Similarly, the investigation by the Presidential Committee investigating Defence Contracts revealed a lot.
Some officers have already been arraigned in court by the Economic and Financial Crimes Commission (EFCC).
People should therefore not read this out of context.
The military must remain apolitical and professional at all times.

In line with the promise President Muhammadu Buhari made on May 14 in London to give details of looted funds recovered by the administration during the first anniversary of his presidency, the federal government yesterday released an interim report specifying the recovered cash and assets.
The report contained in a statement in Lagos by the Minister of Information and Culture, Alhaji Lai Mohammed, said the cash recoveries made between May 29, 2015 and May 25, 2016, including recoveries under interim forfeiture (cash and assets), totalled over N3. 4 trillion. It said about N115 billion was being awaited from the Switzerland, United Kingdom, United Arab Emirates, and the United States.
Cash recovery within the period included N78,325,354,631.82 (Seventy eight billion, three hundred and twenty-five million, three hundred and fifty-four thousand, six hundred and thirty one Naira and eighty two kobo) and varying sums in other currencies, namely, $185,119,584.61 (One hundred and eight five million, one hundred and nineteen thousand, five hundred and eighty four US dollars, sixty one cents); 3,508,355.46 Pounds Sterling (Three million, five hundred and eight thousand, three hundred and fifty-five Pounds and 46 Pence), and 11, 250 Euros (Eleven thousand, two hundred and fifty Euros) from 29 May 2015 to 25 May 2016. These total about N144.9 billion.
Recoveries under interim forfeiture (cash and assets) during the period included N126,563,481,095.43 (One hundred and twenty six billion, five hundred and sixty three million, four hundred and eighty one thousand, and ninety five Naira, forty three Kobo) and the following amounts in other currencies: $9,090,243,920.15 (Nine billion, ninety million, two hundred and forty three thousand, nine hundred and twenty Dollars, fifteen cents); 2,484,447.55 Pounds Sterling (Two million, four hundred and eighty four thousand, four hundred and forty seven Pounds, fifty five Pence), and 303,399.17 Euros (Three hundred and three thousand, three hundred and ninety-nine Euros, 17 cents ). These come to about N3. 3 trillion.
Funds awaiting return from foreign jurisdictions included $321,316,726.1 (Three hundred and twenty one million, three hundred and sixteen thousand, seven hundred and twenty six Dollars, one cent); 6,900,000 Pounds (Six million, nine hundred thousand Pounds), and 11,826.11 Euros (Eleven thousand, eight hundred and twenty six Euros, 11 cents).
The recovered funds and assets were listed under four broad categories, namely, cash recoveries; recoveries under interim forfeiture; funds awaiting return from foreign jurisdictions, and non-cash recoveries.
The report also showed that there were non-cash recoveries (farmlands, plots of land, uncompleted buildings, completed buildings, vehicles and maritime vessels) totalling 239 items.
About N39,169,911,023.00 was recovered through the Economic and Financial Crimes Commission, which also secured $128,494,076.66, £2,355 and 11,250 Euros.
In addition, the sums of N5,665,305,527.41 and $8,000,000.00 were recovered from the on-going searchlight on the Office of the National Security Adviser (ONSA), while the loots recovered by the Independent Corrupt Practices and Other Related Offences Commission (ICPC) and lodged with CBN were put at N2,632,196,271.71. Also N47.7 million, $1.94 million and £3.50 million in cash were recovered through the Department of State Services (DSS).
Under the report, cash recoveries involving royalty and tax payments to the federal government in JP Morgan account in New York was put at N4,642,958,711.48 (four billion, six hundred and forty-two million, nine hundred and fifty-eight thousand, seven hundred and 11 naira, forty-eight kobo), and $40,727,253.65 (forty million, seven hundred and twenty-seven thousand, two hundred and fifty-three dollars, sixty-five cents).
The office of the Attorney-General of the Federation also recovered N5,500,000,000 (five billion, five hundred million naira) and $5,500,000 (five million, five hundred thousand dollars) in cash.
Buhari had said in an interview during the global anticorruption summit in London, “So far, what has come out, what has been recovered in whatever currency from each ministries, departments and individuals, I intend on the 29th to speak on this because all Nigerians are getting from the mass media because of the number of people arrested either by the EFCC, DSS. But we want to make a comprehensive report on the 29th.”

