Check out the University of Colorado Boulder. Their PhD in Electrical university is fully funded.

Edit. Check out university of Michigan Dearborn and Ann Arbon. They both guaranteed full funding for admitted PhD students. Wanye state University also guarantees funding for admitted PhD students.

Boulder is very competitive with that GRE...last time you need a Q of about 162+ and total of 315+ to be competitive for the EE PhD

Yeah, I have some schools in mind. My score has also eliminated a school, I would have loved to apply to, University of Kentucky, their GRE requirement for PhD in EE is 310.

International Passport is not required during GRE registration. Check ets.org/gre to clear your doubts
