Nigeria: I've Forgiven Ribadu-Shekarau

Kano — Kano Governor, Malam Ibrahim Shekarau Tuesday says he has forgiven the embattled former chairman of Economic and Finance Crime Commission, Malam Nuhu Ribadu over his role to spite his political career.Malam Ibrahim Shekarau's name made a long list of indicted politicians prepared by the Crime Commission under Ribadu ahead the 2007 declaring them unfit to contest elective position until a competent court of rule otherwise.


Malam Shekarau who spoke during an interactive session with newsmen in Kano explains that he does not celebrate personal tragedy, adding that Ribadu's travail arises from failure to abide by the teaching of his religion.

In his words "a year an half ago, Ribadu paraded us (Governors) as rogues and unfit to contest an election forgetting the fact that his religion teaches and preaches love, in any case I sympathize with his travail and have forgiven him".

Shekarau who blamed Ribadu for overzealousness in course of his duties, noted that the former EFCC boss was selective to a fault in the persecution of identified financial crime offenders.


"Here is a man who gave a clean bill to former President Olusegun Obasanjo as the only clean politician around and in one fell swoop branded most governors as corrupt and unfit for elective positions. But Nigerian now know better after the National Assembly exposed the rot in the power sector under the same regime he served", Shekarau explains.

The Kano governor expressed distraught over Ribadu failure to appear before the Commission to clear himself of a pending allegation, stressing that he is giving a wrong signal that the EFCC is not a glorified police station.

I'm disgusted over his failure to appear and defend himself before the Commission, may be he is afraid to undergo the same dose of what he has given to people".

AT the beginning, Nuhu Ribadu, a little known police officer who wore the rank of Deputy Commissioner of Police had a boss. His name? Olusegun Obasanjo. The boss was not just Ribadu’s boss; he was the boss of Nigeria. As president, Obasanjo dominated his environment. He decided what happened and what all his appointees did on any matter. Thus, given the strategic position that Mallam Nuhu Ribadu occupied and the actions he was made to take, the Economic and Financial Crimes Commission, EFCC chairman was seen as the whip that the former president used against his opponents.

Just before the 2007 general elections, the then president, aided by the Independent National Electoral Commission (INEC), announced that some politicians would not be allowed to contest for offices on the ground that they fell foul of the anti-graft war waged by that administration. One of those targeted was the then Vice-President Atiku Abubakar. He was hounded and harassed. Based on Ribadu’s recommendation, INEC was too willing to exercise a non-existent power to exclude Abubakar, whose relationship with his boss had gone sour, from the contest.

Former Governor of Bayelsa State, Diepreye Alamieyeseigha had a taste of the Ribadu method when his legislators were arrested by the EFCC boss and quarantined until they were compelled to impeach him. The same treatment was extended to Governors Ayodele Fayose of Ekiti State and his counterpart in Plateau State, Chief Joshua Dariye. In the Dariye case, only six out of 24 legislators, contrary to provisions of Section 188 of the Constitution that makes it mandatory for any impeachment move to be supported by two-thirds of the legislators. It took a grim battle that got up to the Supreme Court to get the former governor restored to office.

The choice of Umaru Musa Yar’Adua as Obasanjo’s successor was taken by the departing president. Those opposed to him were held down. It was thus expected that the new president would continue with the policies of his predecessor. But, it was not to be.

As soon as Yar’Adua assumed office, he decided to go in a new direction. He pledged to adhere scrupulously to the rule of law and due process. Hence, given the outcry on the use to which EFCC was put, it was decided to check his power, and ultimately push him out of the commission.

Ribadu is only one of the Obasanjo men and women who have run out of favour. Chief Femi Fani-Kayode, who was principal spokesman for The Presidency in Obasanjo’s second term, and was later rewarded with ministerial appointment, is now facing trial for alleged corruption. Only four of those who served as ministers under the former president were retained by the Yar’Adua administration.

Contrary to expectations that Yar’Adua would take instructions from the former president, he has proved to be independent. Ribadu whose activities drew flaks from the general public was one of the major targets. Whereas under the EFCC Act, the executive chairman has a guaranteed tenure of four years, Ribadu was sent on course to the National Institute for Policy and Strategic Studies in December 2007.

His sponsors to the course, the Police Service Commission, demoted him from the Assistant Inspector General of Police rank, to which he had been promoted by his mentor, Obasanjo, to a Deputy Commissioner of Police. The commission said the promotion breached procedure as it was not consulted and was too rapid. The former EFCC chairman was said to have been promoted thrice within eight years.

The ripples are still on. Yesterday, Ribadu was formally dismissed from the force on grounds of indiscipline. He was said to have disobeyed the Inspector General of Police, shunned a disciplinary committee set up to deal with alleged insubordination and took the unusual step of taking the Force to court.

Pensioners disagree with FG over N2.116bn entitlement

The Nigeria Union of Pensioners on Monday disagreed with the Federal Government over the N2.116bn approved as final payment to ex-staff of the liquidated Nigerian Airways.

Chairman, NUP, Nigerian Airways branch, Mr. Sam Nzene, in a press briefing at the Murtala Mohammed Airport, Lagos, disclosed that about 1,000 pensioners, representing a quarter of the total number of pensioners, were yet to be paid.