This is nonsensical.  To me, this is no biggie. Its just the way its supposed to be. It doesn't mean the person concerned can't be referred to the tribunal after his/her explanation. This is how I see it..."Firefire, you took what does not belong to you..you better return it b4 I take you to court..and then you explained what happened in a defensive manner..if I am not satisfied, I may still choose to take u to court." I just see this as a way of telling the suspect to get ready for the tribunal. |

The House of Representatives has considered and passed an amendment to the Code of Conduct Bureau and Tribunal Act
The Act makes it mandatory for the bureau to ensure that any one who is deemed to have breached the provision of the act is given the chance to explain before such a case is referred to the tribunal.
the amendment to Section 3 of the Act now includes a paragraph (e) which says “upon complaint(s) of any breach or where it appears to the Bureau that there is a breach of the provision or this Act, the person concerned shall be given particulars of such non compliance or breaches to explain before any reference to the tribunal”.
Section 4 (2) was also amended to substitute the word “President” with “the National Assembly” as the one to appoint members of staff of the Bureau and exercise disciplinary control over them.

President Muhammadu Buhari says he feels pity for Lai Mohammed, minister of information and culture, for having the responsibility of explaining his actions and his inaction to Nigerians.
Speaking on Monday when he hosted state house correspondents at the presidential villa in Abuja, Buhari said he and his cabinet members have been doing their best to deliver the change which the All Progressives Congress (APC) promised Nigerians during the electioneering campaign.
The president described his ministers as hardworking, saying they toil day and night to ensure that his administration succeeds.
“One of the men I pity is Lai Mohammed. Everyday he is on TV explaining our performance or lack of it,” he said.
“The ministers sit down day and night to work. Some of them have literarily lost weight because they were sleeping less and eating less (while working on the budget). They were working on every kobo to be spent.
“We recently just found out that we are poor because we don’t have anything to fall back to. This is the condition we found ourselves and this change mantra had to go through hell up till yesterday.
“And for you to talk to whoever came to visit us throughout that year, I wonder how each of your diaries would be, because people were expecting this change mantra in their own way.
“How do you define change? Luckily our party identified three major items, security, economy and corruption.”
The president spoke on why he reduced the number of ministries from 42 to 24. He also revealed that some of the permanent secretaries were disengaged because of lack of commitment.
Buhari added that there is a possibility of the economy recovering in the last quarter of the year.
“When we came there were 42 ministries we cut it to 24. We had to do it on our own because we found out that government could not continue with 42 ministers and the paraphernalia of office so we cut it down to 24,” he said.
“I underrated the influence of the PDP for 16 years watching from outside. The experience of the staff, their commitment and zeal is different from what it is now compared to when I was in government. Sixteen years of development in the life of a developing nation is a long time.
“Most of the permanent secretaries were sent out because it was time for some of them to go and for others for one thing or the other. Because were not part of those 16 years this is where we found ourselves and this is no joke.
“We had to cut down half the number of permanent secretaries and then do some cross postings. The permanent secretaries that were there for the past five, seven, 15 years the only thing that they know is how things were done in the previous years. Whatever we did in the campaign, in fact we were saying rubbish and that made it very difficult for us.
“Things were even more difficult during the budget which you all know about. For somebody like me, for the first time I heard what is called padding.

