Those are exceptional cases. If a child is a genius, it's totally fine to bend rules for them. Afterall, they would most likely live a life that's different from the average kid.

For your everyday kids, a 16 year old in most cases is not matured enough to navigate the complexity of an environment outside the control of their parents. That's why we have a lot of depressed people these days because they are asked to do what have not yet developed to do.
Exactly that why there should be no limit

Straight answer is quota.

Every state has a quota, so whatever it takes to fill that quota versus the scores of the students from that state, is what you see as cut off mark.

No state has cheated another state. All have only fulfilled their respective quotas to benefit from the subsidised education that the federal government is providing to aid their unity objective of those Unity Schools.

It is not by force to attend a unity school which does not even constitute 5% of all the secondary schools in Nigeria.

Unity School system is a post civil war programme of the federal government to engender harmony and unity in Nigerian children.

I did not attend a unity secondary school and I made it in life.

That I did not enjoy the subsidised secondary education provided by Unity Schools, does not mean I did not enjoy the heavily subsidised public tertiary education that Nigeria provided that landed me a job in a multinational firm.

For that, I am grateful and free of student loans my foreign counterparts are paying.
But no quota in federal appointment? No quota in appointment of AIG? Commissioner of police? General in the army?

Lol, I said it's either the product is fake or substandard. There are many fake or substandard products in Nigeria of recent. For example, our mosquito coils do no longer kill mosquitos due to its substandardness, it only weaken them for a day or two and then they resume their bites with full force. Very little was done by Nigerian government to control the standard of the products we produce in or import into this country. Most companies started on a clean slate with quality products but the quality reduces over time due to inadequate or lack of quality control by the government.

Furthermore, many products produced by Igbos or in Southeastern part of Nigeria are either fake or substandard. This is a known fact. For instance, any product said to be from Aba (made in Aba) is likely the mimic, imitation or substandard version of the original product.
