Tragedy struck yesterday along Sapele road country home junction, Benin, the Edo state Capital when a truck driver mistakenly crushed his own motor boy to death. The incident which caused a major traffic gridlock in the area, was witnessed by one Mr. Clement Nwenazi, who sent in photos from the scene of the accident to Naij.com. The motor boy was said to have been seated in the compartment between the driving area and the truck’s loading area. While in motion, the boy reportedly fell from the compartment and was crushed to death by the truck while the driver was unaware until passersby called his attention to the incident. By which time, the motor boy was already dead. The scene of the accident was filled with people who came to catch a glimpse of the unfortunate motor boy. Two days ago the Speaker of the House of Assembly, Hon. Yakubu Dogara, flew a private jet to Delta state to commission an altar in a church at “King Jesus and I Ministry’s Covenant Alter of Testimony.” According to Sahara Reporters, the private jet is estimated to cost about N1,392,650 ($7,000) per hour, which means the speaker’s estimated two-day trip cost about N66.8 million ($336,000). Dogara meets with traditional rulers When an online news portal Sahara Reporters broke the news, Dogara told the media that he paid for the trip himself and he did not use public money to fund his personal trip. The speaker a member of the ruling party the All Progressives Congress (APC), just began his term in the National Assembly on a campaign, which promised to fight corruption and waste in government. Dogara who has been a National Assembly representative since 2007, however did not explain how he could afford such a trip in a luxury jet. The speaker said that he did not want to travel to Delta State but was “directed by God” to come and speak to the church members. In a related development, there were controversies on social media after Hon. Dogara flew a private jet to Delta state. The senate president, Bukola Saraki has set up a committee to draw up a legislative agenda for the 8th Senate. In this report, JONATHAN NDA-ISAIAH takes a look at pressing legislations the 8th Senate needs to consider The 8th Senate started on a shaky note last month with the elections of the leadership senate causing a crisis in the senate. For the first time in the senate, lawmakers have a bi- partisan leadership with Senator Bukola Saraki from the All Progressives Congress (APC) as the Senate president while Senator Ike Ekweremadu as deputy from the opposition Peoples Democratic Party ( PDP). Also, the selection of principal officers also caused a stir in the Upper House. However, by last week, signals that peace may return to the senate appeared with the meeting between President Muhammadu Buhari and the aggrieved lawmakers. The president urged “warring” lawmakers to respect the supremacy of the party and put their personal interest in their pockets for the sake of the country’s democracy. He said: “Whatever your personal interests, put them in your pocket. Let APC work. Let the system work. I appeal to you to accept the superiority of the party. I cannot confine myself in Sambisa forest and refuse to participate in the meeting because I respect the superiority of the party.” “The elections have come and gone and the APC has won the battle and lost the war, this is the paradox of democracy and we can see how we are going to manage it. I have a worthy appeal to you, the chairman; to you the leadership of the party; to you the senators and members of the house of representatives and to you the governors, that the APC must not disappoint our constituencies and the nation state. He also added that:“We thank God in four years we have to convince our constituencies that we are individually worthy of the sacrifices they have made, we have stayed awake days and nights, travelling around to make sure that the party emerged victorious. What subsequently happened is human, and as human beings, we are not perfect but let our collective action in this party rule because we have won the election and we will eventually win the war.” With this admonishing from the president, the warring lawmakers may sheath their swords and settle down to legislative business. Many Nigerians are expecting the 8th Senate to pass the long awaited Petroleum Industry Bill, the electoral act, Constitution amendment and the National Conference report. Oversight function which used to be an avenue for extortion from ministries and MDAs by lawmakers need to be strengthen just as properly monitoring of budget to ensure strict implementation by the executive should be the norm. It will be recalled that just before their recess, The Senate President inaugurated two ad hoc committees on finance and legislative agenda. While the Ad Hoc Committee on Legislative Agenda is made up of 18 senators, the Ad Hoc Committee on Finance is made up of 10 senators. Speaking during the inauguration of the Ad Hoc Committee on Legislative Agenda, Saraki explained that the Committee would be saddled with the responsibility of charting a renewed course for the 8th Senate. He said: “This Committee will be doing so in total recognition of the works of yesterday, the difficulties of today and the challenges of tomorrow. “Legislatures globally respect and fulfill a core yet central function of the parliament; which is purely scrutiny and assent giving. This is why the legislature by any global description depicts it as the link between the people and those who govern them. “In essence, they (legislators) do not govern, but they provide the means by which a political system can maintain the balance between effectiveness and consent, that is, between the needs of government to be able to raise resources necessary to carry out a programme of public policy and to maintain the consent of the people. “Distinguished colleagues, the challenges ahead are very daunting and onerous in nature and this therefore requires the input of the whole committee towards generating a refined report”. He stated that the objectives and mission of the legislative agenda are but not limited to: increasing the institutional capacity of the Senate, building a legislative autonomy and strengthening the committee system, oversight functions, extensive representation and outreach, stakeholder and civil society involvement, implementation, monitoring and evaluation, reduction running cost, and effective legislative support system. Speaking also during the inauguration of the Committee on Finance, Saraki hinted that it would monitor and review the Senate finances. According to him, “The subject of reduction in cost of governance has been a sensitive matter on the front burner of national issues in the polity, especially with regards to the legislature. While much of this could be due to an underlining ambiguity in the monthly salaries of legislators and their allowances, there still persists the need to project clarity, accountability and transparency in all legislative matters and legislators’ welfare. “The 8th Senate, under our watch, recognises the concerns raised by Nigerians about the cost of running office most especially with the economic challenges facing our nation. “The Senate will be more transparent regarding all public funds spent for the purpose of paying salaries and allowances of legislators and ensure that distinction is sufficiently made between what a legislator actually earns and what is spent to run and implement legislative business and committee activities. “The watchword in our financial issues will be fiscal conservatism. It is, therefore, on this arm that the Committee is mandated to carry out thorough fiscal examination on the senate finances with the aim of coming up with the best cost-effective regime in the 8th Senate”. LEADERSHIP recalls that Senators Ben Murray Bruce, Dino Melaye and Shehu Sani have been in the forefront for the reduction of salaries for legislators and were included in the finance committee. Members of the Finance Committee to be chaired by Senator James Manager (PDP, Delta South) include senators Ali Ndume, Ahmed Sani Yerima, Shaaba Lafiagi, Sonni Ogbuoji, Sonni Ogbuoji and Gbenga Ashafa. While members of the Committee on Legislative Agenda to be chaired by the Senate Leader, Ali Ndume, include senators Babajide Omoworare, Duro Faseyi, Tayo Alasoadura, Sonni Ogbuoji, Uche Ekwunife, Hope Uzodinma, Ben Murray-Bruce, George Sekibo, John Enoh, Mohammed Hassan, Binta Garba, Kabiru Gaya, Shehu Sani, Bala Na’Allah, Abubakar Kyari, David Umoru and Joshua Dariye. According to Raliat Ibrahim, a political analyst, members of the 8th senate need to settle down and get focused. Internal rancour and fight for supremacy should not be prioritized so much that the primary purpose of the National Assembly will be pushed to the background. She said, “Nigeria, as it were, is not short of laws. But how effective have the Bills presented and those passed into law been in improving the lives of Nigerians? I would rather the 8th Senate focus on energizing every sector, particularly those directly affecting the masses such as power, infrastructure and economic growth. “Issues bordering on security should top the agenda. Security operatives should be empowered to tackle security challenges in the country. Oversight functions should not be toyed with, while they should push for being less corrupt. “ she concluded.