The Economic and Financial Crimes Commission (EFCC) has traced the diversion of the substantial part of the missing $20billion oil cash to the 2015 electioneering campaign of the Peoples Democratic Party (PDP).
The anti-graft agency discovered how the cash was transferred and wired into secret accounts for political purposes.
It was learnt that the EFCC has made “appreciable progress” in recovering a huge chunk of the cash. Former Central Bank of Nigeria (CBN) Governor Sanusi Lamido Sanusi (now Emir of Kano Muhammadu Sanusi II) raised the alarm that there was an estimated $20bn shortfall in oil revenues due to the treasury from the state oil company which might have been spent illegally.
The EFCC latest discovery is said to be part of the ongoing “comprehensive” probe of a former Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke.
A source close to the investigator, said: “We have tracked a substantial part of the missing $20billion about which the former CBN Governor raised the alarm.
“From our findings, the oil money was diverted. We will soon make the details available.
“As for those being invited for interrogation on campaign funds, we have been able to establish that the amounts in question were strictly government funds.
“Whatever noise anyone is making is baseless. We are determined to recover these funds from all the beneficiaries.
“Some of the suspects have refunded the cash credited to them and some still have outstanding funds to pay.”
The highly-placed source said the EFCC was not targeting PDP leaders at all. He said if there is any evidence of government funds spent on the campaign of other political parties, we will “investigate too”.
In 2014, Sanusi told members of the Senate Committee on Finance at the National Assembly in Abuja that $20billion was missing.
He said: “It is established that of the $67 billion crude shipped by the Nigeria National Petroleum Corporation (NNPC), between January 2012 and July 2013, $47 billion was remitted to the Federation Account.”
“It is now up to NNPC, given all the issues raised, to produce the proof that the $20billion unremitted either did not belong to the Federation or was legally and constitutionally spent.”
Mrs Alison-Madueke denied that $20billion was missing.
She said: “When the former CBN Governor came up with the allegation that about $49.8bn of crude oil sales proceeds were not remitted by NNPC, we swung into action with all the relevant agencies to reconcile the figures.
“When we reconciled the figures down to $10.8bn and some agencies were having a different figure of $12bn, we insisted that the reconciliation must continue because there was still an anomaly; we said we must get down to the bottom of the matter to find out what is really amiss.
“We appeared before the Senator Makarfi Commttee to defend ourselves over the fresh allegation of unremitted $20bn. We put our papers forward. The Makarfi Committee then went through all the evidence supplied by all the relevant agencies and found that there was no missing $20billion.
“Despite the fact that the Makarfi Committee declared that no money was missing, the opposition kept insisting that $20bn was missing and they were calling us names.”
While receiving APC chieftains from Adamawa in April 2015, President Muhammadu Buhari promised to probe the whereabouts of the $20billion.

