My point is, if the exploration is strictly for local consumption as you say, should the refinery not be built first before exploration wills start? I think it is commonsense and logic.
Second point you failed to grasp is why the big oil guys in the north have not locked this wells down for their generations unborn if they were so lucrative?

How would you build a Refinery down before having full geological report of your daily production output?! It's only reasonable to know exact barrels they can produce before investing in refinery

What made you think after signing Petroleum Industry Bill, it isn't a Northern cabal that AOML Consortium is fronting for, after all they know NNPC is now a private entity and it's not going to be like Niger Delta Oil where host rely only on the mercy of the president on payment of 13% derivatives

Again no investor would gamble his resources building a refinery in the middle of nowhere without full guarantee of oil supply
