Well if you must know Deuteronomy 21:13 that you are quoting simply means the man can start having sex with his wife after (not before) marriage!
They must be declared as husband and wife either through tradition, Church, Mosque or the court of law at least the bind must be pronounced first before they can start sleeping together to curb immorality.

You're talking about MARRIAGE and why it's not necessary for a priest, pastor or court official to join them together before they can start having sex as a couple.

So i'm telling you that the public declaration is what makes everyone present accept them as a couple, if someone should snap a picture of either Muhammad and Aisha Buhari or Bola and Remi Tinubu or Aleho and Tosin Dokpesi kissing publicly in any part of this planet it will be taken as a couple publicly displaying affection but it will become a scandal when it's between any of those men with any other woman apart from those they publicly declare as their wives!

So whether it's in the church, mosque or court that the declaration took place it's compulsory they must be publicly declared as married before they can both enter into a private room without anyone raising a eyebrow!

Let's leave quotations out for a moment and try use our God's given brains to figure out what you asked. What stops /hinders a man from sleeping with another man's wife or what hinders a woman from mating with another woman's husband?
Well the only thing is when everyone in the neighborhood has known that the person in question is married to someone, your husband or wife can easily sleep around when nobody is aware that he or she is married.

So the first thing to do is making a public declaration that this two are married then it has become a bad thing for any of them to be seen sleeping with someone else!
