isbish:
The simple reason why PMB's picture is removed from the candidates posters is beyond the haters comprehension. You guys because of hatred and vile on the President have lost all your sane sense of reasoning. His images on the posters are removed because even bad candidates use the Presidents good aura, personality and popularity to get votes. Buhari is a gem and larger percentage of good Nigerians know that, hence, the reason why bad politicians use his image to sale themselves.

Haven't any of you seen other parties using Buhari's image to even get votes. I have seen in my Village a Labour party Chairmanship aspirant use Buhari's pics in his Poster. What has Buhari got to do with Labour party? I guess sensible people will now see the reason better. They aren't removing PMB's pics because he is unpopular as you guys want to portray it. His pics are removed for the above stated reason.

PoliticsOil And Gas Exploration To Begin In North-East – Buhari by Monimatic(op): 8:00am On Mar 15, 2016
President Muhammadu Buhari yesterday disclosed that his administration has plans to extend oil and gas exploration into new fields in the Lake Chad Basin in the North East and in the coastal states, like Lagos, where oil has been discovered in commercial quantity.

The president, who was represented by Vice President Yemi Osinbajo, disclosed that, as part of strategies to reposition the Nigerian oil and gas industry, his government had commenced the process of implementing carefully conceived initiatives which would see the country hitting a production target of 2.8 million barrels per day (bpd) of crude oil.

The president made these disclosures yesterday while declaring open the 6th African Petroleum Congress and Exhibition (CAPE VI) being hosted in Abuja.

The measures, he explained, would come in the form of reduction in production costs and increased efficiency in oil exploration so as to achieve a 30 per cent increase in daily production.

The president also asserted that it was unacceptable statistic for Nigeria to be responsible for 23 billion cubic meters of the 40 billion cubic meters of gas flared annually in Africa, even as he declared his resolve to partner with the legislature to ensure the signing of the United Nations Agreement of ‘Zero Routine Flaring by 2030.’

He said, “In Nigeria, gas flaring amounts to about 23 billion cubic meters per annum in over 100 flare sites, constituting over 13 per cent of global gas flaring. Nigeria is a member of the World Bank Global Gas Flaring Reduction (GCFR) Partnership and with the support of our legislature, we will sign the United Nations Agreement of Zero Routine Flaring by 2030, although our national target is 2020.”

The administration, he said, also plans to strengthen the institutional framework on policy formulation through legislation on the Petroleum Industry Bill (PIB) as a prerequisite for the development of the sector and attraction of foreign investment.

He also listed the strategies to include unbundling the Nigeria National Petroleum Corporation (NNPC) into lean, efficient and profitable components that will operate as a business venture and deploy existing manpower to areas of competences without attendant job losses, develop stronger policies on local content so as to reduce capital flight in the industry and the reduction of gas flaring through Joint Venture (JV) contracts that will expand infrastructure and deploy Liquefied Natural Gas (LNG) for domestic and industrial uses.

While noting that the event comes just before the 33rd Ordinary Session of the Council of Ministers of African Petroleum Producers Association (APPA), which holds in Abuja today, the president stated that African oil producers are confronted with huge challenges that require urgent changes in the managerial strategies deployed within its economies.

APPA was inaugurated as a regional economic association in January, 1987, and it has grown to 18 member countries, namely, Ghana, Cameroon, Algeria, Mauritania, Gabon, Cote D’Ivoire, Equatorial Guinea, Congo DR, Congo Brazzaville, Chad, Benin, Niger, Libya, Egypt, Sudan, Angola, South Africa and Nigeria, which currently chairs the association.

This year’s event has the theme, “Positioning African Petroleum for Global Development and Value Addition.”

The president noted that CAPE VI provides a unique opportunity for Africa to look beyond the exploitation of oil and chart a new course in the use of other natural resources to upscale national revenues.

According to him, “Current volatility in the oil sector allows lessons to be learnt, synergies to be built and new approaches to be adopted to enable Africa expand its economy, infrastructure, manpower base, maintain domestic and regional peace and protect the environment.”

He added that the use of gas in Africa’s future energy mix has become imperative, and that if Africa must meet her future energy needs, the issue of the development of a robust gas infrastructure must be jointly addressed.

While inviting all APPA member countries to enter into natural gas business with Nigeria, which currently has the 7th largest gas deposit in the world, Buhari, however, stressed that in processing Africa’s hydrocarbon resource, environmental issues must be accorded huge priority.

He explained that “globally, over 150 billion cubic meters of associated gas is flared annually. Of this figure, Africa flares an estimated 40 billion cubic meters annually. I urge all APPA member countries to set realistic targets for gas flare-out in the region.”

