John Alechenu and Olusola Fabiyi, Abuja The National Chairman of the All Progressives Congress, Chief John Odigie-Oyegun, has said the nation is running a bastardised federal structure. He, therefore, said there was the need to revisit the dysfunctional structure in order to change the narrative and ensure that the structure work efficiently for the benefit of all Nigerians. Also, the Chairman of the APC’s Committee on True Federalism, Mallam Nasir el-Rufai, has said elections should not detract leaders from the task of nation building. They spoke at the public presentation of the committee’s report, in Abuja, on Wednesday. Odigie-Oyegun said, “There is no question that where we are today is a bastardised federal structure – more or less a unitary system. What we are going to present to you today is the considered view of the majority of Nigerians.” Odigie-Oyegun explained that contrary to the earlier perception in some quarters that the party had abandoned its promise to restructure the country, it was busy trying to fix the nation’s economy first. He said, “We didn’t think restructuring was an immediate thing. We were faced with an economic crisis; we had to find a new economic reality. We thought it was necessary to lay the foundation of an effective railway system, fix roads and power (first) before proceeding.” In response to agitations by labour unions about the panel’s recommendation for local government autonomy, the party chairman said, “We are not abolishing the local government system. What we are saying is that all local governments should be truly local to reflect the peculiarities of the various states. El-Rufai, who is also the governor of Kaduna State, spoke through his Special Adviser (Political), Mallam Uba Sani. According to him, since the committee submitted its findings and recommendations to the National Working Committee of the party six days ago, the feedback from Nigerians had been largely positive. El-Rufai said, “Thus far, we have not heard rebuttals of the recommendations. Rather, there has been a lot of hysteria triggered by seeming disbelief that a party in power at the centre is proposing true federalism. “In place of a counter-narrative or alternative position on federalism, what we hear is that the recommendations are coming close to elections. “If something is desirable, surely the imminence of elections should not render it unappealing. The reality is that restructuring is a nation-building opportunity. “There is now no significant constituency against the idea that states should exercise consequential powers, assume more responsibilities and control resources. It is time to make it work for the benefit of the peoples of this country.” Also speaking at the event, a former Minister of Information, Prince Tony Momoh, stressed the need for the party to engage with the President in order to muster the political will to ensure that the panel’s recommendations do not go the way of previous reports of national conferences. A member of the APC panel, who is also a former Minister of Women Affairs, Hajiya Aisha Ismail, said one thing was clear, all Nigerians want a better and greater Nigerian “where there will be justice, a Nigeria where things work.” She pointed out that she was particularly delighted by the recommendation that affirmative action for women should be given a pride of place in the new Nigeria the APC was seeking to build. The Secretary of the committee, Senator Olubunmi Adetumbi, said the committee had no opinion of its own but that the panel’s findings and recommendations were based on the outcome of its public engagements with Nigerians. But the People Democratic Party said the APC had no desire to restructure Nigeria, adding that El-Rufai who was eventually drafted to head the APC panel had on June 29, 2017, during an interview on Channels TV, denied that the APC promised restructuring. The PDP’s position was contained in a statement signed by its National Publicity Secretary, Mr. Kola Ologbodiyan. John Ameh, Abuja The House of Representatives on Tuesday directed the Minister of Transportation, Chief Rotimi Amaechi, and other stakeholders to produce the documents on the $195m waterways security contract awarded to an Israeli security firm within 72 hours. The Federal Government had approved the contract in October 2017 for waterways security. READ ALSO: How I nearly bought Chevron Netherlands – Paddy Adenuga It was approved for HLSI Security Systems and Technologies, an Israeli firm. The contract involves the procurement of security equipment, training of the country’s security operatives, particularly, the Navy, to combat waterways crimes. Ameachi himself had confirmed in Lagos during the 2017 World Maritime Day, which had the theme, ‘Connecting Ships, Ports and People.’’’ The minister gave details, “When you see the equipment on the waterways, people will know they are safe and secured. Mr. President has kindly approved that, and that is being done through the Nigerian Maritime Administration and Safety Agency. “In the three years, they will train our Navy, our Army and our Police so that we can stop spending money escorting boats and vessels on our waterways. “Currently, Maersk told me they spend between $15m and $18m annually to those escorting their vessels from one point to another on our waterways. We should be able to deflate that by next year so that people can do their businesses on our waterways without any fear of being attacked or harassed. “The Israelis have assured us that after the training of our security operatives, such harassment and attacks on our waterways will not happen again. “They even said we should hold them accountable if such harassment persists on our waterways after the training. That is one achievement that has happened under our leadership in the maritime sector.” But the House resolved to probe the contract after up to 10 civil society organisations petitioned Amaechi, warning the Federal Government against proceeding with the contract. They had observed that such contracts could have security implications for the country by exposing its waterways to foreign hands. The House Committee on Public Petitions chaired by a member of the Peoples Democratic Party from Abia State, Mr. Uzoma Nkem-Abonta, is investigating the contract. A session convened at the National Assembly in Abuja to investigate the issue was stalled on Tuesday after lawmakers could not lay their hands on the contract papers. Expressing the frustration of the committee, Nkem- Abonta stated, “We have been demanding these documents and we have received no responses. This is about the 8th hearing on this issue. “If the contractual documents and agreements cannot be produced within the next 72hours, we will be forced to close this matter and make our recommendations to the House.” Another member of the committee from Lagos State, Mr. Rotimi Agunsoye, expressed displeasure over the situation, saying that the House was being taken for granted. “There is no point giving the stakeholders extra 72 hours since tax payers’ money is involved. We should just close the matter.” He argued that further giving the stakeholders another 72 hours was a waste of parliamentary time. However, Nkem-Abonta intervened, urging his colleagues to give Amaechi one last chance with the 72-hour grace. During a chat with MTV Base, Davido spoke on his
music career and the heights he has reached as an
artiste. The 30 Billion Gang leader is a one of the
biggest artistes on the continent today but he recalls
that it did not start easy for him. He said that his
father was not happy with his career path till he had
to prove his worth.

