First of all, Jagaban was a governor between May 29,1999 to May 29 ,2007 While Obi came into Office 2006 but removed after spending few months in office and later reinstated properly 14 June 2007 to 17 March 2014.

We have no refinery running at a reasonable capacity that we can rely upon and limit our importation but now, God willing, Dangote refinery will be coming upstream very soon and the essence of subsidy will be next nothing.
You can't just remove subsidy without a projection of already developed homemade effectíve refinery in a corner.