Noting that the development of domestic refining capacity in oil and gas is critical to sustainable economic growth, Buhari challenged African ministers of energy to further explore cooperation mechanisms to expand regional refining capacities in an efficient and cost effective manner.

In his remarks, minister of state for petroleum, Dr Ibe Kachikwu, called on African governments to develop policies that will enable backward integration.

He said, “It is a new dawn for Africa and we are excited about the development. We will continue to work collaboratively because there is a lot happening in the space but also a lot of challenges that we have to overcome.

“The major challenge is funding. Obviously skillsets are there already and technology is not an issue but funding remains key. Policies are also key because African governments have to develop policies that will enable backward integration into their own systems.”

Foreign AffairsIran Fires 2 Missiles Marked With 'israel Must Be Wiped Out' by Monimatic(op): 3:34pm On Mar 10, 2016
Iran test-launched two ballistic missiles Wednesday emblazoned with the phrase "Israel must be wiped out" in Hebrew, Iranian media reported, in a show of power by the Shiite nation as U.S. Vice President Joe Biden's visited Jerusalem.
The new missile firings were the latest in a series of tests in recent days, aimed at demonstrating that Iran will push ahead with its ballistic program after scaling backing its nuclear program under the deal reached last year with the U.S. and other world powers.
Israel, long an opponent of Iran, offered no comment on the test, though Biden issued a strong warning over any possible violation of the nuclear deal.
"A nuclear-armed Iran is an absolutely unacceptable threat to Israel, to the region and the United States. And I want to reiterate which I know people still doubt here. If in fact they break the deal, we will act," he said.
Biden's comments came after meeting Israeli Prime Minister Benjamin Netanyahu, who strongly opposed the nuclear deal.
The tests, however, don't violate the accord. The landmark deal, which led to Iran dramatically scaling back its nuclear program, does not include provisions against missile launches.
Also, when the nuclear accord came into effect on Jan. 16, the Security Council lifted most U.N. sanctions against Tehran including a ban it had imposed in 2010 on Iran testing missiles capable of carrying nuclear warheads — a ban that likely would have covered some of the missile fired this week. To deal with the restrictions in the nuclear agreement, the councill adopted a resolution last July which among other measures "calls on" Iran not to carry out such tests.
At the United Nations, there is likely to be a debate about whether Iran is still required to abide by the ballistic missile test ban under council resolutions.
Iran says none of its missiles are designed to carry nuclear weapons and so the resolutions do not apply.
One Security Council diplomat said the tests don't violate the nuclear deal, but "there are obligations on Iran" that stem from the resolution and "they need to abide by those obligations." he said. Another diplomat acknowledged, "We're not mounting an argument that it's a binding obligation."
The two diplomats, speaking on condition of anonymity because they were not authorized to speak on the tests, said the council still has to consider the reported launches and if verified determine whether it is a violation and if so what action to take.
Iran state TV trumpeted Wednesday's test as officials boasted that it demonstrated the country's might against longtime nemesis Israel.
Video aired on state TV showed the golden-hued Qadr H missiles being fired from a crevice between brown peaks identified as being in Iran's eastern Alborz mountain range. The rockets hit targets some 1,400 kilometers (870 miles) away off Iran's coast into the Sea of Oman, state media and Iran's semiofficial Fars news agency reported.
The U.S. Navy's 5th Fleet, which patrols that region, declined to comment on the test.
Amir Ali Hajizadeh, the head of the Revolutionary Guard's aerospace division, was quoted as saying the test was aimed at showing Israel that Iran could hit it. Israel is within 1,100 kilometers (660 miles) of Iranian territory.
"The 2,000-kilometer (1,240-mile) range of our missiles is to confront the Zionist regime," Hajizadeh said. "Israel is surrounded by Islamic countries and it will not last long in a war. It will collapse even before being hit by these missiles."
He stressed that Iran would not fire the missiles in anger or start a war with Israel.
"We will not be the ones who start a war, but we will not be taken by surprise, so we put our facilities somewhere that our enemies cannot destroy them so that we could continue in a long war," he said.
The Fars news agency reported the Hebrew inscription on the missiles.
Writing messages on bombs dates as far back as World War II. During Israel's 2006 war with Lebanon's Hezbollah militants, Israeli children were photographed writing messages on artillery shells in a community near the border. More recently, pictures emerged online of U.S. missiles bound for Islamic State group targets that had "From Paris with love" written on them, referring to last year's IS attacks in the French capital.
Iran's message for Israel seemed timed to coincide with Biden's stop in the country on his Mideast tour. Iran has threatened to destroy Israel in the past. Israel, which is believed to have the only nuclear arsenal in the Mideast, repeatedly has threatened to take military action against Iran's nuclear facilities.
Over the past days, Iran has launched a number of missile tests as part of military exercises. On Tuesday, the Revolutionary Guard said the tests included several missiles with ranges between 300 and 2,000 kilometers (185-1,250 miles), including the Shahab-1 and -2, the Qiam, with a range of 800 kilometers, and the Qadr.
A U.S. State Department spokesman on Tuesday said the U.S. was aware of reports of missile launches and, if the reports were true, would take "appropriate responses" at the U.N. or elsewhere.
Secretary of State John Kerry spoke with Iranian Foreign Minister Mohammad Javad Zarif, and "the secretary did raise his concerns today with Foreign Minister Zarif about these reports," State Department spokesman John Kirby told reporters. He did not have additional details about the call.
The Qiam and Qadr, each capable of carrying payloads greater than 500 kilograms, fit the U.N. definition for missiles capable of carrying a nuclear warhead, said Jeremy Bennie, Middle East and Africa editor for IHS Jane's Defence Weekly.
The now-lifted 2010 ban covered missiles with a range of at least 300 kilometers (186 miles) and a payload capacity of at least 500 kilograms (1,102 pounds), under a definition by a U.N. panel of experts.
The nuclear accord was a victory for Iran's moderate president, Hassan Rouhani, over hard-liners who sharply opposed reining in the nuclear program. But since the deal was reached, hard-liners in the military have made several shows of strength.
In October, Iran successfully test-fired a new guided long-range ballistic surface-to-surface missile.
U.N. experts said the launch used ballistic missile technology banned by the Security Council. In January, the U.S. imposed new sanctions on individuals and entities linked to the missile program.
Iran also has fired rockets near U.S. warships and flown an unarmed drone over an American aircraft carrier in recent months.
In January, Iran seized 10 U.S. sailors in the Persian Gulf and held them for about 15 hours when their two riverine command boats headed from Kuwait to Bahrain ended up in Iranian territorial waters after the crews "misnavigated," the U.S. military said.