level where he could converse with at least 13

know that it was going to be that big. Then I
went back to school and the love that I was
shown was overwhelming, let alone the way girls
began to treat me. That one song with the video
made my father realise that I had the talent.

“The song became so big and I remember that
the President at the time called my father to talk
about me and the song. Even during my father’s

visit for more interesting post Troops of Operation LAFIYA DOLE involved in Operation DEEP PUNCH II have continued to deal decisively with remnants of Boko Haram terrorists hibernating in Sambisa forest and other parts of Northern Borno State with tremendous successes. On Friday 26th January 2018 afternoon, the troops with effective support from the Nigerian Air Force (NAF), had contact with the terrorists while advancing into Sambisa forest. During the encounter and further exploitation, the troops destroyed Boko Haram terrorists equipment, make-shift accommodation around Camp Zairo, Improvised Explosives Device (IEDs), bosom y traps, other delaying obstacles and devices. The troops also neutralized 7 Boko Haram terrorists and wounded several others. In addition, the gallant troops recovered 1 Gun truck, 1 Anti-Aircraft Gun, 1 Machine Gun, a Pistol, large quantity of Anti-Aircraft Gun ammunition, a 120mm Mortar Base Plate and a Dane Gun. Similarly, the troops destroyed 11 Boko Haram terrorists Gun trucks, 12 Hilux vehicles, 3 Canter trucks 2 Double Barrel Rifles, 30 Bicycles, Power generating sets, cylinders, printers, military kits and IED making workshop. Unfortunately, 2 soldiers were wounded during the encounter. The wounded soldiers have since been evacuated by Nigerian Air Force and are responding to treatment. Impressed with the unprecedented performance, the Commander Sector 1 Operation LAFIYA DOLE, who is also the General Officer Commanding (GOC) 7 Division, Major General IM Yusuf, has visited the troops harbour location. He conveyed the Chief of Army Staff's and Theatre Commander’s commendations to the troops for the wonderful job of annihilating the remnants of Boko Haram terrorists inside Sambisa forest and encouraged them to sustain the tempo of the offensive until they have eliminated all the Boko Haram terrorists wherever they might be hibernating. The GOC who was flown by Nigerian Air Force, was accompanied by the Commander 26 Task Force Brigade, Brigadier General IM Obot, and had meeting with the various field commanders. The success recorded has buoyed up troops morale who expressed enthusiasm in sustaining onslaught against the terrorists. The people of Borno, Adamawa and Yobe states are requested to report any fleeing Boko Haram terrorist seen around their communities. The Single African Air Transport Market will be formally established and launched on the 28 January 2018 on the margins of the African Union Summit in Addis Ababa, Ethiopia. Eligible airlines of the 23 countries are, effective this season, are entitled to conduct their business into the markets and fully operate the traffic rights provided for in the Yamoussoukro decision. The launch event brings together the aviation industry in Africa and airline manufacturers to forge ahead the effective implementation of SAATM. The Single African Air Transport Market (SAATM) is a flagship project of the African Union Agenda 2063, an initiative of the African Union to create a single unified air transport market in Africa, the liberalization of civil aviation in Africa and as an impetus to the Continent’s economic integration agenda. The Declaration on the establishment of a Single Africa Air Transport Market, as a flagship project of the AU Agenda 2063 was adopted by the African Union (AU) Assembly in 2015. Eleven AU Member States have made a commitment to implement the Yamoussoukro Decision of 1999 that provides for full liberalization in terms of market access between African States, the free exercise of traffic rights, the elimination of restrictions on ownership and the full liberalization of frequencies, fares and capacities. The third meeting of the Ministerial Working Group on establishment of the SAATM took place from 5 to 8 December 2017 and a number of activities were agreed to mark the launch of the Single African Air Transport Market. It is envisaged that airlines from the 23 SAATM countries would each be able to put up an exhibition during the launch. To date, the number of Member States that have adhered to the Solemn Commitment has reached twenty-three (23), namely: Benin, Botswana, Burkina Faso, Cabo Verde, Congo, Cote d’Ivoire, Egypt, Ethiopia, Gabon, Ghana, Guinea, Kenya, Liberia, Mali, Mozambique, Niger, Nigeria, Rwanda, Sierra Leone, South Africa, Swaziland, Togo and Zimbabwe.