The Minister of Information and Communication, Prof. Dora Akunyili, had last week announced that the money approved (N2.116bn) was the full and final part of the pensioners’ entitlement.

Nzene, however, said this was misleading, adding that about 1,000, out of the 5,000 ex-staff of the liquidated carrier were yet to receive any money.

He said, “The congress wants to alert the Federal Government of Nigeria and the public at large that the recent announcement by the new Minister of Information and Communication, Prof. Dora Akunyili, of the Federal Executive Council’s approval of N2.116bn for ex-staff of Nigerian Airways as “the full and final part of their entitlement” is not totally in the true perspective.”

“The Congress wants to make it known to the Federal Government that about a quarter of the total pensioners are yet to be paid. Also, hundreds of these pensioners that were short-paid in the last exercise are still awaiting various levels of approval by government.”

Nzene observed that the 1,000 ex-staff had not been paid due to human error during the verification exercise, saying that some had their names omitted while others were not aware that the exercise was going on.

He appealed to the government to look into the situation as the minister’s statement had scared pensioners.

The NUP leader, while appreciating President Umaru Musa Yar’ Adua’s administration’s payment of pension entitlements to all servicemen of the military, ministries and parastatals, said he was laying a solid leadership example for civil servants currently in the service.

Yar'Adua Condemns Planned Unconstitutional Leadership Succession In Guinea

President Umaru Yar'Adua who is also Chairman of the Economic Community of West African States (ECOWAS) has said he was disturbed by reports of alleged attempts to effect succession in the leadership of Guinea following the death of the country's president, Lansana Conte.

He said the act marks a clear violation of that country's constitution and a breach of the African Union Consultative Act as well as the Provisions of the ECOWAS Charter.

In a statement in Abuja by Minister of Information and Communication, Dora Akunyili, the President was said to have unequivocally condemned any unconstitutional take-over of power in Guinea and warned that any government that emerges through undemocratic means would not be recognised.

The minister said the President "received with great shock, the news of the unfortunate demise of President Lansana Conte and demanded that democratic order be restored in Guinea immediately and that succession through any unconstitutional means should not be allowed to evolve".

Yar'Adua assured that Nigeria is following developments in that country closely with a view to ensuring that the political situation does not deteriorate.

Oil Sells For $40, May Dip To $25 January

Organisation of Petroleum Exporting Countries (OPEC) members, including Nigeria, plan further cuts in output if doing so would stabilise the market.
Oil prices traded around $40 per barrel (pb) on Tuesday, after dropping sharply overnight on concerns that United States energy demand from Nigeria and others "is evaporating in the face of a severe global economic slowdown."
Last week, OPEC members slashed production by 2.2 million barrels per day (bpd), the largest ever, adding to a 1.5 million reduction in November to stem rapid price decline.
OPEC President, Chakib Khelil, who announced the new position on Tuesday, added that production would be slashed as much as necessary to stabilise prices.
He said the market needs time to absorb previous cuts. Analysts predicted that oil price could dip to $25 in January 2009.
"It will take time for output cuts to flow through, but there's some doubt about whether there will be full compliance," analyst Toby Hassall said.
"I wouldn't be surprised if OPEC cut again in January or February. There's been quite a significant demand side deterioration."
Oil's downward curve is also dragging down gasoline prices and giving consumers a break at the pump just five months after gas prices peaked at $4.11 a gallon.
Noting that retail gasoline prices have fallen for the 23rd consecutive week since July 4, trader and analyst Stephen Schork said as of Monday the national U.S. average was $1.653 a gallon.
"That is the lowest price at the pump in nearly five years, that is, since February 2004," he noted.
Prices have fallen 73 per cent since July on investor fears that massive job layoffs and plummeting consumer spending in the U.S. are weakening global oil consumption.
After being just under $40 for much of Tuesday, light sweet crude for February delivery was 52 cents higher at $40.43 pb in electronic trading on the New York Mercantile Exchange by afternoon in Europe.
"Fears of demand are dragging the price lower," said Hassall. "You don't want to get in the way of a runaway train."
Overnight, the February contract fell $2.45 to settle at $39.91 pb after Toyota and drugstore operator Walgreen Co. reported dismal news.
Walgreen said profit fell 10 per cent in its fiscal first quarter, Toyota slashed its earnings forecast for a second time, warning that it now expects to post an operating loss for the fiscal year through March for the first time in 70 years.
The Dow Jones industrial average fell 0.7 per cent on Monday, the index's fourth straight day of losses. Oil investors look to stock markets as a barometer of sentiment in the economy.
"What we may have to see before oil prices really carve out a bottom is evidence that crude inventories have stopped rising or a sustained rally in equities," Hassall said. "The focus of the market has been almost purely on the demand side."
Hassall predicted prices could fall as low as $25 a barrel next year before rising to as high as $60 if the global economy recovers in the second half.
"Prices could dip into the 20s for a time, and then there will likely be fairly choppy, sideways action in the first quarter."
Gasoline futures on the Nymex gained over a penny to fetch 90 cents a gallon. Heating oil was up a tad at $1.35 a gallon; natural gas for January delivery rose by more than 12 cents to $5.41 per 1,000 cubic feet.
In London, February Brent crude gained 55 cents to $42 a barrel on the ICE Futures Exchange.