The Federal High Court, sitting in Abuja, has dismissed the application filed by the spokesperson of the Peoples Democratic Party, Olisa Metuh, asking for permission to travel abroad for his medical treatment.
The counsel to Mr. Metuh had on May 23 informed the court of an application dated May 16 seeking permission to allow Mr. Metuh travel to the United Kingdom for five weeks to attend to his failing health.
The counsel, Onyeachi Ikpeazu, had also asked the court to permit the release of Mr. Metuh’s passport so that if the first application is granted, he (Mr. Metuh) would be able to travel for the proposed treatment of his ailing spinal cord.
The trial judge, Okon Abang, had on that day said the court would decide on Mr. Metuh’s application on May 25.
Mr. Abang had also asked both counsel on May 23 whether his court had the jurisdiction to grant the second application by Mr. Ikpeazu, seeking for the release of Mr. Metuh’s international passport. After listening to the arguments of both counsel,
Mr. Abang stated in his ruling, Wednesday, that the application seeking the release of Mr. Metuh’s international passport should not have come to his court in the first place.
He noted that the decision was made with regards to the nature of Mr. Metuh’s trial and that the court cannot hold back its decision.
Mr. Abang further said the present condition of the defendant should not be a reason for the law to be compromised.
“Proceedings in a court of law is not based on sentiments,” the judge said.
“The court cannot set aside its decision. I have no jurisdiction to do so.”
He added that since the court cannot grant Mr. Metuh his second prayer, there would be no need to consider the application for Mr. Metuh’s trip abroad.
“Having dismissed prayer two, it is not important to discuss the merits of prayer one,” Justice Abang said. “Discussing prayer one amounts to an academic exercise.”
The judge said Mr. Metuh had the prerogative of approaching the Appeal Court to request for the release of his passport, adding that when the higher court decides on that, he would then have to consider the merits of the first application.
“In case I am overruled in Court of Appeal, with respect to prayer 2, I will still make findings with regard to prayer 1.
He said the medical report by Mr. Metuh’s doctor, Ugwanyi Ugochukwu, did not include any reason why Mr. Metuh cannot have his treatment done in Nigeria.
Although Mr. Abang noted that he would not argue with Mr. Ugochukwu regarding the said report, he would not agree that Mr. Metuh could not be treated in Nigeria if the applicant does not provide such evidence before the court.
“Their is no evidence brought forth by Mr. Metuh that none of the teaching hospitals in Nigeria can treat him of his sickness.
“We have so many teaching hospitals here that can treat such illness,” Mr. Abang said. He said the court also had a duty to consider the rights of the prosecution.
“The prosecution has expressed fear that he will disappear. In a case like this; the court must be extremely careful. Twitter has decided to simplify the tweet-creation process, and has announced that photos, links, and user names will no longer be counted against its 140-character limit. This change is rolling out now and over the “coming months.”
But that’s not all that’s being announced today: You’re now able to retweet or quote tweet yourself, and Twitter is ditching the “.@” convention that it instituted for those wishing their tweets to be seen more more broadly. All of these updates will be available on Twitter’s website, as well as its iOS and Android apps, Twitter for Mac, and TweetDeck.
Since its founding, Twitter has maintained a limit of 140 characters, and each addition, whether a link, photo, video, or username, contributed to that count. Last week, it was reported that the company would implement ease these restrictions, in an effort to improve the overall user experience and help refine Twitter’s focus as outlined by CEO Jack Dorsey.
Today’s news will make it easier to compose tweets. The exclusion of usernames from the character count should make conversing easier, resulting in less “penny-pinching” of words. The same goes when you attach a photo, GIF, video, poll, or quote tweet — none of these will count against you. Users will also welcome the removal of the pesky “.@” convention. Starting today, the company says new tweets that begin with a username will reach all of your followers. If you want a particular reply to be seen by all of your followers, Twitter said you can retweet it “to signal you intend for it to be viewed more broadly.”
The company suggested such a change may be coming back in April.
All of these adjustments are intended to enhance the experience for existing users, but, even more importantly, to encourage more people to start using Twitter. New users may have shrugged the service off after determining that the protocols for using it simply were too complicated. Although some expected that the company would reinvigorate its base and attract more users by doing away with the character limit entirely, expanding it just like Twitter did with direct messages, Dorsey has denied such rumors.
“One of the biggest priorities for this year is to refine our product and make it simpler,” Dorsey said in a statement. “We’re focused on making Twitter a whole lot easier and faster. This is what Twitter is great at – what’s happening now, live conversation and the simplicity that we started the service with.”
Twitter’s CEO has committed the company to a vision that’s focused on live events and conversation. Over the past year, the company has released tools to further this objective, including polling, GIFs, and the ability to share Periscope broadcasts.
“We’re not giving up on the idea of Twitter being in the moment,” Dorsey remarked. “That concept of brevity, speed and live conversation – being able to think of something and put it out to the world instantly – that’s what’s most important. We’re always going to look for opportunities to make Tweets a lot more expressive, and enable people to say what they want to say. As long as things are fast, easy, simple and expressive, we’re going to look at what we can do to make Twitter a better experience.”

The Nigeria oil and gas as well as the solid minerals sectors Nigerian Extractive Industries Transparency Initiative NEITI audit report for 2013 has been published.
The Minister of Solid Minerals and Chairman of the NEITI Board, Kayode Fayemi, said the audit, which focused on all aspects of the extractive industries, showed that total revenue flows into the Federation Account from the oil and gas sector in 2013 was about $58.07 billion.
The figure represented about eight per cent decline when compared to the $62.9 billion realised in 2012. Mr. Fayemi said the decline was attributed to the drop in oil and gas sales following divestment of federation equity in some oil mining leases, OMLs, crude oil losses as a result of destruction of production facilities, pipelines vandalism and crude oil theft.
Details of the report revealed that the Nigerian National Petroleum Corporation, NNPC and its sub-units during the year either lost or refused to remit a total of N2.23 trillion, consisting $9.75 billion and N378.67 billion, to the federation account as earnings from various aspects its operations in 2013.