PoliticsAregbesola To Create 31 Local Councils More In Osun by Monimatic(op): 10:19pm On Mar 08, 2016
The governor of Osun State, Rauf Aregbesola, has announced the creation of 31 new Local Council Development Areas, LCDAs, by his administration.
Mr. Aregbesola stated this Tuesday in a state‎ broadcast to the people of the state. He said additional 31 Local Council development Areas, 3 area councils and two administrative offices were created.
The governor said his administration would make ‎judicious use of its revenues in a way that increasing the number of councils will least constitute any financial burden.
Mr. Aregbesola also announced the dissolution of the management committees of the existing 30 Local Councils and Area Office, their executive secretaries, deputy executive secretaries, members, special advisers and other functionaries.
The government had sent a request for additional local councils to the state House of Assembly, which later passed the bill.
Speaking on why the state was creating more councils at a time of financial challenges, Mr. Aregbesola said his administration had given the decision sufficient consideration, and had put in place measures to cut cost.
He added that the responsibilities of the new councils include bringing development to the people, managing the markets, generating more revenue, amongst others.

The governor said the state would be saving huge cost with the new councils. He said no new appointment would be made as the same number of staff will still run all the councils.
‎He said the entire local government system would be managed by Council Managers for three months. The managers are to be appointed and deployed by Local Government Service Commission from among the substantive grade level 14 officers in the local governments.
‎”Many would be wondering and asking: why create more councils at this special time of financial challenges? We have also given sufficient consideration to this. With this new parliamentary system, it will cost less to run the new councils and save a lot of money for the government than in the past.
“The primary responsibilities of our new local government system are sanitation, market management and revenue mobilisation and generation. This is consistent with local government administration worldwide.
“The beauty of this new system is its parliamentary nature, which requires the chairman and the vice chairman to be elected by the councillors from among their own ranks, thereby saving cost,” the governor said.

PoliticsAPC Suspends Three Senators, Other Legislators by Monimatic(op): 6:14pm On Mar 07, 2016
The All Progressives Congress (APC) in Niger State on Monday suspended its three Senators and other legislators over non-remittance of dues to the party.
Speaking to journalists at the state Party Secretariat in Minna‎, the Secretary, Barrister Mohammed Liman said out of the 13 legislators at both chambers of the National Assembly produced by the party, only six federal representatives have paid their dues till date.

According to him: “The constitution of our party is very clear on it, it says any member or political appointee that came into being through the platform of our party and fails to pay his dues is technically not a member of the party. The constitution says you must pay your dues as at when due. This means technically they have suspended themselves.”
